Enclosed you will find information on the rules of the contest, along with a timeline, expectation agreement and statement, application fee/ticket/sponsor requirements and other information about our contest. Please read the information carefully so you and your parents understand the rules of the competition. This is NOT a beauty contest, nor a clothing competition but rather a competition, which recognizes a number of attributes such as horsemanship, public speaking, rodeo/horse knowledge, personality & appearance. It also is an opportunity to meet new people and make new friends. You will have the honor of presiding over the Norco Mounted Posse PRCA Rodeo. There will be certain community functions throughout the year in which you will be required and or asked to participate in representing the Norco Mounted Posse as well as promotion for the Norco Mounted Posse Rodeo. These could include but are not limited to the Norco Horseweek Parade, Norco Fair Labor Day Parade, July 4 th Parade, as well as the Norco Mounted Posse PRCA Rodeo and various other rodeos. There is a $50.00 non-refundable application fee, due with the application by the specified date. You will be required to also sell raffle tickets and or pageant ads/banners to qualify for the pageant and turned in by the specified date. Dear Contestant:

Welcome to the Norco Mounted Posse PRCA Rodeo Queen Contest! Enclosed you will find information

on the rules of the contest, along with a timeline, expectation agreement and statement, application

fee/ticket/sponsor requirements and other information about our contest. Please read the information

carefully so you and your parents understand the rules of the competition.

This is NOT a beauty contest, nor a clothing competition but rather a competition, which recognizes a

number of attributes such as horsemanship, public speaking, rodeo/horse knowledge, personality &

appearance. It also is an opportunity to meet new people and make new friends. You will have the

Queen Pageant Rules

1. This pageant is open to girls ranging in age from 5 to 23 years of age (age as of application deadline

day) and is divided into 4 categories:

Little Miss: ages 5 to 8 years

Young Miss: ages 9 to 12 years

Junior Miss: ages 13 to 16 years

Miss: ages 17 to 23 years

*exceptions of the age rule can be made if a potential contestant, parent and the

pageant director feel that she is either not ready for an age group or is ready for an

older age group.

2. If there are fewer than 3 contestants in any given age category, the committee has the right to

cancel or omit that category for that year.

3. Each contestant and their parent/guardian (if under 18years of age) must sign a release form

and indemnity agreement prior to participation.

4. The Non Refundable application fee is $50.00 and due when the application is turned in by the

date specified on the list of event and date calendar, the $50.00 fee is not included in the total

of amount to be sold in raffle tickets, banner and or pageant program ads.

5. In order to qualify for participation in the pageant, each entrant MUST sell a minimum of

$600.00 in raffle tickets, banner and or pageant program ads. All money and unsold tickets must

be turned in by the date specified on the list of event and date calendar.

6. Each contestant will be judged on personality, appearance, content/speaking ability in 2

different events: 1). private interview. 2). Modeling/speech & impromptu, the speech should be

memorized and no props will be allowed. Each contestant will be judged by a panel of at least 3

or more judges.

7. A written test will be completed by each contestant in the Young, Junior and Miss Division. The

test will be based on the information from the hand out’s given at the clinics and or study guide

provided after application has been received.

8. Horsemanship- Each contestant will be judged on their ability to perform a horsemanship

pattern, appearance, personality, grooming, question and answer and perform a queens wave.

Miss and Junior division will also be judged on mount/dismount and perform a flag run. The

committee may also include a switch horse ride to be judged as well. Each contestant will be

judged by a panel of at least 3 or more judges.

9. The pageant committee will do its best to find judges who are familiar with the events and not

personally acquainted with any contestants.

10. All decisions by the judges and the pageant committee will be final.

11. Judges may speak to a contestant at any time.

12. The pageant committee will assign an independent accountant or bookkeeper not associated

with any of the contestants to tabulate the scores.

13. Each rider must compete on the same horse for all disciplines of Horsemanship unless a

veterinarian certifies that the horse has been injured and is unsafe to ride or if the approval to

change is given by the pageant committee and or judges.

