After more than a 100 years and a postponement caused by Hur-ricane Florence, a South Carolina World War I veteran posthumously received his Purple Heart Medal at a ceremony on Fort Jackson Oct. 13.

The late Sgt. Perry Loyd was from Sumter County and served at the then Camp Jackson with the 371st Infantry Regiment, 93rd Divi-sion (Colored). He would serve in the trenches of the Western Front before being wounded Sept. 29, 1918.

Y (� �� �0�7���������0�����/+�5 (�8��/���Y���+��+����������0�that was originally scheduled for September, but was rescheduled due to the impending arrival of Hurricane Florence. Loyd’s grand-

son, Perry W. James IV, accepted the medal on behalf of his family.James said he takes pride in his grandfather’s medal because “Its

proof that my grandfather was a patriot, a war hero, and a leader of men.”

Loyd was wounded at the battle of the Argonne Forest, which was part of the Meuse-Argonne Offensive that stretched along the entire Western Front. It was fought from Sept. 26, until the Armistice of Nov. 11, 1918, during which Loyd was wounded. With the end of the war, Loyd was promoted to sergeant, discharged and returned to his life as a sharecropper in Sumter County, South Carolina.

Fort Jackson’s commander, Brig. Gen. Milford “Beags” Beagle Jr., said it is important to ensure Soldiers receive the medals they are ���������(�� +�5��/(� �����(��+5���� ���0���+5�������

“We got to set this right because he earned it but nobody ever pined it,” Beagle said. “As you can tell, as Soldiers, that is something that is near and dear if you earned it, awards are pinned.”

Loyd died in 1946 at the age of 61, a decade before the birth of his grandson who was named for him.

James helped lead the charge to get the medal awarded, and with 5��/� ���� -���� E �� -��++[(� ���� +5�� ������ 7�(� ����0� (��������James is a World War I reenactor and has given speeches on post about the African-American experience during the Great War.

The Army is moving away from its in-dustrial age pay and personnel system that only sees rank and branch, and is transition-ing to a talent management-based approach, said Brig. Gen. Joseph P. McGee.

McGee, director of the Army Talent Management Task Force, spoke at the Asso-ciation of the U.S. Army’s Annual Meeting and Exposition, Oct. 10.

Initial efforts have focused on active-��+0� ����� �(( #����+(�� 5�� (� ��� "0� +5��������+5 (�0�������������(�7 ���������������in a web-based, talent management portal known as Assignment Interactive Module version 2, or AIM 2.0, upon entering the Army.

46&� :��[(� ��+� V� ������(� +5�� ����[(�knowledge, skills and preferences, which ��+�5�(� +5�������7 +5� +5������(�������-sires of units where he or she is eligible to serve, he said.

Maj. Gen. Jason T. Evans, commander of U.S. Army Human Resources Command, said AIM 2.0 is a “marketplace that allows ��+5� ����(� ���� �� +(� +�� ��Z��+ (�� +5��-selves, express their preferences, and inter-act with one another to shape both parties’ interests to increase satisfaction and meet requirements.

“The portal greatly increases informa-+ �������+���������+5���#5�����(����+5�+�offers relevant information not otherwise ���+� ���� 7 +5 �� +5�� +��� + ����� ����� ��-cord brief,” he continued. “Similarly, units are able to share detailed information about

each of the jobs in the marketplace. This increased transparency and knowledge fa-cilitates the assignment of uniquely talented ����(�+���� +(�7 +5�(/�� ������ �����+(�)

However, Evans said AIM 2.0 is not the ���� /�����+�� ��+� (� ��+5��� �� �� �#�� +�� +5��Army’s premier talent management system, known as the Integrated Personnel and Pay System-Army, which will eventually re-place it.

Col. Greg Johnson, chief of the IPPS-A Functional Management Division, said there are several planned releases of IPPS-A, and +�������+�0� (� ��+5������+�(+ �#��������(��number two. The Pennsylvania Army Na-tional Guard is involved in the testing at this time.

Army moving to talent management approach to guide career paths

Army Cyber Command plans to add more direct commissioned officers in an effort to bolster the emerging force. Direct commissioning is just one of many talent management tools the Army will be using in coming years.

Aesthetics and the Army don’t always go hand-in-hand, but keeping Fort Jackson beau-tiful is a priority of the installation. A new system was implemented in September to keep post looking its best.

E5��4���� "���+ ��+ ��� 8��#���� �(( #�(�units a part of post they are responsible for maintaining. It maps out boundaries for each unit to upkeep so no areas are neglected.

The year-round effort will complement the annual Army-wide fall and spring clean-ups.

