Conservation officers also rescued a moose calf. Conservation officer Gareth Scrivner of the North Coast Zone, which includes Terrace and Kitimat, said that officers were called out to a dead grizzly sow near Kitimat and success- fully trapped her two cubs. The male and female cub were sent for rehabilitation to North- ern Lights Wildlife Shelter in Smithers. “As we haven’t had any indication they have been eating garbage, they met the criteria for rehabilitation,” he said. The grizzly sow was found dead but it wasn’t clear how she died as an initial field post-mortem from the officers didn’t determine anything definite, he added. “I suspected she had been hit by traffic as it was off the Alcan road and that is very busy at shift change, but the guys didn’t find any signs of impact or broken bones,” said Scrivner. Officers also freed a moose calf that had become trapped in a wolf snare after tranquilizing it. “Somehow the moose ended up getting caught up in the snare even though it hadn’t been set, but was hanging up in a tree ready for use later in the trapping season,” said Scrivner, adding that wolf snares are legal for registered trappers to use on their trap line, which was the case here. Calling Protheroe “an in- credible advocate, an incred- ible individual, and someone I truly call a friend,” area di- rector of Fisheries and Oceans Canada Mel Kotyk presented Protheroe with the award, in the form of a plaque, on behalf of federal fisheries minister Gail Shea. TERRACE - It was out with the in-cumbents and in with new choices as Kitimat and Prince Rupert voters went to the polls Nov. 15 to select mayors for themselves.

And in Terrace, a former city councillor is now to be mayor for the next four years.

With unofficial results for the lo-cal election in, Phil Germuth took the title of Kitimat mayor in a seem-ing landslide with 1,828 votes. Can-didate Trish Parsons ended in sec-ond place with 530 votes, while long-serving Kitimat politician and incumbent Joanne Monaghan end-ed with 447.

Joining Germuth on the coun-cil will be incumbents Edwin Em-pinado, Mario Feldhoff, Rob Gof-finet and Mary Murphy, as well as new faces Claire Rattée and Larry Walker.

“[I’m] definitely humbled by the amount of the votes,” said Ger-

muth on election night.Versus his total in the 2011 elec-

tion for council, Germuth gained 534 votes in his race to the mayor’s seat.

“It was great to see the sup-port...the people came out in large numbers to vote this time and that’s great. I’m thrilled.”

He’s looking ahead to a number of issues, the one paramount to oth-ers is the relationship the District of Kitimat has with the Haisla Nation Council.

“The relationship building has got to be our number one thing. We really need to build our relationship with the Haisla and start working together on all initiatives here for industry and for recreation and all the other things,” he said.

Germuth says he believes its his record on council that earned him the win on Saturday.

“I’m hoping most people voted for me because they looked at what I did the past three years on coun-cil and they supported the way I’ve

stuck up for the people, and I also support development.”

For school board trustees, Mar-garet Warcup took the most votes with 1,945, and will join incumbent Raymond Raj on the Coast Moun-tains School District board for Kit-imat. Candidate Tim Carter ended very close with 1,249.

Meanwhile in Prince Rupert, unofficial results of the 2014 Prince Rupert municipal election provide newcomer Lee Brain with a mayor-al landslide.

Brain collected 2,495 votes with incumbent Jack Mussallem second with 890 votes. Tony Briglio finished with 474 votes and Sheila Gordon-Payne finished with 411 votes, giving Brain 58 per cent of the popular vote.

Brain said that margin of victo-ry took him by surprise, but he said he is more than ready to take on the role of mayor.

“I worked really hard, my team worked really hard and I think we ran a really high level campaign.

We wanted to show the community that this is the type of leadership our generation has and that we are pre-pared to take over leadership of our community,” he said, pointing as well to three new faces on council.

Elected councillors include Blair Mirau, who received the most votes with 2,915, incumbent Barry Cunningham who received 2,897, Wade Niesh who receives 2,119, Gurvinder Randhawa who received 2,053, Joy Thorkelson with 2,044 votes and Nelson Kinney with 1,995. The results leave incumbents Anna Ashley and Gina Garon and challenger Ray Pedersen without a seat on council.

Former city councillor Carol Leclerc is to be the next mayor of Terrace following a win over chal-lenger and current city councillor Bruce Bidgood.

Unofficial results gave Leclerc 1,456 votes compared to 969 for Bidgood.

Leclerc, who will be sworn in next month as mayor for a four-year

term, will be the first woman to sit in the mayor’s chair in the city’s his-tory.

Speaking on election night, Leclerc said she was very happy.

“I had no idea, absolutely no idea... the numbers were coming in and it was looking positive,” said Leclerc of her victory.

