NOVA SCOTIA VETS’ NEWSLETTER ISSUE FIFTEEN DECEMBER 2018 Some of you may have been wondering where the newsletter has been. The reason is that we have been transitioning to the new website. We will still post the newsletters on the website and then send a notice when the latest is there. You will still have to logon to our website but a password will not be required to open newsletters. Please bear in mind that the website is still in development when you navigate through it. The Support and Advocacy Team has been in the news lately by being recognized by the province of Nova Scotia with a Certicate of Appreciation and the awarding of the Veterans Ombudsman's 2018 Commendation. Dick Pulsifer was presented a Certicate of Appreciation recognizing his dedication to the Grave Inspections Team. The details of these well deserving awards can be found later in the newsletter. The Fall Mess Dinner/ball was held in Juno Tower in Halifax in October. There was an excellent dinner followed by dancing up on “the Bridge” with music from the 60’s to the 80’s. The event was so successful that another may be in the works for 2019. A lot has been happening in the division since the last edition so without taking up too much of your time I will let you read on. As a reminder please do not forget to pay your dues ($50 for Active members and $15 for Associate members) by cheque, cash or electronically by e-transfer. The Support and Advocacy Team has been in the news lately by being recognized by the province of Nova Scotia with a Certificate of Appreciation and the awarding of the Veterans Ombudsman's 2018 Commendation. 1982 Reg. #20297 Staff Sergeant John Brayley was walking on the beach of Paper Mill Lake in Bedford, Nova Scotia, when he was advised that a man had drowned. Brayley rushed to the scene and dove in and found the victim’s body. After bringing the body to the surface he hauled him to shore and began mouth-to-mouth resuscitation and successfully revived him. He was later awarded The Royal Life Saving Society of Canada, M.G. Griffiths Award. 1987 Members of the “H” Division (Nova Scotia) Emergency response team were pressed into action when they were required to board and a effect a deep ocean arrest of the Motor Vessel "Amelie" which was involved in smuggling 174 Sikh refugees into Canada off of the coast of Charlesville, NS. Commanding Officers Commendations for bravery were issued to #21538 Arnold A. Bennett, #23631 Sergeant Donald R. James and #29371 A.D. Darrah for their role in the investigation. David Darrah is a association member residing in the Colchester-East Hants region.

Stu Ryder Memorial Trophy For Curling – RCMP Veterans’ Association VS RCMP (serving members)

On Monday, November 19th, the annual Stu Ryder Cup was played for at the Truro Curling Club. Eight teams consisting of 21 Veterans and spouses, as well as eight serving members played four rounds to determine this year’s winner. In the end, the Veterans claimed the day’s prize and the trophy was awarded to the Veterans’ Association Team Captain Dan Mallet by curling organizers Al Langille and Vic Gorman.

The coveted Bill Parker Sportsman Award was presented to Sue Camus (serving RCMP) by Ian Atkins and Christina Parker. The decision for this award is always based upon a vote by all curling participants during the afternoon of the competition.

The 7th Annual Stu Ryder Memorial Golf Tournament

The 7th Annual Stu Ryder Memorial Golf Tournament was held at the Truro Golf Club on September 26th.  It was at times a wet and windy day for golf however all managed to play their 18 holes.  A total of 91 people attended and participated in this event in aid of the Special Olympics. Players and coaches of the Special Olympic Golf programs from the Halifax and Truro areas received prizes supplied by Johnsons Insurance and had their names placed on the participation plaque. Over $600.00 was raised on the raffle for the Special Olympic Golf program.  The winners of the Stu Ryder Memorial Cup with the lowest score were the Team of Bill Price, Andrew Stewart, Lloyd Doucette and Don Poulter.

Reg Reeves, after seven yrs. of being the Chairperson on the organizing committee for this event will be stepping

down. Anyone interested in taking over as the chairperson can contact either Reg or anyone on the Executive of the Association.

HISTORY – PRESIDENTS OF THE RCMP VETERANS’ ASSOCIATION, NOVA SCOTIA

The 14th President of this Division was Reg. # 16249 Gerald (Gerry) Christopher Howard. He was born on December 15, 1929 at Daniel’s Cove, Newfoundland.

