7. Expert Opinion – Charles “Sid” Heal, Expert on the Development, Training and Use of Non-Lethal Weapons Charles “Sid” Heal is an expert on the development, training and use of non-lethal weapons. His

experience both in the United States Marine Corps and the Los Angeles Sheriff’s Department

(LASD) has given him a wide breadth and depth of knowledge in regard to non-lethal weapons. He

was the first municipal level law enforcement officer who specialised in non-lethal weapons retiring

with the rank of Commander from the LASD in 2008.

Charles “Sid” Heal: The same things as in any other market. You've got to build it better or you

have got to build it cheaper. It has got to do new things or do the same things in a more expansive

manner.

Visiongain: Are the big defence contractors actively looking at the NLW more than they have

previously?

Charles “Sid” Heal: Yes and no. The big contractors, no. They are still looking at large

conventional weapons contracts largely. I don't see that changing soon.

What has changed is a lot of the subsidiaries of these large companies, and the smaller players in

the defence market, who moved to looking at the non-lethal weapons market when contracts for

conventional military weaponry were lost, were required to diversify in an effort to survive.

Interestingly, all of the entries to the market from around 1995 to the late 1990's - the first five

years - where simply using known physics and technologies that they then adapted. There was no

innovation. Take a projectile, slow it down and make the impact point wider to decrease lethality,

which the level of technical expertise and was initially being put into non-lethal weaponry.

Until the TASER came along; and the TASER had existed as a concept since the 1970s; there had

been no technological innovation. But the new TASER did not use gunpowder. That was a major

breakthrough. This was partly because of the law, where it meant it was not classified as a firearm.

As far as chemicals are concerned, there has been no real change in the market. OC has been

around since 1987, CS gas since 1911, in some forms. Nothing new has been done for the last 50

years apart from that.

The Boeing company have the ability and technological expertise to undertake significant R&D in

non-lethal DEW’s. The significant internal investment, accompanied with US federal spending is

crucial to continued technological evolution.

The Boeing Company has been awarded a U.S. Army contract valued at approximately $36m to continue

developing a truck-mounted, high-energy laser weapon system that will destroy rockets, artillery shells and mortar

rounds. Under the High Energy Laser Technology Demonstrator (HEL TD) Phase II contract Boeing will

complete the design of, then build, test and evaluate, a rugged beam control system on a Heavy Expanded Mobility

Tactical Truck. Boeing also will develop the system-engineering requirements for the entire HEL TD laser

weapon system.

USA Boeing - Jul-11

Boeing announced that its Directed Energy Systems division has signed a teaming agreement with BAE

Systems to develop the Mk 38 Mod 2 Tactical Laser System for defence of U.S. Navy ships. The Navy awarded the BAE

Systems team an initial contract in March to build a demonstrator unit of the system. Boeing is a subcontractor

to BAE Systems under this contract.

USA Boeing 16.1 Oct-12

Boeing is to develop a truck-mounted 10 kW laser weapon for the US Army. According to a US Department of

Defense announcement, the award will support test and integration of a beam control system with the high-power solid-state laser for future use to counter rocket, artillery

and mortar attacks.
