Introduction

This document was developed to outline the current status of technology integration and determine the

direction in which Northumberland County will proceed in the future. As rapidly as technology is

changing, our Technology Plan will be a dynamic document that can be updated as needed.

Vision

Northumberland County Public Schools is committed to preparing our young people for further education and employment. We realize that this is a dynamic and complex task, which must reflect the fundamental changes in our society. One such change is the technological revolution that surrounds us today. While we believe that children must demonstrate mastery of basic skills and fundamental processes, we also recognize and embrace technological literacy as an essential “basic” in our children’s preparation. Technological literacy is not merely knowing the tools and basic function of these tools, but rather knowing how to use these tools to solve problems, and to communicate their experiences to others. Our challenge is to ensure that each child can realize the full potential of the technology he or she encounters now and in the future.

Mission

The Technology mission of Northumberland County Public Schools is to integrate technology to:

Ensure that instructional goals guide all decisions regarding technology integration

Provide access to secure, state-of-the-art technology for all students and staff

Restructure the learning environment to reflect a strong interdisciplinary and technology-enriched curriculum while

recognizing individual learning styles

Encourage student-centered learning and problem solving

Improve staff productivity and self-sufficiency

Improve efficiency through the use of information management systems

Encourage effective communication in the learning community

Overview

The Northumberland County Public Schools Technology Plan has been revised to reflect the goals put forth in the

Six-Year Technology Plan for Virginia as well as the goals of Northumberland County Public Schools. This long-

range plan should be viewed as the base from which direction emanates as well as a dynamic instrument that must

change often to adapt to the rapidly evolving world of technology.

Current Status and Usage of Technology within Northumberland County Public Schools

Northumberland County Public Schools is comprised of one elementary school (k-5), one middle school (6-8),

and one high school (9-12). There is a division-wide plan for technology. However, each school will contribute to the technology plan to meet its needs.

A major achievement in system security was installed in all schools as well as the School Board office – the installation of Barracuda Web Filter and Antivirus devices – these devices have given the Technology Department great control over the system with proactive controls, and reactive measure that prevent anything happening twice. and the release of unwanted spam e-mails from anything other than the mail server.These systems also keep bandwidth usage down by caching content, and delivering it locally. We have also installed a Barracuda Spam/Virus Firewall that protects our new Exchange Server. We have installed a Cisco ASA Firewall to prevent intrusion,

All staff members have their own email accounts and websites on the school website.

All schools currently have direct Internet access through a local area network, via a 50MB Fiber network provided by Kentucky Data Link and Norlight providing 50 MB/sec of bandwidth at all buildings. We have installed a Cisco switching network, replacing all old hardware. We also have installed Cisco Wireless Access points in all of our buildings, with next to no "Dead Spots". We have a guest network, and a data network that requires a secure login. Wireless activity is monitored Daily, and all connected devices pass through our Barracuda system.

The Technology Department met its prior goal of having all schools prepared for Online SOL testing by 2006. Online testing now takes place at all schools.

Northumberland County has approximately one computer per four students. These computers are a PC platform running Microsoft Windows XP, Windows 7 operating systems.

The Division Technology Coordinator is responsible for making technology decisions within the scope of the technology plan. The technology committees at each school devise the technology plan. The Technology Coordinator is responsible for implementing technology decisions such as teacher training, repair and upgrade of computers, along with purchasing and loading software when necessary.

Ongoing technology training based on staff needs is offered for all personnel, with emphasis on self-sufficiency.

Students’ technology instruction is individualized based on teacher assessment relative to established criteria.

Northumberland County uses NCS Pearson PowerSchool administrative software for administrative and classroom management purposes. We are using the Parent Portal which allows parents to view the progress of their children.

Technology skills to be attained by students and staff have been established. The Department of Education sets the standards. One component to be considered in future hiring of staff will be their level of technology skills. Northumberland County uses the Technology Standard for Instructional Personnel Portfolio (TSIPS) guidelines to determine level of technology proficiency

Rappahannock Community College and the University of Virginia are offering technology training for instructional staff. Various staff members and the 4 Rivers Consortium also offer various face to face courses. Many of the staff have taken the Intel Essentials course. Our ITRT (Instructional Technology Resource Teacher) provides school-wide training for staff as well as students, and is also responsible for developing and maintaining an Internet Safety Program in alignment with CIPA guidelines.

Two teleconferencing systems have been obtained and assembled with plans to use them for Distance learning, and communication with other school systems.