14. Each contestant must ride in western tack and attire. NO STALLIONS ARE ALLOWED.

15. Contestants must keep their horse under control at all times. This includes practice sessions, the

competition, rodeos and any other function that require a horse. Hitting, excessive spurring,

yanking on the bit or other unsportsmanlike conduct will be considered unacceptable and may

be grounds for disqualification from the pageant or the revoking of a title.

16. No person shall cause to be administered internally or externally to a horse, either before or

during the competition, any medication, drug, or substance which could affect its performance

or appearance.

17. Numbers will be drawn at a practice to determine the order of go on the competition for all

contests. Drawn numbers can NOT be exchanged. If you are not present one will be drawn for

you.

18. Contestants must provide their own wardrobe and agree to follow the wardrobe guidelines.

19. In order to be crowned, a contestant must obtain at least a 75% score in the overall

competition.

20. Anytime a contestant is representing the Norco Mounted Posse PRCA Rodeo or the Norco

Mounted Posse (NMP) it is expected that the horse, tack & clothing will be kept clean. Including

the perpetual chaps, chap bag and crown.

21. No facial rings or studs are allowed, single pierced ears are acceptable. No visible tattoos are

allowed.

22. Contestants must conduct themselves in a proper manner and demonstrate high moral

standards. Contestants will not be permitted to drink alcoholic beverages, smoke, fight or use

foul language at any time.

23. Unsportsmanlike conduct by a contestant or a family member during or prior to the pageant

may become grounds for disqualification from the pageant. Disqualification decisions made by

the pageant committee will be considered final.

24. Awards from the pageant are considered property of the Norco Mounted Posse and be

relinquished by the contestant in the event of a disqualification.

25. In the event that there is a disagreement about any of the activities related to the contest,

contestants or their parents/guardian can ask for a hearing before an appointed arbitrator. This

request can be made before, during or after the event. A hearing can be initiated through the

submission of a letter of complaint/concern, accompanied by a $50.00 check. The funds will be

returned if a decision is made in their favor. If not in their favor, the funds will be set aside as a

charitable donation through the Norco Mounted Posse.

26. Title winners must remain unmarried or otherwise uninvolved until after their reign is over.

They must not have a child or become pregnant during their reign. These are grounds for the

removal of the title and all awards.

27. Title winners MUST attend functions as a group or individually, representing Norco Mounted

Posse when asked by the pageant committee or the Norco Mounted Posse. A reasonable

amount of time must be given by the committee and Posse to the title winners so that they can

plan for these functions.

28. Any harassment of the pageant committee, rodeo committee, judges or other contestants by

another contestant or her family will be considered grounds for disqualification from the

competition or removal of a title. ( A formal protest is available to all contestants, see rule #26)

29. The Norco Mounted Posse crown, chaps and chap bag are perpetual items and the property of

the Norco Mounted Posse. They must be kept in good condition during the reign of the Miss,

Junior, Young and the Little Queen. If they are not they must be replaced at the expense of the

title owner. They must be relinquished at the end of her reign or at the request of the Norco

Mounted Posse.

30. Once a title owner’s reigning year is over, she must retire her crown and sash. Exception to this

rule can be granted by the Norco Mounted Posse.

31. Cell phones need to be silenced or off while you are at clinics/functions/events. That goes for

texting! If it’s an emergency please excuse yourself.

32. Each contestant is asked to donate a silent auction gift to be turned in at the last raffle money

turn in day. The monies made from the silent auction go to the Norco Mounted Posse Rodeo

Queen Pageant. Please see the Donation Form for further details.

Additional information

Speech Topics and Time

Miss Contestants: Topic is “Extemporaneous”, speech must be between 1 ½ to 2 minutes long and

should be memorized. No props are allowed.

Junior Miss: Topic is “Behind the chute”, speech must be between 2 ½ to 3 minutes long and should

be memorized. No props are allowed.

Young Miss: Topic is “My best friend”, speech must be between 2 to 2 ½ minutes long and should be

memorized. No props are allowed.

Little Miss: Topic is “autobiographical”, speech must be between 1 ½ to 2 minutes long and should

be memorized. No props are allowed.

