That the Manager arrange to meet with the management of FAST, Finglas to agree a scheme for parking for clients as promised when their building was first proposed.

That the manager outlines what plans there are to preserve the Nethercross in St Canice’s Graveyard as this is a matter of urgency due to its deterioration. Can the Manager say whether the Cross will be left in situ as some people would prefer or are there plans to re-locate somewhere else locally.

That this area committee will immediately contact the Minister for Housing, Planning & Local Government to voice our condemnation of charges for recycled waste and call on them to reverse the statutory instrument that will begin the process of charging for recycled waste.

Our communities are plagued by fly tipping as it is.

In 2015 it cost Dublin City Council €670,000 on illegal dumping, this will only increase with the introduction of this new charge.

25. Motion in the name of Councillor Noeleen Reilly

That this area committee supports a multi-denominational Gaelscoil in north Dublin and writes to the Minister for Education and Skills expressing our support. There are at least 733 children interested in multi-denomintional Gaelscoil in north Dublin. The highest number ever recorded for a Gaelscoil application. But those 733 children are to be ignored unless we speak up.

That given the difficulties in securing private development to build shopping facilities in Ballymun, the council looks at:

a) Developing the land themselves with a view to bringing retail into the area

b) Engaging in land swaps if necessary with a possible retailer (Lidl) to come into Ballymun

c) Separately engaging with developers to look at building housing units/offices on the upper floors.

That this Area committee writes to the Minister for Transport, Tourism and Sports to confirm his intention for a Quality Bus Corridor on the Swords Road. Vital Infrastructure projects at Larkhill and the Thatch road are being delayed on the basis that this may proceed. The previous Minister indicated that the Metro North had taken precedence, but gave no definite answer on what will happen on the Swords road in the near future.

ORDER: Public Domain Officer to follow up on issues relating to the removal of the Coláiste Eoin recycling facility with Waste Management.

Response from the Glasnevin Trust Board in relation to request for political representation on the Board is awaited and will be circulated on receipt.

Issues relating to Prospect Hill were discussed and responded to by staff from Development and Housing. An information meeting for public representatives will be arranged when the tendering process and timelines for remediation is established.

The Area Committee Members requested that the original nominations should stand in fairness to the applicants concerned and that this should be strongly conveyed to the Allocations Section.

Area Manager will discuss the operation of the Dog Park in St. Anne’s Park with the City Parks Superintendent and report on Parks experience in operating it.

That this Committee would request the manager to assist residents of Dunsink Avenue (lane way between Wellmount Road and Dunsink Avenue) to improve the public domain with a view to deterring anti social behaviour.

NWA/110/16 Motion in the name of Councillor Anthony Connaghan

That this Area Committee supports the concept of Co-operative Housing Schemes and calls on Dublin City Council to investigate the use of Co-operative Housing on the Valley Site in Finglas South. And further calls on DCC to facilitate any prospective groups as much as possible in their endeavours to provide affordable housing to prospective members.

ORDER: Report to Councillor. Investigation works need to be carried out on this site to determine suitability for housing. Ó Cualann Co-Housing Alliance is the pilot for other large voluntary housing schemes.

Is DCC going to continue with this award, the format which seems extremely extravagant also appears dated. It would seem if you are going to support the arts 200,000 euros would be better spent across a number of artists and disciplines.

Will the Area Manager restore the road marking at the junction of Larkhill Road and the Swords Road for the cars exiting from Larkhill? There are two lanes exiting Larkhill, and the left lane was marked as left turning only, and the right lane was for cars going straight ahead or turning right. Can these road markings be restored? At the moment some cars going straight ahead use the left lane, while others use the right lane, leading to conflict at the junction.

To ask the manager, to arrange for an inspection at (details supplied), where the box covering the ESB box has woodworm, the front door is needing replaced, the new back door has a large gap at the bottom where snails get in and occasional rain water. Could the floor be raised in the bathroom to meet the level of the accessible shower as the tenant cannot step in over the lip of the base. Could a visit take place for a general check to be done for other maintenance issues that might be needed as the elderly gentleman is not able to make calls himself to explain all of the problems to anyone.

To ask the manager, to arrange for a timeframe for repair works to the railings at (details supplied) where the tenant was told they would be fixed in 3 weeks time, three months ago. Could another inspection of the front door be arranged also, as the response given to my previous question recently on this (that there was no need

Cabra Area Office Report

MAIN DEVELOPMENTS

Ashington TragedyFollowing the discussion at last month NWAC meeting a question was submitted to Irish Rail in relation to the possible removal of the ground that acts as a footpath on their side of the railings as a deterrent to people crossing the rail line. Irish Rail have responded that the fence must be supported by the ground on both sides, otherwise it would collapse: therefore, it would not be possible to remove the ledge.

Broome Lodge – local employment policyClúid are investigating reports that a sub-contractor on site may not be fully complying with his financial responsibilities to employees.

Blackhorse Avenue – Section 2, Road Improvement Scheme Work on the scheme commenced on the 15th June.

Works will include the widening and reconstruction of an existing 500m long section of carriageway on Blackhorse Avenue in Dublin 7 from a point just southeast of the Cabra Gate entrance to the Phoenix Park to a point southwest of its junction with Springfield Road. It will incorporate the construction of new concrete footpaths, the provision of new boundary walls and the upgrading of the existing public lighting facilities. 

Full details of the works, which will take approximately 13 months, are available on the DCC website link http://www.dublincity.ie/main-menu-services-roads-and-traffic/roads-and-traffic-projects. Residents and local businesses have been notified by letter drop.

Cabra CrossParks Department is arranging to have cladding on the wall at Pinehurst Estate restored and shrubbery will be planted to provide cover and improve its appearance along this highly visible stretch of the Navan Road.

Faussagh Avenue improvement proposals Roads Design, Parks and the Cabra Office are working on plans to implement precinct improvements on Faussagh Avenue.

Cabra residents were invited to submit ideas at a recent meeting organised by Niall Counihan and we welcome suggestions from residents as to what they would like as part of precinct improvements.

The Parks Supervisor and Cabra Office Manager recently met with the Parish Priest, Fr O’Grady, to present ideas for planting in the narrow strip of ground in front of the trees on both sides of the entrance to the church grounds along Faussagh Avenue. This would involve moving the railings behind the trees. The Parks Department sketch proposals will be discussed with the Parish Council. The idea is to increase the amount of greenery along Faussagh Avenue in line with the overall plan above.