The appearance of post is important to Fort Jackson’s 5,000-9,000 weekly visitors, said Garrison Command Sgt. Maj. Anthony Wil-

son, of Winston-Salem, North Carolina.'�E5�� �//�������� �� +5�� /�(+�� (� +5�� �(+�

�/��(( ���)�������8�(+���������-#+��&�-jor Jerimiah Gan, native of Crocker, Missouri.

Many who arrive at Fort Jackson have never stepped foot on a military installation, Gan said.

The Army’s image is at stake.Having a beautiful installation is in keep-

ing with the Army way, said Staff Sgt. David Strelow, of Morristown, Tennessee.

Strelow knows a thing or two about keep-ing Fort Jackson beautiful.

He works with Basic Combat Training Soldiers and drill sergeants during “detail week” doing improvement and maintenance projects.

As a Soldier, “you kind of have a higher (+������)�+��� Z���/�+���-+����7�(� ���8��/���0�caring for the installation goes hand-in-hand with these elevated expectations.

It’s important to keep post clean so Sol-diers can proudly show off Fort Jackson to their Families, Strelow added.

That is why there is constant, ongoing maintenance, Wilson said.

At any given time, there is bound to be someone out picking up trash, mowing lawns, removing weeds or doing other odd jobs.

Upkeeping the land has sometimes proved problematic in the past.

segments, “like a giant jigsaw puzzle,” Gan

said. Fort Jackson’s main units are assigned to clean and maintain certain portions of post year-round.

unit is responsible for, Gan explained.Each sergeant major enforces adherence to

the clean-up schedule, he added.Removing waste and performing basic

four quadrants. Range and training areas are divided into three parts.

Brig. Gen. Milford ‘Beags’ Beagle Jr., Fort Jackson Commanding General, speaks Oct. 16 during the Lt. Gen. Timothy J. Maude Leadership Lecture Series at the Solomon Center. The lecture series is named after the highest ranking official killed during the Sept. 11 terrorist attacks on the Pentagon. The lecture series, sponsored by the Adjutant General School helps broaden Soldiers’ leadership skills. Beagle said, “Leadership is not a spectator sport,” and that leaders must be willing to engage with their peers and subordinates in order to improve themselves. A major portion of becoming a better leader is learning from feedback.

Vampires have been captivating the imagination and scaring the young and old for centuries. The Directorate of Fam-ily Morale, Welfare and Recreation and the Post Library encourage adults to face their fears and join them for Dracula’s Hallow-een Party and Horror Classic Stories from 8-11 p.m. Oct. 18 at the Post Library.

“We are very excited about this event and have been planning it for months,” said

Theresa O’Hagan, marketing and advertis-ing specialist, Marketing Division, Family and MWR. “We are going to have spooky readings from some of Edgar Allen Poe’s best loved works. Dracula’s maidens from the Columbia City Ballet will be attending in costume. Executive director, William Starrett, is also coming and will be able to answer questions on his ballet adaptation of the classic novel.

The 2018 USAG Organization Day goes out with a bang in an intense tug-of-war match. Garrison employees tested their strength in several rounds of competition Oct. 12 during a day of fun and games in appreciation of Fort Jackson’s Garrison employees.

One day after Hurricane Michael hit Fort Jackson, Darby Field was the site of the annual USAG organization day.

The storm left a breezy, sunny Friday afternoon Oct. 12, perfect for the games.

All Garrison employees and their Families were welcomed to the free event. An optional lunch was the only cost.

This year’s theme was “game day tailgate.” Wearing team T-shirts and jerseys was encouraged.

The event is hosted as a yearly show of appreciation for Garrison employees.

It gives them a chance to relax and enjoy time away from their desks, said Zina Witherspoon, program analyst at the Directorate of Plans, Training, Mobilization & Security.

“We’re just out here to have fun,” she said.Horseshoes, volleyball, kickball and tug of war were a few high-

lights. There were also table games for the less-mobile.

Evans pointed out that the rollout of IPPS-A doesn’t mean that every Soldier will get his or her preferences. Rather, there will have to be a balance between preferences, talent and the needs of the Army. “There will always be a tension to balance that.”

McGee said he could envision such a developer getting direct commissioned to the rank of colonel and being put in charge of a capabilities team.

Much less likely would be direct com-missioning someone to be a maneuver commander, he said. It just won’t happen.

This new granting of authority prob-ably hasn’t occurred since World War II, he added.

Another authority granted has been to �V+���� ��� ����� ��� ���9���� (( ���������[(� ������� + ��� ��� ���� ��� 0���(�to 40, at the discretion of the secretary of the Army, he said. That would allow more time for such things as broadening

assignments or allowing someone with a unique skill to remain in the Army.

