Noongar Mia Mia Pty Ltd, NMM was established in 2000 by Perth’s Karlkinany Regional Council (former ATSIC Regional Council) to provide and manage community housing for Indigenous people within the Perth metropolitan area.

NMM is 100% Indigenous owned and controlled with an Organisational structure comprising of a Board of Directors, a Managing Director, a Housing Coordinator and an Tenancy Support Officer.

Since 2000 NMM has steadily grown to manage a minimum Twenty-seven (32) Head Leased from the WA Department of Housing, twenty-five (25) properties are owned by NMM; ten (10) properties are managed in Esperance for WA Housing, the remaining properties are managed for Aboriginal Corporation’s.

Noongar Mia Mia are registered with the Australian Charities and Not for Profit Commission (ACNC) and have not received government funding since 2014.

In 2015, after a lengthy process of addressing an estimated 150 criteria set by government, NMM celebrated the divestment of 2 Sussex street, our current office premises, by the Indigenous Land Corporation (ILC).

The strategy and the divestment have put the Organisation in a good business position to build on our culturally appropriate and unique tenancy and property management services for Indigenous people in WA.

The NMM Board of Directors continue to implement our 2015-2018 organisation’s strategy, which is aimed at addressing the increasing demand by Aboriginal people in Perth and Esperance, for Noongar Mia Mia rental properties.

In 2016 NMM developed a pipeline of Tenant Enrichment programs to complement our culturally unique accommodation management services. This initiative has supplemented our income sources to cover operational costs and promote a focus on pathways to Aboriginal homeownership.

The demand for NMM housing is high and continues to intensify. In the 2017 year between 1200 and 617 individuals, couples and families in Perth, Northam, Kalgoorlie, Geraldton and Esperance expressed an interest in renting a home from Noongar Mia Mia.

NMM continues to develop and build on business partnerships with Indigenous corporations, community housing and government agencies as well as the Private Housing Sector.

This is about socio-economic Independence. Our aim is to cover our operational costs through our internal financial strategies, and continue to assist our people into quality housing, and mentor those interested, into homeownership.

CHAIRPERSON’SREPORT

I am proud to give my first Chairperson’s report after 13 years and in doing so I would like to foremost recognise all Noongar families and pay respect to all my Noongar peoples; and acknowledge that our land today belongs to the Whadjuk. Ballardong, Wagyl Kaip and Southern Noongar, South West Boojarah, Gnaala Karla Boodja, and Yeud. Our land is our future.I would like to acknowledge the past leadership of our former Chairperson, Daniel Morrison during his 13 year term. It’s been a pleasure to lead NMM side by side with Daniel to ensure the safeguarding of our Organisation’s assets. I want to thank my fellow past Director’s; Kim Farmer and Terry Garlett for their support, dedication and commitment to the preservation of NMM as Perth’s only Noongar Community Housing Organisation on Noongar country.I’m eager to continue to my work with Director Tina Pickett and to welcome Dr. Robert Isaac ……. and Farley Garlett to the Board of Directors in 2017. I look forward to combining our extensive experience and knowledge to continue to deliver effective decisions that achieve our Organisation’s Aboriginal Housing goals.The 2017 Audit has confirmed the continuance of excellent governance and professional management across all areas of our processes and procedures. This is our 17th unqualified Audit.I believe NMM will continue to provide a valuable and unique cultural service that sustains Aboriginal tenancy’s, deflects homelessness and leads to homeownership.I commend the work of our Managing Director for reigniting the property transfer conversation with the Government and for continuing the negotiation of this significant long awaited outcome.I’m pleased about the positive work by Mr. Paul Whyte, former WA Housing CEO, to restore the arrangements

to transfer 50 additional head leases. The Board and I look forward to working with the new WA government to create a strong innovative Aboriginal Housing partnership in 2018.

I believe this year’s performance validates our Organisation’s capacity to ensuring Aboriginal Community Housing needs in Perth are heard and jointly addressed through the strength of our long term partnerships with WA Government’s and key stakeholders.

