This weekly update will be issued through the weekly City of Waseca City Manager’s City Limits report available at the City’s website www.ci.waseca.mn.us , the Project website http://ci.waseca.mn.us/old-trunk-hwy-14elm-avenue-updates/ and is published online via the Waseca County News. Questions about the contents of the weekly updates or about the project in general can be directed to the City’s contracted consulting engineer Joe Palen, Project Manager with Stantec at either 507.529.6036 or [email protected] or Mark DuChene, Waseca City Engineer at either 507.835.9716 or [email protected] Additionally, project representatives have set aside time every Thursday from 12:30-1:00 pm to be available at Waseca City Hall, 508 South State St, Waseca, MN 56093 to answer questions. No appointment is necessary and if this time doesn’t work, please contact either Mr. Palen or Mr. DuChene to set up a meeting at a mutually convenient time. November 16, 2017 will be the last day of scheduled office hours for the 2017 construction season. Office hours for the 2018 construction season will be announced in the spring as construction gets close to resuming. If there is an emergency within the construction limits outside of normal business hours please call 507.835.9718 and the 24 hour answering service will contact the appropriate parties. Previous Week Review 11/4/17-11/10/17 Work on the eastern phase of the project between 13 th St SE and 3 rd St SE saw the remaining connecting street intersections between 10 th St and 3 rd St get the final lifts of bituminous pavement installed and the contractor started paving temporary bituminous driveways and sidewalks. See note below about temporary surfacing. Work on the western phase primarily included finishing construction of the trunk storm sewer outlet to Loon Lake and some concrete intersection paving at the Lake Street intersection. Gravel shouldering and some ditch restoration also started. See note below about temporary surfacing. Next Week Look Ahead 11/11/17-11/17/17 The contractors focus for the next few weeks will be on cleaning the construction site and installing temporary surfacing to prepare the project area for winter suspension. Crews will continue grading out boulevards and sweeping streets and cleaning storm sewers. Due to the recent string of colder weather, concrete paving on the western portion of the project will not be completed and a temporary bituminous surface will be constructed for westbound traffic between 8 th St NW and Lake Street.

Old TH 14/Elm Avenue Weekly Construction Updates – Week 22

Previous Week Review 11/4/17-11/10/17

Work on the eastern phase of the project between 13th St SE and 3rd St SE saw the remaining connecting street

intersections between 10th St and 3rd St get the final lifts of bituminous pavement installed and the contractor started

paving temporary bituminous driveways and sidewalks. See note below about temporary surfacing.

Next Week Look Ahead 11/11/17-11/17/17

to prepare the project area for winter suspension. Crews will continue grading out boulevards and sweeping streets and

cleaning storm sewers. Due to the recent string of colder weather, concrete paving on the western portion of the

project will not be completed and a temporary bituminous surface will be constructed for westbound traffic between 8th

St NW and Lake Street.

Note About Temporary Surfacing On both the eastern and western portions on the project.

Due to the weather, a temporary cover seed and mulch will be applied to exposed soil areas for the winter. These

areas will be sodded next year once sod is ready and the weather allows. There are sidewalk panels and driveways

that were removed earlier as part of the project to facilitate utility and road construction but, due to the current

weather will not get replaced this year with concrete. All areas that had bituminous, concrete and/or paver surfacing

will be restored this year with a temporary bituminous surfacing. This surfacing will be removed next year once

construction resumes and the final concrete surfacing installed.

Traffic Control/Detour Notes

It is anticipated that the entire project corridor will be open to through traffic again by November 23rd, 2017.

During the duration of the project and through the entire project limits which extend from the western City limits (west

of Brown Avenue) to the eastern City limits (east of Clear Lake Drive), thru traffic (traffic traveling to/from Mankato and

Owatonna directions) will be detoured off Old TH 14 on the east side at NW 92nd Ave/CSAH 18 near Meriden and on the

west side at 110th St/CSAH 27. Portions of Old TH 14 within the project limits may be signed “Road Open to Local

Traffic” or something similar. Please keep in mind that “local traffic/access” is defined as having direct access on Old TH

14, or having business with someone or a business who has direct access on Old TH 14. If you do not fall into either of

these two categories, you should not be on Old TH 14 within the project limits at any time. Travel on Old TH 14 within

the project limits should take place only when there is no other possible alternative.

