4. Public Comment on Matters Not on the Agenda. Any person may address the SYCPG regarding matters which are not shown in this Agenda. Comments and inquiries must be related to the SYCPG purposes (City Council Policy 600-24). The Chair can limit comment to a set period of time per item, or per speaker. The "Brown Act", a State law, does not allow any discussion of, or action to be taken on, items not properly noticed to the public. 5. Docket Items:

a. Election of Officers. Election of Chairperson, Vice Chairperson, and Secretary from and by the elected members. "The length of an officer's term shall be two years, except that no person may serve in the same planning group office for more than eight consecutive years. After a period of one year in which that person did not serve as an officer that person shall again be eligible to serve as an officer. If an officer does not have a full eight (8) consecutive years at time of officer elections, the officer is eligible to serve one additional term." [SYCPG Bylaws, Art. VII]. None of the current officers are prohibited from serving another term.

a member may, from time to time, be appointed as the designated representative of the SYCPG to another group, organization, or entity. The duties of the designated representative shall include, at a minimum, attending scheduled meetings of the entity, supporting the adopted position, if any, of the SYCPG, and reporting on the activities of the entity to the SYCPG. The designated representative may request guidance from, or action by, the SYCPG on items arising from participation with the entity organization. Upon formal action, the SYCPG may withdraw or replace its designated representative.” [SYCPG Bylaws, Art. VIII, Sec. 1(d)(6)]

Discussed lack of maintenance of property, overgrown vegetation, illegal dumping, transient encampments. A motion was made by R. Lopez and seconded by R. Moran to recommend approval the ROW Vacation with the condition that upon transfer, the new owner shall maintain property in a clean, safe and sanitary condition at all times. Motion Passed (10-0-0). Environmental Justice Small Grant application to fund the support and creation of an Air Quality Task Force that includes the Community Steering Committee (residents of SY) and 5 partners 9Casa Familiar, the California Office of Environmental Health Hazard Assessment (OEHHA), the University of Washington (WU), San Diego State University (SDSU) and the University of California San Diego (UCSD)). The Air Quality Task Force will provide a forum for community education and engagement to identify and prioritize projects informed by air quality data with the goal of implementing mitigation strategies to reduce pollution exposure to the San Ysidro community. 5. Docket Items: a. Beyer Park SDP – PTS 589554 and WBS SD-00752.02.06 (Applicant: Darren Genova,

City of San Diego). Project was presented directly after Item #1 Roll Call. Site Development Permit to construct a new park on a 43.614 acre lot (1,899,826 sf) with a graded development area of 14.6 acres (635,976 sf) providing a turf area which can be striped for one adult soccer field (225’X 360’) or three children’s fields (150’ X 300’), an 18,000 sf skate park, a 19,450 sf large dog park, a 14,700 sf small dog park, 13,750 sf children’s play area, a 450 sf comfort station, a 480 sf maintenance building a 57 on-site parking spaces. Other improvements: picnic areas and shade structures, pedestrian and bike trails, sports field lighting and a half-basketball court. Site contains ESL (Environmentally Sensitive Lands), MSCP protected species (Multiple Species Conservation Program), and wetlands. APN 638-070-71-00, 638-170-18-00, 638-170-19-00 in the RS-1-7 & OP-1-1 Zones of the San Ysidro Community Plan. The draft plan has been revised to accommodate 84 parking spaces, which includes some parking spaces on Enright Dr. and an additional parking lot. There will also be an additional entrance/exit via Delany Drive, and improvements to Enright Drive. A motion was made by J. Goudeau and seconded by B. Gonzalez to recommend approval of the Site Development Permit and Draft Development Plan for Beyer Park with the changes described in the presentation: (1) full-width improvements of Enright Drive with two 12-foot travel lanes with parking on both sides; curb, gutter and 4-foot sidewalk on currently unimproved section; appropriate landscaping and fencing; (2) additional access at Delany Drive with reconfigured and expanded parking of approximately 84 total spaces; and (3) no night lighting for skatepark. Motion Passed (10-0-0). Yes: M. Aguirre; F. Castaneda; M. Chavarin; M. Freedman; B. Gonzalez; J. Goudeau; A. Martinez; S. Otto; A. Perez; D. Qasawadish. No: None. Abstain: None. Not present: R. Moran.

b. Election Results (Chairman): Announced the results of March, 2018 election. Elections were

held before the Regular meeting, from 5:30 pm to 6:45 pm. 21 legal ballots were cast. Those elected: M. Freedman (20 votes/95%); A. Perez (20 votes/95%); B. Meza (18 votes/86%); J. Goudeau (17 votes/81%); D. Qasawadish (10 votes/48%). M. Freedman and A. Perez met the required 66.7% for persons serving over 8 years. R. Moran with 12 votes at 57% failed to meet the 66.7% requirement for those serving over 8 years. Those persons elected will be seated to begin their term at the April 16, 2018 Regular meeting.

held on Monday, March 19, 2018, at the San Ysidro School District Education Center, 4350 Otay Mesa Road,

San Ysidro, California. The polling place opened at 5:30 p.m. and closed at 6:45 p.m.

Acting as observers were various members of the public.

This Election Report is in conformance with SYCPG Bylaws (Exhibit C), and City Council Policy 600-24.

A. The following five (5) candidates were elected for term ending April 2022:

Michael Freedman; Jennifer Goudeau; Ben Meza; Alberto Perez; Douglas Qasawadish

Raquel Moran was not elected, failing to receive 66.7% of the qualified ballots.

B. The following are the final results:

Total number of ballots cast: 21

Number of illegal ballots: 0

Number of disqualified ballots: 0

Total QUALIFIED ballots counted: 21

C. The 6 seats are first filled by the candidates receiving the highest number of votes who do not have more than 8 years of continuous service. Any remaining seats may be filled by candidates who have more than 8 continuous years of service so long as they receive at least 2/3rds (66.7) of the total votes, EXCEPT THAT no more than 3 seats can be held by persons with more than 8 years of continuous service.

There remain three seats unfilled due to lack of candidates. One seat is a previous vacancy for the remaining term to April 2020. The other two seats for a full term to April 2022 remains unfilled at this election.
