4. Correspondence. RP referred to the e-mail she had been sent about the discussions
the Iron Age Foundation are having with St John’s Church, Hallowell Road. A CIO has
been formed with the church. This has charity status and limited liability. There is a
proposal to alter the hall of the church by adding a mezzanine floor, extra meeting
rooms and modifying the existing church offices. Muslim services are held nowadays in
the hall at 5am, Friday prayers at lunchtime, late evening during Ramadan. Concern was
expressed at the extra traffic and parking problems additional use would give to an
already congested road. Planning permission may be required for the proposal to raise
the hall roof.
5. AGM.
TE said much positive feedback had been received. Jason Sutton had volunteered to
invite the NRA Committee to see round the base. It was agreed the same meeting
format should be used next year.
6. TfL Development.
TE was given a contact for Susan Hall, a Conservative member of the Greater London
Assembly (GLA), and has sent her a list of questions to be put to the Mayor. Our Labour
GLA member has so far not responded to TE’s request for communications. C/F: TE will
invite Peter Elliott of TfL to attend a public meeting, after a meeting with TE.
Stanmore and Canon’s Park plans for station car park development include building over
the car parks to leave parking space. The effect on the locality during development has
been apparently not considered.
TS will check with the Patels at the kiosk the terms of their recent lease extension. TS
has twice weekly photos of the Northwood Station car park which show that 150 – 170
spaces are used every day, except the Thursday and Tuesday around the Easter holiday.
There are only a few vacancies. He has also photographed the Green Lane car park after
school drop off hours and it normally has half of its 140 spaces in use. So it cannot
possibly be a replacement for the Station Car park and any attempt to do so would
restrict shopping in the Green Lane shops. TS asked to write to Peter Elliott with this
information. TS will resume photography of these places at the time of the next
‘consultation’.

7. Road Stewards Reception.
See Membership report. Also the date for the 2020 reception should be planned soon in
conjunction with the AGM date. PB to investigate with St Matthews whether any other
day of the week is possible. Should stay at this location.

8. Summer Event in Town Centre.
The gazebo event should be July 13, or if the police can’t manage that, the 20th. EB to
check with the police involved.
The Holy Trinity fete is June 15. We could offer a free copy of our newsletter with each
winning raffle ticket. EB to give a raffle prize identified as from the NRA of a £80 dinner
for two voucher for Northwood Piazza.
A dinner for committee members to get together socially was discussed. EB to ask
Northwood Piazza which night of the week and what price they would charge for a
buffet. Partners should be invited. Possibly a £5 contribution for each committee
member as a ‘thank you’ would be acceptable. Date July or September.

NORTHWOOD RECREATION GROUND NORTHWOOD WAY: this is the Bowls Club in Chestnut
Avenue.
The single storey extension to part of the David Lloyd club is on their land and does not
appear to inconvenience anyone else.
Ref the Willow Farm application: there is a meeting of the Planning Inspectorate on 18
June, it will get TS’s objection. Anyone can go, to object to the change of use to become
a gypsy site.

a) Stephen Cornish explained that the current limited company of the Gatehill Estate is
being converted into a trust. It will continue to have observer status at NRA
committee meetings. If it wishes to set up Gatehill as a group member, fee to be
decided, our constitution would allow someone from the trust to be a voting member
of our committee. The trust next meeting is June 10. SC would like to attend our
next meeting anyway.
b) Friday 7 June is the deadline for copy for the next newsletter to be sent to RP. It is
planned to distribute the newsletter on June 28.

In mid April I reported a two seat settee was dumped in the hedge At the
intersection of Murray Road and Rickmansworth Road – this was
removed.

following an intervention made to the Hillingdon Council contact centre.

Here is an extract from a resident’s email to me with about litter around
Northwood and in particular in Station Approach, “I would like to raise two questions about my beloved Northwood. First of all, it pains me to see how for days after rubbish collection streets of Northwood are lined with rubbish leftovers. I just cannot understand how people can barricade themselves in their impeccably clean houses and flats and not be bothered to pick up rubbish in front of their homes. Secondly, how filthy Northwood Station Approach became. Junk food packaging, beer cans, etc.. And what really frustrates me.. The area just outside Ace Cars .. Drivers just drop their cigarette butts there, and it is disgusting. I tried to talk to them few times. And they claim it's the clients! And apparently they are not allowed to put a rubbish bin there outside for cigarette butts. Why there is no regulation for small business to keep the area outside clean and tidy?”
This extract was forwarded to the Council & I enquired if the Council might initiate an education
communications campaign to try and create more awareness of the issue & to encourage civic pride
(hopefully would equate to reduced litter).
Quality Manager – Waste Services replied that the solo sweeper attends to these areas Monday to Friday. A
small sweeper attends Monday to Friday. Saturday's and Sundays are covered by a team in a caged vehicle.
On all days the areas are litter picked and the bins emptied.
I thanked her for her response and said that it is not easy to keep up with the litter louts as just 2days after
rubbish collection rubbish was present in the passageway behind the Loose Ends and Cancer Research
shops, then further commented that some many people appear "blind" to rubbish right on their
doorstep. What is needed is a concentrated campaign on street retailers and businesses to look after their
frontage and behind their business premises.