Leclerc said her first priority would be to gather the new council together with city staffers to work on a strategic plan for the next four years.

In the race for city council, the four current councillors who were running again were all returned to office.

Lynne Christiansen topped the polls with 1,663 votes followed by Brian Downie with 1,546 votes and James Cordeiro with 1,356 votes. Newcomers Sean Bujtas and Mi-chael Prevost followed with 1,325 and 1,245 votes respectively with the fourth incumbent, Stacey Tyers, claiming the final council seat with 1,229 votes.

PORT EDWARD - Port Edward will have two new faces around the coun-cil table for the next four years, but Dave MacDonald will be returning as mayor.

MacDonald received 191 votes compared to 64 ballots cast for Al-ice Kruta, giving MacDonald another term with 74.9 per cent of the popu-lar vote.

“I’m quite happy to be back in and I thank all the candidates who ran be-cause it takes a lot out of your per-sonal life,” said MacDonald, who will begin his third consecutive term as mayor of Port Edward next month.

MacDonald will be leading a coun-cil that is a mix of incumbents and new councillors. Incumbent Dan Franzen received the most votes with 152, followed by former councillor James Brown with 143 votes, new-

comer Grant Moore with 140 votes and incumbent Christine MacKenzie with 122 votes.

The results leave incumbent and longtime councillor Murray Krist-off and incumbent Knut Bjorndal without a seat after they received 116 votes and 108 votes respective-ly. Challengers Ed Day and Clayton Vanier received 73 votes and 51 votes

respectively.“I want to thank Murray and Knut

for their service as councillors for the District of Port Edward and I am looking forward to the first meeting with the new council,” said MacDon-ald.

While there was no election in 2011, with all members of council be-ing acclaimed to their positions, the 255 votes cast in this year’s election is up from 2008. At the end of that campaign a total of 232 residents cast their ballots, signifying an increase of 23 votes.

Nisga’a sign pipeline dealTERRACE - The Nisga’a Lisims Government has signed a major deal with Prince Rupert Gas Transmission, the subsidiary of TransCanada Pipe-lines, which would build a 48-inch diameter pipeline from northeastern B.C. to a planned liquefied natural gas plant near Prince Rupert that would be built by Pacific NorthWest LNG, a subsidary of Petronas.

The deal is to provide financial and other benefits from monies for the Nisga’a Lisims Government to jobs and business contract opportunities for Nisga’a citizens.

The Nisga’a Lisims Government has also agreed to the removal of a lin-ear corridor of land from the Nisga’a

Lava Bed Memorial Park to allow con-struction of the pipeline through that corridor. That corridor will be about 12 kilometres long and the pipeline will also cross approximately 85 kilome-tres of Nisga’a lands.

At the same time, taxation legisla-tion introduced into the provincial leg-islature will allow the Nisga’a to tax the pipeline and other resource devel-opments on Nisga’a lands.

But the prospect of taking land out of the memorial park hasn’t been met with unanimous approval among Nisga’a citizens. Two demonstrations opposing the move were held Nov. 11, one in Vancouver and the other in the Nass Valley.

PRINCE RUPERT - Ridership aboard BC Ferries is down between Prince Rupert and Skidegate, but more people have sailed the Inside Passage in 2014 than in 2013.

The number of passengers travel-ling between Prince Rupert and Skidegate dropped 15.96 per cent in October, fall-ing from 2,550 last year to 2,143 this year,

while so far in 2014 ridership on the route is down 7.27 per cent, falling from 28,409 to 26,344. Accompanying the drop in pas-sengers is a decline in vehicle traf� c, which fell 14.05 per cent year-over-year and 5.6 per cent through the � rst 10 months of 2014 compared to the same time period in 2013.

However, more people and vehicles have made the trip between Prince Rupert and Port Hardy this year than last. While the number of people riding the route in

October fell from 1,936 last October to 1,895 this October, a decline of 2.12 per cent, overall ridership has climbed from 27,260 in the � rst 10 months of 2013 to 31,819 through the � rst 10 months of 2014, an increase of 16.72 per cent. While the number of riders was down, the number of vehicles was up by four this October com-pared to last and vehicle numbers so far this year are up 14.22 per cent, climbing from 8,402 last year to 9,597 this year.

Second speech language pathologist hiredBy Martina PerryTHE NORTHERN CONNECTOR

PRINCE RUPERT - A much-sought after second speech language pathologist is now working in School District 52 (SD52).

Chris Lightfoot was hired as the district’s second speech language pathologist position on Nov. 10, joining Katherine Crossley who started back in September. Both are working to prevent, assess, diagnose, treat and help children overcome challenges in communication.

“We’re very excited because it means we’re going to be able to give full service across all grades, which is something we have wanted very much for a long time,” Sandra Jones, superinten-dent of SD52, said.

In July of 2013, both of the

district’s speech language pathol-ogists resigned, with only one of the positions being � lled in the 2013/14 school year. But come June 2014, another resignation left SD52 looking for two new re-cruitments.

“We have generally had dif-� culty � lling both positions for a speech language pathologist,” Linda Hikida, district principal of

student support services, said.

Hikida said when there has been only one speech language pathologist work-ing in schools, the concen-tration has been on early intervention services.

“This means that we provide the majority of services to the elementary schools with some consul-tative services to the mid-dle and high school,” she said.

During the 2014/15 budget process the board of education decided to cut out $99,000 that was recommended to be set aside in case a second speech language pathologist was recruited. But Cam McIntyre, secretary-trea-surer of SD52, said there’s a suf-� cient amount of surplus to cover costs for the current year.

“We have generally had dif� culty � ll-ing both positions.”

Kitimat’s first furniture swap proves a success for organizersBy Cameron OrrTHE NORTHERN CONNECTOR

KITIMAT - The first attempt at a Kitimat furniture swap proved a success, says Kitimat Chamber of Commerce Executive Director Trish Parsons.

The Chamber of Commerce helped gather muscle and vehicles for the event, which she said was a District of Kitimat-led initiative.

And despite a drippy Satur-day afternoon, their November 8 exchange date saw lots of people seeking out quality, pre-loved fur-niture.

The group was even given use of Pyrotek’s cube van and Parsons said she thinks at least three full truck-loads were transported of people’s furniture.

“It keeps stuff out of the land-fill,” she said.

“It’s not something you might use anymore but instead of haul-

ing it to the dump it’s still some-thing of value to someone else.”

The furniture swap also ben-efited from the support of the Ta-mitik Status of Women and the Child

Development Centre.Being the first year, there was

room for improvement for the next time an event is held.

“It was really good. In hind-sight it wasn’t the best location but it was more of a first time thing of finding out how it would work,” she said.

They are also thinking it might make more sense holding a future event in the spring or sum-mer rather than the cusp between fall and winter.

Some furniture which didn’t find a new home is being stored, and the Tamitik Status of Women keeps an ongoing furniture list for their clients as well.

Parsons said the furniture

swap was a great way to reach people, noting that people can give away furniture on Facebook pages but even those are limited in how many people will see the notice.

“We’ll definitely do some-thing again next year because it was really well received. We even delivered some stuff out to Kita-maat Village,” said Parsons. “It was definitely a success.”

Tailings pond review highlights areas of concernBy Josh MasseyTHE NORTHERN CONNECTOR

TERRACE - A 50-PAGE report done on the tailings pond design of the not-yet opened Red Chris gold and copper mine owned by Imperi-al Metals and located on Tahltan traditional terri-tory outlines 22 recom-mendations that should be followed prior to the mine going into opera-tion.

The report is the work of Klohn Crippen Berger, a � rm chosen by the Tahltan Central

Council but paid for by Imperial Metals.

Its commissioning followed a blockade of the location by a Tahltan activist group in August over fears there would be a repeat of the failure of the tailings pond at the Mount Polley mine in the Cariboo which is also owned by Imperial.

Both the central council and the provin-cial government have said the report and its conclusions are key to any � nal approvals be-ing given to Imperial allowing it to open the

$570 million Red Chris mine which is southeast of Dease Lake.

The report begins by saying that “any fail-ure of the Red Chris im-poundment will likely have a much more sig-ni� cant environmental impact than the Mount Polley failure.”

At the time the in-spections for the report were completed, the Red Chris tailings facil-ity was not fully built, and the report says that “a major design issue for the tailing impoundment is the high permeability

of the foundation soils.”One of the technical

recommendations is to “design a drainage blan-ket” for safe discharge and to perform tests dur-ing the early stages of operation to prove that the design features are working. Another rec-ommendation is to raise the crest of the dam in one area.

Most of the recom-mendations have to do with properly managing the tailings facility in-cluding monitoring pro-cedures and protocol, response plan, imple-

mentation of a weather station, and forming a review board.

Two of the recom-mendations have to do with monitoring and analyzing the risk of a nearby landslide that is 300m from the rim of the tailings facility and which the report says is “poorly understood.”

Meanwhile, the Tahltan Central Council

wants to join the court action in which Impe-rial is seeking an injunc-tion preventing a Tahl-tan group knows as the Klabona Keepers from blocking access to the mine.

