taD smith is a project executive with ACCO Engineered Systems. Smith holds a Bachelor’s degree in engineering from the University of California Berkeley. Smith has 27 years’ ex-perience in mechanical system design, con-struction and installation, with the last 8 years at his current firm. Smith is a native of the San Francisco Bay Area, California where he continues to reside.

PreSentation SUMMary Integrated project delivery (IPD) is a proven approach for efficiently designing and building a facility for owners and an effective method for architects, engineers and contrac-tors to garner the highest quality for the best value and schedule. To date, IPD has mostly been applied to private-sector projects rather than public-sector ones, which are often hampered by lowest costbid contracting rules and an inability to adopt integrated contracts where the risks and rewards are shared among the all primary project stakeholders. This pre-sentation reveals the prescription for success behind the $1.6 billion UCSF Medical Center project which resulted in a highly collabora-tive, integrated, BIM centric project that main-tained scope, quality and performance for this facility.

Dear Golden Gate ASHRAE members and friends,

Our first meeting October 11th at Scott’s in Oakland is “in the books”, as they say,

and marks the beginning of another great year of meetings and local industry

events. Our speakers for the evening, Dr. Andrey Livchak and Mr. Chris Lowell

did a great job of sharing their knowledge and practical experience with the

design and implementation of chill beam. There were many questions and

discussions following the presentation and I was struck by the high level of

interest indicating the need to further explore this very interesting subject.

Thank you to everyone who attended and particularly, our past presi-

dents, who continue to support our chapter’s meetings and events. During

the meeting, I noted a correction from my October president’s message. Kristin DeMartini (our immediate past

president) is our third (instead of second) female past president (proceeded by Barbara Dilts 1991-92 and Gail

Brager 1995-96).

There are many ASHRAE and industry events to get involved with. Most notably Greenbuild (November

12th though 17th) the world’s largest conference and expo dedicated to green building, right here in San

Francisco. If you have not already done so, please make plans to attend!

We had our highly successful and very well attended “Deep Dive: Comparing and Selecting Low Energy

HVAC”, seminar this past month at the Pacific Energy Center (PEC), and there will continue to be more great

programs to attend at the Pacific Energy Center in the coming months. And of course, like me, I hope you are

connected to ASHRAE and continue to receive valuable updates from Society regarding standards and technical

work that is being accomplished to advance our industry.

Don’t miss our next dinner meeting on Thursday, November 8th at Sinbad’s in San Francisco where Tad Smith,

with ACCO Engineered Systems and Raj Daswani and Paul Switenki, with ARUP, will speak about, “Integrated

Project delivery”. It will surely be a very interesting evening to share with your ASHRAE friends and colleagues.

I look forward to seeing you there and thank you for being part of ASHRAE, “shaping tomorrow’s built

environment today.”

november 2012 – Fall Returns….and mighty storm “sandy” re-writes historytom gilbertson, Chapter Historian “ASHRAE”…lives through another historic moment…The worst storm ever to hit New Your City….(incidentally where ASHRAE’s predecessor society was founded in 1894)…..The storm here in 2012 is reported have placed higher water levels in New York than the storm in 1821…when records were first reported, kept.

ASHRAE-related technology actually kept critical facilities operating…emergency cooling….emergency heating…..emergency power generation, in fact just “try” and meet a weather emergency without relying upon the technology of ASHRAE!

ASHRAE” members have historically met the challenges of the weather that faced the County….

•Refrigeration for medical storage•Heating for emergency heating of ventilation air•Emergency heating of heavy fuel oil•Cooling and heating systems for hospitals

In the event that the Country loses, all or part of its “electrical grid”…it is the application of ASHRAE-technology that called upon to be designed and be ready to operate …without the benefit of the utility grid.

One can ask the question…”are you ready for an emergency?”….The best way to avoid an “emergency” is to prepare for it…..The old axiom …”If you want peace…prepare for war”…has some validity. So what have you done to be readily prepared for a breakdown of our usually, readily available services?

Our Church’s new building is being designed to fulfill the needs of a “P.O.D.” for our community….”P.O.D.” Stands for “Point of Distribution”, and it is a designation of the County that means this building is prepared to serve as the location from which emergency medical supplies, and food and water will be dispensed in our area….in the event of a disaster…e.g. earthquake, storm, flood, or perhaps not a “natural” disaster…..but an “anthrax attack”, etc.

Just so that you know, the local fire department has an emergency source of anti-anthrax medicine, (as well as some others) that the fire department will bring to the building and is prepared to dispense from this designated “P.O.D.” The building will store certain material that will aid in the distribution.

The “building” will have a small emergency solar-charged battery system for cell telephone-charging and a ham-radio system, emergency water showers and solar heated emergency water heating system, as well as evaporatively cooled system to sustain the facility with minimal electric power…and an emergency pharmaceuti-cal refrigerator. The building also has special wall construction that performs as an R-50 wall as well as having special structural con-siderations…all to try and make it a sustain-able facility, in the event of a disaster.