It is my belief that to initiate a campaign on retailers, business, on contractors working here, and on
residents, would require intervention not just by the anti-social behaviour team, but also by Councillors.
Our litter standards in Northwood are not good.

Health Report
HILLINGDON CLINICAL COMMISSIONING GROUP (HCCG)
(1) Hospice Care in Hillingdon: End of Life care is a national priority for health and social care organisations as evidenced in
the Ambitions for Palliative and End of Life Care. Following the changes made by East and North Herts Trust (ENHT) to the delivery of palliative care services at the Mount Vernon
Hospital site in June 2018 there has been a gap in inpatient hospice provision in the borough and in particular inpatient palliative care for non-cancer patients. This is resulting in poor patient and carer experience.
There was a preference to utilise the original hospice accommodation. However, the HCCCG has made a decision for the direct award of a 12 month contract to Harlington Hospice as
lead providers within Hillingdon Health and Care Partners to pilot a model including: •
Inpatient hospice care • A 24 hour consultant-led phone line • Day Centre services and
delegated the decision to go live with the service to a working group constituted as set out in
the business case. THH, Harlington Hospice, Hillingdon CCG and Michael Sobell Hospice would be working together to ensure the accommodation is fit for purpose for the next two years.
(2) Persistent Pain Service:
The Governing Body approved the proposed nine month extension of the Healthshare contract for the provision of persistent pain services. The contract would be extended on the basis that the provider improves performance against a specific performance improvement
plan, and delivers additional PROMS and patient experience outcomes.
(3) DNA pre-booked follow-up appointments: Hillingdon have been experiencing a high rate of DNA (Did Not Attend appointment) for follow up appointments. There was a slight improvement in December whereby the rate dropped by
1.1 to 10.2%, but, still above the target of 9.7%. Appointment text reminders are now being sent for all CMHT and
Early Intervention teams which should have a positive impact on DNA rates. DNA rates are being monitored regularly by teams.
SHAPING a HEALTHIER FUTURE (SaHF) Since 2012, the NHS in North West London has been working on a programme to re-shape
services under the banner of Shaping a Healthier Future (SaHF) and much has been achieved over the past seven years. This includes 24/7 urgent care centres in every borough of NW London; improvements to maternity care and emergency paediatric care; and a range of
initiatives to help people get the specialist care they need closer to home without having to be admitted to hospital.

Objection Made Re 17 Woodside Crescent: I was asked by the Gatehill Residents Association to jointly inspect 17 Woodside Crescent and form a view whether the detailed analysis in her letter dated 8th April 2019 is a fair representation of the suggested planning contraventions of the developments currently being carried out at 15 Woodside Crescent. I consider that they are and that enforcement action is needed. The outbuilding to the rear of the site to be used as a yoga studio has three issues. First, the facilities installed mean that it can be occupied as a separate living unit, with access achievable along the gap down the side of the new stores adjacent to the garage. Second, the height exceeds what is permitted given its location adjacent to the boundary. Third, the roof tiling used is out of character with the adjacent properties.

The outbuildings being built along the boundary to the front of the property have two issues. They look to be too close to the boundary, with the lack of a boundary fence making the assessment more difficult, but the owner of No 17 is complying with the restrictive covenants against fences applicable to all the properties in the locality. Secondly, the ground can be seen to have been built up to make the new height appear to be lower than it actually is. I know it is always contentious when an owner is in the process of construction works, or has completed construction works, in contravention of the planning rules, but in those cases the rules should be enforced more stringently and demolition enforced unless there is certainty there is compliance. Bearing in mind the detailed analysis in the GRA’s letter, I do not believe that certainty exists and enforcement action should be taken and then the applications submitted so they can be properly considered.

Northwood Traffic Survey The position appears to be that what we knew as a draft report is in fact The Report. The contractors will now work up their proposals in detail, hopefully taking account of comments passed on to them by Council Officers. It seems that the budget for this type of work can stretch over three years and there is no sign yet as to when we will see anything on the ground, then probably piecemeal. The Rickmansworth Road/ Green Lane junction is to be the first area tackled. I reminded my council contact again of the U-turns out of The Avenue and the non-operational filter at the lights.
Rickmansworth Road “Excavation works to install duct and build assorted chambers for fibre optic cable installation”. These works will be from the start of Batchworth Lane along Rickmansworth Road, mainly along the footpaths and verges (could be on either side of the road) to Joel Street, affecting side roads, but with some other unstated complications. Contrary to a leaflet received by some residents, I have now established that, as it is a main road, temporary traffic lights, from 9.00 am to 3.30 pm, with 2-way working, will be installed. The works have already commenced in the Mount Vernon area and are due to be completed in the Joel Street area at the end of July, although I have found an end date of 2/9 (but no dates in August).
Green Lane
“Carriageway Repairs – Nightwork” were scheduled to take place from 3/5/19 and to 16/5/19 between nos. 80 and 100. At present this work is shown as “proposed” rather than “in progress”, but I understand that some technical issues have arisen and the work has been postponed until these are “sorted out”.
Ducks Hill Road
This morning there are temporary traffic lights on this road at the exit from Northwood. I suspect that the work is connected with a proposal to “Supply and install CIC column, globe, KL bollard” scheduled for 15-17 May and “Supply and install 10m col, lantern, transfer” on 21-31 May and 13-26 June.
Out of Ward Road works for HS2 HS2 have stated that they would still like to go ahead with the 8 week closure on Breakspear Road South (BRS) starting on 24th May as to delay it until the summer holidays would “cost too much contractually”. They did admit that they are highly unlikely to get permission to do this and the start would be delayed. No definite news at present.

