do not allow any open source addresses.  We recommend that you transfer the files back to your

site and then have it offered to all sources. Using web sites directly from any observatory computer

is not allowed.

Note that, your device will be placed in a VLAN at the site with other cooperative devices. It is 

recommended that your computer has its own firewall installed. Any damages your computer causes to 

other systems will be your responsibility and not GMD's.

Standard Operating Procedures (SOPs) 

SOPs must be provided to clarify observatory staff expectations. SOPs may have to be modified 

for the observatory site. PI shall create & maintain the SOP.  Someone from the project must 

train the observatory staff on site before departing the observatory. 

Part III ‐ Operations & Maintenance Phase 

1. In order to help NOAA/ESRL/GMD staff better understand your project and its requirements, please

describe your anticipated observing procedures, including the approximate number of observations

the observer makes, their duration (continuous or discrete), calibration needs, quick‐look displays

and requirements, daily/weekly checks, etc.  Include all aspects of experiments, such as:  paperwork,

telephone calls, packaging and mailing, etc. (Attach current SOP to this document).

2. Describe any discrete collections (flasks/filters, etc.).  How will the samples be shipped to and from

the Observatory?  What are your resupply methods?  Are there any gas cylinders or other restricted

articles involved in collections?

3. How will data be acquired, stored and sent to you?

4. Will any data analysis or reduction be done at the Observatory?  Describe.  What method of data

quality control will be provided to the Observatory staff to ensure proper data acquisition?

Part IV ‐  Project Termination Phase 

Describe how the project will be terminated.  Who will shut down equipment? Who will pack, haul it from 

observatory, and have it shipped back to the project’s organization? Enter the estimated amount of time

If the project is on a year‐to‐year contract, contract renewal musy be determined about two months prior 

to termination date to allow time for removal of equipment if project is not renewed. 

A project passing the termination date of contract without renewal may be shut off and removed from the 

network.  A fee may be charged to the parent organization for unclaimed equipment which must be 

removed by site staff.  If agreed to by GMD management, a project may remain at the site for a reasonable 

period of time if new funding is likely. 

Three attempts will be made to contact the PI to determine how cost of removal and shipping equipment 

will be done.  If PI does not respond, the equipment will be considered GMD’s and its fate will be 

determined by GMD Staff.  Note failure to respond may jeopardize any future applications from PI and its 

organization. 

Part V ‐ Foreign National Visitor Policy Foreign national guests (non US) visiting a NOAA site for more than three days must complete the following procedure:

1) Please notify Julie Singewald 90 days in advance of any foreign national visitation to a GMD site.

2) Please send Julie via email a list of the computing systems any foreign nationals will access atGMD facilities.

3) If the foreign national will have access to the Research and Development High PerformanceComputing System, it is required to get prior approval from GFDL. Julie is responsible for gaining approval from GFDL. This adds processing time. Please allow an additional 5 works days for this approval.

4) Julie will notify the foreign national what date they can enter the site. Do not purchase airline tickets before receiving this information.

5) Mandatory background investigations are performed for every foreign national who will be onsite six months or longer. Background processing requires fingerprint cards, completing the OF-306, and a Security cover sheet. Julie can provide you with these forms.

PLEASE NOTE THAT VISITORS WITH A "GREEN CARD" DO NOT NEED TO COMPLETE THIS PROCESS.

Foreign nationals must be escorted by observatory staff at all times at NOAA facilities. Escort must be coordinated with the observatory station chief.

PART VI ‐ Agreement Terms‐of‐Use 

Your signature below indicates that you have read and that you consent to NOAA/ESRL/GMD’s Terms of Use 

for the NOAA/ESRL/GMD’s Baseline Observatories.  If granted access, it will be required that you will adhere 

to the following policies to ensure continued success for all research activities at the site.   In addition, this 

terms‐of‐use agreement will also be enforced  (as applicable) to cooperative programs that do not require 

personnel access to an observatory and only have  instrumentation  in the field.   NOAA/ESRL/GMD reserves 

the  right  to  revoke  any  cooperative  agreement  when  it  deems  the  actions  (or  lack  thereof)  of  any 

cooperative partner are detrimentally affecting  the  staff and/or observatory.    In general,  failure  to meet 

these terms of use will first result in a written notification that will include a request to become compliant 

by a specified date.   Continued failure to meet these terms, after written notification has been  issued, will 

result in the discontinuation of your program and the revocation of your cooperative agreement.   