All of these system rely heavily upon the application of ASHRAE-technology…and we hope we never have to use the building for those purposes….but we’ll try to ready…just in case!

treasurer’s Report, First Quarter (jul. ‘12 – sep. ‘12)By Erik Kolderup, GGASHRAE Treasurer

This is the first quarterly update on chapter finances for the 2012-2013 fiscal year. The chapter is in strong financial shape. We have about $27,000 in the checking account and close to $968,000 in our two scholarship funds. The large balance in the Eric Thor Andresen Memorial Scholarship Fund is due to the generosity of Eric’s father Flemming, who contributed during his lifetime and also bequeathed $680,000 to the fund in 2011. Our two scholarship funds are being managed by Morgan Stanley Wealth Management, under the watchful eyes of our chapter’s Foundation Committee which is chaired by past president Glenn Friedman.

Our Income & Expense statement shows a large (temporary) net income due to our chapter’s hosting of the 2012 Chapters Regional Conference (CRC) in August. This statement does not include bills from the conference hotel paid in October, but in the end the chapter came out ahead due to the hard work of the CRC committee lead by Scott Wayland. And special thanks go to sponsorship chair Cory Palmer and to all the CRC sponsors. Our August golf tournament earned about $2,400 for ASHRAE research thanks to our sponsors and the work of tournament chair Tim Goeppner.

code summitJoin us for an ASHRAE-sponsored Code Summit taking place Tuesday, Nov. 13, 2012, San Francisco, Calif.

2012 has been a big year for code, standard and rating system advancements that have been arming policymakers and the building industry with new levers to drive greener buildings and communities. LEED® v4 is in its final stages of develop-ment. March welcomed the International Green Construction Code and the inclusion of Standard 189.1 as a design option. The California Energy Code and CALGreen are undergoing important updates. The Massachusetts Stretch Energy Code is now adopted in more than a third of communities in that state. The list goes on and on.

Policymakers, builders, designers and code officials are dizzy with enthusiasm and apprehension as everyone makes their best effort to understand the contemporary landscape, uncover avoidable pitfalls and seize the opportunity of high-performing, 21st century buildings.

A one-day summit, taking place Nov. 13, San Francisco, dives deep into green building codes and best practice and familiarizes a diverse community of building professionals with these emerging regulations.

Of special interest to ASHRAE members is session CS03—Model Codes—Green: IgCC, 189.1 and LEED, which provides a technical overview of the International Green Construction Code (including ANSI/ASHRAE/USGBC/IES Standard 189.1, Standard for the Design of High-Performance, Green Buildings Except Low-Rise Residential Buildings), and a few of the related and major changes to the LEED rating systems. Speaking in the session is Dennis Stanke, ASHRAE Fellow, chair of the Standard 189.1 committee, application engineer, Trane Co.

Another session of interest is CS07—Implementation: Architecture, Engineering, Construction: What’s different for licensed professionals in a green codes world? The session reviews the new risks, responsibilities and opportunities for architects and engineers in today’s world where green is slowly but surely becoming code. Speaking in that session is Molly McGuire, who served as ASHRAE’s 2008 New Face of Engineering, and is senior engineer, Taylor Engineering.

subject: mandatory commissioning for all buildings Proposed for green building standardCommissioning for all buildings designed and built under a green building standard from ASHRAE, the U.S. Green Building Council (USGBC) and the Illuminating Engineering Society (IES) would become mandatory under a new proposal open for public input.

ANSI/ASHRAE/USGBC/IES Standard 189.1-2011, Standard for the Design of High-Performance, Green Buildings Except Low-Rise Residential Buildings, provides a design standard for those who strive for high performance buildings. It covers key topical areas of site sustainability, water-use efficiency, energy ef¬ficiency, indoor environmental quality and the building’s impact on the atmosphere, materials and resources.

Proposed addendum p would remove the “Acceptance Testing” provision (Section 10.3.1.1Building Acceptance Testing) for small buildings. The proposed addendum is open for public review from Oct. 19-Nov. 18, 2012. To comment on the proposed changes or for more information, visit www.ashrae.org/publicreviews.

Currently the standard implies that when a building area is less than 5,000 square feet it is considered to have simple building systems, and thus requires a reduced level of commissioning effort, referred to as Acceptance Testing, according to Jeff Ross-Bain, a member of the Standard 189.1 committee. However, building area does not relate to complexity as many buildings less than 5,000 square feet can be complex.

Under the proposed addendum, building commissioning per Section 10.3.1.2 becomes mandatory for all buildings that are designed and built under the requirements of the standard.

“Commissioning is a robust and well supported discipline with established guidelines (ASHRAE and others), a long history of use and with many practitioners,” he said. “The commissioning process is one that adapts to the specific attributes of a given building. A ‘simple’ building would only require ‘simple’ commissioning regardless of size.”