An updated local alternative access map is attached showing proposed access routes based on the following week’s

proposed construction activities. Note this map is intended to be updated weekly as construction progresses and every

effort will be made to keep this map updated and as accurate as possible, but construction activities may require

alterations to access routes before a new map is sent out. An interactive copy of this map is also available at:

Project Area West of TH 13

Old TH 14 will have a road closure from 6th St NW to Lake Street/Experiment Station Road; however, access to the Vista

Villa Mobile Home Community; Veterans Landing and impacted residential properties will be maintained via temporary

roadway configurations.

Two-Way access to HWY 14W Mini-Storage, Deml Ford, Waseca Chrysler, Rent N’ Save and Vista Villa will remain open

from the west project limits on the new concrete pavement and from the Lake Street/Experiment Station Road

intersection as well. Please pay close attention to the signage on site and drive slow as there will still be some work to

be completed in these areas even after they are open to traffic. The intersection of Brown Avenue and Old TH 14 will

remain closed.

In order to accommodate concrete paving operations, access to Veterans Landing will be from the west via the Lake

Street intersection. Access to properties east of Veterans’ Landing including, Waseca Mutual Building, Latham Place,

Lakeshore Inn, and residential will be provided from the east only. Please review the attached detailed access map and

pay close attention to signage.

See attached maps for alternative access routes to/from town, as well as business access routes. The interactive traffic

map indicated above will be updated with the road closures when they occur.

Project Area East of TH 13

Old TH 14 will remain a hard road closure from 3rd St East to 13th St SE. Residents may access their properties through

the road closure as construction activities and site conditions allow. The contractor will make reasonable efforts to

provide access to residential driveways between the hours of 7pm and 7am. However, residents with newly poured,

curb and gutter, concrete driveways and sidewalk should reframe for driving over the concrete for 7 days following its

initial placement. Please note that the road sections under construction are closed to non-local traffic and local traffic

may enter the closed road sections to access their properties at the property owner’s risk. If a property owner has

questions about whether or not they should drive in the construction area or needs accommodations for service work,

etc., the property owner should make contact with the project team or onsite construction worker to discuss their

access needs. Intersections on Old TH 14 between 3rd St E and 11th St SE will be reopening for traffic crossing Old TH 14

except when the contractor is paving the final bituminous lifts in the intersection. Access to Barney’s Drive In, Lodging

at Lake Aire, Memorial Park, Maplewood and Kiesler’s Campground is open from the east on Old TH 14 or from the west

via 13th St SE to Old TH 14.

IMPORTANT REMINDER: Even though portions of the roadway are constructed though a gravel or concrete surface

and vehicle access conditions are improving, the roadway is still an active construction site and there are numerous

obstacles such as manholes, valve boxes and construction equipment and materials that extend above the gravel or

sit upon the concrete surface in the roadway and drivers need to pay attention to and avoid these obstacles. Please

drive slowly and pay careful attention if you are driving in the construction area.

IMPORTANT INFORMATION FOR HOMEOWNERSS ABOUT WINTER SUSPENSION OF THE PROJECT AND HOW TO CARE

FOR NEW CONCRETE:

1. All turf areas disturbed by construction this year will be seeded with a temporary winter seed mix and mulch

to provide some vegetative cover in the spring to help prevent as much erosion as possible. These areas will

be final graded and receive sod as part of the 2018 construction season.

2. Paved driveways and sidewalks that were removed as part of the 2017 construction season that do not get

the permanent concrete surfacing installed this year will be paved with a temporary bituminous surfacing for

the winter. These temporary pavements will be removed in 2018 and the permanent concrete surfacing

installed then.

3. For property owners with new concrete sidewalk and/or driveways on/adjacent to their properties, please

LIMIT YOUR SALT USAGE during this first winter as much as possible. These new concrete surface are still

considered very “green” and are much more susceptible to damage from salt usage than concrete that has

been inplace for a couple of years. Limiting salt usage the first year or two on new concrete greatly improves

the chances of the concrete maintaining a nicer condition for a longer period of time. The City appreciates

your help in protecting everyone’s investment in this new roadway.