Set to be heard in Terrace beginning Nov. 25, central council pres-ident Chad Day has � led an af� davit saying only the central coun-

cil can speak for matters of Tahltan rights and ti-tle and not the Klabona Keepers.

Day says, however, that the central council’s intervention should not be taken as an endorse-ment of the mine.

Upwards of 200 Tahltan people have worked at the Red Chris location during the con-struction phase.

Northwest mayors re-electedSTEWART - While there were changes at the top in Prince Ru-pert, Kitimat and Ter-race, things stayed the same in Stewart and in New Hazelton as a result of the Nov. 15 municipal election.

In Stewart, Galina Durant was returned thanks to receiving 199 votes compared to 92 for her only challenger, Steve Howe.

There were 15 people running for six council seats in Stewart and by the time the counting was � nished, those six councillor are to be Ber-

nard Elliott, Gina McK-ay, Neal Rowe, Eike Riemann, Sylvia Goulet and Patricia Lynn.

For the Kitimat-Sti-kine regional district Electoral Area B which is the Hazelton rural ar-eas, Kispiox Valley and Moricetown thorough Cedarvale, Linda Pierre will be the representa-tive.

Shar McCory was elected as the Coast Mountain School Dis-trict trustee for the Ha-zeltons.

For the Kitimat-Sti-kine regional district area around Dease Lake

Tina Etzerza received 62 votes to defeat Edith Carrier who received 14 votes .

Incumbent mayor Gail Lowry has been elected in New Hazelton and will join the six ac-claimed councillors for another term.

She defeated Robert Henwood.

All of the New Ha-zelton councillors were returned by acclama-

tion – Janet Wilson, Ray Sturney, Braunwyn Henwood, George Burns, Peter Newbery and Mike Weeber.

There was no elec-tion necessary for Old Hazelton with long time mayor Alice Maitland and councillors Wen-dy Blackstock, Shirley Muldon, Buddy Smith and Nick Marshall being returned to of� ce by ac-clamation.

In an effort to keep the public and parents up to date on social me-dia and its issues, the RCMP, Regional Dis-trict of Kitimat-Stikine, Northwest Community College and others are presenting Social Me-dia Awareness for Com-munity and Parents with Jesse Miller of Medi-ated Reality, who talks to schools and commu-nities and companies on topics of social media awareness, mobile com-munications, and online content evaluation.

Miller challenges audiences to evaluate their online pro� les and assess privacy and con-nectivity issues.

He combines his di-verse background in community policing volunteer management

and online behaviour analysis for his presen-tations.

Kitimat boxers prep for December battle of the northwestBy Cameron Orr THE NORTHERN CONNECTOR

KITIMAT - Even though it looks like a grudge match being set-tled to the right, the at-mosphere in the Kitimat Boxing Club on No-vember 13 was friendly and cordial (as cordial as boxers get, at least), even if it was to a back drop of fast punches.

Kitimat boxing ath-letes were run through an in-house practice boxing tournament by coach Bill Franklin to get them warmed up to how a real tournament is held.

Franklin said their practice run-through gave some lessons to his members, seven of which will be compet-ing in a December 6 Kitimat-hosted tourna-ment.

It was an important orientation, given that only two of Kitimat’s club’s members have competed in a tourna-ment in the past.

Why is practicing a tournament so important

to boxing?It’s a mix of expecta-

tions and composure.“Everything is

sometimes overwhelm-ing,” he said, saying that with nerves he’s had boxers just freeze when it came time to compete.

There’s also the pro-tocols, such as having a medical done and get-ting weighed.

Franklin even says the lesson on how to win or how to lose is impor-tant.

(He had to remind some of his boxers not to leave the ring after their bout so the winner could be declared, a crucial part of any match.)

Even what the cor-ners of the boxing ring are for were taught to the local boxers.

There are two white, neutral corners, and two other corners which be-long to either athlete.

Franklin has been coaching the boxing club since its inception 21 years ago, and he has sent four athletes to the Canadian champion-ships.

When asked about what makes boxing spe-cial among other orga-nized sports, Franklin says it’s a very individu-al sport which means it’s very effective at build-ing a person’s self-con-

� dence.It’s also the toughest

rated sport, he said, and even if the bouts them-selves are only a few minutes long, it’s an ex-hausting few minutes that pushes the boxers to their physical limits.

That being the case, safety is a key value of any boxing event, and practice tournaments like the one held last Thursday ultimately fol-low those lines, making sure boxers know how to keep safe while a crowd is shouting.

The next tournament will feature boxers from Smithers, New Hazel-ton, and Vancouver.

PRINCE RUPERT - They knew their opponents would be a major hurdle to clear, those Charles Hays Rainmakers.

