O R D E R

No. 7-11/EC/DD/2020: Whereas, the Administrator of Dadra & Nagar Haveli and

Daman & Diu has determined the total number of seats (including the seat of Sarpanch) for

each Gram Panchayat and District Panchayats in Daman and Diu vide Notification No.

BDO/DMN/NEWGPS/WARDS/2019/737 dated 23.09.2019 and Notification No.

BDO/DMN/NEWGPS/WARDS/Part-2/27/2019/e-153905 dated 11.06.2020

And, Whereas, the Election Commission for the Union Territory of Dadra & Nagar

Haveli and Daman & Diu has delimited the wards of Gram Panchayats in Daman and Diu

and notified them in the Official Gazette of Daman & Diu vide Notification No. 14 F.No..

7-5/EC/DD/2015 dated 09.05.2015;

And whereas, the Union Territory Administration of Dadra & Nagar Haveli and

Daman & Diu has determined the delimitation of wards of District Panchayat, Daman and

notified them in the Official Gazette of Dadra & Nagar Haveli and Daman & Diu vide

Notification No. 47 F.No. BDO/DMN/NEWGPS/WARDS/Part-2/27/2019/e-17059 dated

07.10.2020;

And, Whereas, Rule 3 (1) (b) of the Daman and Diu Panchayats (Election Procedure)

Rules, 2014 provides that “wards in which seats are reserved for the Scheduled Castes, the

Scheduled Tribes, Women belonging to these castes or tribes and Women shall, as far as

practicable, be distributed in different parts of the Gram Panchayat and the District

Panchayat and they shall be rotated by the Commission draw of lots so that it is ensured

that seats are so reserved in all the wards of the Gram Panchayat and the District

Panchayat, as the case be, before such reservation made in respect of a ward for the

second time.”

Therefore, in compliance thereto, a public draw of lots was held at Vivekanand

Auditorium, Nani Daman, on 08.10.2020 in the presence of representatives of Political

Parities and others interested in the subject to identify the seats reserved for women the

Scheduled Castes, the Scheduled Tribes, and women belonging to these castes or tribes

in Gram Panchayats, offices of Sarpanch of the Gram Panchayats and the District

Panchayat, Daman in Daman District.

Now, consequent to the draw of lots and in exercise of powers conferred on it under

Section 12 and Section 55 of the Daman and Diu Panchayats Regulation, 2012 read with

rule 3 (1) (b) of the Daman and Diu (Election procedure) Rule, 2014, the Election

Commission for the Union Territory of Dadra & Nagar Haveli and Daman & Diu hereby allots

the seats reserved for women, the Scheduled Castes, the Scheduled Tribes, and women

belonging to these castes or tribes in Gram Panchayats, offices of Sarpanch of Gram

Panchayats and the District Panchayat, Daman, in Daman district in the UT of Dadra &

Nagar Haveli and Daman & Diu appended in Schedule 'A‟, „B‟ and 'C' of this order

respectively for the forthcoming General Election.

O R D E R

Whereas, the Administrator of Dadra & Nagar Haveli and Daman & Diu has determined the

total number of seats (including the seat of Sarpanch) for each Gram Panchayat and the

District Panchayat in Dadra & Nagar Haveli vide Notification No. DPO/EO/(VP)/EC

(UTs)/DPW/2014/130 dated 24.03.2015 and Notification No. DPO/EO/(VP)/EC

(UTs)/DPW/2014/363 dated 17.04.2015;

And whereas the wards of Panchayats have been delimited by the Election

Commission for the Union Territory of Dadra & Nagar Haveli and Daman & Diu and notified

in the Official Gazette of Dadra and Nagar Haveli vide Notification No.80 F.No.8-

5/EC/DNH/2015 and Notification No.81 F.No. DPO/EO(VP)/EC (UTs)/DPW/2014/72 both

dated 02.07.2015;

And whereas. Rule 3 (1) (b) of the Dadra and Nagar Haveli Panchayats (Election

Procedure) Rules, 2014 provides that "wards in which seats are reserved for the

Scheduled Castes, the Scheduled Tribes, Women belonging to these castes or tribes and

Women shall, as far as practicable, be distributed in different parts of the Gram

Panchayat and the District Panchayat and they shall be rotated by the Commission by

draw of lots so that it is ensured that seats are so reserved in all the wards of a Gram

Panchayat and the District Panchayat, as the case be, before such reservation is made in

respect of a ward for the second time. "

And in compliance thereof, a draw of lot was held at Town Hall, Silvassa on

6th October, 2020 in the presence of representatives of Political Parties and others interested

in the subject;

Now, consequent to the draw of lots and in exercise of the powers conferred on it

under section 12 and section 55 of the Dadra and Nagar Haveli Panchayat Regulation, 2012

read with rule 3 (1) (b) of the Dadra and Nagar Haveli Panchayats (Election Procedure)

Rules, 2014, the Election Commission hereby allots the seats reserved for women, the

Scheduled Castes, the Scheduled Tribes, and women belonging to these castes or tribes in

the Gram Panchayats, the District Panchayat and the offices of Sarpanches of the Gram

Panchayats in Dadra and Nagar Haveli, as shown in Schedule 'A', B' & 'C' respectively,

appended to this order, for the forthcoming General Election.

No. 7-11/EC/DD/2020: Whereas the Administrator of Dadra & Nagar Haveli and Daman &

Diu has determined the total number of seats (including the seat of Sarpanch) for each

Gram Panchayat and District Panchayats in Daman and Diu vide Notification No.

