2.3 Action points from 20th August 2015 – Attachment A2 and A3 1) Business case for not dispensed scheme JS contacted Guilford and Waverley CCG – need to go through the information and then the business case group will meet. James Sutcliffe will be a good asset to the group as he has experience in service commissioning etc for Boots. Group to approach James. 2) Rushcliffe Meds Management – Protected learning time Not met again yet – rearranged for Friday 18th September which is very short notice for pharmacy to attend. NH and RS to meet with Vicky Bailey and explain that the Medicines Management meetings have been cancelled or arranged at short notice making it difficult for JS to attend.

ML will contact Radio Nottingham regarding a slot on flu vaccinations. 5) EPS Article included in the September newsletter highlighting the EPS continuity documents on PSNC website. 6) Dementia friends champions – 08/10/15 AE attending the Dementia Friends champion training on 08.10.15 in Derby. AE has forwarded the link to the website page with all the dates to AP and KC. 7) Emergency supply Emergency Supply and NHS 111 was included in the September newsletter. It was also mentioned that Bassetlaw need to get this service commissioned for all out of hours not just bank holidays. 8) Pharmacy First and City CCG Forward to the next meeting – AE to talk to Caroline Badder at Nottingham City CCG

AE to contact Caroline Brew re working with Nottingham City CCG to advertise pharmacy and Pharmacy First especially in Clifton to help with the patient issues around the closure of the CNAP.

Cannot respond any further – waiting on decision. There appears a lack of understanding from the CCG commissioner about a pharmacy contract and market entry regulations. From the CCG Governing body papers it seems Citycare included having a pharmacy in their winning bid and so needs to be granted to comply with their contract with Nottingham City CCG.

Worry that it will be granted and impact on existing pharmacies – hope there will be an oral hearing. Need to think about who is going to attend the oral hearing if this is decided – NH will attend, LF will be going on behalf of Manor - cannot be anyone who has declared conflict of interest so this leaves DF, LK, VP, DM, AE – once know the decision and possible date then will organise who attending.

If the contract is granted then we will then represent the applicant at which time the LPC will not be able to pursue further action – it will be up to contractors themselves.

4 Treasurer’s report – GH 4.1 Finances August 2015 – Attachment C1 Income £17,759.68 – had final money for LPC ball 2015 tickets through Expenditure: Refund to Thea Pharmaceutical as paid twice for Dementia training. £9,742.02 total expense for August 2015. Well – reserve for invoices to be paid - £2,105.00 When separated from Co-op caused problems – Co-Op still have the invoicing contract and they are not treating as urgent. Needs to be invoiced from Well so that it goes to the correct branch. RS has raised this with Ifti Khan, the superintendent and with head office - they are now looking into Members discussed that the expense policy stated that any claim over 3 months should not be paid - so currently we are going against the expense policy that has been agreed.

- On checking the wording in the policy it states that the LPC members have to claim the expense to the treasurer which has been happening but then it is Well that has not been producing the invoices.

Members agreed that if this has not been reconciled by the October LPC meeting that GH should write to the Well finance department stating that we will not be paying any claims / invoices over 3 months in accordance with the expense policy.

£201,150 – is projected spend for the year. We are under spent at the moment by £13,591 Reserves held should be 6 months – looking at getting up to the reserve figure by March 2017

5 Chief Officer / Chair reports 5.1 Pharmacy pilots and PCDC – NH meeting with Chris Locke update – moved to 07.10.15 Met with Chris Locke re IP project – Chris wasn’t aware of the local project - he had more knowledge of the national project. Some CCGs have bid for funding – gp federations Seasonal flu – LMC knows the rationale – aware of the reasons why flu has been commissioned. PCDC – Looking at how can support community pharmacy – not a lot of money in the budget – looking at leadership training for front line clinicians – AP going to link with MSD. Can do this and gain information and then work on business case for next time 5.2 NHSBSA payment shortfalls (KC) KC has received some varying payment results from checks Been monitoring figures and has requested a bundle check – every month he has a variance from hundreds to thousands under payment.

Newsletter article – highlight this to independents and ask KC and Garry Myers to help with the wording – advise to watch the PSNC / NPA webinar on the prescription pricing and endorsing.

5.3 NHS England - future role of LRCs Email from PSNC regarding setting up a meeting with the LRC chair’s in all NHSE areas on the future of representative committees. Meeting is in London on 15th October so RS will not be present at the next meeting – LK will be chairing the meeting.