NOAA/ESRL Terms of Use includes (not limited to): 

The observatory station chief is the site director and has final authority at the facility.

All station visits must be coordinated with the local station chief for access to the site.

All cooperative partners and their guest must sign‐in to the guest book when they arrive at thesite.

Guests are not allowed at the site without prior approval from NOAA/ESRL/GMD.

No computers are allowed onto the local observatory network without prior approval from NOAAIT observatory staff.

Any or all uses of the observatory’s computer/network system and all files on this network maybe  intercepted, monitored,  recorded,  copied,  audited,  inspected,  and  disclosed  to  authorizedsite, Department of Commerce, and law enforcement personnel, as well as authorized officials ofother agencies, both domestic and foreign. By using the observatory network, the user consentsto such  interception, monitoring, recording, copying, auditing,  inspection, and disclosure at  thediscretion of authorized site or Department of Commerce personnel. Unauthorized or  improperuse of this computer system may result in administrative disciplinary action and civil and criminalpenalties.

No smoking (indoor or outdoor) at the site.

No open fires, camp stoves, or BBQ grills.

No portable generators or space heaters at the site.

No chemicals and/or solvents without prior permission.

No spray foam, “blue board”, or “pink board” insulation.

All projects must use energy efficient pumps, computer towers, monitors, etc. when possible.

NOAA/ESRL  tools will  only  be  loaned  to  cooperative  project  on  a  limited  basis  and  only withstation chief’s permission.

All loaned tools and materials must be returned to the observatory staff when finished.

After  the  cooperative  project  ends,  you  are  responsible  for  returning  the  site  to  the  samecondition as it was prior to your arrival (within reason).  This includes: patching holes in the wall/roof, removing trash, and shipping the equipment back to your home institution.

No  longer  than one year after  the  termination of your project all equipment, air and electricallines, gas cylinders and shipping containers etc. must be  removed  from  the observatory site atthe expense of your project or employer.  This includes the cost of transporting and shipping yourproject materials back to your base of operations.

Long distance phone calls are prohibited, unless authorized by the station chief.

Participants are prohibited from bringing or changing wireless access points without GMD approval.

Hazards  at  the  site(s) may  exist  and  you  are  responsible  for  your  own  safety.    Hazards mayinclude  (but,  not  limited  to):  cold  weather  exposure,  altitude  exposure,  extreme  weather,wildlife, terrain, electrical, noise, EMF, optical, laser, pressurized gas, tower, chemical, and fire.

This agreement is only for the project and devices listed above, any new instruments or majorchanges in procedure will require another cooperative agreement or this existing agreement tobe updated, reevaluated, and approved by appropriate GMD management.

Definition of roles: 

PI (Principle investigator) – Person in charge of the project. This person determines the procedures (SOPs) 

that needs to be done for the project.  

PI‐Tech ‐ Staff member working with the PI for project support, computer person, technician, etc. this 

usually is a person Observatory staff would contact for troubleshooting (if not the PI). 

Observatory PI – At some stations, a specific staff member that is assigned to the project. This person is the 

main point of contact of the PI and PI‐tech(s). This person would be the most knowledgeable person for the 

project at the observatory site when the PI and PI‐tech are not at the site. 

Annual Status Report An “Annual Status Report” on your project needs to be submitted to GMD annually.  The project will be 

reviewed yearly to verify that it is current and expenses are covered. Changes in staff wages and costs of 

resources will be used to update the project fees for renewal. 

Send the annual report to GMD Field Operations Manager ([email protected]) and the observatory station chief.  Note:   During May, GMD hosts an annual conference in Boulder, Colorado.  

Presenting a paper or poster is highly encouraged. 

This agreement only applies to the instruments listed above. Any additions of equipment or major 

changes to procedures will require another coop agreement or an update and re‐evaluation of this 

agreement. Changes must be approved by GMD management before any new implementations can take 

place.