Before enlisting with the Force, Gerry served at St. John’s, Newfoundland with the Newfoundland Constabulary. Gerry enlisted in the Royal Canadian Mounted Police on August 1, 1950 at St. John’s, Newfoundland and trained at “Depot” Division, Regina and Rockcliffe, Ontario. He also served in “H” Division, Nova Scotia at Chester, Yarmouth, Shelburne, Windsor, Eskasoni, Sydney and Halifax.

He retired at the rank of Sergeant on August 13, 1971.

Gerry received the Commanding Officer’s Commendation for his part in an investigation involving a case of break and entering. Gerry was awarded the Royal Canadian Mounted Police Long Service Medal.

The date he joined the Royal Canadian Mounted Police Veterans’ Association is unknown but he served as President of the Association from 1976 to 1977 inclusive.

Gerry passed away on October 14, 1997 at Halifax, Nova Scotia and is buried at Gate of Heaven Cemetery, Lower Sackville, Nova Scotia, Plot S.6D, P. #1, Grave 176. His obituary is recorded in the Quarterly at Volume 63(2) and is also on file at the Nova Scotia Archives # 9750. His service in the RCMP is recorded on the National RCMP Graves website.

Support & Advocacy Committee and Consultant’s Workshop November 26th

On Monday November 26th, nineteen Committee members and Region Consultants gathered to share experiences, to review processes and to add to their knowledge of existing supports for the membership of the RCMP Veterans’ Association and families.

During the day-long session in Dartmouth, the team:

•reviewed the various services and supports available to those still serving within the    RCMP,

•explored the mental health resources available for all serving members, veterans and    families,

•worked through the Survivor’s and Executors Guide and Checklists,

•reviewed the funeral protocols to follow in tandem with the Master at Arms,

•discussed the steps to follow when assisting families with the pension transitions    following the passing of a member

•re-visited the various VAC processes and forms

These yearly sessions provide the opportunity for each person to share their experiences, to obtain clarification on questions on process and areas of concern, and to provide feedback on how they believe the work of the Support and Advocacy group can continue to evolve.

Thanks go to all who travelled outside of their Regions for this day and also to the local members, all who gave up their personal time for the benefit of the Association.

Nova Scotia RCMP Veterans’ Association Support & Advocacy Committee and Consultants receive Provincial and National Honors for Their Efforts on

Behalf of the Membership and Families:

The work of the Support & Advocacy Committee and the Region Consultants in Nova Scotia received some recognition in the past month from outside of the RCMP Veterans’ Association. On October 20th, at the NS RCMP VA Regimental Ball in Halifax, the Committee was recognized by the Government of Nova Scotia when The Honorable Mark Furey presented a Certificate of Appreciation on behalf of Premier Stephen McNeil. Following the Halifax event, the Committee was again honored at a ceremony by the national Veterans Ombudsman and the Veterans Ombudsman Advisory Council on November 5th. The 2018 Veterans Ombudsman commendation for a Local Committee Award was presented to S&A Committee Co- Directors Vic and Jan Gorman by Veterans Ombudsman Guy Parent.

Support and Advocacy Workshop #14

Amherst, Nova Scotia

November 2, 2018

A wet November day failed to dampen the enthusiasm for the fourteenth Support & Advocacy Workshop held at the Amherst Golf Club on Friday November 2nd. Fifty-seven Association members, spouses and some serving RCMP as well attended the full day session. The speakers included Dr Dion Goodland (Psychologist) who spoke of mental health issues and focused on anxiety, depression and PTSD; Corinne Steele (Clinical Social Worker) described the impacts of those psychological conditions on the families and the supports that would be available for them; David Barrett (Lawyer) detailed the necessity for wills, power of attorney and personal directives, and he described some pitfalls in the preparation of such documents; Dr Brian Alexander (Audiologist) described hearing loss, tinnitus and hyperacusis and related the potential causes for these disabilities that police may face in the line of their duties.

The attendees enjoyed the sweet treats prepared for the breaks and the soup/chili and sandwiches lunch prepared on the premises by the staff at the Golf Club.

