BACKGROUNDThe application requests a new 65' monopalm wireless communications facility to be located onthe campus of Knox Elementary School at 700 W. Orchid Lane, north and east of Ray and AlmaSchool Roads. A monopalm is a cell tower disguised as a palm tree. The Zoning Code requiresa Use Permit for wireless communication facilities in non-industrial zoning districts that do notutilize existing poles or towers.

The monopalm is proposed for the west-central portion of the school campus, immediately northof an existing parking lot and 40' west of an existing 65'-high T-Mobile monopalm. North ofthe proposed location are play fields and a municipal park with ball courts. The school campusand park are surrounded by residential uses, including single-family homes 380' to the south,apartments 420' to the west, single-family homes 640' to the north, and single-family homes1000' to the east of the proposed monopalm.

Two live Date Palm trees of25' and 30' in height will be planted adjacent the equipment shelter.The applicant also plans to install five (5) Shamel Ash trees around the equipment shelter at theSchool District's request.

Within the immediate area, there are no suitable alternatives for co-location of the wirelesscommunication facilities on existing poles or towers. According to information provided by theapplicant as required by code, there are 12 verticalities of a height similar to or greater than theproposed monopalm within approximately one mile, including power lines, several cell towersdisguised within flagpoles, a set of ballfield lights, and an existing cell tower monopole. Theapplicant has analyzed these co-location possibilities and found them implausible either becausethey are located outside of the needed coverage area or they are not adaptable for co-location.An inventory of these verticalities provided by the applicant is among the attachments.

DISCUSSIONPlanning Commission and Staff find the proposed location to be appropriate for a wirelessfacility in the form of a monopalm, Date Palm design, in conjunction with live Date Palm trees.The monopalm fits well with the area, given its adjacency to an existing monopalm and its 380'separation from the nearest residences.

PUBLICINEIGHBORHOOD NOTIFICATION• This request was noticed according to the provisions of the City of Chandler Zoning Code.• A neighborhood meeting was held on October 17, 2009 at the subject site. Four neighbors

attended to ask general questions-no neighbors expressed opposition.• At the time of this writing, staff is not aware of any opposition to the request.

RECOMMENDED ACTIONStaff, upon finding consistency with the General Plan, recommends approval of ZUP09-0001KNOX ELEMENTARY MONOPALM subject to the following conditions:

1. Expansion or modification of the use beyond approved exhibits shall void the Use Permit andrequire new Use Permit application and approval.

2. There shall be two live Date Palm trees installed and maintained adjacent to the monopalm.The trees shall be of 25' and 30' in height at the time of planting and shall match themonopalm's appearance.

3. The landscaping shall be maintained at a level consistent with or better than at the time ofplanting. The site shall be maintained in a clean and orderly manner.

To enhance its current service in the area, AT&T proposes the installation of a 70' tall Mono-palmwireless telecommunication facility located at 700 W. Orchid. The antennas will be concealedbehind/under the palm fronds at the top of the pole.

In order to minimize any disruption to the school on the property, AT&T proposes to locate the facilitycloser to the northwest part of the property just north of the parking lot. The facility will be compatiblein design, color, and materials with real palm trees further adhering to the camouflaging of the design.

AT&T will install equipment cabinets in order to operate its facility. The cabinets located at the base ofthe monopole will be surrounded/enclosed by an 8' tall concrete masonry (CMU) wall. AT&T proposesto install (5) 24" box live trees to soften the CMU wall.

This facility will be unmanned and will require infrequent maintenance once the facility is constructed.

AT&T will also confirm that the tower receives all necessary FAA approvals.

FCC Regulations:

All of AT&T's facilities, including this proposed facility, strictly comply with FCC requirements forcumulative field measurements of radio frequency power densities and electromagnetic fields.

FCC Interference:

All of AT&T's facilities, including this proposed facility, will strictly comply with current FCCregulations prohibiting localized interference with reception of television and radio broadcasts.