Congeniality Award

The Congeniality Award is voted on by the contestants and should be awarded to the most

congenial person in each age category. Each contestant will vote for 1 girl in each age group

(hopefully not herself!) during the competition. There are no points awarded for this award and it

does not affect the outcome of the pageant.

Photogenic Award

This award is chosen by a panel of judges based on contestant photogenic pictures. There are no

points for this award and it does not affect the outcome of the pageant.

Salesmanship Award

The contestant who sells the most raffle/pageant program ads/arena banners for the pageant will

qualify for the salesmanship award. The amount raised must be over the required amount of

$600.00 and will then be set by the pageant committee.

Pageant Categories

Appearance

Grooming: this should include neatness and cleanliness in every detail such as

complexion, hands, fingernails, hair, hat, boots and other wearing apparel.

Posture: the judges will be looking for contestants to carry themselves straight

and tall and exude self-confidence and poise.

Poise and lady-like behavior in every situation. The ability to handle each

situation that they are involved in with grace and style.

Western Fashion Sense: outfits that reflect fashionable and tasteful western

clothing and the contestant’s ability to use colors that enhance her natural

coloring and appearance and have eye appeal. Contestants should be familiar

with the latest trends in the western wear industry.

Proper Fit of Clothing: Above all, contestants should pay particular attention to

the fit of her outfits. Outfits should be figure flattering and fit her personality.

Judges will be looking for a properly fitting hat that is shaped to flatter each

contestant’s face. Contestants should remember that this is NOT a clothing

contest. It is NOT necessary to invest in an excessive amount of clothing. Judges

will be looking for versatility and imagination and a contestant’s ability to carry

out a “total look”.

Personality

Intelligence and good common sense.

Conversational ability in varied areas with an emphasis on grammar and

education.

Self-confidence, high moral standards, sincerity and integrity.

Genuine interest in other people and consideration of others.

Self-Projection-the ability to project one’s personality whether it is from

horseback or appearing on stage before a crowd.

Happy outlook on life.

Promptness in keeping the pageant schedule.

Maturity.

Educational background and career goals.

Horsemanship

Control of horse and the way each situation that may occur is handled.

Balance- the ability to sit a saddle.

Position of hands and feet.

Mounting and dismounting.

Smoothness of Pattern.

Presentation of flag.

Presentation of queen’s wave.

Showmanship-How well a contestant projects her personality to the audience

from horseback.

Horsemanship Knowledge.

AGREEMENT ASSUMING RISK OF INJURY OR DAMAGE, WAIVER AND RELEASE OF CLAIMS AND INDEMNITY AGREEMENT

I KNOWINGLY ASSUME ALL RISKS, WHETHER KNOWN OR UNKOWN, OF THE NORCO MOUNTED POSSE RODEO ROYALTY PROGRAM. I hereby release NORCO MOUNTED POSSE (NMP), CITY OF NORCO, NORCO PARKS AND RECREATION DISTRICT (NPRD),

HAL CLARK ARENA (HCA),SILVELAKES, LLC AND NORCO MOUNTED POSSE RODEO ROYALTY COMMITTEE (NMPRRC),

from all liability for any act of negligence or want of ordinary care on the part of NMP, CITY OF NORCO, NPRD, HCA, and/or AND

NMPRRC or any of their agents in consideration of my participation in NORCO MOUNTED POSSE RODEO organized and/or

sponsored by NMP, City of Norco, NPRD, HCA, Silverlakes, LLC and/or NMPRRC, their board members, officers, agents and

members, their representative, heirs, executors and assigns from any and all claims of liability for injury or damage to myself or my

property arising out of my participation. This agreement is binding upon my executors, heirs and assigns.