LUAS Update

Padraig Doyle, Senior Resident Engineer, Luas Cross City Liaison Office has provided the following update on Faussagh Road Bridge:

“Further to our meeting of the 27th April, I contacted Transport Infrastructure Ireland (TII) to express your concerns about the appearance of Faussagh Road Bridge. Ciaran Brown, TII’s Project Manager for the scheme, replied as follows:

“I am looking at integrating SSJV’s proposed finishes on the Cabra Stop access ramp with an improved finish to the parapets. Please note that Irish Rail have advised that there is a constraint on finishes to railway overbridges to the effect that we are precluded from using cladding products which might dislodge and fall onto the tracks in the event of a vehicle impact, so this needs to be factored into any decision in relation to the choice of finish. I have already discussed the option of painting the parapets with TII Architects but it was felt that this wouldn’t make any significant difference, indeed, it might make things worse. I would also note that we have already removed the original railings and replaced them in order to match in with nearby boundary treatments”.

Protim Site – Tolka Ind EstateDublin City Council’s Derelicts Section has written to the liquidator in relation to the condition of the site. No reply has been received to date. Derelict Sites will now arrange to have the site re-inspected with a view to possibly recommending that a Notice of Intention to Enter the Site on the Derelict Sites Register be served.

Phibsborough Local Environmental Improvement Plan ( LEIP) A LEIP for Phibsborough was requested by the City Council in January 2016. It is proposed that an implementation group will be set up to carry out improvements over the next 5 years. A presentation on the Draft LEIP will be given at this meeting of the NWAC. 

Flooding in CabraThere was an unexpected pluvial rainfall event at lunchtime on the 14th June, which extended from Templeogue to Cabra. It lasted between 12.25-2.00 pm approximately. Rain was very heavy and the volume of water was immense resulting in serious overflowing of the drainage system. It caused extensive road flooding and house flooding at a number of locations in Cabra. Flood water quickly receded. Other areas of the city had little or no rainfall at the time.

Calls were made to the Cabra Office a few minutes after the rain began.  By 13.00 Cabra Road was flooded.  A drainage truck was despatched to the Cabra Road very quickly. Many of the problems were caused by passing traffic pushing water to the sides and towards people’s houses. However, we only received reports of 2 specific houses being affected, one on Leix Road and one on the Cabra Road. The remainder of the reports were of a general nature affecting the following road:

Cabra Road,  particularly in the  vicinity of the Area Office Leix Road  and surrounding area Galmoy Road (Christ the King Church and School) Offaly Road

Annamoe Parade, Drive, Park and Terrace Oxamanstown Road Connaught Parade Annaly Road

Cabra office staff in turn informed the Gulley manager, who was coordinating reports on behalf of the Drainage Department and crews were despatched accordingly. Callers were advised that sand bags could be collected from Bannow Road depot and sandbags were also delivered by the depot to Christ the King Church.Emails were sent to Public Reps and resident contacts informing people that sandbags were available at Bannow Road Depot. Customer services were also contacted  to make sure they had this information and that they were aware of the flooding.

Waste Dept were subsequently requested to perform additional cleaning in the following days on the Cabra Road to remove debris surrounding gulleys.

COMMUNITY & SOCIAL DEVELOPMENT

Cabra, Phibsborough, Pelletstown.The Bealtaine Festival took place throughout the month of May. This festival is dedicated to active ageing. Christ the King hosted Creative Dance Sessions and the Cabra Library ran activities aimed at Senior Citizens.

Restoration of Faussagh AvenueA new group working on ways to improve the local streetscape met on Saturday 28th May to clean up and replant planters and install new planters on the Bridge. All volunteers who would like to continue the project can contact the Cabra Area Office.

Plant SalesPlant sales were held during the week of the 16th May. Twelve community groups were supplied with subsidised plants, planters and moss peat.

City Neighbourhood Competition Among the groups who entered the City Neighbourhood Competition were Rathborne, Dunard Senior Citizens, Clareville, Elsemere Avenue, Altona Terrace and Phibsborough Tidy Towns Committee.

Good Citizen AwardTeresa Killeen, Clareville Court Manager, received the Good Citizen Award for her voluntary work and dedication to her community throughout the years at a Ceremony in the Mansion House on 17th May.

Men’s ShedWork is ongoing in progressing the Men’s Shed in Phibsborough. Links have been established with the Tidy Towns Committee and there is a planned visit from members of the East Wall Men’s Shed.

The following are some of the criteria needed: You must be a tenant for at least one year. The main tenant must have an annual income of €15,000, 50% of which must come

from a source other than a social welfare payment. Persons solely on social welfare payments only are not eligible to apply.

Must live in the house as normal place of residence after purchase.

Some types of properties are not included e.g. apartments, flats, maisonettes and duplexes - the full list is outlined in the booklet.

The house will be sold at the market value of the house less a discount as follows: Between €15,000 and €20,000 60% Between €20,001 and €29,999 50% €30,000 or more 40%

Approved Housing Bodies (AHBs)AHBs are actively seeking sustainable opportunities to purchase small numbers of units in the Finglas area.

Rapid Housing   Update The closing date for the Design and Build of 40 Rapid Delivery Homes at St. Helena’s Drive was the 9th of June 2016. These tender documents are currently being assessed. Once this process is completed the design and layout will be presented to the members and local residents.Enabling works are continuing on the site and discussions are continuing with local residents.

Fairlawn Park9 Fairlawn Park is a privately owned house that was abandoned and is now the cause of anti-social behaviour. The house was steeled up but was broken into on a number of occasions. Dublin City Council steeled up the back and side entrances but then the walls front and back was demolished.

Dublin City Council has made considerable efforts to resolve these issues. Over the last couple of months the following has been done:

Referred to Derelict Sites Section Numerous attempts to make contact with the owner who we believe is abroad Engaging a contractor to re-secure the house Removed all debris from this area on three occasions Engage a contractor to erect palisade fencing at this site (which was pulled down).

Kilshane RoadThe painting of the railings at Kishane Road has been completed.

Finglas South Safety ForumThe Finglas South Safety Forum met in St. Helena’s Resource Centre on the 23rd May 2016. Local Councillors, T.D.s, Staff from Dublin City Council, Gardai and local residents attended. A number of local issues were discussed including a request for more ramps at Scribblestown and a pedestrian crossing on Tolka Valley Road.

Kildonan LandsBrady Shipman Martin (BSM) has been appointed for the preparation of a Site Masterplan Study for Kildonan Road, Finglas West, Dublin 11. BSM have commenced work on the project and will report to the North West Area Committee in the autumn. BSM will attend the next meeting of the Masterplan Development Group, which will be held on the 23rd June.Ed Flanagan has been appointed to undertake a public consultation, which will feed into the report by BSM. He will also attend the June meeting. A timeline of key actions and milestones will be finalised shortly.

