AFRICAN UNION STRATEGIC PLAN AND THE AUC’S CAPACITY DEVELOPMENT EFFORT

AUC’s Mission: “An efficient and value-adding institution driving the African Integration and development process in close collaboration with African Union Member states, the Regional Economic Communities, and African citizens” (AU Strategic Plan 2009-12)

AU INSTITUTIONS:

The African Union (AU) is a pan-African organization of 54 member states, aimed at creating a united continent with a population of about one billion through a process of political and economic integration. The AU was launched at the Durban Summit in 2002, as a successor of the Organization of African Unity (OAU).

The AU has three main executive bodies: (1) Assembly, the AU’s main decision-making body, comprised of the heads of state of member countries, (2) Executive Council, the advising organ to the Assembly’s member, comprised of the foreign ministers of member states. It is aided by the Permanent Representative Committee (PRC) comprises of Permanent Representatives (ambassadors) of member states of the AU based in Ethiopia. It is responsible for preparing the work of the Executive Council, and for acting on Executive Council instructions. The Executive Council is also aided by Special Technical Committees (STC) which carry out technical work to inform policy discussions, and (3) the African Union Commission (AUC), the administrative organ comprised of 10 elected officials: Chairperson, Deputy Chairperson and eight Commissioners with the aim of translating the AU’s Vision and Mission into concrete actions, implementing AU policies and coordinating the body’s activities and meetings. AUC is supported by the other organs of the AU like the Peace and Security Council , New Partnership for

Africa’s Development (NEPAD) as well as by the building blocks of the AU, namely the Regional Economic Communities (RECs).

Other organs of the AU include: Pan-African Parliament (PAP) whose purpose is to enable the African peoples to participate in the development and integration of Africa. African Court for Human and Peoples Right is responsible for adjudicating disputes related to human rights violations. African Commission for Human and Peoples Right is responsible for reviewing citizen and other complaints and promoting human rights principles. The Economic, Social, and Cultural Council (ECOSOCC) is an advisory body of the AU. It comprises different social and professional groups of AU member states.

Strategic Plan and the State-of-the-Art Office/Conference Facilities:

In pursuit of peace and prosperity in Africa, AUC is implementing the AU Strategic Plan (SP) which has four objectives: peace and security; regional integration, development and cooperation; shared values; and, institutional capacity building. In this effort AUC is working closely with member states, AU organs and its staff, RECs, citizen groups, media, bilateral and multilateral institutions, and development partners. Improving institutional capacity of AU organs is essential for the effective provision of services to member states. Programmed capacity development efforts include: strategic planning and results management; human resource development; financial management; administrative and technology modernization; organizational strengthening; corporate services and branding; facilities management and upgrading; and stakeholder communication, media and citizen outreach.

The new AU Office Complex and Conference Center is an important part of the AU institutional transformation and capacity building process. The new facility would offer modern services such as spacious conference halls and meeting rooms, technologically equipped training center, data center and library, designed office spaces and contemporary furnishings etc..

Modern office work environment, coupled with other staff development efforts would motivate staff, and advance performance. It will encourage member states and others to use these elegant facilities more readily for meetings, conferences and knowledge sharing events. Move to this dignified facility should significantly boost the image of AU and the AUC.

NEW OFFICE COMPLEX & CONFERENCE CENTER

INTRODUCTION

The new office complex and conference center, which is donated by the People’s Republic of China to the AU, covers a floor area of 51,887 square meters, comprises an office tower, a large conference hall, podium building and exterior engineering works. The office tower has a basement, ground floor and mezzanine and has 20 floors above ground and is 113.2 meters high. The building’s main frame is 99.9 meters high, signifying the date 9 September 1999 when the Organization of African Unity (OAU) voted to become the African Union (AU).

The main conference hall can sit over 2500 people, with 1040 people on the ground floor, 679 in the 1st floor gallery and 786 in the 2nd floor gallery. The Center is further equipped with a medium-size conference hall with a capacity of 681 seats, news briefing rooms, caucus meeting rooms, VIP reception, medical center, etc. The building’s external site has a total surface area of 110,000 square meters and includes an amphitheater, helipad, equipment room, flag square, sports field, garden and parking lot.

The internal floor area of this project covers a total of 50,225m2 which comprises of twelve functional zones. The conference centre has four stories, containing conference facilities and auxiliary rooms ( including one large conference hall [2501 seats], one medium conference hall [697 seats] four small conference halls [109 seats each], one multifunctional hall, five briefing rooms [50 seats each], thirty one caucus rooms and five VIP meeting rooms, three VIP lounges [40 seats each], one VIP reception [38 seats] and a praying areas.

