SUBJECT: APPROVAL OF SALARY SCHEDULE FOR 2012

SUMMARY The Salary Schedule sets the minimum and maximum pay levels for each position at the District. The Schedule was last updated on June 8, 2011. The District is preparing to advertise to fill a vacancy in the field operations staff so it is an opportune time to update the Salary Schedule. In December 2011 the California Association of Water Agencies CAWA published its annual salary survey across California of water and sewer agencies. This survey was utilized to update the Salary Schedule.

RECOMMENDED ACTIONS

The General Manager recommends that the Board take the following actions:

1. Direct that additional research be conducted on the range of salaries for General Managers once the State Controller’s Office publishes salaries for special districts.

2. Adopt the attached Salary Schedule dated January 24, 2012.

BACKGROUND The salary data utilized for the Salary Schedule came from the ACWA Salary Survey for 2011 published in December 2011. The survey allows the data to be filtered for specific counties and agency size. For all of the positions the salaries were filtered to only include counties that are similar to Ventura County in terms of real-estate values and cost of living. The selected counties are listed on the attached exhibits. The data utilized for the Field Supervisor, Office Manager and General Manager were also filtered to only include small agencies with from 4 to 20

Board Valley Meadow Drive Pipeline Project MND Page 2 employees. When larger agencies are included, the salaries for these three positions are much higher. While the ACWA salary survey is very helpful it does not include all water agencies because it is composed from data voluntarily submitted by member agencies. This is probably sufficient for general positions like Utility Worker I & II, Office Assistant, Office Manager and Field Supervisor Positions. But for the General Manager and possibly the Office Manager it would be better to gather additional data. In the next few months the State Controller should publish the salary data for Special Districts. This would significantly increase the number of data points for General Manager and Office Manager compensation and increase the level of confidence in the accuracy of the data. The General Manager will report back to the Board with a reevaluation of the General Manager and Office Manager compensation when this data becomes available.

FISCAL SUMMARY

This salary survey shows that the District is currently compensating its’ employees within the normal levels in the industry. There is no fiscal impact directly related to adopting the revised Salary Schedule at this time.