Finglas Summer Project Launch 2016Dublin City Council Community and Social Development Team - in conjunction with Crosscare - are supporting the following 8 voluntary run summer projects taking place in the Finglas Area:

Finglas Festival 2016Dublin City Council Community and Social Development team are continuing to work closely with the Finglas Festival Committee including organising a number of events to run during the Festival programme. These include the following:

Author Paul Howard in conversation with Samantha Libreri on Monday 4th July at 7.45p.m in the Finglas Youth Resource Centre. All proceeds will go to the Finglas Suicide Support Network.

Finglas Volunteer Night will take place on Wednesday 6th July at 7:30 in Erin’s Isle GAA Club

Opera in the Open will take place on Wednesday 13th July at 12:45pm in Finglas Civic Centre.

The Finglas Festival Committee will deliver Festival Programmes to households in the Finglas area in the coming weeks.

Finglas Men’s Sheds Finglas Men’s Shed are actively looking for new members, the group meet on Wednesday afternoons from 2.30p.m. to 4.30p.m in the Abigail Centre.

The facility the group is using needs refurbishment and should the refurbishment be undertaken it will open up the space for other Community Groups in the area to use the facility.

Dublin City Council Community and Social Development Team are continuing to support this group.

Environmental Enhancement 2016Dublin City Council Community Development Team ordered a limited number of bedding plants and shrubs for community groups to enhance their estates.

Community/Environmental Groups were contacted in relation to the programme and groups were invited to apply for plants to enhance their area.

On the 17th May the inaugural Dublin City Good Citizen Awards took place in the Round Room at the Mansion House. Almost 300 nominations were received from the public across nine categories.Forty nine people were shortlisted and nine winners were chosen by an independent adjudication panel.

It is with great pleasure that we can announce that Sandra Dillon from Finglas won in the Disability Award category for her work helping set up the Finglas Meeting Place club which helps young people with a range of psycho-social difficulties including Autism, Asperger Syndrome and ADHD

Finglas Positive Wellness GroupThe Finglas Positive Wellness Group have completed their programmed for Positive Wellness week, which will take place from Saturday 10th September to Friday 16th September 2016.The theme this year is “making contact” with a focus on people communicating and making contact with each other.

Phibsborough Local Environmental Improvement Plan (LEIP)

A Local Environmental Improvement Plan for Phibsborough was requested by the City Council in January 2016.

This Draft LEIP contains objectives under four key headings:(i) public realm and open space;(ii) sports and recreation; (iii) arts, culture and recreation; (iv) movement and transport.

It is proposed that an implementation group be set up to carry out improvements over the next 5 years. Councillors feedback is welcomed on the draft Plan. 

A presentation on the Draft Phibsborough Local Environmental Improvements Plan (LEIP) will be given at the Area Committee Meeting. 

The LEIP has been circulated with the Agenda.

It is important to note that a significant number of additional complaints were also investigated as all area staff pick up complaints when carrying out daily duties but due to lack of resources all complaints are not logged.

New Bulky Collection ArrangementsNew arrangements for a Bulky Household Waste Collection Service are now in operation. The collection is aimed at removing items that are too large for disposal in bins or bags. For a fee of €40 householders can have up to 5 items of bulky waste removed. Additional items will attract a further fee. Examples of items that will be collected include furniture,

Ballymun Communities MobiliseExcellent work has been being carried out by Residents throughout the NWA in enhancing their neighbourhoods for the summer season. Ballymun communities have been to the fore.

In Belclare Grove DCC removed a large volume of illegal dumping from the green area and dug the damaged ground to allow for reseeding or planting. Large numbers of local residents turned out to prepare the ground for planting and carried out edging work. To support this effort DCC organised the painting of the wall around the green area. Further support will be provided by Global Action Project who will work with Residents in the provision of some planting and advice.

Residents in Ballymun Courts have continued their enhancement work in the last number of weeks. Supported by DCC, painting of the walls around the courts by Residents has continued apace, and an area of road has been repaired. Assisted by DCC Parks, beds have been dug, one of which is planned to be utilised as a vegetable garden. Planters have also been installed in the area. Further work will be conducted in the upcoming weeks.

Finglas gears up for Tidy TownsThe Finglas Tidy Towns group has commenced its Tuesday night cleans ups in preparation for this year’s competition. Considerable work has already been undertaken. In order to support this important work DCC is carrying out a programme of works in the village. This

includes the installation of tree pits to allow for planting on Ballygall Road West and a decorative sign on McKee Avenue. Bollards around the village are also being painted, along with miscellaneous painting, graffiti removal and washing. Of particular interest is the installation of two decorative features sourced by the group, a decorative pump to be installed opposite the main entrance to St Canice’s Church and a decorative planter constructed in the shape of a cart, to commemorate the Merville Dairy, to be placed at the bottom of the hill. Both of these are due to be installed by DCC shortly.

The village is also benefitting from the yearly placing of flower baskets around the area, which this year have been supplemented by additional planters sourced by the Public Domain Team. Best of luck to the Finglas group and all the entrants in the competition from the NWA in this year’s competition

Ballygall Safety EnhancementThere is a long standing problem of scrambler motor cycles illegally mounting footpaths in housing estates throughout the NWA posing a hazard to pedestrians. In order to alleviate this problem at the Ballygall Road West/Ballygall Parade junction DCC has recently installed a chicane and a line of barriers at the cul de sac. The effect of this installation will be to allow pedestrians and wheelchair users access the path, while preventing motor cycles illegally travelling at speed around the corner on the footpath. It is anticipated these works will reduce hazards to pedestrians at this location.

Part of North West Area to be included in IBAL SurveyDCC has received notification that part of the NWA is to be included in this year’s Irish Business Against Litter survey. IBAL was founded in 1996 and surveys selected urban areas annually, measuring the extent of littering against what’s considered to be European norms.The portion of the NWA to be survey is that bordered by Jamestown Road, Glasnevin Avenue, St Margaret’s Road and the Ballymun Road.

Installation of Temporary Gates in Dalymount LaneIn order to safely facilitate the likely upcoming works as part of the Dalymount Park project DCC has, in partnership with local residents, erected gates to restrict entry through the three access points to the laneway linking Connaught St and St Peters Road. It is expected that this measure will also go some way towards the alleviation of anti social behaviour in the laneway. Keys will shortly be distributed to residents to allow access as required.

