OUT COME BUDGET – 2017-2018EXECUTIVE SUMMARY

Andhra Pradesh Horticultural University was established on 26th June, 2007 with headquarters at Venkataramannagudem, West Godavari District to serve the people of Andhra Pradesh through over all development in the field of Horticulture and allied sectors by the Act 30 of 2007. This University was renamed as Dr. Y.S.R. Horticultural University w.e.f. 18th April, 2011 by the Act 13 of 2011. It has the mandate of Education, Research and Extension in the field of Horticulture and other allied sectors. The Board of Management constituted by the Government as per the Act 30 of 2007, governs the University and is the apex body endowed with the responsibility of policy decisions. The Vice-Chancellor of the University is the Chairman of the Board of Management and Chief Executive and Head of the University Administration.

The University has 3 constituent Colleges of Horticulture, 4 Horticulture Polytechnics, 17 Research Stations and 3 Krishi Vigyan Kendras. (100% ICAR Funding). In addition, AICRP schemes are also located in the Research Stations funding by ICAR in the Ratio of 75:25 (75% ICAR Share and 25% State Government Share).

One Private Horticulture College in Ananthapuramu and 5 Private Horticultural Polytechnics at Maddirala, Guntur District, Badvel, YSR Kadapa District, Jangareddygudem, West Godavari District, Salur, Vizianagaram District and Kambhalapadu Village, Podili, Prakasam District are functioning under private organization which are affiliated to Dr. YSRHU.

Dr. YSR Horticultural University is financed by the State Government as Grants-in-aid under Non-Plan component. The budget allocation for the financial year 2016-17 is Rs. 49,46,95,000 (Rs. 39,89,45,000 for Salaries and Rs. 9,57,50,000 for Contingencies) under Non-Plan including the additional funds sanctioned for the newly established Horticultural College at Parvathipuram (Sunki & Ulibhadra Village of Gurugubilli Mandal of Vizianagaram District) which is established in the year 2016-17.

The budget allotted will be utilized by the University for the education of Students in Under Graduate, Post Graduate and Diploma Programmes; Development of Varieties / Hybrids, Standardization of location specific technologies and transfer of technologies of horticultural crops in the State of Andhra Pradesh with the final objective of socio-economic and upliftment of Horticultural farmers of the State as per the Act 30 of 2007 and Statutes of Dr. Y.S.R. Horticultural University and approved by Board of Management.

CHAPTER – IINTRODUCTION

The Horticultural University was established on 26th June, 2007 with headquarters at Venkataramannagudem, West Godavari District, recognizing the importance of Horticulture, its potential contribution to G.D.P. in Agriculture and its growth in Andhra Pradesh. This University has the mandate of Education, Research and Extension in the field of Horticulture and other allied sectors.

Mandate: (a) To train and develop human resource through Education

(b) To conduct basic, strategic and applied research besides addressing location specific/need based problems.

(c) To Organize Extension activities for the benefit of the farmers.

Specific functions:

Develop human resources needed for Horticulture and allied sectors. Constantly refine and generate technologies for increasing production. Disseminating improved technologies to the farmers besides addressing the field

problems through research and Krishi Vignana Kendra staff.

Organization:

The Board of Management governs the University and is the apex body endowed with the responsibility of policy decisions. The Vice-Chancellor of the University is the Chairman of the Board of Management.

The Vice-Chancellor is the Chief Executive and Head of the University Administration. He is supported by the Registrar who is responsible for general administration and the Comptroller who looks after the financial management. The Teaching Programmes are under overall supervision of the Dean of Horticulture for U.G. Programmes and Dean of Post Graduate Studies for P.G. Programmes. The Associate Deans are the Academic and administrative heads of the Colleges. Principals / Vice Principals are the academic and administrative heads of Horticultural Polytechnic Colleges.

The overall research activities of the University are carried out under the administrative control of Director of Research. Professors/Associate Professors/ Assistant Professors cadres are the Research and administration heads of the Research Stations. Extension activities are under the supervision of the Director of Extension. Programme Coordinators are heads of the Krishi Vigyan Kendras. Director of Industrial and International Programmes, Dean of Student Affairs, Controller of Examinations, Estate Officer and University Librarian are the University officers assisting in the proper functioning of the University.

This University has sanctioned strength of 20 Professors, 81 Associate Professors, 217 Assistant Professors and 1110 other supporting staff.

This University was established by Government of Andhra Pradesh vide Act. No. 30 of 2007. This is an autonomous institution run by the directions from the Board of Management and also in accordance with the rules and regulations laid out by the Government of Andhra Pradesh.

Academic courses:

The University offers four year B.Sc. (Hons.) Horticulture, two year M.Sc. (Horticulture) course with specialization in (i) Fruit Science, (ii) Vegetable Science, (iii) Floriculture & Landscape Architecture, (iv) Spices, Plantation, Medicinal & Aromatic Crops, (v) Post Harvest Technology and (vi) Horticultural Entomology and (vii) Horticultural Pathology, three year Ph.D (Horticulture) course and two year Diploma programme in Horticulture.