Ross-Bain noted that “Acceptance Testing” is not a universally defined activity nor does there appear to be specific instruc-tions or guidelines within the industry detailing how this activity is formally completed. Also, a review of the mandatory re-quirements of Standard 189.1 could be interpreted as producing a relatively complex building (i.e. consumption measurement, on-site renewable energy, daylighting control, outdoor air delivery monitoring, economizers, condensate recovery, etc.), which requires a higher degree of commissioning activity.

Finally, under the current “Acceptance Testing” section, Standard 189.1 would not meet the minimum commissioning pre-requisite of the Leadership in Energy and Environmental Design (LEED) rating system, which requires all buildings to undergo the commissioning process.

The initiative is part of Watson’s presidential theme Broadening ASHRAE’s Horizons, which emphasizes the role of ASHRAE members as leaders in the application of sustainable design and practices in our communities worldwide.

Under E4C (www.ashrae.org/e4c), ASHRAE members can get involved with existing projects or start new ones. Watson noted that there is a wide range of projects - from refrigeration to hospitals to indoor air quality - to which members could contribute their technical expertise.

Watson also is encouraging ASHRAE members and chapters to examine ways to get more involved in their local communi-ties. Another effort underway is ASHRAE’s Community Sustainability Project program (www.ashrae.org/community), which is designed to encourage members to volunteer with local non-profits or other associations for activities such as engineering and installation of energy efficiency measures for their facilities.

subject: Doe appoints ashRae building energy codes FellowThe U.S. Department of Energy (DOE) has appointed its 2012-13 Building Energy Codes ASHRAE Fellow to assist in a variety of code development and deployment activities.

ASHRAE member Ian LaHiff will assist in the DOE’s Office of Building Technologies, Building Energy Codes program in areas such as residential and commercial code research and development; developing code change proposals; code compliance and energy code training; developing and implementing tools and training programs aimed at increasing compliance; assessing the impact of adopting and updating state energy codes ; and performing analysis of energy savings and cost effectiveness of proposed code revisions and published codes.

“This fellowship will give me the opportunity to combine design experience with my knowledge of industry research,” LaHiff said. “I hope to bridge the gap, helping the construction community adopt the latest, cutting-edge building techniques, codes and standards while pushing the industry forward and keeping the end user in mind.”

LaHiff most recently worked with exp as a mechanical design engineer and project coordinator for healthcare and mission critical facilities. He has also performed research at the Florida Solar Energy Center funded by both DOE and ASHRAE. His research findings contributed toward the Building America Industrialized Housing Partnership that refined construction standards to maximize building energy efficiency. LaHiff ’s investigations into uncontrolled airflows and building leakage also helped highlight envelope construction best practices for residential and commercial facilities.

LaHiff graduated from the University of Central Florida with a Bachelor of Science in Mechanical Engineering with a focus on energy systems.

ASHRAE launched its Washington Fellow program in 2007 to allow participants to work in the federal government in a technical advisory role for limited terms. The proposed addendum would add a compliance path to Standard 90.1 to allow modeling in accordance with Appendix G (Performance Rating Method), provided the percentage improvement of at least 45 percent over a baseline design. In addition, this addendum proposes to make the baseline consistent with the prescriptive requirements of 90.1-2004, and it will remain that way in future versions of the standard.

The current paths in the standard - the Energy Cost Budget method and the Performance Rating Method - can lead to different modeling protocols for different functions, according to Michael Rosenberg, a member of the Standard 90.1 committee. All require slightly different rules, and a single project could require two or more different baselines.

“By allowing an additional compliance option, the standard provides more credit for integrated design resulting in energy savings such as efficient use of building mass, optimized building orientation, efficient HVAC&R system selection and right sizing of HVAC&R equipment,” Rosenberg said.

Each simply chooses their own “% better than” target, according to Rosenberg.

“In addition, the performance path will no longer lag behind the prescriptive path as in the past it was not possible to incorporate prescriptive changes that occurred near publication date into the performance path ,” he said. “It also allows for a deliberate and consistent trend for energy reduction in each version of the standard, instead of just following the prescrip-tive path.

Abstracts are being sought by ASHRAE for IAQ 2013: Environmental Health in Low-Energy Buildings. The conference will examine IAQ, thermal comfort, source control, air cleaning, ventilation, exposure and related environmental health concerns associated with low energy building design, construction, retrofit and operation.

IAQ 2013 will review the state of knowledge of the balance of environmental health and energy efficiency in buildings and help define future education, policy and research directions. The roles of building, HVAC and passive system design and operation for achieving good environmental health in low energy buildings are the core themes of this conference.

The conference program will include internationally acclaimed keynote speakers, original peer reviewed conference papers and extended abstract presentations. Abstracts are invited in the following subject areas:
