• Diving contractor’s organization shall include a RCDD. The RCDD shall give advice in matters of physiology, medicine and hygiene relevant for divers’ health and safety.

• The RCDD shall evaluate and approve the health-related aspects of Diving contractor’s diving manual.

6.2 Responsible competent divingdoctor (RCDD)

• A system shall be established to ensure that the diver receives breathing gas of satisfactory quality at all times, the system shall also take in consideration the effect of increased pressure / maximum planned diving depth.

• As a minimum, breathing gas from compressors, gas banks, etc. shall be checked monthly or at other intervals according to EN 689.

• Partial pressures of contaminants in the breathing gas shall comply with limits detailed in NS-EN 12021 and national occupational exposure limits (OELs).

• NOTE Norwegian OELs may be found in Regulations on OELs.

• Premixed gas shall be checked on site before use

9.7 Control of breathing gas

• All personnel involved in diving operations shall be familiarized with the emergency plan.

• The emergency plan shall be established for each individual workplace and shall describe as a minimum:

• a) location of nearest hyperbaric treatment facility; • b) contact details for duty diving doctor, experienced in the treatment

of diving accidents; • c) notification routines; • d) emergency and treatment procedures, including the transportation

of injured divers. • There shall be a plan for the evacuation of personnel under pressure,

e.g. divers in water or divers pressurised in a chamber. As a minimum the plan shall contain a procedure for how to decompress personnel to atmospheric pressure and the following evacuation to a safe location.

10 Emergency preparednessrequirements (1/2)

• The evacuation method of divers in water shall be documented. Diving contractor shall describe how an unconscious diver can be lifted out of the water using a tested recovery arrangement. When a contingency chamber is required, the evacuation from water to chamber, diver ready for recompression, shall be complete as soon as possible and no later than 20 minutes after surfacing. Medical equipment for administering 100% O2 for at least 60 minutes duration at atmospheric pressure and an AEDshall be available at the worksite (ref. Annex B).

• Drills evaluating the chosen evacuation method shall be performed prior to start-up of diving operations. For diving operations of longer duration, a plan for regular drills on emergency procedures shall be established.