As Terrace’s Caledonia (CAL) senior girls’ volleyball Kermodes walked into the gymnasium on Sat-urday afternoon, the ’Makers pre-pared to face off against the AAA provincially-ranked seventh Ker-modes – reputably the toughest team in the Northwest.

And the Kermodes wasted lit-tle time getting down to business against the Rainmakers (CHSS), who fought valiantly, but fell in a best-of-� ve match CAL-CHSS: 25-14, 25-12, 25-13 in the Northwest AAA senior girls zones champion-ship.

“I think we played really good. Way better than when we started the season off and we stuck together no matter what the score was, so it was good overall,” said CHSS team captain Tanveen Randhawa after the game.

Randhawa and Suttira Johansen had some of the squad’s best ser-vice game on the day as Johansen’s jump serve found its mark more times than not.

Jenny Huynh’s no quit on the ball showed on many occasions as

the tread marks on her jersey would attest and Ashtyn Andreesen and Morgan Weir provided steady lead-ership on the front row in the attack zone.

The smaller Henzle Masocol played larger than her frame would suggest as her spikes gained the Rainmakers a few points here and there, but the Kermodes’ power and speed were extremely hard to stop.

Caledonia’s Brooklynn Fekete’s accuracy on her serve was lethal, as was Carly Davies and Cassidy Kitchen in the attack zone, whose tall statures and teamwork had the ‘Makers reeling as the match wore on.

“I think it was their deep serves, their hard serves that caught us off guard,” said Randhawa.

“We couldn’t get the pass up so

we couldn’t get hits over but yeah, they had really good hits and they covered well.”

It was the defensive zone where the Kermodes preyed on the ‘Mak-ers, as Charlotte Kobza and Tan-veen Sadhra led the charge on the back end on the team’s rotating po-sitional play.

The awarded all-stars on Satur-day went to Caledonia’s Kitchen,

Khali Pelletier and Preet Bath.For the Rainmakers, Johansen,

Randhawa and Weir took the hon-ours.

Davies took tournament MVP, as it seemed there wasn’t a spike, block or pass she couldn’t pull off the entire day, and whose service game was imposing and deadly.

Despite the loss, Randhawa said the group came such a long way from even before the school season started until zones.

“We got really close together. Our passes got a lot better and our hits and serves improved,” she add-ed.

“You can sure tell [Terrace] puts a lot of time into practicing during the season and the fact that they have a club system that allows them to play all year is very evident,” said Rainmakers coach Jacqueline Jack-son.

“I am proud of the CHSS team for, as the cliche goes, ‘leaving it all on the court’,” she said.

“Our cheer has been ‘SAMA’ all season which is, in a loose trans-lation, Tagalog for unity or togeth-erness ... One of our goals this sea-son was, no matter what, to stay together and work hard for each other. I think we proved that this season.”

The Kermodes will now ad-vance to provincials in Parksville.

PRINCE RUPERT - The Calgary Cas-cade Speed Meet wel-comed participants from all over the prov-ince of B.C. and Al-berta and Rupertite Sarah McChesney led the way for Thomp-son Rivers Univer-sity (TRU), scoring a bronze medal and earning a personal best while at it.

“[Having] best times this early in the season is something that doesn’t normally happen, but I’ll take it,” she said last week in an email from TRU.

The famed swim-mer grabbed third-place in the women’s 200 freestyle event with a personal best time of 2:09.38 in the � nals.

“Before the � nal, I knew I was going in � fth and I just kept telling myself ‘If you move up two spots, you get a medal’,” she explained.

“I work well under pressure and I really like to be nervous be-fore I race.”

While she hung bronze around her soaked neck, McChesney also channeled the in-ner lucky Halloween swimmer inside her and wound up in num-ber 13 in two catego-ries. She � nished 13th out of 25 competitors in the women’s 800 freestyle � nals with a time of 9:48.78, and 13th out of 29 in the women’s 400 free-style with 4:47.37.

“My � rst 100 I felt great. As I � ipped for my last 50, I couldn’t tell exactly where I was so I just went. I put my head down go-ing into the � ags and I looked up and saw the ‘3’ by my name. I was very excited,” she said.

McChesney then � nished in seventh in the 50 freestyle with a time of 28.13.

“The 50 and 100 � -nal are a lot more fun to swim than the 200 because you can go as fast as you can the whole time. I wasn’t really happy with my times but I got the op-portunity to swim it again so I couldn’t complain,” she said.

The Cascade Speed Meet hosted 500 swimmers from 23 teams throughout

Western Canada in-cluding the University of Alberta, the Uni-versity of Lethbridge and the University of Calgary.