WEEE Collections in Phibsborough/Cabra/ Navan Road AreaThe community social enterprise RecycleIT operates an annual kerbside collection of WEE in various areas throughout the city. They’ve reported a very successful collection in the last few months in the Phibsborough/Cabra/Navan Road Area. The figures below detail quantities collected. Sports and Wellbeing Partnership Report

Tall Ship Voyage: A young man from Cabra has embarked on a Tall Ship Voyage from Belfast to Dublin over the course of nine days. The participant has been working with the Sports Officer and Youth Service on and off for the past 9 years. He is from a disadvantaged background and a dysfunctional family background.  He is currently unemployed and is managing a drug addiction. This voyage has acted as a positive move in terms of his personal development and has allowed him to develop his skill base, knowledge, confidence and character. It is the trip of a lifetime and something that he himself has said would be the catalyst for a new future.  A bursary was secured from Sail Training Ireland which reduced the cost. The Sports Officer funded an additional €100 and the participant funded the balance.

Track Cycling Future Stars Programme: 4 week Velodrome cycle event for young people commenced on 9th June and will culminate in the International Cycle Track event on Saturday 2nd July.

Horse Riding: Horse riding lessons will begin on Thursday 30th June and continue throughout the month of July. The lessons will be available to all groups in Ballymun and will take place in Cherry Orchard Equine Centre.

Water Safety and Open Sea Swimming: This programme began on 14th June and took place in Portmarnock and at the 40 foot .The programme aims to increase knowledge around water safety and develop swimming skills. The participants will also be offered the opportunity to take part in the Grand Dublin Swim in July.

Fitness Classes and Toddler Functional Movement Classes: In conjunction with DePaul Homeless agency. A variety of fitness classes will begin in Poppintree Sports Centre for adults living in temporary accommodation. It will run in conjunction with activities for toddlers that are currently in temporary hotel accommodation. The programme aims to provide physical activity, functional movement development and nutrition information.

Ballymun Activity Day: This will take place in Poppintree Park on Wednesday 13th July .This will include a multitude of sport activities and be open to all summer projects and the community. A programme of adventure activities including Kayaking, Rock Climbing, Mountain biking will take place over the period June to July.

Tai Chi (The Voyages Programme): The Voyages programme was set up in 2004 by The Fingal Centre and is funded by the Local Drugs Task Force. It caters for adults from Finglas and Cabra who are stabilised or in early recovery from drug use and who would like to engage in an education and training programme with a view to

seeking further education and training. As part of the course they are incorporating some sport and wellbeing aspects. There will be two Tai Chi classes on 27th June and 4th of July. This follows on from the five boxercise classes which were run in previous months.

Cabra Parkside Summer Camp: The camp runs from 25th July to 5th August, Monday to Friday from 10am – 2pm for 5 – 7 and 7 – 14 year olds. There are plenty of activities lined up and will include trips to Newgrange and Fort Lucan.

Cricket: There are sessions taking place every Saturday in Poppintree Sports Centre from 11.30am – 1pm or 2.30 – 4pm. The newly formed club Poppintree Cricket Club will be playing friendly matches during this period with the hope of being a fully established club next year.

Ballymun & Finglas Sports & Fitness Centres: The children's swimming lessons will stop for the months of July and August but will return in September. Summer Camps are available in both centres each week in July. The first camp starts on Monday 4th July and costs €60 per child for children aged 5 years and up. The projects run from 10am – 2.30pm each day and includes games, arts and crafts and swimming. Children require swimming gear for each day and a packed lunch. Parental authorisation must be signed.

FAI Summer Camps: From July 4th, the FAI will be delivering eight weeks of Summer Soccer Camps. These camps will be held at various club and DCC venues throughout Dublin for the duration of July and August. The biggest camp runs for two weeks and takes place in Home Farm FC, Whitehall. The camp capacity each week is 130 children and we hope to attract a lot of boys and girls from the Finglas and Ballymun areas. Our students from Project Futsal will also be used as coaches on these camps.

Project Futsal: The promotion and recruitment campaign for next year’s Project Futsal Programme will start over the summer. This project is entering the sixth year of this course – it is an important and worthwhile venture for the people of Ballymun and Finglas. There have been over 100 graduates from the course to date, many of whom have gone on to better things as a result of attending Project Futsal.

Youth Project Sports Day: A sports day is taking place every Wednesday afternoon from 3 – 5pm during July and August at Finglas Youth Resource Centre and Mellowes Park for local youth projects. Young people aged 10-13 years from the Finglas Youth Resource Centre, the Finglas Youth Services and Focus Ireland will participate in a variety of sports activities which will include Fencing, Athletics, Ultimate Frisbee, Mini Volleyball and Uni Hockey.

Golf Lessons: Lessons will take place with ten young people aged 10 – 13 years from the Finglas Youth Resource Centre. They will undertake a four week introductory golf programme at the Elm Green Golf Centre. This programme will commence on Thursday July 7th from 3 – 4pm.

Rock Climbing: Eight young people from the Finglas Youth Resource Centre will undertake a four week introduction to rock climbing coaching course at the Awesome Walls Climbing Centre. This activity will commence on Thursday 14th July from 5 – 6pm for 13 – 18 year olds.

Summer Project Activities: Summer Projects Sports Days and Fun & Games sessions are taking place throughout July and August. The following is a brief list of sessions currently  booked:

Leinster Rugby Camp: Taking place from 11th – 15th July for young people aged 6 – 12 years.

Hall Sports: Multi sport activities taking place every Tuesday from 1 – 3pm in Cabra Parkside for young people aged over 10 years.

Go for Life Games: Every Monday from 1 – 2pm in Cabra Parkside hall for adults aged over 55 years.

The National Neighbourhood Project Update

Update May 2016 (emailed to Councillors on the 27th May)Further to the Update provided to Members in May (see below for reference) the Advisory Group for each Area consisting of Libraries, Arts Office, Area Office, Community Development and the National Cultural Institutions will proceed now to Project/Programme selection with input from Elected Members.After consultation with the Chair of the Arts and Culture SPC Cllr Rebecca Moynihan and in order to assist Members in the project selection process the criteria for these projects/ programmes are set out below.· Contains Meaningful Participation and active engagement by residents of the Area· Is Impactful – Personally, Locally, Nationally and Internationally· Is Inclusive & Accessible (intellectually, physically & virtually)· Is Ambitious & Challenging, Innovative & of high quality· Is relevant (to the Community, the Area, the Institution and to DCC)· Is Feasible and Realistic.