Action: LK to chair the next LPC meeting on 15th October 2015 – only here in the morning though so GH will cover the meeting in the afternoon.

5.4 Pharmacy IP project update 6 sites and 4 have IP’s ready to go Richard Harris (Doncaster LPC member) – Blidworth Peak Pharmacy - Chesterfield Nitin Lakhani – Wollaton – urgent care and minor ailment through IP – sessional basis Giltbrook – not got pharmacist in there at the moment Aim of the project is to identify what work can be taken out of the practice in the future. Learning from the project.

There is not the number of IPs to do Contracting? – how employed, script direction, etc Indemnity insurance – who claims? Could be personal, pharmacy and surgery

5.6 Flu 5.7 Eastwood Acute incident raised this week – problem is with the surgery and their repeat processes – Well and Boots have been saying this during the work around repeat dispensing, but have not always presented the evidence of the issues.

Doncaster and Bassetlaw – NH meeting with Public Health and they have realised that they need pharmacy input into their workload. PH do not automatically think of pharmacy as a solution though. Well have a campaign on GEM FM currently too. 6.2 PSNC Events

1) Flu vaccination webinar - Wednesday 16th September at 7.30pm – discussion concluding it was useful and the LPC should encourage contractors to watch highlights if the missed.

Results sheet re pharmacists was provided by Nottinghamshire HWB for the meeting - ask for e-copy to circulate to pharmacy contractors. Information targeted at young people – leaflets or posters specific to them. Most pharmacies have moved away from leaflets - need to have the leaflets published to be able to provide them C-Card to be more widely available in pharmacy Confidentiality - not clear on pharmacy policies HWB are continuing to support and will be carrying on the mystery shopper service RS and NH to raise at the HWB stakeholder meeting – need to give information via the school / school nurse – raise awareness at vaccination year’s and ask HWB to help advertise pharmacy services available. Need pharmacies to promote pharmacy to schools, local youth groups – how do the LPC encourage? Need to collaborate with Area Team, Council, CCGs and Healthwatch

Low cost waste contract Birmingham LPC and West Midlands region team have set up an agreement where the NHSE sets up a contract for one off collection of sharps from flu vacs as an add on to the existing Patient Returned Medicines contract so that it is cheaper over all due to economies of scale. CPAF changes - Automation of assessment PSNC – short pre-self assessment questionnaire to be completed – NHS BSA to go through and sort out level – if ok then will not need to complete 80 page questionnaire and reduce need for visits to pharmacy Dom MURs Still encouraging people to get involved. Emergency supply service Need to ensure that all staff are aware of the service and also locums / relief staff as had further complaints over the August bank holiday. NHS England send through a list of registered pharmacies providing the Emergency Supply service to NHS 111 before each bank holiday. MAS Reimbursement costs – since meeting with NH, Sam has done some benchmarking and the costs are low in Nottinghamshire – but also in other areas the service was decommissioned. PharmOutcomes – once registered patients onto the scheme then should be quicker – the time taken in consultations is counter balanced by not having to complete paperwork at month end and all past info being available on Pharmoutcomes

SCR Meeting on 5th October with Notts and Derby health informatics and HSCIC about implementing. Multiples are considering whether to do local training or in-house. Independents - HSCIC will be putting on training sessions ST will attend the November LPC meeting with an update on the SCR implementation.

Discharge summaries Chesterfield Royal are now working with NHSE re discharge patient summaries being sent to pharmacies via PharmOutcomes- NUH also talking to Area Team and showing an interest. They were honest that the communication is minimal with pharmacies and are keen to improve – open to innovation. Nottinghamshire Healthcare service – mental health patients – are also interested in being involved. Payments All lumped together – ST keeps raising issue but they continue to send this through. Caroline Brew, Medicines Management Project Co-ordinator, Nottingham City CCG Vulnerable patients service Piloted in Radford Road Pharmacy – evaluated and now have funding for 8 pharmacies (one per CDG) through tender process. Successful pharmacies have been notified - Jaysons Pharmacy, Queens Pharmacy in Aspley, 3 x Lloyds and 3 x Boots Pharmacies

Pharmacists supporting vulnerable patients with their medicines. Staggered payments depending on how long look after the patient – 4 months to 12 months and limited to 40 patients per pharmacy Referral from gp practice – asking for pharmacy to go to gp’s and say they are providing the service Building the service on PharmOutcomes so can capture the data and work through the payment triggers etc. Starting on 1st October 2015. NHS standard contract

