below.

Notice inviting EoI to engage a professional Agency for Influencer Marketing, Online

Reputation Management, Creating Awareness about brands.

WEST BENGAL HOUSING INFRASTRUCTURE DEVELOPMENT CORPORATION

LTD., (WBHIDCO), an enterprise under the Department of Urban Development, Govt. of

West Bengal, invites Expression of Interest from eligible professional agency for Influencer

Marketing, Online Reputation Management, Creating Awareness about brands on a

monthly payment basis, as per the criteria set in this document.

The EOI document is also available at our website https://www.wbhidcoltd.com. Interested

participants who meet the pre-qualification criteria may submit their Expression of Interest

online with all the necessary documents as instructed in the EOI. Also, any participant willing

to take part in the process of e-tendering will have to be enrolled and registered in

Government e-Procurement System, through logging in to https://wbtenders.gov.in The

participants will have to click on to the link for e-tendering site as given in the portal.

Earnest money deposit (EMD) value for this EOI is Rs.10,000/- (ten thousand) only. The

earnest money is to be deposited on or before 1400 hours of 23/07/2021 only through online

process as described below:

Necessary earnest money will be deposited by the participant electronically online through

his/her net banking enabled bank account, maintained at any bank or off-line through any

bank by generating NEFT/RTGS challan from the e-Tender portal.

Intending participant will get the Beneficiary details from e-Tender portal with the help of

Digital Signature Certificate and may transfer the EMD from their respective bank as per the

Beneficiary Name and Account number, Amount, Beneficiary Bank Name (ICICI Bank Ltd.)

and IFS Code and e-Proc Reference number.

The intending participants who want to transfer EMD through NEFT/RTGS must read the

instruction of the challan generated from e-Procurement site.

The participants are also advised to submit EMD relating to this EOI at least 3 working days

before the document submission closing date i.e. 28/07/2021 as it requires time for

processing of payment of EMD. (i.e. EMD to be deposited by 23/07/2021)

A) Introduction of New Town, Kolkata:

New Town, Kolkata is one of India's latest and fastest-growing planned new cities.

The Township is strategically situated in the North Eastern Fringes of Kolkata, the

capital of West Bengal. On one side, it is adjacent to Salt Lake City, another planned

city close to the capital city of Kolkata and on the other, it is in close proximity to the

Netaji Subhash Chandra Bose International Airport in Greater Kolkata.

New Town, Kolkata is fast emerging as a Smart and Green Township, which caters to

the housing needs of all classes of people in the society and provides job opportunities

to thousands of young people as more and more IT giants like as TCS, ITC, WIPRO,

Infosys etc are setting up their units here.

The Township has Eastern India’s largest Ecological Park developed on 480 Acres of

green area surrounding a vast water body. The Park is better known as Eco-Park.

The Township also takes pride in constructing an Iconic Welcome Gate to the people

entering the City of Kolkata via Netaji Subhash Chandra Bose International Airport.

The said Gate is better known as Kolkata Gate. Biswa Bangla Convention Centre, the

largest Convention Centre in Eastern India with a sitting capacity of 3200 people, is

another Iconic Structure that has added to the glory of this Township.

B) Project Objective:

1) To increase brand awareness and drive engagement with brands using influencer

marketing for WBHIDCO F&B units (Café Ekante, Biswa Bangla Gate, Coffee

House Newtown, Dhaba Ajante, Kolkata Street Food, Dhamsa Tribal Kitchen)

and other projects on social platforms.

2) To generate authentic content about brands to create more user engagement on

social platforms

3) Content to include for promotion – Live video shoot of the places, sharing

necessary information on the caption and graphics, sharing of the content on

various groups/sites, putting up information on stories and reels, engaging content

creation

4) To improve brands reputation and reach new targeted audiences to increase

audience base on social platforms.

5) To conduct campaigns and innovative strategies to design to maximize

engagement on social platforms through Influencer Marketing and shall also focus

on blogs & forums

6) Influencers to introduce WBHIDCO brands to their audiences in terms of

appropriate content sharing.

C) Scope of Work:

The scope of work includes:

1) 20-25 no. of influencers with 25K and above followers in each influencer profile.

2) Each influencer to deliver - 2 posts, 2 videos, 2 reels, 8 stories and 2 product review

every month.

3) 20-25 no. of Bloggers with 10K and above followers in each bloggers profile.

4) Each blogger to deliver - 2 posts, 2 videos, 2 reels, 8 stories and 2 product review

every month.

5) Content sharing platforms for Influencers and bloggers to share content - Facebook,

Instagram, Twitter, YouTube, LinkedIn.

6) Influencers and Bloggers content success matrix - Reach approx. 50K-100K monthly.

7) Reviewed content to be shared on popular public groups as an when

required.

8) The timeline/schedule of deliverables will be decided as and when the

requirement/task activities arise. Agency should complete the job/activities as and

when asked by WBHIDCO.

9) All material, art work used in management of Social Media Network/Influential

Marketing will be property of the WBHIDCO. Content shared online must be

copyright protected.

10) The Agency must maintain uniformity in the uploading of content on the platforms

and application. Any content which is replaced, renewed or removed from any

platform shall be simultaneously modified on the other platforms and applications

instantly.