Each Project/Programme will have a Community Partner and in advance of the Advisory Group meetings in each Area in June Elected Members are invited to submit suggested Community Partners, such as a school, community group or local organisation, for inclusion in the selection process.

Please send these proposals no later than Friday June 10th at 5 p.m. to [email protected].

Elected Members are also invited to join the Area Advisory Group referred to above in June to review the preparatory work to date and to help select the project/programme at the next Advisory Group Meeting. All Members are welcome to attend although the Chair of each Area Committee may wish to nominate two members per Group.

The dates for these meetings are still being set and have been communicated separately. A meeting takes place every 2-3 weeks per area.

Further updates on the process to date will be given at each Area Meeting in June and The City Arts Officer will attend to answer any questions by Members.It is hoped that following approval by Dublin City Council that these projects will be announced to the public at the end of June. This matter will also be before the Arts and Culture SPC on June 21st.

Update 20th April 2016

Dublin City Council became a candidate for the European Capital of Culture 2020 designation in late 2014. A far reaching public consultation and a promotion of Dublin’s cultural strengths and ambition characterised the bid process and the civic energy generated as well as the innovative programme outlined in the Bid Book have left a legacy of skills and new thinking.

Although not shortlisted, Dublin City Council had already set aside €1M to support the second round of the Bid in the Council annual budget 2016 and discussions of retaining this budget and reinvesting it strategically in Culture ensued.The City Arts Officer proposed to the Assistant Chief Executive and the CEO that the fund should be set to long term strategic goals i.e.

(a) That any project or idea supported should be of such a quality and interest to the Members of Dublin City Council as to cause a desire to retain this budget for Culture in future years.

(b) That the wide ranging consultations with citizens should continue.(c) That further investment in Culture should be leveraged because of this investment

nationally and in Europe.(d) That Community organisations, businesses and cultural institutions could work

together.(e) That the Projects should be of sufficient scale to leave a legacy of working closely

with the National Cultural Institutions.

Through further discussion and consultation with the Area Managers of Dublin City Council and subsequent meetings with Area Community Development Teams, City Council Libraries and the Arts Office, one of the large scale projects from Dublin’s Bid Book was selected for feasibility study. The project proposed is that National Cultural Institutions (NCI’s) including the Irish Museum of Modern Art, The Abbey Theatre, The National Museum, The Chester Beatty Library, The National Concert Hall, The National Gallery, The National Library, all of whom are located in Dublin, would form partnerships with local neighbourhoods in such a way that a high quality cultural initiative connecting the NCI and the Neighbourhood would result. This programme or initiative would seek to connect the local, national and international cultural ambition of Dublin as a Capital City while ensuring the development of local cultural capacity.

The Department of Arts Heritage and the Gaeltacht (DAHG) convened the NCI’s to discuss the project and the approach was wholly endorsed by all involved. DAHG are considering how best to support the project and may do so through financial assistance either Capital or Current Revenue.

It is proposed that each project is large scale and that programmes e.g. in schools or broader cultural initiatives e.g. in intercultural integration can be considered. In the first instance, 600K will be available for projects across the five areas and a Project Manager for each Area will be appointed by Tender. An overall coordinator Iseult Byrne has been appointed and local consultations in each Area have begun.An Advisory Group has now been formed in each City Area and National Cultural Institutions have assigned themselves singly or in pairs as follows

Each Advisory Group consists as indicated above of The Area Community Development Team, The Arts Office, City Libraries, and a National Cultural Institution(s). Local consultations such as those undertaken in the Bid process have begun in each City Area to aid project development and Neighbourhood theme selection.

Each Advisory Group has met in facilitated session to agree their working purpose and to set out criteria for project selection. The criteria agreed for selection of projects vary slightly in each of the Areas, but in all cases they require that the project:

Contains Meaningful Participation and active engagement by residents of the Area

Is Impactful – Personally, Locally, Nationally and Internationally

Is Inclusive & Accessible (intellectually, physically & virtually)

Is Ambitious & Challenging, Innovative & of high quality

It is proposed that projects will be developed through a process of consultation and collaboration and also that significant progress in implementation occurs during 2016. Through a consultation process involving community meetings and facilitated sessions supported by the Community Development Team, a community organisation (s) will be identified as partner in the project or programme proposed.Once the idea, community partner and implementation time line is set, regular updates will be provided to the Area Committee

1. Community Update

EnvironmentalA lot of environmental work has begun locally and community team members have met with the following groups in relation to continued enhancement of their areas: Seven Oaks Residents, Clean Green Environmental Group (Ballymun), Doon Court Residents, Flower Pots, Belclare Park, Prospect Avenue and DeCourcy Square, Coultry Place, Lorcan Grove, and St Pappins Road. The community team members are linking closely with the Public Domain staff and are engaging in several projects where groups of residents are painting walls, tidying verges and doing targeted clean ups, Carraig Road and Doon Court among others.

The community team are currently working with GAP in the selection of areas which would benefit from the Greening Neighbourhood Projects. Six locations have been selected and consultation with residents and GAP is on-going. Some preparation work has taken place, one project has been completed in Belclare Park and the remaining projects are scheduled to take place in early July.

The community team are working with IKEA/Crann to enhance the newly opening modular housing complex. We will engage with residents to plant trees in their gardens and also in the public open space adjacent to their homes.

Social InclusionAge Friendly InitiativesA number of meetings have taken place with the Positive Ageing Committee for Ballymun and surrounding areas. The program is currently being prepared for Positive Aging Week which will take place at the end of September 2016. The community team hosted a night for approximately 70 people who were nominated in the area for the Good Citizen Awards, to recognise their contribution to the local community. Invitees were treated to dinner, followed by a trip to Axis to see Mary Coughlan perform on Monday 30th May 2016.

Meetings continue with Active Living Ballymun, U3A, St Pappins Ladies, Coultry Craft Club, Sillogue Craft Club.

A Tai Chi class was set up for older adults from the area, this started on 26 th of April for six weeks in Poppintree Community Centre, linking in with Sports and Recreation Officer for this initiative. The program has been extended to include a further four weeks as it is deemed to be very successful and well attended.

A new environmental group has been set up in Hampstead Court and they are working to enhance the area.

Summer ProjectsSeveral network meetings have been held with the Community Section in conjunction with Crosscare and Sports Development for Summer Projects in the area, as an information share point and around the filling out of their forms. An arts and craft demonstration was held. Child protection training has also been scheduled.