We continue to work with closely with our Indigenous partners in Perth and Esperance to successfully manage our properties and to nurture our valued partnerships with the Indigenous Land Corporation, (ILC); Indigenous Business Australia (IBA); the Western Australian Housing Authority (HA), the WA Council for Homelessness (WACH), Noongar Charitable Trust and the Community Housing sector; to accept the underlying cultural factors in Aboriginal Community Housing and recognise the importance of a cultural framework for community housing management in Perth and Esperance.

As with previous years we continue to address the diverse needs of tenants and property owners without government funding by the vigilant management of our assets, effective use of scarce resources and development of dynamic business strategies aimed at covering operational costs and generating additional funding sources to address our strategic objectives.

I would like to acknowledge the dedication and commitment of NMM Directors and Managing Director, for their professional and cultural work ethics throughout the year and I thank all our stakeholders and supporters who have assisted us to achieve our current position.

He is the Managing Director of G. Cole Consulting and is the recipient of the Perth NAIDOC 2013 “Business of the Year” Award.Gordon specializes in Indigenous Leadership Coaching and Mentoring and is the principle partner of Global Professional Services International, an emerging international Indigenous Training and Development Consulting Company in Perth.Gordon is also a founding owner of Cole Work Wear, a proudly Noongar owned and run West Australian company supplying workwear & safety wholesaler globally. Cole Work Wear is 2016 Supply Nation Award Winner for Supplier to Supplier Business Partnership of the year.Gordon is a founding member and leading the establishment of the Noongar Chamber of Commerce.

ExperienceDr Isaacs is from the 11Whadjuk” Bibbilmum, Wardandi, – Noongar , Language Group of the Perth and South West region and lives in the Perth Metropolitan area..

Dr Isaacs is passionate about building a genuine respectful and reciprocal relationship between Aboriginal and non -Aboriginal people and believes this to be the way forward in sharing better outcomes for Aboriginal and Torres Strait Islander people.

Dr Isaacs is the current Executive Manager of Keystart Social Lending Shared Equity loans schemes for the Department of Housing.

Dr Isaacs has been the recipient of numerous awards in recognition of his community service including;

• The Queen’s Birthday Honours list 2016

• The Order of Australia Medal the AM for significant service to the Aboriginal community through the advancement of social justice ,education, health, housing, aboriginal affairs, home ownership initiatives, and to reconciliation

Dr Isaacs was honoured by the City of Gosnells, Freeman of the City of Gosnells and received the City of Perth Gold Civic Medallion award in 1984, the Order of Australia Medal in 2000; The Centenary Medal of Honour 2003 for services to the Community in Education, Aboriginal Health, Social Justice, Aboriginal Affairs, Housing, Local Government, Justice of the Peace, Humanitarian, and Reconciliation, and Aboriginal Home Ownership.

More recently Dr Isaacs received an honorary doctorate from the Warnborough College University Canterbury, England in recognition of his contribution to Aboriginal Affairs and Education in Western Australia.

Dr Isaacs has received many other awards including the Celebrate WA Award Western Australia of the Year 2015 and received the Aboriginal Award for 2015 Multicultural Community Services Ambassadors award in 2008, Aboriginal of the year 2000, and many more. He is the Chairman of the Australia Day Council of Western Australia the first person to hold this high office and has held a number of key positions on different committees and government boards.

Dr Isaacs became the first Aboriginal person elected to local government as a Councillor and Deputy Mayor for the City of Gosnells.

Farley Garlett was appointed to the Noongar Mia Mia Board of Directors in March 2017.

Experience

Mr Farley Garlett has many years of high level experience in local and national indigenous governance committees.

He has had many years of experience as a Key note speaker on matters that impacted on the lives of Aboriginal people.

Farley has a close affinity with the Midland Aboriginal community and has conducted numerous workshops for the Midland Redevelopment Authority. Similarily, he also had an active role with the Shire Swan Aboriginal reference group. Farley was nominated and elected as an ATSIC regional councillor in which he was then elected as the Chairperson for Karlkinany ATSIC Regional Council. Farley was later elected as ATSIC National Commissioner. Whilst in his ATSIC role he was on the Kings Park Board as a Ministerial Appointee.