11) The Agency selected is not supposed to use its name, logo or any other information/

publicity on content published on social media platforms of WBHIDCO.

12) The key Languages to be monitored will be Bangla, English, and Hindi.

13) To consistently observe, improvise and implement based on weekly, fortnightly and

monthly reports for all deliverables agreed upon during the association. Share regular

reports with insights, best practices and suggestions for improvement for regular

brand growth.

D) Non-Disclosure Agreement

The selected participant has to sign Non-Disclosure Agreement with WBHIDCO. It

will be selected participant’s responsibility to get this agreement signed along with

contract agreement.

E) Execution of the assignments:

1) One soft copy and one hard copy of the Draft Business Requirement Document

with respect to the engagement of the Professional agency are to be submitted to

the undersigned by the selected Professional agency within 20 days from the date

of Work Order for approval of WBHIDCO.

2) Upon approval of the Draft Business Requirement Document of the project, one

soft copy and one hard copy of the Final Business Requirement Document of the

project are to be submitted to the undersigned within the next one month for

record of WBHIDCO.

3) Engagement of the Professional agency will be on monthly payment basis as per

the Final Business Requirement Document within next 30 days.

4) Editable version (softcopies) of all original designs, drawings and creatives are to

be submitted to WBHIDCO

G) Bid Evaluation Mechanism:

1) Technical Evaluation

The proposals shall be evaluated through 'Combined Quality and Cost Based Selection

(CQCBS) process and ranked accordingly by a Committee constituted by WBHIDCO.

Both the Technical and Financial Proposals shall be marked separately.

The Financial Proposals of only Technically Qualified participants will be opened for

further consideration. The participant (L1) who has quoted the lowest price will be given

a score of 100. The other participants (N, N1, N2, N3 etc.) will be allotted scores based

on the score of L1 as per the formula: “L1/N x 100”. The score of Technical Proposal

shall be given 70% weightage and that of the Financial Proposal shall be given 30%

weightage. The total score for an eligible participant shall be calculated based on the

following formula: (Total Score = 70% of Technical Score + 30% of Financial Score).

2) Financial Evaluation

i. Based on the above Marks, each applicant would be assigned a technical score out

of 100. Based on their ranking in technical score, the applicants scoring more than

70% will be declared eligible for financial evaluation.

ii. The all-inclusive lump sum fee excluding of GST will have to be quoted by the

participants at the appropriate section of the e-tender portal. Disclosure or

indication of quote at any other section will lead to disqualification of the

participant.

3) Final Evaluation

i. The weighted total score of both the Technical and Financial proposals shall be

used to rank the participant. The First Ranked participant shall be awarded the

Work.

H) Terms & Conditions:

1) The Agency must have GST Registration Certificates and IT & PAN valid at least

up to the date of submitting their bids. Applications for such clearance addressed

to the competent authority, subject to production of authenticated receipt, may

also be considered.

2) Before submitting any bid / offer, the intending participants should make

themselves thoroughly acquainted with the WBHIDCO offerings & services.

3) The selected participant will have to enter into an agreement with WBHIDCO

within 07(seven) days from the date of issuing Work Order.

4) Fees Payable: Monthly payment after the 100% implementation along with both

party sign off. Payments would, however, be released only after approval by the

Competent Authority.

5) Any bid /offer containing overwriting is liable to be rejected. All corrections are

to be attested under the dated signature of the participant without which the

bid/offer may be informal.

6) No conditional bid/offer shall be accepted.

7) A prospective participant requiring any clarification about the EOI document and

scope of work may contact the undersigned through e-mail/ letter as mentioned

below. After opening of EOI responses, if the tender committee feels, they may

ask for supporting documents in respect of the claim of the participant and the

participant will have to submit supporting documents as well as written

clarifications as required by the committee within three days.

8) The EOI response submitted by the participant should be in English language

only. All the documents relating to the EOI (including brochures) supplied by the

participant should also be in English, and the correspondence between the

participant & WBHIDCO will be in English language only.

9) WBHIDCO reserves the right to accept / reject, at its sole discretion, any or all

evaluated Technical / Financial Proposals of the participants and cancel this

Bidding process without assigning any reason whatsoever.

10) No Sub-contracting will be allowed.

11) No Consortium is allowed to participate.

12) All prices quoted in the Bid shall be quoted in Indian Rupee(s) (INR).

13) Duration of the program depends on the performance of the Agency for contract

extension.

14) The EMD of Rs. 10,000/- (ten thousand) only to be deposited by 23/07/2021

before 1400 hours.

I) Payment Schedule:

Agency will have to quote a monthly fee for one year excluding GST for the

following works and the Agency Fee will be paid on monthly basis on submission of

bill. Payments will, however, be released only after approval by the Competent

Authority. The payment of GST will be made to the Agency if it is applicable for such

Services.

J) Bidding Process:

1) WBHIDCO Ltd. authority reserves the right to cancel the EOI due to unavoidable

circumstances and no claim in this respect will be entertained.

2) Bid shall remain valid for a period not less than 180 (one hundred eighty) days

from the last date of submission of Financial Bid / Sealed Bid.
