NOTICE OF ADVISORY REFERENDUM COUNTY OF BROWN NOVEMBER 6, 2018

NOTICE IS HEREBY GIVEN THAT, at an election to be held in the County of Brown on November 6, 2018, the following proposed Resolution of the County Board will be submitted to a vote of the people:

WHEREAS, when a Big Box retailer gets a Dark Store tax break, residential homeowners, other businesses and other property owners are forced to pick up a greater share of the property tax levy, or needed services are forced to be cut. Over the past several months County, City and other Municipal Officials have been in contact with State Legislators, and have testified against the Dark Store tax loophole, stressing the need to oppose shifting the property tax burden from Dark Stores to other tax payer entities; and WHEREAS, Wisconsin State Statute Section 59.52(25) provides for a County Board to conduct a county-wide referendum for advisory purposes, and reads in its entirety as follows: “Advisory and contingent referenda. The board may conduct a countywide referendum for advisory purposes or for the purpose of ratifying or validating a resolution adopted or ordinance enacted by the board contingent upon approval in the referendum.”, and WHEREAS, an advisory Referendum would provide guidance to the State Legislature regarding the will of the Brown County electorate on this issue, and it is desirable for Brown County to hold such an advisory Referendum. NOW THEREFORE, BE IT RESOLVED that the Brown County Board of Supervisors hereby authorizes and directs that a County-wide advisory Referendum be conducted, to be held with the November 2018 general election, that County staff and Officials take any and all action necessary to achieve this, and that the advisory Referendum question to be presented shall be as follows: “Question: Should the state legislature enact proposed legislation that closes the Dark Store loopholes, which currently allow commercial retail properties to significantly reduce the assessed valuation and property tax of such properties, resulting in a substantial shift in taxes levied against other tax paying entities, such as residential home owners, and/or cuts in essential services provided by an affected municipality?”, and BE IT FURTHER RESOLVED, that Corporation Counsel shall prepare a Notice of Referendum to be published by the Brown County Clerk in accordance with statutory requirements, that this Resolution and the Referendum shall be filed with the Brown County Clerk no later than 70 days prior to the election at which the question will appear on the ballot, and that any other necessary actions be taken to hold this Referendum as stated above.

The question will appear on the ballot as follows:

“Shall the City of Green Bay adopt a charter ordinance which provides that beginning with the 2019 election and for all elections thereafter, the total length of service for the position of Mayor, Alderperson, and Municipal Court Judge shall be limited so that no person may be elected to consecutive terms totaling more than 12 years?”

EXPLANATION

A “yes” vote on this question means that you want the City of Green Bay to adopt the Charter Ordinance Establishing Term Limits for the Office of Mayor, Alderman and Municipal Judge.

A “no” vote on this question means that you do not want the City of Green Bay to adopt the Charter Ordinance Establishing Term Limits for the Office of Mayor, Alderman and Municipal Judge.

(1) Mayor. No person shall serve more than three (3) consecutive four-year terms in the mayoral position.

(2) Alderman. No person shall serve more than six (6) consecutive two-year terms in the aldermanic position.

(3) Municipal Judge. No person shall serve more than three (3) consecutive four-year terms in the position of municipal judge.

SECTION 3. This charter ordinance shall only apply to terms of office beginning on or after the effective date as set forth in Section 4 herein.

EXPLANATORY STATEMENT AND EFFECT OF VOTE The referendum election ballot will ask District electors to vote "yes" or "no" on the referendum election questions as set forth above. A "yes" vote on Question Number I is a vote to approve the borrowing of $64,800,000 by the School District of West De Pere through the issuance of general obligation bonds for the purpose of paying the cost of a school building and improvement program consisting of: construction of a new intermediate school; construction of additions and renovations at the High School; renovations at Westwood Elementary School and the current Middle School; District-wide building system, infrastructure and site improvements, including relocation of certain athletic fields to accommodate construction of the new intermediate school; and acquisition of furnishings, fixtures and equipment. A "no" vote on Question Number I is a vote to deny the School District of West De Pere the authority to borrow $64,800,000 through the issuance of general obligation bonds for the purpose of paying the cost of a school building and improvement program consisting of: construction of a new intermediate school; construction of additions and renovations at the High School; renovations at Westwood Elementary School and the current Middle School; District-wide building system, infrastructure and site improvements, including relocation of certain athletic fields to accommodate construction of the new intermediate school; and acquisition of furnishings, fixtures and equipment. DO I NEED A SPECIAL VOTER ID CARD?

There is not a separate “Voter ID” card. There are many forms of Photo ID, which you may already have, that can be used to vote.

Anyone with a valid Wisconsin driver license or Wisconsin state ID card, or any of the documents listed below, already has the photo ID they need for voting purposes.

WHAT CAN I USE AS PHOTO ID TO VOTE?

The following photo IDs are acceptable for voting purposes, and can be unexpired or expired after the date of the most recent general election (currently, the November 8, 2016 election):

A Wisconsin DOT-issued driver license, even if driving privileges are revoked or suspended

A Wisconsin DOT-issued identification card

Military ID card issued by the U.S. Uniformed Services

A U.S. passport book or card

The following photo IDs are also acceptable for voting purposes:

A certificate of naturalization (that was issued not earlier than two years before the date of the election)

An identification card issued by a federally recognized Indian tribe in Wisconsin

A driver license receipt issued by Wisconsin DOT (valid for 45 days from date issued)

An identification card receipt issued by Wisconsin DOT (valid for 45 days from date issued)

A photo identification card issued by a Wisconsin accredited university or college, or technical college that contains the following:

Date the card was issued

Signature of student