“This was an out-standing meet for our team at this particular phase in our training cycle,” McChesney’s team coach Brad Dal-ke told TRU Athletics after the meet.

“We had 100 per

cent of the swims at the meet within three per cent of our swim-mers’ lifetime best times.”

McChesney and the Wolfpack will now look to this weekend where they’ll compete at the Canada West Universities Athletic Association champi-onships in Lethbridge from Friday to Sun-day.

AVANTI MINES / THE NORTHERN CONNECTOR

The plant site for the planned molybdenum mine belonging to Avanti Mines is slowly taking shape at Kitsault on the north coast. The company hopes to hear that six major banks will close on a financing deal this month.

Miners borrow while waiting for loanTERRACE - Avanti Mining is borrowing $50 million to con-tinue its preparatory work on a planned molybdenum mine at Kitsault on the north coast while waiting for (US) $612 million in financing to be approved.

The money is in addition to $40 million already borrowed for work at the site for what Avanti anticipates to be a mine costing nearly $1 billion.

The mine has a planned op-erating life of 15 years to pro-

duce molybdenum which is used to harden steel.

The company had been ex-pecting a grouping of six in-ternational banks to approve the financing of the (US) $612 million by last month but now

expects the final decision to be made this month.

Representatives of the banks toured the property in Septem-ber and, according to Avanti, raised no material issues.

Five workers hired for Rupert Kettle Campaign By Martina PerryTHE NORTHERN CONNECTOR

PRINCE RUPERT - Five people have been hired as kettle workers for the Prince Rupert Salvation Army’s 2014 Christmas Kettle Cam-paign in December.

While in past years the Salvation Army re-lied on volunteers to host the kettles, Capt. Gary Sheils said there hasn’t been enough peo-ple stepping forward in recent years.

“The last few years before 2013 we had a re-ally dif� cult time getting volunteers to man the kettles,” he said, noting there were only enough volunteers to cover half

of the collection shifts in 2012.

“I decided last year that we would hire enough kettle workers to have three kettles out on the days we wanted them to be.”

Last year, $20,000 was collected dur-ing Prince Rupert’s campaign, along with $140,000 through the organization’s annual holiday mail operation.

“Christmas costs us about $100,000,” Sheils explained.

“Everything we raise in December goes to our work for the full year,” he added, noting the Prince Rupert Salvation Army requires approxi-mately $300,000 for its

food budget each year. While the Salvation

Army will have to pay the � ve individuals it hired for this year’s cam-paign with its own re-sources, Sheils said it’s important to have people out with the kettles to help boost the Salvation Army’s visibility and to raise awareness.

In Prince Rupert, the Christmas Kettle Cam-paign will of� cially kick off during the Winterfest Festival of Lights on the evening of Dec. 5. Kettle hosts will be collecting outside businesses on 15 days in December.

Gravel pit gets green lightBy Shaun ThomasTHE NORTHERN CONNECTOR

PORT EDWARD - The District of Port Edward has granted a temporary permit to a company looking to develop a gravel pit, but the permit is not without re-strictions.

Council voted to approve the rezoning of a par-cel of land on the southeast side of Highway 16 near Prudhomme Lake from Tourist Commercial to Light Industrial for use in gravel extraction and a potential laydown and storage area in the years ahead.

But given the proximity of the site to the Prudhom-me Lake provincial campground, the permit only al-lows for drilling, blasting and crushing to take place between the hours of 8 a.m. and 5 p.m., Monday to Friday between May 10 and Sept. 20. As well, the company will be required to construct a berm next to the highway to both limit the amount of noise from operations and visual impact.

According to chief administrative of� cer Ron Be-dard, there is an opportunity for the permit to be ex-tended for longer-term use.

“This permit is for a three year period, but the com-pany could come in and apply for another three years. That would be up to the future council to decide,” he said, noting the length of use could also be shortened.

“If after two years the owner doesn’t want the per-mit, he could come in and ask for it to be rezoned, at which point the conditions would be taken off of the title.”

“We arranged the [$50 million] bridge loan so that we can contin-ue with detailed engineering and pre-construction work while we finalize the complete debt and eq-uity package for the project,” said company official Graham du Prez.

The company is also work-ing on arranging other financing toward its overall goal of raising equity and taking on debt.

The list includes taking on a partner, selling stock and selling the silver that is also present in its ore body.

The company has already lined up sales agreements with key cus-tomers.

Since receiving final environ-mental approvals this year and after signing a benefits deal with the Nisga’a Lisims Government, Avanti began building a road to its site made up of a partnership of

a Terrace company and one from the Nass Valley and by making preparations to expand its explo-ration camp into one to accommo-date 150 people.