BEO BallymunThe community team are currently working with Axis around the BEO Ballymun Event. A concert was held in the Council Chambers on Tuesday 14th June featuring Laeg. There was also a free lunchtime traditional and ballad sessions in Axis cafe, a ceīlī on the Plaza on Wednesday, a showcase of musicians young and old in Setanta and a session mór ending with a concert featuring Moxie in Axis on Friday 17th June 2016

General CommunityCommunity Team members have also been liaising with the following groups/organisations: Youthreach Ballymun, Sillogue Neighbourhood Centre, Greenfields Residents and Community Centre, Ballymun Community Games, and Aisling Transition Project. A member of the team attended the IDRA annual general meeting recently.

Whitehall shopsA meeting was held with businesses in the group of shops including the Grand Cinema with a view to working with them to enhance the public domain and the shop fronts. A separate meeting was held with the bingo operators. We hope to develop a grants process for shop front improvements and make some improvements to the public domain. This process is being led out by the Public Domain Team in North Central as they have existing links with the businesses at this location.

2. Housing/Estate Management Updates

C.C.T.V The C.C.T.V system is working well at present. The system continues to monitor areas where anti social behaviour are reported and public areas where illegal dumping takes place.

Cleansing/Waste Management Waste Management and the area office are continuing to combat illegal dumping in open spaces. These measures include using the C.C.T.V system to monitor and identify those responsible. The area office has targeted illegal dumping around Belclare, Carton and Doon Court and a number of tenants have been called and warned about their behaviour.

Public DomainComplaints in relation to public domain issues can now be logged by calling to the public counter in the Ballymun Office or by phoning 222 5610. Issues which can be reported include illegal dumping, graffiti, broken footpaths and open spaces.

Ballygall ParadeKissing gates were erected at Ballygall Parade in response to complaints made to Dublin City Council of the walkway being used by motor bikes. The shop unit that was the subject of complaints has now been secured.

Johnstown ParkFollowing complaints of anti social behaviour and damage to trees in the park. Dublin City Council met with the Gardai and a number of individuals were identified. Those who were tenants of Dublin City Council were called for interview and warned about their future behaviour.

Report on the Ballymun Social Regeneration Fund

Social Regeneration is one of the keys to the successful regeneration of Ballymun as it has long been recognised that changes to bricks and mortar alone will not bring about real social change. To this end the DOECLG has provided significant funding to Ballymun. In the current year this funding is €1.7m, having been significantly higher in previous years. It is hoped that this level of funding will remain in place in 2017, but the Department has indicated that funding will cease post 2017.

The Social Regeneration objectives for Ballymun are set out in Sustaining Regeneration, A social plan for Ballymun, which sets out objectives under seven themes;Placemaking, Education, Lifelong learning and Training, Community Safety, Health and Wellbeing, Child Development and Family Support, Arts and Culture, and Recreation and Sport.

Each project is funded in order to meet identified needs and gaps in service provision in the Ballymun area and is linked to the Sustaining Regeneration Strategy. Most programmes operate in accordance with agreed SLA’s, with less than ten percent of funding being in respect of contributions where no SLA is in place (Dublin County Board, Sports Internal Programme, Internal Administration budget, DIT music programme, Safer Ballymun and Innovate Dublin). The following table shows the 2016 funding allocations.

Aisling provides programmes to meet the needs of the most marginalised children in Ballymun. The social regeneration budget funds two specific programmes, a teen transition programme, which is aimed at ensuring that the most vulnerable children successfully make the transition from Primary to Secondary education, and an after schools programme for 100 vulnerable children, along with a four week summer project for these children and 50 of their siblings.

Axis is an arts centre and a resource for the community and its city. It identifies artistic excellence in, and provides opportunity for, artistic experience of an international standard in Ballymun, and responds to and facilitates the pivotal role of culture and the arts in the community. Its work with many community, national & international partners has facilitated the development of the quality of arts engagement and practice locally while placing Ballymun as a cultural and artistic destination city wide and nationally. Axis holds the community at the heart of all that it does and is a change agent for communities, where art makes a difference to people’s lives. In 2015 over 22,000 people attended theatre events alone. Axis hosted over 6 exhibitions, is deeply committed to the Irish language, provides access to participation, education and development in all areas of the arts and is a key cultural partner to the LiFT Youth Arts Festival and the Otherworld Festival. In 2015 Axis offered mentorships to over 20 emerging artists and has given residencies to at least 12 artists/organisations, programmed events citywide on behalf of Dublin City Council’s arts office for the Bealtaine festival and piloted several other projects. It is a major local employer with 35 – 40 staff. The building hosts a range of community development organisations, GAP, DePaul Ireland, Ballymun Welfare Rights, Local Drugs Task Force, Ballymun Communications, Young Ballymun, Rehab Integration Services all hold office space in Axis, all offering a range of services to the wider community. The café is open Monday – Friday 9am to 5pm and by special arrangement for Dinner Theatre and other events. Axis also runs the café in the Ballymun civic centre and has a crèche with 43 places between full and part time care. The conference centre facilitates a broad range of meeting and training requirements in addition to special events such as community gatherings, artist gatherings, storytelling sessions, film screenings, seminars and workshops. The arts spaces (Dance Studio, Art Room, Underground Studios) facilitate a wide range of individual and group classes run by Axis and other teachers as well as rehearsals and artist studio development time. Public funding accounts for approximately 50% of turnover.

Ballymun Alcohol Community Outreach provides quality systemic treatment for problem drinkers and their families within a community setting in Ballymun. Their services include Community Awareness, Education and Harm Reduction Programmes, Counselling /Treatment and Rehabilitation/Prevention, Concerned Person’s and Family Programmes.

Ballymun Community Law Centre supports the people of Ballymun to realise the human right of access to justice, through responding to the unmet legal needs of Ballymun residents through the provision of information, advice, advocacy, representation and mediation, providing opportunities to participate in legal education and training, working closely with partners to maximise impact and Influencing policy and bringing about reform. Three programmes are funded, legal services, legal education and mediation.

Ballymun Regional Youth Resource – Easy Street - target group are young people aged 10 – 25 deemed at risk. The programme offers a variety of interventions using a variety of approaches which range from street based informal work, street education, street based community projects, and centre based group work, one to one mentor work/support, crisis drop in slots, and sports as a tool. The model is flexible and under constant review to ensure its ongoing effectiveness with the specific target group.

BRYTE : the BRYTE programme, which is provided in Trinity Comprehensive, the only second level school in Ballymun, offers a range of therapeutic interventions to the whole school. We provide staff support, staff training, organisational consultancy, student counselling, group work and clinical psychological interventions to students. The programme is fully funded through the Social Regeneration Fund.