During the year 2016-17 a total of 770 students admitted in all the courses of the programmes. Out of 770 students, 317 in B.Sc. (Hons.) Horticulture, 60 in B.Sc. (Hons.) Horticulture (affiliated college), 49 in M.Sc. (Horticulture), 9 in Ph.D. in (Horticulture), 144 in Diploma in Horticulture and 191 in Diploma Horticulture (four affiliated colleges) were admitted.

Research Activities:

Extension:

The Krishi Vigyan Kendras and Research Stations mandated with transfer of technology and are taking care of the extension activities through Training Programmes, on farm trials, demonstrations, Kisan Melas, Rythu Sadassus, diagnostic field visits, disaster management during natural calamities etc. Education of rural youth in Horticulture and allied areas is one of the main functions and the University works in tandem with line departments for achieving the above goals.

CHAPTER - II

STATEMENT OF BUDGET ESTIMATES

The financial assistance provided to Dr. Y.S.R. Horticultural University

Rs. towards salaries & contingencies by the Government of Andhra

Pradesh for all the activities of the University during the year 2017-2018. The

Comptroller is the Drawing Officer of Dr. YSR Horticultural University to draw the

salaries and contingencies released by the Government of Andhra Pradesh quarterly as

per the Comprehensive Budget Release Order.

REFORM MEASURES AND INITIATIVES:

Academic:

Student READY (Rural Entrepreneurship Awareness Development Yojana)

Programme (RHWEP + ELP):

The Rural Horticulture Work Experience Programme (RHWEP) and

Experiential Learning Programme (ELP) are pioneering academic innovations. They

provide an opportunity for final year students of B.Sc. (Hons.) Horticulture to stay in

the villages for one semester (six months) to gain experience in field operations and

problems related to farming and rural life. The Experiential Learning Programme

provides hands on experience in various areas of Horticulture.

Convocation:

2nd Annual Convocation of Dr.YSRHU was organized on 30th September, 2016

and awarded degrees to the passed out students during the period from 01.01.2015 to

10.08.2016 and the number of degrees awarded to graduates of UG & PG programme

are as follows:

Extension Activities:

Conducted REC & ZREAC meetings to identify the needs and prioritize them to

initiate action research through various research stations and KVKs working

under this university.

Conducted regular Transfer of Technology programmes viz., on farm trials,

front line demonstrations and diagnostic field visits.

Awareness and capacity building programmes were conducted on improved

production and protection technologies of various horticultural crops.

Human resource development programmes conducted to build the capacities of

horticulture department officials in novel areas like protected cultivation, micro-

irrigation & fertigation, IPM practices etc.

Utilizing m-kisan portal for dissemination of advisories through mobile phone

directly to the farmers in local languages.

Conducted vocational trainings viz., FoCT, Bee keeping, nursery management,

production and use of organic manures and bio fertilizers, processing and value

addition mushroom production etc., to youth to impart skills for livelihood

support in rural & tribal areas.

Scientists delivered about 18 radio talks, 19 phone-in live programmes and 14

other mass media support activities through AIR, Doordarshan Saptagiri and

other television channels on crop management practices and skills.

Standardized IPM/IDM technologies for important pests and diseases

(Mango, babana, citrus, pomegranate, guava, tomato, chilli) aiding

sustainable yields and increased productivity.

Crop regulation practices and drip/fertigation schedules were

standardized for mango, pomegranate, guava, sweet orange and banana

which enhanced the productivity by 25%.

True to type and healthy planting material of Mango, sapota, jackfruit,

Cashew, Coconut, Sweet Orange, Acid lime, tissue culture Banana and

seeds of vegetables, spices and chilli were produced and supplied to the

farmers.

The Bio-fertilizer Production Unit at Venkataramannagudem produced

and supplied about 70.46 tonnes of Bio-fertilizers and still 10 tonnes is

available for sale.

Centre of Excellence for Protected Cultivation (CEPC) was established

at University campus to train the farmers, students and faculty and also

to take up research, demonstration on vegetables and flower crops.

Commercial seedling production of chilli, tomato and paprika for supply

to the farmers also started.

Quality Control Lab has been sanctioned to the university under RKVY

and is nearing completion of establishment at LAM, Guntur.

Scientists have attended filed inspections, diagnostic field visits, roving

surveys for assessments of crop damages by various pests and diseases.

About 39 paid up trials were conducted at various research stations under

product testing.

Front line Demonstrations, training programmes and production of

seed/Planting materials were taken up under CSS-MIDH programmes.

EXTENSION

On farm trials, frontline demonstrations, crop seminars and training programmes

were conducted to impart knowledge on Improved Crop Management Practices.

Participated in “Polam Pilustondi” “Rythu Kosam Chandranna” etc.,

programmes taken up by Government of Andhra Pradesh and provided regular

need based advisories through field diagnostic visits, Rythu Sadassus and

organizing exhibitions.