“Construction on the access road to Kitsault’s proposed plant site is now complete, and the area surrounding the proposed plant site is now accessible for the transportation of equipment,” said the company in a release this month.

Its intention is to be ready to begin full-on construction for a two-year period as soon as weath-er permits next spring.

A separate project, begun in October, has a contractor hired by Avanti practically rebuilding a provincial government bridge that crosses the Nass River so that heavy equipment can be safely trucked into Kitsault.

A company called AMEC

Americas is doing the engineering work on the project and is adding 10 engineers to an existing force of 60 engineers.

Avanti itself has hired 11 man-agers since the summer as well as its pre-construction program takes shape leading to full on work.

“Avanti continues to actively recruit to build out its owner’s team and will be opening a project office in Terrace, British Colum-bia, which will act as the center of operations for recruiting efforts at the project,” a company release this month stated.

And while the company con-tinues work on the ground, it is also considering a name change.

Company shareholders are to decide at a meeting later this month if the company name should be changed to Alloycorp Mining Inc. to better reflect its goal of making steel alloy metals.

Gert Crockart(Gertrude Havergal)

Gert passed away peacefully and leaves behind her family, her Kitimat First United Church, and many friends. Especially mourning her passing is her beloved daughter, Joanne Ong, granddaughter Kim (Paul) Amado and grandchildren Madison, Dana and Quinn, and grandson Richard (Eileen) and grandchildren Sierra, Blaine and Zoey. Gert was predeceased by her husband Peter, son Peter and his wife Heather, and her grandson Stephen Ong. Gert’s life centred on music, from her young days in Qu’Appelle, Saskatchewan, when her whole family produced and performed in a weekly gospel radio program. In Ocean Falls and then in Kitimat, Gert played the organ in the United Churches. With her husband on the piano, she played organ in other churches and for many weddings and funerals. She was a tireless leader of both adult and award-winning children’s choirs. Over many years, a multitude of children were taught piano by Gert. Even in her later years, Gert still drove to Mountainview Multi-level Care each Thursday to lead sing-alongs. The family is deeply grateful to the staff of Mountainview for their thoughtful and generous care of Gert during her residence there in her last years. A service of memory and celebration will be held at Kitimat First United Church on Saturday, November 22, 2014, at2 pm. In lieu of fl owers, donations may be made to Kitimat First United Church.

William “Bill” Carl O’Neill, 68, of Kitimat, BC passed away peacefully, surrounded by his family on October 25, 2014. He was a loving husband, devoted father, grandfather “Poppa”, and friend.Bill was born on July 21, 1946 and spent his early years at Onanole, Manitoba near Riding Mountain National Park studying, acting, playing hockey and football as well as working at Sportsman Park.Bill married the love of his life, Carolyn, on August 29, 1970 and graduated from Brandon University with a Bachelor of Arts degree majoring in English and Sociology a few years later.Having worked at the Alcan Aluminum Smelter, fi rst as a summer student, then as an employee, as well as a Kitimat volunteer fi refi ghter in the later 1960s, Bill and Carolyn relocated to Kitimat in 1973 where he began as a welder at Alcan.They started their family in 1974 and Bill was promoted to foreman, then general foreman of maintenance and central shops with a few years in the labour relations department. He remained there until his retirement in 2001, after 30 years of service.Bill enjoyed hunting and scuba diving in his early years, and golfi ng, skiing, visiting family, traveling, reading and especially time with his grandsons.

He could often be found at their cabin on Hudson Bay Mountain in Smithers that he built, along with much help from family and friends. Certainly a favourite and happy “home” of which he was so proud.Bill was a gentle, kind, quiet and giving man, always willing to offer a hand when needed. Education was most important to him and he exemplifi ed a high standard work ethic, with honesty, fairness and integrity. The times he laughed, gave advice or simply listened will echo in the memories and lives of those he touched.Bill is survived and lovingly remembered by his wife Carolyn of 44 years, son David, daughter Shannon (Scott), his beloved and precious grandsons Kaiden and Nolan, brothers Glenn (Donna) O’Neill, George (Theresa) O’Neill and sisters Pamela (Jim) Smith and Florence (Rob) Sauve, brother and sister in-law Dwayne and Irene Drinkwater, many nieces and nephews, extended family and one auntie, Marion Johnson. He was predeceased by his parents Albert and Christine O’Neill.The family extend a special thank you to all the staff at Vancouver and Kitimat General Hospitals, paramedics, air ambulance and Dr. B. Van Wyk for their professionalism and compassionate and loving care.Also, sincerest thanks to Rev. Dr. Dona Lethbridge and all our dear friends and family near and far. We are so blessed and very grateful for your support, kindness and generosity of heartwarming cards, letters, phone calls, visits, fl owers and food during this diffi cult journey.A Celebration of Life was held at the Hirsch Creek Golf and Winter Club November 2, 2014. On Monday, November 3, 2014 at Cowichan District Hospital Harry passed away to a higher plane.

