This visit is part of the review process for the environmental impact statement associated with the recently docketed application for an operating license for Unit 2. Several Federal and State agencies are being invited to attend the visit and provide their input to the staff. The NRC staff has coordinated with Duquesne Light Company to have a brief introduction and site tour on September 28, 1983, and meeting with the utility and participating Federal and State agencies on September 29, 1983. The September 29, 1983 meeting will be open to members of the public who wish to attend as observers. In a separate, related matter, the NRC staff plans to have an open meeting with the public on the evening of September 28, 1983. This meeting is to provide a forum for any member of the general public to have direct access to the staff to identify environmental areas of concern. The NRC appreciates your kind offer to provide a suitable facility and moderate this meeting. The information below is provided for your use in making appropriate plans. 1. Public Meeting

I. Opening remarks by moderator.

Moderator, Mayor Raymond Scott, introduces himself, welcomespersons attending the meeting and the NRC staff, and makes anyadministrative remarks to guide the conduct of the meeting.(ie. sign up sheet used to determine which persons desire toexpress environmental concerns to the staff, any breaks, specifylength of the meeting 7-10:00 pm, etc.)

II. Introductory remarks by the NRC Branch Chief for Licensing, George Knighton.

1. Explains the purpose of the meeting. (ie. The forum of the meetingis to provide any members of the general public to have direct accessto the staff to identify environmental areas of concern which havedeveloped or changed since the CP stage, what topics will not beentertained).

2. NRC Project Manager, Lisamarie Lazo summarizes the licensing processand where BVPS-2 is in the process. Introduce the NRC staff andallows each member of the technical review staff to briefy outlinetheir scope of the review for the BVPS-2 plant.

III. Through use of the sigr. up sheet the moderator determines which personsdesire to express er.vironmental concerns to the staff and invites themto speak consecutively, unless it is appropriate for a response from thestaff.

IV. Moderator maintains general order of the meeting.

V. Approximately 15 minutes prior to the end of the meeting, the moderatorterminates the public discussion with the staff. The NRC Branch Chieffor Licensing summarizes his assessment of the meeting.

VI. Closing remarks by the moderator.