- Healthy living lead - redone for 2 years. Still chasing some contractors

NIMS - interface group between secondary and primary care – Green bags updated Looking at what happens to the medicines when taken into hospital and try and ensure meds are kept with the patient through their journey. Patient leaflet has been created around what to do with their medicines and being distributed via different methods on NUH wards MAS – trimethoprim – Let all the gp’s know not to send patients through for UTI as pharmacy not able to issue trimethoprim any more. Waiting for results from APC re guidance today and then will send out information to pharmacists. Vangaurd site – Care Homes Petra Davies is the new lead and Mindy Bassi will update at a future meeting EPS and repeat dispensing Trying to get a couple of pilot sites

Family Medical Centre and Phakeys?? Meeting with Churchfields Medical Practice in Old Basford and they have invited community pharmacy to their PLT. Trying to get two good pilots to prove to gp practices that this is the way forward and that it does work. Clinical pharmacists in gp practices Deadline is tomorrow. CCG has been supporting and encouraging practices to federate 2 applications have been put in from City practices Inhaler technique Finished now and evaluating the data Admissions have reduced for COPD and Asthma – not sure if this is linked to service Prescribing changes When there are changes to prescribing Meds Management need to let pharmacy know in enough time - Pharmacies need to report this to Head of Medicines Management teams if they are not informing pharmacy of changes in medicine prescribing as in SOPs it states that need to go and speak to community pharmacy.

8 Standing items / Items for discussion 8.1 Training update Next session is Asthma / COPD NMS and MURs – Anna Murphy – Tues 6th October 2015 – Derbyshire Hotel This has been advertised Consultation skills was cancelled and needs to be rearranged – working with CPPE on this . Venue is School of Pharmacy

Working with CPPE. Students are wishing to access the training and also hospital pharmacies – is this something that can be facilitated through the LPF? If cost neutral then ok to open up to students, hospital pharmacists, med management pharmacists LPC should be focused on contractor benefit though.

HSCIC EPS training (live systems) update Dates and areas started were in PSNC news 8.2 Setting up a provider company – information for this section on link . Please read before the LPC meeting so able to have an informed discussion. http://psnc.org.uk/lpcs/lpc-members-area/lpc-resources/ CCG had an IP and needed someone to employ them and asked if the LPC had a company that could employ but the CCG would pay their wages. need this to give support / expertise. See what responses get back from contractors before discuss further – if 10% then set up a room. Ask to reply if they are interested in being involved in the set up or wish to be kept informed.

Action: Write to contractors (post letters to independents) and inform CCA and AIMP companies and ask if interested in setting up a provider meeting. Need to explain the situation around what is involved and the LPC’s position. If there is enough interest then put on an evening to discuss the processors.

8.3 Health and Wellbeing Board Stakeholder Network Event – 22.09.15 – volunteers needed. Attachment E1, E2 and E3 1pm – 4pm at John Fretwell Sports Centre RS and NH attending. Round table discussions and promotional stand – need more volunteers ML, AP, LK and JS (find someone from Manor Pharmacy) – checking if can make and will let NH know.

Action: ML, AP, LK and JS to contact NH if they are able to make the stakeholder event on 22.09.15

8.4 Notts TV – AP AP has contacted Notts TV and they have advised that the LPC need a program idea and then a producer will work with the LPC. AP to liaise with Nottinghamshire Healthwatch around working together on having a slot on Notts TV

Action: AP to see if Nottinghamshire Healthwatch are interested in working together with LPC on a slot for Notts TV. Gather more information about the work and cost involved in setting up a program outline.

8.5 PSNC 5 point forward plan – Attachment F If go to the document on the website page there are links to evidence and information they have pulled together to be used when discussing with commissioners etc. Discussion around commissioning of future services Pharmacists are signed up to services but are not providing them – if trying to get services commissioned then need to ensure that contractors will deliver. Feel that most pharmacies are running at 110% - got to be able to fit in services around the existing demands of the pharmacy. Need to change the model of how pharmacy work instead of going to safe option of dispensing. Look at skill mixes in pharmacies and commission services around this. Dom MUR is remunerated enough to have a 2nd pharmacist to cover the pharmacy – pharmacies need to change their working model to include an extra pharmacist for a day and plan the Dom MURs for this day. Do we need to facilitate a session for the pilot sites and enable a discussion to help with engagement? Action: AE to reply to Adriece and let her know the date the LPC are available – 25th November. Adreice will then check with drug companies for sponsorship of lunch.