During this Workshop, NS Division was pleased to also host about 20 RCMP Veterans and spouses from New Brunswick and some from Prince Edward Island, including Ruby Burns who recently was named the new National RCMP Veterans’ Association Advocate. Nova Scotia Division is proud to be able to share experiences with these two neighbouring RCMP VA Divisions.

Approximately 80 people attended the 2018 Annual General Meeting that was held at St. John's Anglican Church Hall in Middle Sackville on November 24th. The guest speaker was Felix A. Cacchione the Director of the Serious Incident Response Team (SIRT) for Nova Scotia. Mr. Cacchione explained their mission and mandate, how they receive cases and the organization of the SIRT team. More information including media releases can be found on the SIRT’s website at https://sirt.novascotia.ca/

Associate Member Gail Patriarche from Lunenburg was inspired from a photo taken in 2014 at Peggy’s Cove when the Musical Ride was in Halifax on a visit. Gail has graciously presented the original watercolour painting to our division of the RCMP Veterans’ Association for display in the Headquarters building. Unfortunately Gail was unable to attend the meeting to present the painting in person. Accepting the painting were Julie Matthews, Sandy Glenn and Gary Grant. Special thanks go out to Jan and Vic Gorman and France Boutilier for their donation of the original photos.

Nova Scotia RCMP Veterans Fall Ball

Good food, good music and most of all good people made for the Nova Scotia RCMP Veterans Fall Ball held in Juno Tower in CFB Stadacona on October 20, 2018 a huge success. Our Honourary Patron, His Honour the Honourable Arthur J. LeBlanc, ONS, QC Lieutenant Governor of Nova Scotia and his wife Her Honour Patsy Leblanc were the special guests.

Jan and Vic Gorman on behalf of the Support and Advocacy Committee were recognized by the Government of Nova Scotia when The Honourable Mark Furey presented a Certificate of Appreciation on behalf of Premier Stephen McNeil. You can read more on the Certificate of Appreciation elsewhere in the newsletter. Special mention must be made of Howard Eaton who organized the successful event. There may be a possibility of having another dinner next year, stay tuned.

Tabs for Wheelchairs

In July Neil Fraser delivered 504 pounds of tabs collected to Dartmouth Metals which equated to $342.70. This amount has been collected since December of last year and is the largest amount to date. On November 28th he dropped off another 305 pounds of tabs. For the batch in July he received 68 cents per pound. In November the price was 47 cents per pound for a total of $143.35. Neil was told that the price dropped over 20 cents in the past 2 weeks as a direct result of the tariffs imposed by the United States on aluminum. To summarize, this year we collected 809 pounds for a total of $486.05. Since January 2016 when Neil took it over the project we have collected 2,325 pounds and received $1,454.69. It takes approximately 1,500 tabs to make a pound so this would amount to 3,487,500 tabs. A lot of drinks !!

1987 Corporal #27886 J.F. MacKenzie was presented a Commanding Officers Commendation for his work with the Military Police on a six month investigation into thefts from the National Defense Supply Stores in Halifax NS.

October 18, 2018 General Meeting At the October general meeting the guest speaker S/Sgt. Royce MacRae from the Technical Crime Unit provided the audience important information regarding electronic devices on how to protect yourself against viruses and scams. Earl Douglas Hayre was inducted into the association.

K9 Service Dog DEXTER

Many members will remember the appearance of K9 SERVICE DOG DEXTER at several Metro meetings and at some Support and Advocacy Committee Benefits and Information Workshops around the province from 2015 onward. DEXTER was charged with the care of RCMP VA member Don Clark.

Sadly, DEXTER passed away in mid-August 2018 after a short illness. This capable canine was eight years old when he passed away. DEXTER was trained in Western Canada and had been

initially assigned to a soldier in Kamloops BC who had PTSD. However, the soldier had a young family and they all developed severe allergies to this K9. DEXTER was put into foster care for about a week, around the same time that Don Clark had applied for a service dog to assist him in dealing with his severe PTSD.  Don was accepted into the program, matched with DEXTER, and flew to Kamloops Airport where they met and bonded immediately.  It was meant to be.