DCU in the Community: provides flexible educational opportunities to local residents in order to increase participation and promote equality in third level education. The university outreach centre promotes sustainable community development and serves as a bridge to the resources of Dublin City University. DCU in the Community acts as a volunteering hub for DCU staff and students wishing to get involved with work in the local community of Ballymun, but also in wider North Dublin, nationally and internationally. DCU in the Community, through NORDUBCO also offers services in Silloge Neighbourhood Centre, including the Neighbourhood engagement programme (based in Silloge Neighbourhood Centre) which consists of Community Outreach. This programme engages with residents in positive actions in their area, informing them of all the facilities available. Community Programmes actively involve residents in events within the centre, linking them into DCC community events, deliver courses within the Sillogue Neighbourhood Centre and liaising with other agencies to deliver programmes within the centre. They also organise a number of key community events throughout the year.

DePaul Ireland: Ballymun Case Management Team. This team, which is now located in the Social Innovation Hub, provides a case management service to the homeless families in the Travelodge Hotel, apartments and more recently to the families in the Rapid Build Housing in Poppintree. They provide a range of services including visiting support, information and referral to other services, such as keyworking, advocacy, crisis intervention, move on support to other housing, referrals to GP, Librium detox and residential detox and problem drinker outreach programme referral service. They participate in the Community Alcohol Strategy implementation.

Global Action Plan: GAP provides three programmes within Ballymun. The Education Programme aims to empower young people to become active citizens in their locality, whilst caring for the social and environmental landscape of their community. It is comprised of various programmes and workshops. The Community Garden Programme provides support to the Muck and Magic and Virgin Mary Community Gardens, Green Fingers Youth Garden

Club and Greening Your Neighbourhood Workshops. The Community Environmental Programme consists of the Green Living and Community Action Programme, support for Tidy Towns, and participation in public events.

Rediscovery Centre Ballymun: The Rediscovery Centre is a social enterprise dedicated to providing community employment and training via innovative reuse enterprises which use waste and unwanted materials as a resource and raw material for new product design. Programmes include Rediscover Fashion, Rediscover Furniture, Rediscover Cycling and Rediscover Paint. The company was set up to support the sustainability objectives (social, economic and environmental) of the Ballymun Masterplan and in direct response to identified local needs. Built upon the three principles of sustainability, the main objects of the company are (i) the protection of the natural environment, particularly through the promotion of re-use of materials, recycling, resource recovery and efficient means of waste disposal; (ii) the advancement of public education about environmental matters related to reuse of materials, recycling, resource recovery and efficient means of waste disposal; (iii) the promotion of research to further the science of waste management; (iv) the advancement of community development including urban regeneration; and (v) the promotion of civic responsibility in the community. In 2014 the Rediscovery Centre signed a partnership agreement with the DOECLG and Dublin City Council with respect to a European LIFE+ project which seeks to create a centre for excellence in education for sustainability, establishing Ballymun as a national eco-destination and an exemplar in Europe. The project is a key object of the current (2016) Service Level Agreement with Dublin City Council which seeks to encourage capacity building, inspire sustainable living and generate jobs thereby aiding the development of a more equitable and sustainable community.

St Margaret’s Traveller’s Association: Three services are funded. A Community Development Worker, who builds the capacity of the on-site residents group, assists residents to resolve day to day issues, advocating on their behalf, assists in the development and maintenance of a Traveller Men’s Group, and promotes the inclusion of Travellers in the Ballymun community. There are also Homework Clubs and Women’s Development, which provides opportunities for Traveller Women to participate in a range of training modules, special events and cultural activities. Sports Across Ireland: Funding for sports camps.

DIT Music Programme: Delivers a music programme in association with all the primary schools in Ballymun and three second level schools, Trinity Comprehensive Ballymun, Scoil Mobhi and St. Aidans. This programme runs from Junior Infants to Leaving Certificate and its various strands are; choir, violin, pre instrumental music, recorder, wind and brass tuition. The programme is free of charge to all its participants, and has 500 participants annually. Instrumental lessons are delivered on a weekly basis with daily pre-school ensemble rehearsals.

Dublin County Board: Contribution towards employment costs of GAA Sports Development Officer.

Innovate Dublin: Incubate for Growth Programme, will provide 10 entrepreneurs/social entrepreneurs with a dedicated desk space and a unique ecosystem of resources, inspiration, and collaboration opportunities, all designed to accelerate their business offering, for the period June – December 2016. It builds on the supports provided by the DSP, the LEO and the DNWAP and creates a pipeline of support from unemployment to self employment and from the Hub to Enterprise Centres and beyond.

Internal Budget: This budget is used to pay contributions towards new initiatives and needs such as funding for the assessment of the STRIVE programme, an interagency programme aimed at prolific offenders.

Safer Ballymun: This budget is used to fund actions arising from issues raised at Safer Ballymun fora, it also contributes to the cost of the Otherworld Festival at Halloween, which has proven very effective in reducing anti-social behaviour at this time.

Sports Internal Programme: This budget funds major community sports events in Ballymun such as the Mun Fun Run, sports days and events.

With reference to the proposed grant of a licence in Shangan Nursery, Shangan Neighbourhood Centre, Ballymun, Dublin 9.

Since September 2014, Ballymun Child and Family Resource Centre Limited has been in occupation of Shangan Nursery, Shangan Neighbourhood Centre, Ballymun, Dublin 9, outlined red and coloured pink on Map Index No. SM-2014-0548. The company provides a number of community services for adults and children in area.

In order to facilitate the continuance of the company’s services in the area and to regularise the occupation of the property, it is proposed to grant a licence to the Ballymun Child and Family Resource Centre Limited subject to the following terms and conditions.

1. That the new licence shall be for a period of two years commencing on the 27 February 2016.

2. That the licensed unit shall be used solely for community educational and training purposes. A commercial licence fee of €34,000 (thirty four thousand euro) per annum, shall be payable if the licensed premises are used for any other purpose.

3. That an abated license fee of €3,350 (three thousand three hundred and fifty euro) per annum, shall apply under the new licence.

4. That the new licence fee shall be payable quarterly in advance by EFT or Standing Order.

5. That the licence can be terminated by either party giving one month’s prior written notice.

6. That the licensee shall be responsible for all outgoings associated with its use of the licensed property including inter alia rates, taxes, utilities, service charges and any other charges.

7. That the licensee shall be responsible for the internal repair and upkeep of the licensed area, including windows and doors and all plate glass.