The AU medical centre occupies a portion of the basement in the conference centre. The 99.9 m tall office tower includes the following: general staff offices, conference service and AU chairpersons’ offices, a digital library, training center and equipment rooms. Technical engineering and auxiliary services are located in the basement.

MAIN ENTRANCE HALLThe design intent of the Main Entrance Hall focuses on the horizontal composition and creating an easily-recognizable grand entry. The hall facilitate public access to the Main Conference Centre. The radial grid lines of granite pavement directs visitors to the Hall. The strip wood aluminium ceiling lamp articulates the focus in the space towards the 11 meters high centrepiece located on the outer all of the conference hall. The Main Entrance Hall encompasses a security booth, a reception desks and other facilities. Note that towards the right of the entrance near the news release rooms, an area is available for press release.

NEWS RELEASE ROOM

The design for the news release room focuses on modernity. The ceiling and front wall are covered with silver perforated sound-absorbing aluminium panels. The side walls and the back wall consist of special acoustically carved maple to dampen sound. Every news release room is fitted with a drop-down screen behind the speakers. Note that in the ‘News Release Rooms, a drop-down projector is fitted in the ceiling and audio jacks are present in the speaker bench. An African Union flag is hung on the front wall behind the speakers.

PUBLIC ATRIUMPUBLIC ATRIUM 1

The arc shaped Atrium: ranging from 7m to 45 m in width and 20m to 33m in height: provides the main public access linking the Main Conference Hall and the surrounding conference facilities. The sunroof suspended on exposed steel structure provides ample lighting into this space. The Atrium incorporates three main surface materials. The inner walls (shared by the Main Conference Hall) entail a stripped timber finish. The same white marble used in the main stairs is applied onto the pedestal wall of the main stairs through dry-fixation strengthening the vertical dimension and providing aesthetic appeal. The outer wall consists of spaced vertical hollow timber sections with a polished finish over acoustic aluminium membrane. The Atrium space includes a 70 in LCD displaying conference information. Furthermore, four torch screen placed near entrance allowing visitors to search for information.

The two main stairs, three sky bridges, carries glass escalators and elevators which add depth to the Atrium space. The Atrium features a grand staircase linking the first three floors.

PUBLIC ATRIUM 5

Artificial lighting design. The design of lighting focuses on using reflective lighting to create natural and comfortable environment. The main volume of light is provided by suspended hidden lights in the domed roof reflecting off the sunroof. Other reflective lighting methods incorporate hidden lights: in the floor directed at the white

marble wall and trees and in the cavity between the cherry veneer aluminium grills directed at the ground. LED lighting can be found along both sides of the sky bridge.

VIP FACILITIESVIP LOBBY OF THE CONFERENCE CENTRE

The VIP lobby is in the North West part of the building providing direct access to the VIP square. The entre to this lobby directly faces the existing AU Centre. The design intent of the VIP lobby focuses on brightness, elegance and nobility. The feeling is conveyed through the use of luminescent polished glass, white marble walls and paved grey granite floors. VIP guests can enter the AU Conference Room directly from the lobby using lifts, escalators or the stairs present. The VIP lobby also encompasses a VIP hall security booth, reception desk and other facilities.

VIP RECEPTION

Conference Centre on the East side of the building. The design conveys a majestic quality. The furnishing is organized around the centre of the room; where a glass chandelier combined with other ceiling elements illuminates the room. An artistic cultural landscape painting makes up the folding panels splitting the reception room and the observation rooms The carpet and walls also carry artistic and cultural symbols further contributing to the majestic feel of the room. The room has a built-in projector and screen, and has its own lavatory and tea room.

VIP LOUNGE

The design intent for the VIP lounge focuses to draw out elegance and simplicity. Elevated golden square caissons in the ceiling combined with the use of lighting emits the room with a noble aura A decorative glass panel at the entry of the room combined with niches in the back wall that blends into the premium wood finished wall further adds to this nobility. There are three VIP lounges providing 120 seats in total.