Various computer classes are offered for students at all schools.

Several Career and Technology classes have been added to the middle/high school course offerings. Graphic Arts and Television Production I & II may be selected as electives by students interested in these fields.

FISCAL PLAN The chart below shows the approximate division of the funding Northumberland County Public Schools receives each year. The purchase of new computers and Network hardware comprises nearly half of our expenditures, with Software at 1/3. In 2008 the purchase of Internet Safety devices comprised 6% of the budget. This division may change somewhat from year to year, but it is an average of the last 5.

In January of 2010, the faculty took our first Technology Needs Survey. The results were published on the school website and are shared below.

In January of 2010 the teachers of Northumberland County Public Schools responded to a Technology Needs Survey to determine our current situation and in what direction we'd like to go in the future. Over 60% of the staff responded to survey during the week allocated to collect data. Below are the results of this ten question survey:

The second Technology Needs Assessment will be given in March of 2011. The results will be compiled by the ITRT and shared on the website. The information gathered from the survey will be discussed by the Technology Committee when making technology decisions for the upcoming school year.

Summary of Needs Assessment

Teachers at all three schools expressed the need for more time to have professional development on the hardware, software, and online

programs we have available. They would prefer doing this training during a professional development day but during their summer was the

second choice over staying after school and using their planning periods.

Two-thirds of the teachers wanted to learn to investigate the use of hand-held devices in their classrooms. Learning how to use the

SMART Board was their first priority and then teachers wanted to learn how to effectively use their websites through School Center.

Most teachers expressed frustration with our Barracuda web filter which blocks sites that students and teachers need to access for

instructional purposes. Requesting the unblocking of that particular url is the process to open up a desired site. They also felt that 21st Century

skills needed to be addressed more across the curriculum.

Though a third of the teachers stated they were proficient in their technology skills, two-thirds considered their skills "basic". The other

third were either below basic or considered themselves experts. Coincidentally, two-thirds of our staff has over 20 years of experience.

National Goals All teachers and students will have access to modern multimedia computers in their classrooms.

All teachers in the Division will have the training and support they need to help students learn using computers and the Internet.

Every classroom will be connected to the Internet.

Effective software and on-line learning resources will be an integral part of every school’s curriculum.

All Schools will strive to be compliant with the No Child Left Behind Act.

Objective 3.2:Ensure that students, teachers, and administrators are ICT literate.

Objective 3.3: Implement technology-based formative assessments that produce further growth in content knowledge and skills development.

Goal 4: Provide students with access to authentic and appropriate tools to gain knowledge, develop skills, extend capabilities, and create and disseminate artifacts that demonstrate their understandings.

Objective 4.1: Provide resources and support to ensure that every student has access to a personal computing device.

Objective 4.2: Provide technical and pedagogical support to ensure that students, teachers, and administrators can efficiently access and use technology tools.

Objective 4.3: Identify and disseminate information and resources that assist educators in selecting authentic and appropriate tools for all grade levels and curricular areas.

Goal 5: Use technology to support a culture of data-driven decision making that relies upon data to evaluate and improve teaching and learning.

LOCAL GOALS AND OBJECTIVES

Goal 1: Provide a safe, flexible, and effective learning environment for all students

*Administrators and the ITRT will have access to the results of the IA tests and can monitor the effectiveness of the instructional strategies being used

*Offer distance learning for advanced students from local community colleges and other educational

*Principals and the teachers will monitor the effectiveness of distance learning in each situation.

*Administrators and former participants work with CBF Senior Educator, Bill Portlock, to help the program meet our teachers' needs.

Goal 2: Engage students in meaningful curricular content through the purposeful and effective use of technology

2.1 Support innovative professional development practices that promote strategic growth and encourage collaboration

*Administrators will provide time during the instructional day for teachers to plan, work, and learn together

*Minutes will be taken to document the progress and content of the professional development

*Administrators will encourage teachers to attend conferences related to their content areas

*Teachers share what they've learned at conferences in their blogs and at faculty meetings

*Teachers will be encouraged to share their innovative ideas with other professionals at conferences

*Administrators provide professional leave for teachers to present at conference

*Identify the the most appropriate technology for each content area. Provide professional development on the use of these tools and the software that goes with it.

