The Handelsarchiv is important evidence of the interest taken by the Prussian government and bureaucracy in the dissemination of informa­tion regarding commerce. It also included much important information regarding new laws and developments which could affect trade inside Prussia and the German states. It far outstripped the manner of publish­ing details of trade practised by the British Board of Trade.

100. Sir George Lloyd Hodges. Consul General to the Hansa Towns (1841-60). Hodges was an ex-military man with a manner felt to be abrasive in Hamburg and widely seen as anti-German during the Schleswig-Holstein crises. He also spoke little German.

101. Ward had written a detailed report on the state of affairs in Schleswig and Holstein which received great praise from Albert. On 2 July 1860 Hutt wrote to Ward that the appointment to Hamburg was with help 'from the hands of our political friends', with the name of one person in particular scored out. 2 June 1860, Hutt to Ward, CUL Add. 6157. By 1860 Lord John Russell seemed to be interested in finding out more about the nature of the German national movement.

Hodges, Consul General at Ham­burg, was instructed to say that if no German power could be identified as responsible, the German flag would in future be treated as indicating 'pirates'. This does not prove a policy towards a flotilla, but rests on typically Palmerstonian bluster and the real frustration felt at the inabil­ity to decide just who took overall responsibility for the German cause in Schleswig. The same theme is to be found in the confusion over Bunsen's role as both Prussian and German emissary in London. The confusion was suspected as a tactic to avoid coming to the negotiating table.
