Dear Scouters, The benchmark for councils, districts, and units is called the Journey to Excellence. It is the National program that defines quality for different aspects of delivering the Scouting program to our youth in all of the divisions of Scouting: Cub Scouting, Boy Scouting, Venturing and Exploring. As the Council Key 3, it is our intent to obtain the gold standard rating for this program for the NEIC. It is important to note that it’s a journey, and not necessarily a “sprint” or short term objective. It is also worth noting that the goal is excellence, not to remain status quo or simply “above average”. At recharter time in 2012, units will be eligible to achieve the 2011 "Journey To Excellence" Award at one of three levels (bronze, silver, or gold) based on their performance of meeting the objectives in 2011. It is worth noting that in addition to three levels in the Journey to Excellence (bronze, silver, and gold), most of the recording is set up to be done electronically on line. It will be a major emphasis of the Commissioner's staff to help our packs and troops with the skills and tools they will need to get up to speed with this change. As we look at the new record sheets, I was struck by the way they put an emphasis on delivering a good program to the youth we serve. As with any journey, it will work best if the data is recorded as you go. The “Journey to Excellence” is a continuous journey with no final destination. We are excited about our “Journey to Excellence” and we hope that you will join us on our endeavor to obtain the level of a Gold Council in the Boy Scouts of America. Again, thank you for all that you do in Scouting, and please remember to invite your Key 3 to your Scouting functions in your communities such as Eagle Courts of Honors, Blue and Gold Banquets, or just a unit leader committee meeting. Scouts are starting to sign up for the Northeast Iowa Council contingent going to Philmont in 2012. We will arrive at Philmont on July 23, 2012 and leave Philmont on August 4, 2012. MAKE NOTE: A $100 deposit is due by Friday, April 15, 2011 for youth and adults interested in participating. The fee to be a part of the 2012 Philmont Contingent will be determined at a later date. We only have openings for 24 Scouts or Scouters. Contact the Council Service Center as soon as possible to put down your deposit and secure your spot on the 2012 Philmont Expedition!

Calling all Eagle Scouts! There is no organization better for Eagle Scouts to call their own than NESA (National Eagle Scout Association). Its members are all Eagle Scouts. The NESA maintains a cele-brated website at www.nesa.org, publishes a quarterly, full-color magazine call Eagle Scout Magazine, honors Eagle Scouts with awards and scholarships, and much more.  The national NESA Committee at its February 7 meeting ap‐proved increasing NESA membership fees effective July 1, 2011. This is the first increase in NESA membership fees in almost 20 years.   The new fees include the following:  

$20       This is for new Eagle Scouts and is valid until their 23rd birthday if purchased within six months of their board of review date. Some councils pay this fee for all of their Eagle Scouts. In other cases, troops do. It's also a great thing for parents or grandparents to buy for their loved ones.

2013 NATIONAL JAMBOREE

The Northeast Iowa Council will once again be sending one Troop (36 youth and 4 leaders) to the National Jamboree! Scouting’s flagship event is one-of-a-kind. It’s a gathering of approximately 45,000 Scouts, leaders, and staff that showcases everything that is great about the BSA and its members. Over the course of 10 summer days, once every four years, the Boy Scouts of America comes together. The result is the National Scout Jamboree. A New Venue: The Summit Bechtel Family National Scout Reserve In 2009, the BSA purchased 10,600 acres of property adjacent to West Virginia’s New River Gorge National River area in order to create The Summit Bechtel Family National Scout Reserve (the Summit). The Summit is the new home of achievement, adventure, and innovation in Scouting. With world-class facilities and a focus on outdoor action sports, the Summit will welcome Scouts to a whole new jamboree experience in summer 2013. Visiting the Mountains There are incredible side trips that Scouts and families can take on their way to and from the 2013 National Scout Jamboree. A tour of Washington, D.C., is only a few hours’ drive away, and the entire region surrounding the Summit is filled with some of the most beautiful mountains in the country. The Blue Ridge is just to the south, and the Shenandoah Valley is a short drive to the east. That’s not to mention all of the incredibly scenic areas in West Virginia itself. High Adventure The excitement of the jamboree isn’t limited to Scouts. The Summit will feature a large visitor area, where day-users can try out some of the activities that the Scouts are dialing in around other parts of the Summit. Also, 2013 will be the first year that Venturers, a branch of the BSA that includes young women, will be part of the jamboree. Whitewater rafting and kayaking, rock climbing and bouldering, and mountain biking are just a few of the activities offered at the Summit. There’s also skateboarding, BMX, shooting sports, and zip-line challenge courses. And that’s just the beginning. COPE Training Weekend at Camp C.S. Klaus