*Beginning with the Math department, the Math Curriculum Specialist and the ITRT conducted SMART Board training throughout 2008-2009 school year and each received a SMART Board for their classroom

2.2 Actualize the ability of technology to individualize learning and provide equitable opportunities for all

*Teachers receive training from ITRT on how to create and differentiate assignments on programs

2.3 Facilitate the implementation of high-quality internet safety program in school

*All staff members have been trained using the i-SAFE materials

*Assistant Superintendent ensured that all staff members complied.

*Shortcuts to Professor Garfield, NetSmartz, and FBI SOS are on the Student's dropdown menu on the school website

*Teacher for Tomorrow did internet safety training with the 5th graders

*Middle School Health Classes play the Missing game

*Students sign the Internet Safety Pledge when they complete the course.

*ITRT, Librarians, and Computer Instructors will do the bulk of the Internet Safety training but every content area teacher has the responsibility to emphasize Internet Safety in the classroom

*Students will participate in age-appropriate culminating activities to demonstrate their understanding of Internet Safety

*Each teacher will be provided with a copy of the Internet Safety Curriculum and given access to the

3.1 Provide and support professional development that increases teachers' options to design experiences that allow students to create, problem-solve, communicate, collaborate, and use real-world skills by applying technology purposefully.

*Teachers can ask the ITRT for assistance in creating culminating activities using the latest technology instead of the traditional poster board. Creating comic strips, graphic novels, movies, podcasts, Prezi, blogs, or web pages are easy to do with the software available

*Administrators emphasize the use of technology in teachers' lesson plans

*Cluster groups of gifted students can participate in one of William and Mary's Problem-Based Learning units

*ITRT will work with Gifted Resource teacher to help differentiate using integrated technology with PBLs.

*Students will use real life data from our school wind turbine to create artifacts that reflect their understanding of this renewal energy source

*Webmaster will help the students upload their artifacts to the school website to share their findings with the community and the world wide web

*Provide opportunities to safely use social media

*Currently only the school blogs are allowed by the DT

*Teachers will create and maintain their own Portaportals to house their favorites links in an organized manner which

*Teachers share their Portaportals in newsletters which enhances communication between teachers/students/parents

*The Testing Director will conduct professional development on the data system currently in use by the school. Power School is the program we are currently using.

*Since attendance and grades are both done with this system, administrators and office personnel would be aware of teachers' competence using this system.

*In the event that a new teacher or a teacher with limited technology expertise became part of the staff, the ITRT would help them develop their TSIPS so that they could be certified

*ITRT give Assistant Superintendent the proper documentation to prove their technology proficiency

*Webmaster/ITRT will help individuals or small groups to manage and maintain their webpages

*Administrators will periodically review the websites of their staff members

*Teachers who teach SOL content will give Interactive Achievement benchmarks at designated intervals, depending on the school

*Administrators will monitor the IA benchmarks to determine if satisfactory progress has been made by the students

Goal 4: Provide students with access to authentic and appropriate tools to gain knowledge, develop skills, extend capabilities, and create artifacts that demonstrate their understandings.

4.1 Provide resources to ensure that every student has access to a personal computing device

*Students have access to the computers in the library at NMS/NHS, the pods at NES, the computer labs at NES, and from the Computers on Wheels (COWs) at each school.

*Administrators and librarians will monitor and document the usage of the computers at the schools

TECHNOLOGY STANDARDS FOR STAFF (TSIPS)

In 1999 the Virginia General Assembly amended Section 22.1-298 of the Code of Virginia as follows:

"On and after July 1, 2003, persons seeking initial licensure or license renewal as teachers must demonstrate proficiency in the use of

education technology for instruction." Northumberland County Public Schools requires teachers to complete a technology portfolio to

demonstrate this proficiency. Administrators or the ITRT may approve these portfolios. In addition, all staff are required to be iSAFE

certified in order to be in compliance with Section 22.1-70.2 of the Code of Virginia regarding the Internet Safety program.

access to the schools’ computer network is consistent with the goal of promoting excellence in education. The learning community supports the school system’s

vision of providing an environment to enable our students to become technologically literate and life-long learners. The Northumberland County School Board,

administrators, teachers, and members of the community have equipped the schools with state of the art technology to help make the digital divide between rural

communities and their urban and suburban counterparts a thing of the past. Access to high speed internet in the schools was made possible by the support of the

community. As a result, the opportunities for resource sharing, collaboration, communication, intellectual challenges, critical thinking, and creative growth will

be greatly improved. Along with the privilege of computer access, students are expected to demonstrate safety, ethics, and respect while using school computers,

software, hardware, terminals, printers, servers, and any internal or external network.