Location specific extension services were delivered by Krishi Vigyan Kendra

working in East and West Godavari districts by adopting villages in their

operational areas.

Scientists were involved in amelioration of crops damaged during vardha

cyclone. Field visits were conducted in papaya, banana, vegetables and flower

crops and suggested recovery measures in Nellore, Chittoor, Kadapa and

Kurnool districts.

Ten on farm trials (OFTs), 24 front line demonstrations (FLDs), 59 training

programmes and about 102 other extension activities were conducted covering

nearly 17,500 farmers to promote specific technologies suitable for micro

climatic situation in the district by KVKs.

Publications viz., “Udyana Panchangam”, and “Nimma Totalallo Melina

Yajamanya Padhatulu” were brought out by Director of Extension wing of the

university to provide technical information in print form in local language.

New Extension Activity: Krishi Vigyan Kendra at Periyavaram, Venkatagiri,

Nellore District of Andhra Pradesh was inaugurated on 13-11-2016 by Sri.

Venkaiah Naidu, Union Minister for Urban Development, Housing and Urban

Poverty Alleviation and Information and Broad Casting.

World Soil Day - Kisan Sammelan was conducted at Venkataramannagudem on

05-12-2016.

Udyana Mela 2016 was organized by Dr .Y.S.R. Horticultural University at

University Campus on 17 & 18 December, 2016.

CHAPTER – VI

The University has a mandate of Human Resource Development through Education, conduct need based research and dissemination of proven technologies through extension activities. The objectives of starting Horticultural University are being achieved since its inception, to meet the challenges of changing horticulture scenario at national and international levels in the context of globalization. The amount sanctioned for various items of expenditure of this University have justifiably been utilized for the purpose for which the budget is provided.

The University is functioning with 3 Horticultural Colleges, 17 Research Stations, 4 Horticultural Polytechnics and 3 Krishi Vigyan Kendras and 5 private Horticultural Polytechnics.

The second convocation of the University was conducted and 495 students were awarded degrees. The students of this University bagged 34 (thirty four) ranks in ICAR Junior Research Fellowship and Senior Research Fellowship Exam 2016.

CeRA (Consortium of e-Resources in Agriculture) facility was made available to the students and staff of the University.

As a part of digitalization, installed first free and open source Library automation Koha software at University library.

One private Horticultural College has been sanctioned, started functioning under this Horticultural University during 2016-17 and admitted 60 students in B.Sc.(Hons.) Horticulture.

Centre of Excellence for protected cultivation under centre for Research and Development was established at University headquarters, Venkataramannagudem under NABARD-RIDF for production of quality planting material of Vegetables & Flowers and started functioning.

Under this University a Horticultural Research Station was established at Peddapuram, East Godavari district with mandate of Research on Cassava and Sweet Potato under All India Coordinated Research Project (AICRP) on Tuber Crops Scheme.

The University has released high yielding varieties / hybrids in different horticultural crops viz. LCC-236, LCC-234 (Coriander), JTS – 6 (Turmeric), Vashista Ganga, Amrutha Ganga (Coconut), RNCA-1 (Colocasia), LCA-620 (Chilli) and LFC-103 (Fenugreek), Acidline (Balaji). Nine more varieties in different crops of Chilli, Paprika, Ajowan, Fenugreek, Banana (cooking), Turmeric, Colocasia, Betelvine and Cashew are ready for release.

Through the existing biofertilisers production unit supplied about 70.80 tones of biofertilisers. True to type and healthy planting material of mango, cashew, coconut, sweet orange, acidlime, tissue culture banana and seeds of vegetables, spices and chilli we produced and supplied to the farmers. Transfer of technology was ensured through the rythu sadassus, training programmes, method/front line demonstrations, on farm trials, adopted village concept and through print/electronic media. Continued soil testing programme and distributed soil health cards to the farmers.

ICAR has sanctioned two new Krishi Vigyan Kendras (KVKs) to this University i.e at periyavaram, Venkatagiri of SPSR Nellore district and another at Vonipenta, Mydukur, Kadapa district during 2016-17.

The University has hosted three National level meetings on Orchids, Medicinal Plnats and Phytoplasma diseases in Horticultural crops, State level Udyana Mela (December 17-18, 2016), three Kisan Sammelans and World Soil Day were some of the significant events.

Under Centre of Excellence on Orchids, established Orchidorium at HRS, Chintapally of high altitude zone. The tribal farmers will be trained in raising the orchids.

In view of the newly formed State of Andhra Pradesh, the University has to strengthen research on fruits, vegetables, floriculture, medicinal & aromatic crops and centre of excellence on protected cultivation by establishing new Research Stations in the specific areas besides enhancing the production of quality planting material.

The main aim of the University is to be part of the developmental activities by creating trained man power and skill development in the horticultural industry by establishing new horticultural colleges, horticultural research stations in specific areas on need basis to hold research on Horticultural Crops.
