South Australian Seafood Advisory Forum South Australia has many natural competitive advantages for seafood production and the South Australian Government recognises it has a key role in assisting the growth and realisation of opportunities.

To help realise these goals, the Minister for Primary Industries and Regional Development is establishing a South Australian Seafood Advisory Forum.

Forum membership will include representatives from commercial fishing, charter fishing, recreational fishing, Aboriginal traditional fishing and aquaculture to facilitate strong and effective communication between all sectors. It will also include expertise-based positions in the areas of marketing and sales, chef/restauranteurs, retail, fish processing, industry development, training and skills.

The forum will focus on key policy issues to support growth across all seafood sectors and consider opportunities for expansion in domestic and export markets, business development and skills and training. Representatives from all sectors will work towards the common goal of developing a 10-year plan to drive greater growth of South Australia’s seafood sector.

The growth plan will establish a clear and achievable vision and establish goals to realise the opportunities for the seafood industry. It will also identify the constraints to driving growth through the identification of cross-cutting issues and opportunities.

Nomination detailsNominations are now open for applicants interested in joining the South Australian Seafood Advisory Forum.

MembershipMembership of the forum will comprise industry representatives and experts to drive growth of the seafood industry.

Nominations are now being sought for the following positions:

Seven industry sector positions:

o commercial fishing industry representative

o charter fisher representative

o aquaculture industry representative

o commercial fishing entrepreneurial champion

o charter fisher entrepreneurial champion

o aquaculture entrepreneurial champion

o Aboriginal traditional fishing entrepreneurial champion.

Four expertise-based positions:

o fish processer entrepreneurial champion

o marketing and sales expert

o stakeholder engagement and communication expert

o skills and training expert.

Additional positions will also be directly appointed to the forum by the Minister as follows:

Two recreational fishing positions will be nominated by the Minister’s Recreational Fishing Advisory Council.

An independent Chair will be appointed to lead the governance process, facilitate meetings and engagement with forum members and drive development of the 10-year strategic plan.

A PIRSA Food and Wine Ambassador with a chef/restauranteur background.

Three government officials will be appointed to the forum:

o a PIRSA Fisheries and Aquaculture representative to provide expertise in fisheries and aquaculture management when requested

o a SARDI representative to provide expertise in fisheries research when requested

o a Department for Trade and Investment representative to provide expertise on trade and market development.

Selection CriteriaIndustry sector representatives should demonstrate a high level of experience within their nominated sector and where possible also demonstrate the following characteristics:

skilled professional base

innovation

competition mindset

collaboration and integration

prominent in their associations and/or communities.

Expertise-based representatives will be assessed against the following criteria:

skills and experience in areas of expertise

innovation and network

collaboration and integration.

Assessment processAn independent Selection Panel has been appointed to review and assess nominations.

Once the nominations have been received, the selection panel will meet to assess applications for eligibility and provide recommendations to the Minister on nominees that would be most suitable for positions on the Forum.

The successful candidates will be considered and appointed by the Minister for a two-year term.

South Australian Seafood Advisory Forum Terms of ReferenceThe following Terms of Reference have been determined by the Minister for Primary Industries and Regional Development.

1.0 RationaleSouth Australia has many natural competitive advantages for seafood production and the South Australian Government recognises it has a key role in supporting the growth and realisation of opportunities in the seafood industry in South Australia. Realising the growth opportunities for South Australia requires a shared understanding of the context of seafood operations in South Australia and the development of common industry goals, accepted and supported by industry and government to drive development and innovation and become a rallying point for the seafood industry.

The fulfilment of these goals will require strong leadership by industry and the development of partnerships across industry and the broader South Australian community with the role of government to support industry through appropriate policy development.

The Seafood Advisory Forum is established to support growth in South Australia’s Seafood industry and facilitate strong and effective communication between all stakeholders.

2.0 RoleThe Seafood Advisory Forum (the Forum) is an advisory group established to:

Develop a shared understanding of each sector’s business environment, market, and industry trends;

Identify and leverage South Australia’s competitive advantages and how they can play a greater role in growing the seafood industry through leveraging South Australia’s premium brand;

Identify key cross-cutting issues facing the seafood industry that could be barriers to growth both now and for the future;

Identify new opportunities in market diversification, value-adding, under-utilised, lesser known or non-premium products, and export opportunities;

Develop common approaches and joint action to issues identified in growth strategies including sources of investment;

Work with our education and skills sector to identify training programs to support the skills and development of our seafood sector to build capacity and provide for succession; and

Develop an overarching strategic growth plan for the seafood industry that clearly identifies a vison, achievable goals and strategies to achieve growth.