Police Report Not much to report this month. I believe the SNT are getting on with their duties. Counter access – see below email from Ian Seeley – volunteer. Perhaps we can put a note on the website now. The NRA recently reported in their newsletter that Northwood Police Station was closed to the general public as from February this year.In the article I did for Ros Plume it was stated that front counts were still available at Ruislip and Hayes Police Stations. The volunteers have now been informed that Ruislip front counter will be closed to the general public as from the end of July this year. If Northwood residents need to go to a police station they will have to go to Hayes or Harrow being the nearest. Perhaps this information should go into the next NRA newsletter.
I will not be attending the meeting due to a clash of dates with a Chairs of Ward panel meeting with Insp Rob Bryan. If anything of interest emerges I shall pass it onwards. Thank you whoever sent the message to residents about the police meeting on Wednesday with MP Nick Hurd. I was going to mention it. I hope to attend.

Membership. The RS reception was held this year on Friday 26th April, with the usual excellent catering by Sarah
Sharman, bar by Richard Plume and tablecloths / flowers thanks to Ros Plume. 62 attendees enjoyed a
chatty evening – the numbers slightly down due to several being away for the Easter break.
A good flow of early 2019 subs thanks to several energetic RSs and the continued use of the Sharmans /
Carters subs envelopes drop-off facility. Several hundred more envelopes plus a handful of receipt books
were distributed at the RS Reception or delivered by me subsequently.
I am pleased to report following the appeals in the March/April Newsletter and at the AGM, 3 ladies have
volunteered their services as potential RSs. Final “patch” details in negotiation, to be announced shortly.
Agreed with Ros the date for next Newsletter to me from printer to be Friday 28th June.
3 more NRA bulk alerts sent recently to +/- 700 registered email addresses, as requests for inclusion
continue to be received.

Business
Green Lane Area:
I spoke with the new manager of Northwood News. He is very disappointed with his custom and has now decided to
cut his losses. The exact same thing happened with Farmhouse Pizza, across from ACE cars last year.
He plans to sell what stock he has and then give the shop up. He confirmed that the license request had not helped at
all.
He considers Waitrose to be another adverse factor because they give card holders a free paper and coffee, for
purchases over £10. He said that the same view is held by nearby café owners. They feel they are losing possible
sales over this practice. But, then, again, how many agreed discounts for Hillingdon yellow card holders? I don’t
know the answer.
Anyway, so he did not renew his subs
Ash from the Health Food Store asked if we could help get a fence erected outside the two pedestrian accesses to St.
Helen’s school. He feels that the current lack of any fencing on the pavement is dangerous and is an accident waiting
to happen. He has spoken with the school who said they would look into it but nothing has happened. I will explain
further at the next meeting and seek your views.
I mentioned in my last report that Ash was concerned at the blockage of light on Rowland Place.
I have noted the email from David Walter of Murray Road dated 30 April wherein he states “We also consider that
having business members is a potential for serious conflicts of interest”. I am not sure exactly what his particular
point of view is, however, I have noticed that some businesses are lukewarm about protesting against the TfL
development and some have welcomed it. To them, more residents = more custom.
High Street:
The development doesn’t really seem to affect them at all. They are more concerned with local issues such as parking.

Paul of Alternatives told me that one factor in his business failure was the 1 hour lunchtime parking restriction in
Emmanuel Road. Eighty Hair also said the same. She asked if we could help with persuading the council to issue
them with parking vouchers to give to customers to cover that “No Parking” hour.
One reason I dread using the High Street is the difficulty in parking. So, I understand their point of view. I stopped
going to the Nail Spa for exactly the same reason. Talking to the new owners there, they agreed it was a problem. But
if there is more parking provided, residents complain. So, stalemate.
A resident of High Street (whom I met in one of the businesses) complained to me about the lack of trees on the High
Street, which makes it so bleak. She also said she has tried with the council to stop the speeding cars going up and
down, especially at night. She asked if we could check if there were other complaints and what the Council could do.
I told her I would pass her complaint on but I imagine on a bus route they would not put speed bumps.
I am not sure what is the best way for me to take these issues forward. I will seek advice at our next meeting.