Internet safety education will be integrated into the content areas in kindergarten to 12th

grade. Age-appropriate lessons that focus on safety, security, and ethics

will be imbedded in the curricula. Students will also be taught how to discern the validity of internet sources, understand copyright laws, and explore legal issues

related to internet use. The school’s internet security filters restrict student access to social networking sites and inappropriate material. However, your child may

possibly come across material of adult content. The school system takes a no tolerance approach to accessing such material. Proper precautions should be taken

by students when using the internet and they will be made aware of the appropriate steps to take if they encounter a problem. Students are expected to honor the

Acceptable Use Policy (AUP) or they may lose the privilege of internet access.

Within reason, freedom of speech and access to information will be honored. During school, teachers of students will guide students toward appropriate

materials. The following are not permitted on any district computer, district network, or the Internet:

• Technology Coordinator-monitor and filter division internet, make an annual report about security, make recommendations for upgrades when

appropriate, report violations of AUP to the superintendent, create and maintain passwords to secure access to the division’s network

iPOD LEARNING INITIATIVE ACCEPTABLE USE POLICY

Rules and Appropriate Usage

The iPods used by students are the property of Northumberland County Public Schools (NUCPS). The use of an iPod by a student is a privilege, not a right. This

privilege can be revoked. Before using iPods at school, students and parents or guardians must sign this Acceptable Use Policy.

Students are responsible for appropriate behavior when using iPods in the school. The following rules apply to the use of the computer technology in

Northumberland County Public Schools, including iPods:

The Northumberland County Public Schools encourages the use of the network, including the Internet, as a tool for research and education. The network, like

any other school property, must be used for the educational purposes for which it was intended. Technology users are expected to follow basic rules of

courtesy and common sense when accessing electronic information, so that the network, including the Internet, continues to be a valuable source of

information for all individuals.

1. Students must have a permission slip signed by a parent/guardian on file with the District to use the network and to use the Internet. 2. The District’s technology is to be used for educational purposes only. 3. On-line time must be used wisely to allow equitable access for all users. 4. The use of vulgar, suggestive, or otherwise inappropriate language will not be tolerated. 5. It is a violation to share a password with anyone else. 6. Engaging in activities that are pornographic or drug related will result in automatic termination of your network/Internet privileges. Suspension or

expulsion may result from inappropriate use. 7. The transmission of unwanted or inappropriate e-mails is considered harassment and will be dealt with as such. 8. The use of the District's technology must not violate existing policies of the Northumberland County Public Schools. 9. Chat lines, bulletin boards, forums, etc. may not be accessed by students without prior consent of a teacher or person monitoring the Internet use.

Students will have access to iPods in the Teachers for Tomorrow and 10th Grade English classrooms and are expected to use them with care. Students will use District technology for appropriate educational purposes only. Improper uses of computers include, but are not limited to, the following:

1. Changing, altering, bypassing, or attempting to bypass any computer security measures. 2. Getting past filtered Internet sites. 3. Downloading or installing applications on the District iPods. 4. Attempting to hide files or activity on the iPod. 5. Undermining, subverting, hacking, or cracking the network or its computers. 6. Destroying, defacing, or altering equipment. 7. iPOD LEARNING INITIATIVE ACCEPTABLE USE POLICY Rules and Appropriate Usage The iPods used by students are the property of Northumberland County Public Schools (NUCPS). The use of an iPod by a student is a privilege, not a right. This privilege can be revoked. Before using iPods at school, students and parents or guardians must sign this Acceptable Use Policy. Students are responsible for appropriate behavior when using iPods in the school. The following rules apply to the use of the computer technology in Northumberland County Public Schools, including iPods: The Northumberland County Public Schools encourages the use of the network, including the Internet, as a tool for research and education. The network, like any other school property, must be used for the educational purposes for which it was intended. Technology users are expected to follow basic rules of courtesy and common sense when accessing electronic information, so that the network, including the Internet, continues to be a valuable source of information for all individuals. 1. Students must have a permission slip signed by a parent/guardian on file with the District to use the network and to use the Internet. 2. The District’s technology is to be used for educational purposes only. 3. On-line time must be used wisely to allow equitable access for all users. 4. The use of vulgar, suggestive, or otherwise inappropriate language will not be tolerated. 5. It is a violation to share a password with anyone else. 6.