May 20-22 Cost $10.00

Get trained in the high & low COPE program. COPE—Challenging Outdoor Personal Experience fosters team leadership, trust, problem solving, and FUN! During the weekend participants will get trained in initiative games, high elements, low elements, and safety. Boy Scout troops are encouraged to send one adult member from their troop to get trained. The trained COPE leader can bring their knowledge of leadership and teamwork back to the troop. Mark your calendars for the 2011 Camp C.S. Klaus Reunion July 29-31st. All former staff members, their families, and friends of Camp Klaus are encouraged to attend. This will be a weekend to catch up with old friends and make some new memories. On Friday, enjoy a walk through Camp and kick off the weekend with an evening cracker barrel. Saturday, visit program areas or hit the greens in nearby Colesburg. Test your skills in the Dutch Oven cook-off, or gather a team for the Iron Man. Saturday will also feature a dedication of the new Munter Dining Hall. The highlight of the weekend will be a steak fry and campfire on Saturday night. The Order of the Arrow will also conduct a ceremony. The cost of the weekend is only $20 per person and includes a cracker barrel on Friday night, Saturday’s steak fry, and a reunion souvenir. 2011 CAMP KLAUS REUNION WOOD BADGE 2011 Any adult 18 years of age or older who is currently registered in the Boy Scouts of America may attend Wood Badge at Camp C.S. Klaus if they have completed the specific leader training for their Scouting position. They also must have a complete and current BSA annual Health and Medical Record completed prior to the start of the course. The course dates are: Pre-Course meeting—Sunday, July 31 First Weekend—August 12, 13 and 14 (7:30 AM Friday thru 4:00 PM Sunday) Second Weekend—September 16, 17 and 18 (7:30 AM Friday thru 4:00 PM Sunday) Course Cost: $240 A minimum deposit of $50 is due with completed application. Balance is due by July 12, 2011 ($25 discount if paid in full by 5/12/11). Scholarship funds are available—DO NOT let finances prevent you from taking this course! Your leader should have the sign up sheet!

Rules: • Must use the block of wood, wheels, and axles in the Official Pinewood Derby Car Kit. • The car cannot weigh more than 5.0 oz. on the official race car scale. • Car can be no longer than 7” long, 2 ¾” wide, and 9” in height, and a ground clearance of 3/8” min. • No liquid graphite. Racer can use graphite powder to help the wheels spin easier. • Racer cannot put weights inside the wheels, only on, or inside

the body of the car. No spring loaded weights, or free-sliding weights inside the body. Weights must be solid, and attached.

• If a part of the car comes off, it can be put back on the car before the next race, the car can continue to race, as long as it does not put the car over 5.0 oz in weight.

• The car must have 3 tires touching the track at all times. • Official race day rules and regulations are available upon re quest and will be available the day of the race. • All cars must be checked in for certification from 1:00 p.m. – 2:00 p.m. the day of the race. • Pinewood derby cars may not be altered following certification. With the help of all the units who participated in this year’s Scouting For Food campaign, we collected over 30,000 pounds of food. Enough food to stock the Dubuque Food Pantry for eight months!! We would like to thank our sponsors for making this important initiative possible.