8. That the licensee shall indemnify Dublin City Council against any and all claims arising from its use of the property.  The licensee shall hold Public Liability Insurance (minimum of €6.5 million) and Employers Liability Insurance (minimum of €13 million) and contents insurance.

12. That the permitted business hours shall be 8.30am to 9.30pm, Monday to Friday. Occasional weekend use may be permitted upon receipt of prior written consent from the Council’s Property Management Department.

13. That the licensee shall not erect any sign or advertisement on the premises.

14. That upon expiry of the license, the licensee shall at its own expense remove all materials not belonging to Dublin City Council and shall leave the property clean and cleared to the satisfaction of the City Council.

15. That the licensee shall sign a Deed of Renunciation to a New Tenancy.

16. That each party shall be responsible for their own fees and costs in this matter.

The disposal shall be subject to any such covenants and conditions as the Law Agent in his discretion shall stipulate.

The dates for the performance of any of the requirements of the proposed agreement may be amended at the absolute discretion of the Executive Manager.

No agreement enforceable at law is created or is intended to be created until exchange of contracts has taken place.

With reference to the proposed grant of a lease for Ground Floor North, at Ballymun Civic Centre, Ballymun Main Street, Dublin 9.

Dublin City Council acquired freehold interest in the Ballymun Shopping Centre on 15 th

December 2014. As part of the de-tennanting process the Ballymun Job Centre Co-operative Society Limited are in the process of surrendering their leasehold interest in Unit 36 Ballymun Shopping Centre and have agreed to relocate to the Ballymun Civic Centre.

In respect of the relocation it is proposed to grant the Ballymun Job Centre Co-operative Society Limited a lease for the Ground Floor North Unit, Ballymun Civic Centre, Ballymun Main Street, Dublin 9, subject to the following terms and conditions:

1. That Dublin City Council shall grant a sublease for the ground floor north unit which shall extend to approximately 423 sq.m. or thereabouts (shown outlined in pink on attached BRL Map – Drawing No. 02_101-16), for a term of ten years, commencing ten weeks after the date of granting of the Works Licence or as soon as practically possible on a mutually agreed date.

2. That by the 2 August 2016 (or as soon as practically possible on a date mutually agreed between the parties), the Council shall grant a ten week Works Licence to the applicant for the unit, for the fee of €1, if demanded.

3. That the licensed area shall be provided by the Council in its current condition and the applicant shall carry out all fit out works and construct a new entrance at its own cost (including fire cert, DAC compliance and all other required statutory consents), in accordance with the plans and specifications, as agreed in writing with the Councils’ Architect.

4. That the applicant shall ensure that all fit out works and intended use of the unit shall comply with all necessary statutory consents.

5. That upon the granting of the lease, vacant possession in part of Units 26-33, First Floor, Ballymun Shopping Centre shall be provided.

6. That the demised area shall be used as a Job Placement and Job Creation Centre on a not for profit basis.

7. That the sublease shall be subject to the terms and conditions of the twenty five year lease between Clemhill Limited & Others (Landlord) and Dublin City Council (Tenant)

10. That the applicant shall be responsible for the payment of rates, all utilities (apportioned on a pro-rata basis), taxes and all other charges for the demise.

11. That the abated combined rent and facilities/service charge is strictly personal to the Ballymun Job Centre Co-Operative Society Limited and shall not apply to any assignee.

12.That the commercial rent shall apply in the event that the demise is not used in compliance with the User Clause on a not for profit basis. The applicant shall also be responsible for all other building charges.

13. That the commercial rent shall be subject to a rent review at the end of year five, to the full market rental value of the unit at that time, on a vacant possession basis disregarding tenant improvement works.

14. That the abated combined rent and facilities/service charge shall be reviewed to 70% of the agreed commercial rent (see 13 above).

15. That a break option at no cost, in favour of the lessee/applicant shall apply at the end of year five. Written notice of intention to operate the break option must be given not less than six months prior to the break option date.

16. That the applicant shall be responsible for fully repairing and insuring the demise.

17. That the applicant shall not assign, sublet, grant licenses or sub the demise without the prior written consent of the Landlord.

18. That the applicant shall not carry out any structural alterations or erect any external signage without the prior written consent of Dublin City Council.

19. That the applicant shall indemnify Dublin City Council against any and all claims arising from its use of the property. The Lessee shall hold Public Liability Insurance (minimum of €6.5 million) and Employers Liability Insurance (minimum of €13 million) and contents insurance.

20. That the lease agreements shall contain covenants and conditions as normally contained in agreements on this type.

21. That any of the dates/time frames outlined above may be extended by the Executive Manager at his absolute discretion and all notices must be given in writing.

22. That the applicant shall be responsible for the payment of any Stamp Duty that may arise on the creation of this lease.

23. That each party shall be responsible for their own fees and costs incurred in this matter.

A licence is not considered appropriate in this instance as this proposal forms part of the de-tennanting process of the Ballymun Shopping Centre and as the proposed lessees will be paying a commercial rent.

The disposal shall be subject to any such covenants and conditions as the Law Agent in his discretion shall stipulate.

The dates for the performance of any of the requirements of the proposed agreement may be amended at the absolute discretion of the Executive Manager.

No agreement enforceable at law is created or is intended to be created until exchange of contracts has taken place.

With reference to the disposal of a plot of land to the front of No. 44 Glenshesk Road, Dublin 9 to Patrick Madigan, LPR of Eileen Holly (Deceased). _________________________________________________________________________

An application has been received from Patrick Madigan, Madigans Solicitors, LPR of Eileen Holly (deceased) to purchase the plot of ground to the front of No. 44 Glenshesk Road, Whitehall, Dublin 9. The applicant claims that the family has been in possession of this piece of land for over 70 years, during which time they have maintained same.

Agreement has now been reached with Patrick Madigan for the disposal of the abovementioned plot of ground at No. 44 Glenshesk Road, Whitehall, Dublin 9. The plot of ground in question is shown delineated in red on Map Index No. SM-2015-0866 and has an area of approx 60 sq. m. It is proposed to dispose of the freehold title interest in the plot of land subject to the following terms and conditions:

1. That the Council shall dispose of the subject plot for the consideration of €3,000 (three thousand euro)

2. That the subject plot is shown outlined in red on the attached copy map, index no. SM-2015-0866, comprising an area of 60 sq.m or thereabouts.

3. That the land is disposed of with full freehold title.

4. That the applicant shall pay Valuers fees of €800 plus VAT.

5. That the applicant shall pay the Council’s legal fees.