Harry is survived by his loving family: Wife Carmen, married for 64 years, sons Ray and Randy, daughter Bonnie, eight grandchil-dren, Aram, Tracy, Ariel, Michele, Craig, Gary, Lindsay, Zoe and sev-en great grandchildren, Luke, Will, Claire, Eve, Grace, Ty and Marley. Harry is also survived by his brother, George and sis-ters in law, Jean (Ted) and Jessie (Ken).

Harry was predeceased by his daughter, Susan, at age 3, his brothers, Bob, Ted and Ken, sisters Alice, Emma and Elsie and his father Edmond and mother Mary and son in law, Andrew (Bonnie).

Harry, was a builder, not only of houses but of re-lationships; he was very social and he loved people. The main loves in his life besides his family and friends was to sing, dance and to make people laugh with his jokes.

Harry will be sadly missed as a husband, a father, grandfather, great grandfather, brother and friend.

NOTICE OF DISPOSITION OF LANDPursuant to Section 187 of the Local Government Act

TAKE NOTICE that the Regional District of Kitimat-Stikine intends to dispose of its interest in the following lands: PID LEGAL DESCRIPTION1. 018-522-343 Lot 1, District Lot 98, Range 5, Coast District Plan PRP 13846,PID 018-522-343 (the “Lands”); and2. Block D of District Lot 3095, Range 4, Coast District (the “Leased Area”).The proposed disposition is the transfer of a fee simple interest in the Lands, including all buildings and improvements located on the Lands and all leasehold improvements owned by the Regional District of Kitimat-Stikine (the “Regional District”) located on Leased Area, and the assignment of a leasehold interest in the Leased Area for a term of 30 years and terminating on July 28, 2021 (the “Lease”) (collectively, the “Proposed Disposition”).

The Proposed Disposition of MK Bay Marina includes a covenant by the purchaser that the Lands will be used for a public recreational marina, including associated uses, pursuant to a covenant under section 219 of the Land Title Act (British Columbia) in favour of the Regional District. The purchaser also covenants and agrees: the marina will be operated to a standard equal to or superior to the current facility; at a minimum the existing baseline moorage space in alignment with the current or a superior configuration will be maintained; the rates to be charged will be similar to those charged elsewhere in British Columbia for similar goods and services; and priority access will be provided to current patrons in good standing. The Haisla First Nation has also agreed that the Lands will not be added to reserve land. The Lease requires that Block D held by the Lessee is for the purpose of constructing, operating and maintaining a marina. The Proposed Disposition is to be acquired by the Haisla Trust Society. The consideration to be paid by the Haisla Trust Society allocated to the Lands and improvements is $704,300.00, and $5000.00 is allocated to the Lease.The purchase price to be paid by the Haisla Trust Society for the Lands, all buildings and improvements located on the Lands and the Leased Area, all movable assets associated with the marina operation located on the Lands and Leased Area (the “Marina”), all trademarks, names, copyrights, intellectual property and other intangible property associated with the Marina, and the goodwill of the Marina, is $875,000.00, plus the value of all of the Marina inventory based on cost. Notice is hereby given that a Public Hearing with respect to the Quality of Life Official Community Plan Amendment Bylaw 3350, 2014 and “Zoning Amendment Bylaw No. 3351, 2014” will be held on Wednesday, December, 3, 2014 commencing at 7:00 p.m. in the Tsimshian Ballroom at the Highliner Inn, 815 1st Avenue West, Prince Rupert, B.C. Purpose: The purpose of the proposed amendments is to assign land use regulations to the

lands accreted by the Prince Rupert Border Extension process.

1. Amending the Quality of Life Official Community Plan Bylaw No. 3326, 2007 Long Range Land Use Plan to designate Open Space and Parks, and Business Industrial land uses as depicted on the drawing below.

2. Amending the City of Prince Rupert Zoning Bylaw 3286, 2009 to introduce a new zone Liquified Natural Gas and Marine Terminal Facility Zone (M5) and to denote Public Facility Zone (P1) on the Zoning Map as depicted on the drawing below.

A copy of the bylaw and relevant background documentation may be inspected at the City of Prince Rupert City Hall during regular office hours (9:30 a.m. to 4:30 p.m.) from Monday through Friday commencing on November 17 until December 3, 2014.