Spring Camporee

     Our annual Dubuque District Spring Camporee is coming up soon, on May 13-15 at Clark Wolff’s property in East Dubuque. This one promises to be as exciting as any we’ve had! This spring’s theme is “pioneering.” So, get out that rope and start practicing your lashes! Get ready to build a great weekend! Scoutmasters will be receiving an RSVP form for the camporee soon, which will be used to reserve your spot at the camporee. The camporee costs $5 for everyone, youth and adults. This covers the cost of your patch plus all the awesome programs that will be going on! If you have questions please contact Kurt Lange at [email protected].  

2011 Friends of Scouting Update  Our District’s 2011 Friends of Scouting campaign concluded the fist annual community campaign with great success! Great prizes

were given away to many generous donors. We raised $6,100 this year, surpassing our goal. A hardy thank you goes out to our generous givers and all those who made the night possible. We would like to especially thank Jack Schmid of Crescent Electric Supply Co. for being the evening’s gracious host.

The Loras Computer Science Department hosted their first Exploring meeting March 22. 15 boys and girls are participating in the program. Explorers will get a first hand look into robotics, computer components, programming, and computer engineering. Meetings are held on Tuesdays during the month of March and April. Special thanks to the Loras Computer Science Department, professor Danial Neebel, and Loras College students in providing a terrific program for youth.

Learning for Life (LFL) offers an amazing array of excep-tional education programs for the youth in our community who may or may not be involved in the scouting program. LFL can offer outdoor COPE program, leadership work-shops, a character education curriculum, service project coordination, worksite visits, career fairs, and more. It is available to groups through schools, churches, or other youth organizations. There are programs available for any ages from kindergarten through twelfth grade. There are a few schools in the area that currently take advantage of this resource, as well as a few other youth serving organiza-tions. “ This month I would like to take the opportunity to talk to you a little bit about the Journey to Excellence and the Scouting program. The Scouting program is what is at the core of all Scouting. When someone who is not involved in Scouts sees our symbol or boys in uniform, what do they think? Typically the image that pops in their head is of a Pinewood Derby, camping, and shooting bows and BB guns. It should be the same with every boy who goes through the Scouting program. Yes, they should remember all the character building, specialty skills, and leadership skills they have learned, but they should also remember what is was like to go shoot their first BB gun, build a Pinewood Derby car, and to catch their first fish at a Klondike Derby. It is vital for everyone involved to provide the best program possible to the boys in our council. The Journey to Excellence has several categories to focus on but it is important to recognize how a good program can affect whether you are a gold, silver, or bronze unit. Retention, advancement, outdoor activities, membership, camping, and Webelos-Scout transition are all areas of the Journey to Excellence that will benefit from a quality program. Without going into great detail on each criteria; if the boys are having fun, they are more likely to stick with the program. (retention) If they go to one or more of our great camping opportunities in the summer the boys will be working towards goals for which they will receive awards and acknowledgements (advancement) and they see their hard work paying off. If they have had great programs and enjoyed their time as Cubs, they are more likely to transition to Boy Scouts. In a nut shell, creating once in a lifetime opportunities and unforgettable memories through the program is what Scouting is all about.

District Community Service Opportunity

This summer, all volunteers and boys will have the opportunity to participate in community service as a district. Iowa Project AWARE is going to have a Volunteer River Cleanup for the Turkey River from July 9th-16th. All week volunteers from all over Iowa will be helping to clean up the Turkey River and surrounding areas. Not only is this a community service opportunity, but it may also be an opportunity for the boys to earn several rank advancements and merit badges. Many individuals will be canoeing down the river picking up trash but others may walk along the sides and pick up trash as well. There will also be multiple camp sites provided each evening. This is a great opportunity to show the community the power of the helping hand of the Scouts. There will be a registration fee which will vary because it includes meals, which are catered out.