Kids take a crack at Nutcracker The Columbia City Ballet visits Fort Jack-son to teach some ballet basics and a sam-ple of ‘The Nutcracker’ choreography Oct. 15. A dozen Fort Jackson youth, ages 7-14, spent Monday evening at the SKIES center learning some new moves. The installation hosts a regular ballet class, but this was a one-time-only event. The Columbia City Ballet hosted the class, free to the installa-tion, in anticipation of its upcoming perfor-mance of ‘The Nutcracker’ at the Solomon Center Nov. 10. Jerry Opdenaker, a cho-reographer for the Columbia City Ballet, led the class. It was a way to ‘give back’ to the community, said Darius Lane, director of youth sports, who teamed up with the SKIES program to coordinate the event.

“Every building, road and gate within the cantonment area will be assigned to a unit,” the order states. “Ranges and training areas used frequently and on a repetitive and daily basis will be assigned to a unit.”

Roads – inside and immediately outside of Fort Jackson – and gate entrances have also been divvied up.

Everyone on post, not just units with for-mal assignments, can play a role in beauti-fying the region.

“When you see trash, pick it up,” Wilson said.

It’s an “ongoing, everyday thing,” Gan added. It’s all a part of the “unit pride” and “high standards” Fort Jackson is known for. Everyone on post “needs to take pride and ownership” in how the land is maintained.

“Many hands make light work,” Gan said.

That is also the theory for the Army’s bi-annual cleanups.

Every year, one is held in fall, and one in spring.

This autumn’s spans from Oct. 18 through Nov. 15.

their own food, and a mini chili cook-off was held – not to upstage the upcoming, an-nual Fort Jackson Fire De-partment and Directorate of Family, Morale, Welfare and Recreation chili cook off. Only a couple of competitors entered for USAG org day, Witherspoon said.

With 110 people signed up to eat, 150-200 attendees were expected in total.

Fewer kids joined in the fun this year.

In 2017, the game day was held during the summer before school was back in session.

“Nobody played any games,” she continued.

This year, while Family members were still invited, the day was primarily intended to give employees a break.

Fort Jackson Garrison Commander, Col. Stephen Elder helped provide that re-spite. He was a server in the catering line.

Elder voiced his apprecia-tion before the games began.

The Army awarded a subsidiary of Domin-ion Energy a contract to operate the electric utility system for Fort Jackson, beginning in April 2019.

Improvements in resiliency and reliability are expected. Lowered costs are a future pos-sibility.

The contract was awarded to Dominion Privatization South Carolina, which will own, operate and maintain Fort Jackson’s electric system for the 50-year contract period.

The company will acquire Fort Jackson’s electric utility assets as part of the Army’s plan to sell its utility assets to upgrade on-post sys-tems.

The contract is valued at $142 million.It will “provide a reliable source of re-

sources to keep the system operating,” said Rich Glass, chief of the utilities and energies branch of the operation and maintenance divi-sion of the Directorate of Public Works.

Dominion Energy is being incentivized to bring it into the 21st century, Glass added.

A portion of the electric equipment now in use on post has been around for 50-70 years. Some of the equipment in the original substa-tion dates back to the 1940s.

Some antiquated equipment currently in use is “beyond lifecycle,” Glass said.

Many parts that would be required for repair are no longer available for purchase. They’re outdated.

Such equipment will be replaced with the contract’s implementation, Glass said.

Relief to Fort Jackson’s wallet is a future possibility.

Currently, Fort Jackson operates under a “strange voltage,” Glass explained. It is dif-ferent than what is used by the rest of the Mid-lands.

Once Dominion Energy makes its planned changes, the installation will switch to the

traditional voltage, eliminating the need for a special transformer.

Before a cost reduction will be seen, nego-tiations will have to take place with SCE&G.

Those discussions are likely a year away, give or take, Glass said.

A more resilient grid, even in the face of storms and hurricanes, will be the more im-mediate result.

Fewer power outages are expected. Fort Jackson operates under two substa-

tions; locations on post are run by one or the other.

With Dominion’s planned advances, if power goes out in one region of the post, pow-er capacity to that area will be rerouted to the alternate substation.

It will allow for line transfer to bring back electrical capabilities, Glass ex-plained.

“Dominion Energy has a proven track record in the electric distribution market. The company owns and operates the larg-est regulated utility in Virginia with more than 2.6 million customers,” Johnson said.

The utility, Dominion Energy Virginia, has more than 57,900 miles of electric distribution lines and more than 6,600

miles of transmission lines.For those living and working on post,

the switch to Dominion Energy should be seamless. “Those living on base will not see any increase in their rates and we have committed to improving the overall reli-ability of the system,” Johnson said.

“We are proud to have been awarded the contract,” Johnson added. “But our goal is to be more than just the company operating and maintaining electric power. We want to partner with the Army and be a part of the community. We have a tre-mendous volunteer ethic across our com-pany, and we intend to lend a hand in lots of educational, civic and social projects.”