4.0 ScopeThe scope of the Forum will be focused on high-level strategic issues to foster and progress development in South Australia’s Seafood Sector.

The principal task of the Seafood Advisory Forum is to develop a Seafood Plan for South Australia to give clear direction and focus for the seafood industry. The Forum will consider key issues for

implementing the plan and;

serve to network between seafood sectors with diverse interests, integrate and collaborate across the seafood industry and the community.

The Seafood Forum will not consider sector-specific or operational management issues as these need to be dealt with either through the development of sector-specific growth strategies or existing co-management arrangements for these sectors. The Forum is not a legislative, regulatory or decision-making body and is not authorised to spend or commit funds.

5.0 MembershipMembership of the forum will comprise a combination of seafood champions, representatives and an independent chair as follows:

A number of observers will also be present during meetings:

PIRSA – executive support for the Forum

The Forum may also request additional individuals with specific skills as required to attend.

The forum will seek to maintain a gender balance through appointments to positions of at least 40% women and 40% men.

5.1 Chairperson and DeputyThe Forum will be chaired by an independent Chair to assist in the functioning and governance of the Forum. The Minister for Primary Industries and Regional Development may attend to hear deliberations on an as needs basis.

5.2 Members responsibilitiesForum members must be able to demonstrate a sound understanding of their relevant area of expertise and bring forward issues for consideration based on that understanding. This will include, where relevant, developing/collating industry specific plans to inform the overall SA seafood strategy.

The Forum will operate on a consensus basis wherever possible.

To ensure open and free discussion, the Chatham House Rule will apply i.e. “When a meeting, or part thereof, is held under the Chatham House Rule, participants are free to use the information received, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, may be revealed”.

In addition, views which may be expressed are not to be considered binding nor prejudicial.

Members will act with courtesy, honesty and respect towards each other and recognise the respective roles and responsibilities of all members.

No remuneration will be payable for attendance at Forum meetings; however, reasonable travel expenses will be considered for regional members or for meetings held in regional SA.

6.0 Executive SupportExecutive support will be provided by PIRSA and will include the following responsibilities:

1) Organise meetings, prepare and circulate agendas and minutes.

2) Prepare and circulate background, discussion or information papers, where required.

3) Record and prepare a summary of the meeting.

4) Prepare correspondence and perform any other relevant administrative tasks.

5) Maintain files and records of meetings.

7.0 Meeting Operations

Frequency

The Forum will meet three to four times per year, or at the discretion of the Minister. Meeting dates will be scheduled at the conclusion of each meeting. Timing and scheduling of meetings is by agreement between the parties. The Forum will continue to meet until such time as the Minister determines.

Papers

Agendas, minutes of the previous meeting and supporting papers will be distributed at least five working days prior to each meeting. Draft Minutes will be sent to the Forum Members for comment, by the Executive Officer, within seven working days of the meeting. At the next meeting, the Minutes should be ratified by the Forum.

Attendance/Commitment

Members are expected to be available for all meetings to their best ability and may attend virtually by electronic means. Members may be asked to consider issues out-of-session. No proxy members will be permitted.

7.1 Observers and GuestsOther persons may attend Forum meetings to observe or contribute to specific agenda items from time to time as appropriate.

7.2 Decision MakingThe Forum is not a decision making body, but provides recommendations and advice to the Minister on seafood industry growth and development matters. An outcome of the Forum is to be reached by consensus, wherever possible. Where this is not possible, dissenting views will be recorded in the outcomes of the meeting.7.3 Working groupsAd-hoc working groups may be established by the Forum to deal with specific issues as required that would benefit from more intensive consideration, expertise, and collaboration.

8.0 ConfidentialityThe Forum will agree on matters that should remain confidential to the Forum and how these matters are to be documented.

9.0 Reporting and CommunicationA summary of Forum meetings will be in the form of a Chair’s communique. A draft communiqué will be provided to Forum members within ten working days after the meeting and subject to confirmation by Forum members.

The Communique will then be made public via the PIRSA website.

10.0 Review The Terms of Reference of the Forum will be reviewed annually, or on an as needs basis.