Throughout his working years Farley has engaged with disadvantaged people on the Streets in Northbridge,Midland and Shire of Swan to advise availalbe accommodation and how to access available health treatment options. Farley furthered his dedication to helping minority groups when he worked as a Manager at the Palmerston Men’s night shelter and soup kitchen.

Farley was born in Bruce Rock WA and raised in Balladong country by his grandfather. Most of Farley’s schooling years in Primary and Secondary were in Merredin and Quairading. He left school at the age of 14 and got his first job on a farm. Farley went on to work for the Mains Road Department in Kununurra and in Carnarvon as a machinery driver. Farley was an Education Department, Aboriginal Liaison Officer for 7years at the Cyril Jackson school in Ashfield focussing on Youth at risk. Farley accepted sponsorship to attend an interstate law and order conference in Cairns which became the catalyst to a meaningful contribution to Aboriginl society and a success career path.

Farley is currently an Executive Committee member with the Nyoongar Outreach Services Incorporated, a role he has upheld for 12 years either as the Chairperson or Vice Chairperson. He also a strong advocate for meeting Noongar elders accommodation needs and is a Board Member for the Mandjah Boodjah Aboriginal Corporation .

YVETTE CAROLINManaging Director

Term of OfficeYvette was appointed to the Noongar Mia Mia Pty Ltd Board of Directors in 2015.

ExperienceYvette is Aboriginal and Torres Strait Islander descended from the NT’s Yanyuwa and Jaywon peoples and peoples of the Torres Strait Islands.

For over 25 years, Yvette’s roles have been across the Indigenous, government, business and the not for profit sector; managing, developing and delivering a variety of programs and services in urban and remote areas.

Yvette’s diverse experience extends to National, Territory, Regional and Community levels, in spheres of social, cultural and economic development.

Yvette is a former Deputy Chairperson of the Yilli Rreung Housing Aboriginal Corporation and a strong supporter of Indigenous Business she plays an integral part of an extensive network of Indigenous community leaders, traditional owners, people in government and Indigenous business developers.

Yvette prides herself on her cultural knowledge, professional ethics, acquiring new skills and knowledge, Yvette is a strong advocate for Indigenous home ownership, responsible economic development and cultural maintenance and reconciliation.

Yvette knows the relevant structures, policies and programs and the underlying cultural and environmental factors affecting Indigenous Housing and to achieving Indigenous economic development in urban and remote areas.

YVETTE CAROLINManaging Director

I gives me pleasure to present my 3rd annual report and communicate our challenges and how we addressed them.2016/17 has been one of the toughest financial year’s for the Noongar Mia Mia Board, staff and stakeholders, nevertheless we are pleased we achieved a transformation in 2017 with limited resources.

This year we collated our research on Aboriginal housing needs in WA and with these results, we designed a suit of complimentary NMM tenant enrichment programs, within a cultural framework. NMM tenancy support programs embrace the cultural and intergenerational barriers to sustaining a NMM tenancy’s and we maximise pathways for our tenants from community housing to Aboriginal homeownership.NMM have extended Aboriginal accommodation pathways for our tenants by linking our Community Housing Programs with external housing services including COOLABAROO transitional housing services, Mandjah Boodjah Elders Accommodation; Foundation Housing, WA Housing Authority; Keystart loans and IBA Home loans.We acknowledge the great work of the Coolabaroo Board, which is providing a vital transitional link in the ATSI accommodation pathway to Community Housing in Perth, the leadership of Dr. Robert Isaacs in formalising links between NMM and Keystart loans and the support from IBA Home ownership programs.We have also proudly partnered up with the Noongar Charitable Trust and Equity Trustees to trial a culturally-complex intergenerational NMM tenant enrichment program aimed at sustaining tenancies from an Aboriginal perspective and by applying cultural rationalisation.NMM continues to work in partnership with Housing Authority to deliver culturally appropriate Community Housing Services to Aboriginal families in Perth and Esperance

The NMM Aboriginal Housing Needs Register, which records Social, Affordable needs and NMM Homeownership candidates; across Perth and Esperance, was segmented this year and the NMM Social Housing Needs Register was amalgamated with the housing authority’s priority wait list. This agreement resulted in the signing of 5 new head leases in Perth. NMM awaits the signing of the remaining 45 new head leases in the coming year.

