'Everyone will need to be educated to the standard of semi-literacy of the average university graduate by the year 2000.

This is the minimum survival level of the human race'

Building 21st Century Learning Regions

Cities and regions in a globalized world cannot afford not to become learning cities and regions. It is a matter of prosperity, stability, employability and the personal well-being of all citizens

European Commission Policy Paper on the Local and Regional Dimension of Lifelong Learning (N Longworth author)

Building 21st Century Learning Regions

A Learning City/Region definition

A Learning City or Region

A place with plans and strategies to encourage

personal growth,

social cohesion

and sustainable wealth-creation

through the development of the human potential of all its citizens

and the social, financial and cultural potential of its institutions and organisations

One major objective of regional management is to develop a means by which educational and other organizations have a common purpose. –each one learning from each other and each one learning with each other – in planning and implementing social and economic innovations.

When this happens societies are able to innovate because they have the capacity for collective learning about how to develop new knowledge and, in particular, practical ‘know-how’ type of knowledge.

‘Cities and Regions must respond to the effects of Globalisation and the Knowledge Society by becoming Learning Cities and Learning Regions, if they are to remain prosperous and stable’

OECD Learning Regions Project Report

Building 21st Century Learning Regions

•While tertiary education remains important, secondary education appears to be the most important for regional economic performance . Higher Education is clearly essential in terms of innovati ons, but secondary education instils the intermediary skills, which are also crucial to the new industria l know-how and ‘learning-by-doing’.

•High levels of individual learning in themselves do not contribute to economic growth before it has bee n applied to the production of goods and services. It is important therefore to stress the practical application of learning and to encourage creativity at all leve ls of education .

IDEOPOLIS

‘A City or Region whose economy is driven by the creative search for, and the application of, new ideas, thinking and knowledge, and which is firmly rooted to the creative transfer of ideas, to opportunities, to innovation, and eventually to production.’

Participation and partnership in the community and the Authority’s role measures to encourage active citizenship and volunteering, consultation processes, relations with stakeholders and leadership.

Accessibility and wider participation in learninglearning where, when and how people want it, support systemsbarrier removal etc

Communications and information strategies to increase the incidence of learning,

internal information giving in the administration , methods of communication, key learning messages and their accessibility, wired city, learning technology use etc

Staff training and development internally and externally, in-service teacher trainingcontinuous professional development

Socio-economic and resource matters, creating wealth, skills surveys, development policies, finance, global participation and other initiatives

Building 21st century Learning Regions

As in the drive for Total Quality Management during the 1990s, quality will not pervade unless every person in the organization has been immersed into the concept. So it is in the administration departments of a budding learning city. Each person will need to know at least the basic principles of the learning region and each department will have its own particular orientation towards implementing them.