For four years, Don and DEXTER were together 24/7, travelling extensively, and making friends. Together, they attended RCMP VA meetings, luncheons, and workshops.  DEXTER was made an honorary member of the Nova Scotia RCMP VA and wore a special patch on his duty vest. On January 23, 2016, the NS RCMP VA awarded DEXTER a Certificate of Recognition for his loyalty and service to RCMP Veteran Donald Clark as a therapy companion. DEXTER’S training and attentiveness provided Don with the confidence to move forward in his own healing.

The Nova Scotia RCMP Veterans’ Association was the recent recipient of a $500 donation from the Commissionaires Nova Scotia Veterans Support Committee (VSC CNS).  Each year the VSC CNS allots a sum of money to one of three military organizations and the RCMP that assists Veterans.  This year the donation was made to the RCMP VA.  The cheque was presented on December 12th at CNS Headquarters in Bedford.

49th Annual WW11 Remembrance Church Service

The 49th Annual WW11 Remembrance Church service was held on Friday November 9th at St. Agnes Church in Halifax. Our Association has been attending the service for the last 38 Years. Representing the division was Ian Atkins, Garry McCay, Our Honourary Patron, His Honour the Honourable Arthur J. LeBlanc, ONS, QC Lieutenant Governor of Nova Scotia, Dan Mallet and Barry Gerrard. Metro Christmas Dinner

The church hall at the St. John the Evangelist Anglican Church in Middle Sackville was filled to capacity on December 8th. All enjoyed the camaraderie and the excellent turkey dinner with all the trimmings.

A departing gift was presented by President Sandy Glenn to the Commanding Officer, Assistant Commissioner Brian Brennan who is

moving to new adventures in Ottawa.

Ian Atkins took home a $500 cheque for December’s lottery draw.

An Exceptional Celebration!

The afternoon of July 7th saw an exceptional celebration take place in the Mess at “H” Division Headquarters. The occasion was the 100th birthday party for Sergeant (Ret’d) Harold Searle (Regimental Number 14011). Born in Mortlach, Saskatchewan on July 10th 1918, Harold joined the RCMP in 1941 and served for twenty-five years in various postings in Nova Scotia including Windsor, Halifax, Chester and Antigonish until he retired in 1966.

Following retirement, Harold continued to serve Canada as a probation officer and as a reserve officer with the RCAF for many more years. Joining the Nova Scotia RCMP Veterans’ Association in 1967, he was later made a Life Member of the Association and he remains an active member to this day, attending meetings and social functions and proudly wearing his RCMP Veterans’ blazer. Harold often contributes articles to the NS RCMP VA Newsletter and is always willing to share his experiences with serving members.

The 100th Birthday Celebration was a joint effort by Harold’s family and the Nova Scotia RCMP Veterans’ Association. The afternoon included an opportunity for each of the 150 guests to meet Harold individually and to pass along their personal congratulations. An Honor Guard of retired members in Red Serge then escorted Harold and his lady friend Dorothy Honsburger to the head of the room. There followed a short program of speeches and presentations, first by A/Comm Brian Brennan who delivered greetings from HM Queen Elizabeth ll, Governor General of Canada Julie Payette, Lieutenant Governor of Nova Scotia Arthur J LeBlanc, Prime Minister Justin Trudeau, Premier Stephen McNeil, MP Scott Brison, and other dignitaries. A/Comm Brennan also presented Harold with a message and gift from RCMP Commissioner Brenda Lucki and then he delivered greetings, many cards and a gift from “H” Division.

Nova Scotia RCMP Veterans’ Association President Sandy Glenn then passed along to Harold the congratulatory letter from RCMP Veterans’ Association President Steve Walker and then presented a gift and heartfelt congratulations from the Nova Scotia Division.

The afternoon wrapped up with a toast to Harold delivered by Garry McCay, a short thank you by Harold’s daughter on behalf of her Father, cutting an amazing cake and socializing amongst the guests. Harold’s children and extended family were in attendance to support him on his special day, including daughter Helen, and sons Jack and Greg and families.