Decisions we have taken in 2016/17 that have made us stronger as an Aboriginal Housing company include;

Operationally, we completed an internal restructure, concluded a redundancy and recruitment process; applied a new financial management information system and evolved our existing community housing management databases.

NMM concluded the EAC management agreement and the IFSHP Contract in 2016 to develop a range of fresh Aboriginal Housing partnerships and continue to record and represent Aboriginal housing needs in Perth and Esperance.

The achievements of 2016/2017 demonstrate what we can accomplish with minimal resources and have made us more confident and more determined about our future. We believe we will exceed our current strong performance in 2018 and we want to build on what we have been achieving in 2017.

HOUSING PORTFOLIOSince 2000 NMM has managed a minimum (74) properties in 2015, (81) in the financial year ended 2016, consisting of twenty-five (25) houses owned by NMM, forty four (44) head leased in Perth and in Esperance from the WA Department of Housing, and we also manage properties for the Noongar Community Aboriginal Corporation (NCAC) at Gnangara and houses in Northam and York. NMM continue to support tenants in 17 houses transferred back to Indigenous Corporations as at 30 June 2017

NMM TENANT ENRICHMENT PROGRAMSNMM continues to design, develop and deliver professional culturally competent tenancy and property management services to all our Tenants, Property Owners and Stakeholders. This year we have trialed the NMM Tenancy Enrichment Program which highly complements the management of our housing portfolio as it offer’s tenancy advice and cultural strategies to better care for properties and meet the needs of Property Owners.

NMM have secured funding to deliver targeted tenancy support to participant families using an intensive intergenerational family support model which is aimed at maximizing a whole range of outcomes that reduce the risk of homelessness and long term unemployment.

ASSET MANAGEMENTThe company has well established risk management practices and procedures ensuring adequate insurance cover across all NMM assets. Insurable risks are reviewed quarterly. All assets with a written down value exceeding $5,000.00 have been insured. (Auditor, 2017)

INTRODUCTIONThe NMM Tenant Enrichment Program is a pipeline of NMM initiatives that seeks to address the underlying cultural factors in Indigenous housing in Perth, Northam and Esperance.

The initiative provides referrals for safe supported housing for Indigenous families in crisis, at risk of homelessness or those who may be escaping domestic violence and or child abuse.

The significance of this program is it is holistic as it embraces intergenerational circumstances that may have produced barriers for Indigenous tenants and family in sustaining tenancies and moving on to homeownership.

The initiative is Indigenous designed and focuses on delivering life skills mentoring and tenancy management support in a culturally appropriate manner.

The NMM enrichment pathway is aimed at helping tenants and their families to maintain a home and buy it one day.

TENANT ENRICHMENT PROGRAM OBJECTIVESThe program can be described as a culturally appropriate, value added initiative that increases the likelihood for NMM tenants and families to overcome extreme hardship and regain a healthy and happy life balance. For instance,

NMM Tenant enrichment maximises a family’s chances at getting employment, the kids to school, gaining training for youth and increasing disposable income.

This program needs positive recognition from the Indigenous community to keep attracting the funding and support needed to help these families so please contact NMM on [email protected] to participate.

PROGRAM PARTNERSHIPA pilot program partnership commenced with EQT with Noongar Mia Mia began in July 2015 and has grown to safely house 4 Indigenous families with over 16 Men, Women and Children.

Some family members, have sadly, come from extremely rough living situations and have had minimal to no crisis support until joining the program.

The program can be seen as a great example of a successful partnership between an Indigenous housing organisation and Aboriginal trusts and Corporations to deliver a culturally supportive housing program with multidimensional outcomes that benefit

AUSTRALIA’S FIRST PEOPLES NATIONAL ABORIGINAL & TORRES STRAIT ISLANDER HOUSING AUTHORITY.NMM continues to be a strong supporter for addressing the broad spectrum of Housing needs for Aboriginal people, not just in Perth and Esperance but Nationally. NMM, together with WA Shelter and the WA Aboriginal Legal Service was invited by the National Congress of Australia’s First Peoples to participate in the formation of the National Aboriginal & Torres Strait Islander Housing Authority. NMM Chairperson and Managing Director are on the interim national committee. NMM are working with Congress to develop a representative membership group in WA.