LARGE CONFERENCE HALLThe Main Conference Hall is located at the centre of the AU Centre. Predominantly finished with timber. The Hall is the centrepiece of the building. This 43 meters diameter, 27 meter high space features 2 suspended floors at the back of the room leaving a 33 meter arc void whereby luminescent light panels shape a concave surface fill the Hall with light. The main wall behind the three level presidential stages is delineated by the aluminium frills adding depth and emphasizing the spatial qualities created by the arc void. Back walls consist of acoustic maple panels. The Hall encompasses all relevant audio and visual equipment, including large LED display panels on the front wall.

MEDIUM/SMALL CONFERENCE HALL

MEDIUM

The fan shaped medium conference hall is located on West of the multi- function hall. 25 meters in length with an average width of 19 meters, the hall reaches a maximum of 10 meters. The concave split-level strip timber ceiling directs the vision of audiences of the second floor towards the presidential stage, whilst its shape and materiality impose a strong modern impression. Walls are clad with a stripped maple finish that succumb with the dark grey carpet.

SMALL

There are 4 small conference rooms on the 2nd and 3rd floors. The fan shaped rooms are 14 meters in length and 11 meters is the largest width; focusing the audience to the speaker podium at the front of the room. The height of the finished ceiling is 4.95 meters. The ceiling is fitted with U-shaped gaps for lighting reflecting the U-shape of the building itself. The walls consist of special acoustically carved maple to dampen sound.

MEETING ROOMSMEETING ROOM

The meeting room (31 rooms in total) located above the lobby is designed for brightness and comfort. There are two variations of finishes in the meeting space: maple or cherry used to distinguish different floors in the building. The rest of the walls in the room are finished with a white sound cladding. A cavity exist between the wood finished partitions in the centre of the ceiling providing light and aesthetic appeal. All meeting rooms are fitted with a 46-inch LCD display, there is also a 17 inch LCD display next to the entry displaying the content and information of upcoming / current meetings.

VIP MEETING ROOM

The VIP meeting room is designed to convey a rich elegance in both materiality and culture. The ceiling features a crystal chandelier fitted onto square caisson,, further enhanced by fluorescent lighting in the grooves. The main walls are finished with dark cherry: carefully designed niches provide depth into the wall allowing for cultural decorations.

MULTI-FUNCTION HALLMULTI- FUNCTION HALL

The multi- function hall is found towards the left side of the conference centre on the ground floor. The 33 meter by 27 meter, 9 meter high room has a direct view onto the amphitheatre. The high ceiling, consisting of light panel strips separated by wave patterned timber joists, shape the spacious feel of the room; whilst the light-cream marble floor finishes and slightly darker cream wall finishes combined to emit a familiarity and relaxed atmosphere.

MAIN OFFICE LOBBY

The design of the Main Office Lobby expresses radial axis used by the building The light-cream marble floor is separated by slightly darker axial panels. Similarly this pattern is repeated in the roof using suspended finished timber panels. The typical wall finishes employ different sized marble panels to create an irregular pattern. An organic front wall on the elevator core is created using laminated class panels. These elements work together to create a balance in this space. The lobby includes a security booth, varies LCD displays will be present providing visitor information and directories.

THE MAIN OFFICE CORRIDOR

The corridor continues the floor and wall finishes in the Main Office Lobby and wall finish of the Conference Halls in respect to their geographic location. The juxtaposition created separating the conference sector and the office sector in the Center. A glass ceiling with adequate sun shading provides light into this space

OFFICE INTERIOR

CHAIRPERSON’S OFFICE

The interior design of the Chairperson of the AU, Chairperson of the AUC and Deputy Chairperson office rooms incorporate an elegant modern office space with high noble quality. At the request of the AU. The offices have been finished with full woolen carpet floor. The resting space is emphasized through an extra high-quality art woolen carpet. The raised plasterboard ceiling is concise and effective for optimal height. The cherry wood wall finishes together with artworks in the offices further contributes to the high noble quality.

CHAIRPERSON’S LIBRARY

The interior design of the Chairperson of the AU, Chairperson of the AUC and Deputy Chairperson libraries are a continuation of their offices, thus their design intentions are similar. A full woolen carpet floor and cherry wood wall finish etc... are continued into this space.

TOWER ACCESS

PROVISION FOR DISABLED

The new building was designed in a way that all codes for handicapped accessibility are honored. Circulation paths are designed for ease of passage from one area of the building to another. Ramps and lifts allow access to all levels and are located together with the stairwells. Toilet facilities, elevators, doorways are built to accommodate wheelchair users. Provision has also be made for hearing and sight impaired people, especially for life safety systems.