A few days later, in a locally televised story about Harold on his actual birthday (July 10th), the centenarian was interviewed about his life and family provided comments as well. When asked for his comments, the CO remarked that Harold had actually collected twice as many pension cheques as he had pay cheques!

Planning for this event had begun last fall and was with the complete knowledge and approval of

   Harold’s family as represented by his daughter Helen Searle. Committee members included Vic Gorman, Helen Searle, Denise Potvin, Jan Gorman, Garry McCay, Rick Potvin and Ian Atkins.

On December 5th the Valley region had their annual Christmas Dinner at the community centre in Port Williams. Before the dinner a tribute was paid to Dick Pulsifer for his contribution to the Grave Inspection program. Dick is a well known member of the Nova Scotia RCMP Veterans’ Association who has spent many years working with our Grave Inspection and Investigation team. Dick began his association with the Force in the late 50’s when he was hired on as the County Constable in Kings County. He worked out of the old Kentville Detachment and as his association with the Force grew working more closely with the members in Kentville. This eventually culminated in Dick being appointed as a Special Constable and then he was an early member of the Auxiliary Program prior to his going off full time as an insurance investigator. Dick got interested in the Graves program about 20 years ago and he has been working at it ever since. His dogged determination to locate and identify our deceased members from long ago has resulted in numerous graves being located from the NWMP and RNWMP here in Nova Scotia and across the country. Dick has done research for the Commanding Officer Assistant Commissioner Brian Brennan on several occasions. He has done a first rate job looking after the grave inspections for the Valley Region even though he has been being treated for cancer and has felt weak on many occasions. Tom Lowe, who used to be in charge of the Grave Inspections Program states that there is no one in the province that does a more through job for the Division. At the Valley Christmas dinner Dick was recognized with a Certificate of Appreciation for all his great work done on behalf of the RCMP Veterans’ Association.   Well done Dick!

CHAIRS GALORE!

Early in July, two separate requests were received by the Support and Advocacy Committee for wheelchairs to assist making life better for two persons. In both cases, members of the NS RCMP Veterans Association responded quickly with donations of gently used chairs that were quickly presented to the recipients/family.

On Friday, July 6th, President Sandy Glenn, along with Valley Director Jim Arsenault and Valley Sick & Visiting Coordinator Ralph Pietersma presented former RCMP member Glenn Banks with a wheelchair that met all the specifics perfectly. This chair was donated by a NS RCMP Veterans’ Association Associate and made in loving memory of her mother Ada Clark. Glenn is currently recuperating from an amputation at the Soldiers Memorial Hospital in Middleton but hopes to soon be placed into a new facility. This chair will serve to improve his mobility and independence as he adjusts to his new life.

Shortly afterward, on Tuesday July 10, S&A Committee Co- Director Vic Gorman had the pleasure of presenting Veterans’ Association member George Savage with a similar wheelchair, to be used by a family member. This second chair was donated by the Patterson family, in loving memory of Phyllis Patterson, mother of two RCMP members (one serving in C Division and one retired in D Division), and the Mother of an Associate Member. In both cases, these chairs were in excellent shape and just waiting for new owners. Often such items are put aside when they are no longer required by the original owners, and they sit idle in basements and garages. Very few get snapped up on re-sale sites however, they still can serve many years for others. If there are objects in good condition such as these in your homes, perhaps consider asking if there is a need within our own community of Veterans and families, and then make    that donation if you can.

1979 Using a shirt and a clipboard as a bandage and splint, Constables Reg. #28154 Edward P. Walsh and Reg. #27821 Michael W. Nash saved the life of a man who received a shotgun wound to his arm. In recognition of their efforts they were awarded the Meritorious Certificate by the most Venerable Order of the Hospital of St. John of Jerusalem. Both Ed and Mike reside in the Metro Region.

1987 Corporal Reg. #27886 J.F. MacKenzie was presented a Commanding Officers Commendation for his work with the Military Police on a six month investigation into thefts from the National Defense Supply Stores in Halifax NS.

Law Enforcement Officers and other agencies from across Canada gathered in front of the Sobey’s in Port Hawkesbury to greet the Special Olympians who participated in the annual Torch Run for Special Olympians prior to the opening ceremony of the Summer 2018 Special Olympics. Sobey’s is a corporate sponsor for Special Olympics within Nova Scotia. The Torch Run is carried all over Nova Scotia to promote the Special Olympics and the Special Olympians.