Report on the Financial Report OpinionWe have audited the accompanying financial report, being a special purpose financial report, of Noongar Mia Mia Pty Ltd (the company), which comprises the statement of financial position as at 30 June 2017, the statement of profit and loss and other comprehensive income, the statement of changes in equity, the statement of cash flows for the year then ended, a summary of significant accounting policies, other explanatory notes and the directors’ declaration.

In our opinion the financial report of Noongar Mia Mia Pty Ltd has been prepared in accordance with Division 60 of the Australian Charities and Not-for-profits Commission Act 2012 including;

(a) giving a true and fair view of the company’s financial position as at 30 June 2017 and of its financial performance and cash flows for the year ended on that date; and

(b) in accordance with the accounting policies disclosed in note 1 and Division 60 of the Australian Charities and Not-for-profits Commission Regulation 2013.

Basis for Opinion We conducted our audit in accordance with Australian Auditing Standards. Our responsibilities under those standards are further described in the Auditor’s Responsibilities for the Audit of the Financial Report section of our report. We are independent of the association in accordance with the ethical requirements of the Accounting Professional and Ethical Standards Board’s APES 110: Code of Ethics for Professional Accountants (the Code) that are relevant to our audit of the financial report in Australia. We have also fulfilled our other ethical responsibilities in accordance with the Code. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion. Emphasis of Matter Without modifying our opinion, we draw attention to Note 1 to the financial report, which describes the basis of accounting. The financial report has been prepared as a special purpose financial report for the purpose of fulfilling the directors’ financial reporting responsibilities under the Corporations Act 2001 and the Australian Charities and Not-for-profits Commission Act 2012. As a result, the financial report may not be suitable for another purpose. Director’s Responsibility for the Financial Report The directors of the company are responsible for the preparation and fair presentation of the financial report and have determined that the accounting policies described in note 1 to the financial statements, which form part of the financial report, are consistent with the financial reporting requirements of the Australian Charities and Not-for-profits Commission Act 2012 and are appropriate to meet the needs of the members. This responsibility includes establishing and maintaining internal controls relevant to the preparation and fair presentation of the financial report that is free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.

In preparing the financial report, the directors are responsible for assessing the company’s ability to continue as a going concern, disclosing, as applicable, matters relating to going concern and using the going concern basis of accounting unless the committee either intends to liquidate the company or to cease operations, or has no realistic alternative but to do so.

Auditor’s Responsibilities for the Audit of the Financial Report Our objectives are to obtain reasonable assurance about whether the financial report as a whole is free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with the Australian Auditing Standards will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of this financial report. As part of an audit in accordance with Australian Auditing Standards, we exercise professional judgement and maintain professional scepticism throughout the audit. We also: Identify and assess the risks of material misstatement of the financial report, whether due to fraud or

error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal control.

Obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the association’s internal control.

Evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and related disclosures made by the committee.

Conclude on the appropriateness of the committee’s use of the going concern basis of accounting and, based on the audit evidence obtained, whether a material uncertainty exists related to events or conditions that may cast significant doubt on the association’s ability to continue as a going concern. If we conclude that a material uncertainty exists, we are required to draw attention in our auditor’s report to the related disclosures in the financial report or, if such disclosures are inadequate, to modify our opinion. Our conclusions are based on the audit evidence obtained up to the date of our auditor’s report. However, future events or conditions may cause the association to cease to continue as a going concern.

Evaluate the overall presentation, structure and content of the financial report, including the disclosures, and whether the financial report represents the underlying transactions and events in a manner that achieves fair presentation. We communicate with the committee regarding, among other matters, the planned scope and timing of the audit and significant audit findings, including any significant deficiencies in internal control that we identify during our audit.