I expressly waive any rights I may have under California Civil Code 1542, which states “ A general release does not extend to claims which the creditor does not know or suspect to exist in his favor at the time of executing the release, which if known by him might have materially affected his settlement with the debtor.” I agree that I will indemnify and hold harmless NMP, City of Norco, NPRD, HCA, Silverlakes, LLC and/or NMPRRC, their officers, directors, members and agents against all claims, demands, and cause of action, including court costs and actual attorney fees, arising from any proceeding or lawsuits brought by or prosecuted for my benefit, in which this release is upheld. NMP, City of Norco, NPRD, HCA, Silverlakes, LLC and/or NMPRRC, their agents or employees shall not be liable for any damage

Ways To Get Your Dollar Requirement

Once you have turned your application in with the $50.00 non-refundable application fee, each

entrant MUST sell a minimum of $600.00 in raffle tickets, arena banner’s and or pageant

program ads in order to qualify for participation in this pageant, all money and unsold tickets

must be turned in by the date specified on the list of event and date calendar .The $50.00 non-

refundable application fee does not go towards the $600.00. All monies raised go towards the

funding of this pageant and its awards. You may of course sell more than the $600.00 and go for

the salesmanship award.

calendar. This date is before raffle monies are due. Please do not hold on to these as you might not get

them into the Pageant Program before it goes to the printers!

Ads can be copy ready, jpeg or pdf format. All checks are to be made out to the Norco Mounted Posse.

I _____________________________as Norco Mounted Posse Rodeo (Miss, Jr, Young, or Little Miss

Queen) title holder, I agree that during my term as “Norco Mounted Posse Rodeo Queen” I shall not

become pregnant or married. I will remain committed to the title. I will make myself available to the

committee for radio, television, and other public appearances as an ambassador for the Norco Mounted

Posse Rodeo. If I am unable to fulfill the duties of the title I will forfeit my title and all prizes and will be

replaced by the next qualified candidate at the discretion of the Norco Mounted Posse Rodeo board of

directors.

I promise to comply with all rules and regulations pertaining to the Norco Mounted Posse Rodeo

pageant. I will hold harmless the Norco Mounted Posse Rodeo committee and pageant officials in the

event of any injury occurred during my participation in the Rodeo or subsequent activities.

I will conduct myself in a manner befitting rodeo royalty and agree to adhere to the Board of Directors

directions and requirements. I shall conduct myself in a manner in which shall uphold and maintain the

dignity and the honor of that title and position. I will not engage in any inappropriate displays of

affection, illegal use of drugs, alcohol or indulge in smoking, during the extent of my reign as “Norco

Mounted Posse Rodeo Queen”. Nor will I engage in any inappropriate social media displays of pictures

comments, etc..I will dress appropriately, in western apparel, complete with crown and banner, at all

public appearances, and be appropriately groomed at all times. I understand that I will be required to

provide my own appropriate apparel for all activities throughout my reign. I will provide my own horse

for all activities requiring such. I will provide my own transportation to and from all activities.

I agree to represent the Norco Mounted Posse Rodeo until the selection of the new royalty. I also

understand that I am to have all appearances approved by the Pageant Committee Director prior to

committing myself to any public appearances that are affiliated with Norco Mounted Posse or not. I will

attend committee meetings of the Norco Mounted Posse Rodeo as required and make myself available

for the required appearances which are as follows:

Norco Horseweek Parade & any other activities that are related

Day of the Cowboy Events in June and all related practices 4th of July parade

Norco Mounted Posse Rodeo and any events that are related prior to rodeo

Norco Fair Parade (over Labor Day), Parade of lights in December

Food Basket distribution in December & Jurupa JUSD Christmas Party

6 out of the 7 So Cal Rough Stock Series Rodeos

I also understand that I will be responsible for attending any additional PRCA rodeos of my choice

throughout the year to promote our rodeo. Upon permission from the Pageant Director.

Norco Mounted Posse Rodeo Queen Contract continued

I understand that I am responsible for the Norco Mounted Posse Rodeo Queen Crown, Chap bag &

Chaps (Miss, Jr Miss, Young and Little Miss). If the crown, chap or chap bag are lost, stolen, or damaged,

I will replace it at the cost of $750.00 for the Miss, Jr, Young and Little Miss Queen Crowns and the

current cost to replace the chaps. I understand that the crowns, chaps& chap bag will be passed on to

the future royalty. I also understand that the chaps, chap bag and crown will not be altered in any way

and I will be responsible for any damage, loss and replacement. All chaps, chap bag and crown will be

returned to new reigning royalty on the date of coronation.
