The South Arian Petroleum Setor Poliyand capaity Building Projet
Cooperating institution:Department o Minerals and Energy (DME)
Petroleum Ageny South Aria (PASA)
A business plan was developed between DMEs Hydroarbon and Energy
Planning chie Diretorates (HEPcD) and Norwegian Water and Energy
Diretorate (NVE) in 2006. NPD, Petroleum Saety Authority (PSA) and
PETRAD will assist NVE in implementing the business plan.
The PASA/NPD business plan is still under disussion.
DME Objectives:To develop a dynami and perpetual integrated energy
plan and assoiated human apaity whih will, amongst other moregeneral energy imperatives, promote reliable and onsistent supply o
liquid uels to onsumers.
Project period: 2006 - 2009
Total budget: 6.4 mill NOK (HEPcD business plan)

Brie history o the projetThe present projet is a ontinuation o energy ooperation between
RSA and Norway that was initiated in 1996.
The ull 2006 - 2009 programme is estimated to ost NOK 35 mill.
Part o the programme is speifally oused on general energy issues whih
in Norway are handled by NVE. This part is not inluded in this report.
The last omponent o the programme, the PASA business plan, will ous
on upstream hydroarbon issues. We epet this omponent to be ready or
implementation during seond hal 2007.

6.12Ativities in 2006Some apaity was used in 2006 to support PASA in the
planning o their sub Business Plan under the South
Arian Energy Setor Poliy and capaity Development
Programme. This part o the programme is delayed
ompared to original plans.
The PASA cEO, three managers and a representative rom
DME visited NPD rom Marh 20 - 24 or disussions oissues regarding upstream petroleum governane, and
whether Norwegian eperiene an be o relevane to
South Aria.
A delegation rom DME visited Norway rom Deember
4 - 8 or an energy regulation workshop. The workshop
was designed by NVE, NPD, PSA and Petrad. MPE, Statoil,
Gasso and Gasnor also ontributed to a very
omprehensive and interesting programme.
Plans 2007We epet that all parts o the new programme will start
up during 2007, making this programme a total energy
setor programme overing eletriity, renewable energy
and petroleum. NPD will ontinue to support the fnal
planning o the PASA sub business plan.
The possible areas or NPD support to PASA:
Transer o relevant epertise to PASA Assistane to PASA in mapping areas o work where
more apaity and ompetene are needed
(possible assistane rom PETRAD)
Training assistane, partiularly regarding geologialinterpretation, resoure assessment and the
development o a resoure inventory
Possible support regarding development oregulations and supervisory methodology
Possible support regarding data management continued support regarding the delineation o the
ontinental shel
In addition NPD will assist NVE in their implementation o
the Business Plan with programme DME /HEPcD.