The second weekend of November 2018 saw Ann Andrews from the Cape Breton region involved in a palliative care Halloween party at the Cape Breton Regional Hospital. Attending were 40 kids some who are palliative and the rest are siblings of these kids. Ann recruited two veterans from “M” Division, a serving member from

Ontario and another friend to help buy 40 RCMP teddy bears for the kids' goodie baskets. Ann and a friend , along with several volunteers made the party a reality. It was a great afternoon. The young participants and their families had some fun and forget for awhile that many were terminally ill. This month, so far, $1,600 has been raised for palliative families to help with the necessities of life and some Christmas cheer. Thanks to friends, several vets and serving members who helped to hopefully make some of their dreams come true during very difficult times.

LifeSpeak made available to Veterans, former RCMP members, and their families!   Veterans Affairs Canada is pleased to offer Veterans, former RCMP members and their families a new online self-help resource that provides timely information, advice, support or inspiration on various topics related to daily life. This service is free for our Veterans and their families to use. LifeSpeak, a health and wellness library, provides information and support on a wealth of topics by leading experts and confidentiality is guaranteed, to our clientele in the comfort of their homes 24/7.

The health and wellness library offers 324 short videos and podcasts featuring leading subject-matter experts who guide, advise and recommend on topics relevant to us all, from depression and nutrition to financial health and parenting. LifeSpeak also features "Ask the Expert" sessions that can be accessed anonymously.

Do you provide frontline services to Veterans and former RCMP members and their families? Take the time to explore the platform if you haven't done so yet.

Access to the platform will be simple and easy. Starting September 1st, 2018, Veterans can simply log in to an account designed specifically for them. The hyperlink will also be shared with Veterans on September 1 via VAC social media platforms, and with a page alert in My VAC Account.

The Newsletter publishes material on subjects of interest to our Association members. We depend on submissions from the membership, although articles from other

sources will be considered if they benefit our member’s interest. No guarantee is made to publish any submitted material or when it will be published. To ensure the

best quality newsletter is produced we are providing a few guidelines.

Text Material may be mailed in or sent via e-mail. We prefer not to have anything handwritten.

Imagery. Digital images are preferred; they should be shot at the highest resolution possible with your camera. The ideal submission is a high-quality JPEG or png.

Do not send images that are embedded in a document. Instead, send them in a separate and individual file.

If submitting scanned imagery, scan it at 100% size at 300dpi.

DO NOT make any image enhancements correction or overlays or send two sets; one with and one without additions.

Conventional black and white or colour prints are also acceptable.

Remember we were not there when the photo was taken so please include the Who, What, When, Where and Whys.

Members may access their own personal information held on the National Member Database to verify or change information shown on their form and if necessary, update phone numbers, email or mailing address. Members will also be able to add personal information which may have been left blank when the database was developed. Click on MODIFY to save changes. Changes are not saved if web page is closed without clicking on MODIFY. The Date Dues Paid section is for information only and cannot be modified by members.

Login Instructions: Go to website address: rcmpvet.ca On the webpage, there will be an English login form – or you can access the French login form. The first time you Login follow instructions in Step One to create your own password to access your record. If you previously created a New Password using Step One proceed to Login instructions in Step Two.

Step One: 1. Log in by using your email address as your Username 2. Enter your Regimental #. 3. For the Password, enter your Regimental # again and click on LOGIN This login form will recognize that the Regimental # and the Password as being the same & if entered correctly will bring you to a Second form where you will set your own new password. Enter the new password twice to confirm the spelling and click SUBMIT. Rules for Passwords: you cannot use your Reg #. All new passwords must be at least 5 characters, and the 2 passwords must be typed exactly the same.

Step Two: Once you have set your own new password, log in to the webpage rcmpvet.ca or if using Google, http://www.rcmpvet.ca 1. Enter your Email address as Username 2. Enter your Regimental #. 3. This time, you will enter your New Password in the password box 4. Then click on LOGIN