BDO/DMN/NEWGPS/WARDS/2019/737 dated 23.09.2019;

And, whereas, the Election Commission for the Union Territory of Dadra & Nagar

Daman & Diu has determined the delimitation of wards of District Panchayat, Diu and

notified them in the Official Gazette of Daman and Diu vide Notification No. 22 F.No.

5/45/PRl/DELI-DIU/2014-15/54 17.06.2015;

And, whereas, Rule 3 (1) (b) of the Daman and Diu Panchayats (Election Procedure)

Rules, 2014 provides that "wares in which seats are reserved for the Scheduled Castes, the

Scheduled Tribes, Women belonging to these castes or tribes and Women shall, as far as

practicable, be distributed in different parts of the Gram Panchayat and the District

Panchayat and they shall be rotated by the Commission by draw of lots so that it is ensured

that seats are so reserved in all the wards of the Gram Panchayat and the District

Panchayat, as the case be, before such reservation is made in respect of a ward for the

second time. "

offices of Sarpanch of the Gram Panchayats and the District Panchayat, Diu in Diu District.

O R D E R

Whereas, the Administrator of Dadra & Nagar Haveli and Daman & Diu, has

determined the total number of seats and the seats to be reserved for women, the

Scheduled Castes and the Scheduled Tribes and women belonging to these castes/tribes in

the Silvassa Municipal Council vide Notification No.DNHMR/Muni./Seats-Reser./2005//9/491,

dated the 19th July, 2005 and Notification No UD/DNHMR/Muni/Res./Woman/99/2017/42,

dated the 5th October, 2020;

And whereas, the wards of Silvassa Municipal Council have been delimited by the

Election Commission for the Union Territory of Dadra & Nagar Haveli and Daman & Diu that

was notified in the Official Gazette of Dadra and Nagar Haveli vide Notification No.176 dated

1st December, 2015;

And whereas, Rule 3 (1) (b) of the Dadra and Nagar Haveli Municipal Council

(Elections) Rules, 2005 provides that "wards in which seats are reserved for the Scheduled

Castes, the Scheduled Tribes, women belonging to these castes or tribes and women shall,

as far as practicable, be distributed in different parts of each Council";

And whereas, Rule 3(1) (c) of the said Rules provides that "the seats reserved

under clause (b) may be rotated by the Commission by draw of lots separately for the

Scheduled Castes, the Scheduled Tribes and the women so that it is ensured that seats

are so reserved in favour of such castes, tribes or women in all the wards before such

reservation is made in respect of a ward for the second time for that category";

And in compliance thereof, a draw of lot was held in the Town Hall, Silvassa on

6th October, 2020 in the presence of representatives of political parties and others interested

in the subject;

Now, consequent to the draw of lots and in pursuance of Section 10(4) of the Dadra

and Nagar Haveli Municipal Regulation, 2004 read with rule 3 (1) (b) & (c )of the Dadra and

Nagar Haveli Municipal Council (Elections) Rules, 2005, the Election Commission for the

Union Territory of Dadra & Nagar Haveli and Daman & Diu hereby allots the seats reserved

for women, the Scheduled Tribes, and women belonging to the Scheduled Tribes in the

Silvassa Municipal Council in the Union Territory of Dadra & Nagar Haveli and Daman & Diu,

as shown in the Schedule appended to this order, for the forthcoming General Election.

No. 7-11/EC/DD/2020: Whereas, the Administrator of Dadra & Nagar Haveli and Daman &

Diu has determined the total number of seats and the seats to be reserved for women, the

Scheduled Castes and the Scheduled Tribes and women belonging to these castes/tribes in

the Daman Municipal Council vide Notification No. UD/DMN/Muni/Res./Women/99/2017/03

dated 5th April, 2017;

And, whereas, Rule 3 (1) (b) of the Daman and Diu Municipalities (Elections) Rules,

1995 provides that "wards in which seats are reserved for the Scheduled Castes, the

Scheduled Tribes, women belonging to these castes or tribes or women shall, as far as

practicable, be distributed in different parts of each Council";

And whereas, Rules 3(1) (c) of the said Rules provides, inter alia, that "the seats

reserved under clause (b) may be rotated by the Commission by draw of lots separately for

the Scheduled castes, the Scheduled Tribes and the women so that it is ensured that seats

are so reserved in favour of such castes, tribes or women in all the wards before such

reservation is made in respect of a ward for the second time for that category";

And in compliance thereof and keeping in view the reservation order of seats for

general women and Scheduled Tribes and women belonging to Scheduled Tribes in the

General Election, 2020, a public draw of lots was held in the Swami Vivekanand Auditorium,

Govt. College, Nani Daman, on 5th October, 2020 in the presence of representatives of

political parties and others interested in the subject;

Now, in pursuance of Section 9(4) of the Daman and Diu Municipalities (Amendment)

Regulation, 1994 read with rule 3 (1) (b) and (c) of the Daman and Diu Municipalities

(Elections) Rules, 1995, the Election Commission for the Union Territory of Dadra & Nagar

Haveli and Daman & Diu, following the principle of rotation and after draw of lots held on

5th October, 2020 at Nani Daman, hereby allots the seats reserved for women, the

Scheduled Tribes, and women belonging to the Scheduled Tribes to the following wards for

the purpose of the forthcoming general election to the Daman Municipal Council:-
