Chinese Agrochemical Products Adopt QR CodesAt the 4th Session of the 9th Council of China Crop Protection Industry Association (“CCPIA”) held in Yunnan, the Rules for QR Codes of Agrochemical Products (draft for public comment) drafted by CCPIA were released. The Rules are applicable to information processing and communication of agrochemical products (articles, trade items, assets, locations, etc.) in all links of the agrochemical logistics supply chain.

An agrochemical product QR code will contain seven information elements: enterprise code, commodity code, packaging indicator, component code, formulation code, toxicity code, and random commodity serial number, as shown in the figure below:Agrochemical product QR codes will provide the only identification of agrochemical products in the Chinese agrochemical industry and one agrochemical product QR code only identifies one physical object, said Li Zhonghua, secretary-general of CCPIA.

The QR codes can not only help users distinguish the

genuine product from the false, but it can help find the clues of counterfeits quickly and thus effectively fight against counterfeit and defective products. The QR codes can also help enterprises advertise and manage their products and prevent expired products flowing into the market; and more importantly, the QR codes can help relate production, operation and use information systems to make agrochemical products truly traceable. Once a quality or use problem occurs, the reason can be quickly found out.

Moreover, the agrochemical product QR codes can make highly toxic management easier. Hubei’s HaNPV SC Standard has been approved and formally released by the Standardization Administration of the PRC. The Standard was guided by the team of Professor Sun Xiulian in Wuhan Institute of Virology of the Chinese Academy of Sciences and was jointly drafted by the research teams from Hubei Academy of Agricultural Sciences and other institutions. This Standard is the first local standard on viral insecticide in China.

HaNPV preparation is the first registered viral insecticide in China which has the largest annual output. Currently there are 14 enterprises which have registered 21 HaNPV products. Since all of the existing standards were set up by enterprises, the quality control indexes are usually not comprehensive and the technical indexes and detection methods are not unified, which has led to rather big differences between the products of different enterprises and limited further promotion and application of HaNPV products.

This standard established a set of feasible qualitative and quantitative determination methods on HaNPV SC and specified requirements for the products’ physicochemical property, sampling, packaging, delivery, storage, etc.

INDUSTRIAL NEWSINDUSTRIAL NEWSINDUSTRIAL NEWSBiopesticide TC Registration Keeps Growing in ChinaThere were three new registrations of biopesticides in China in 2014: bacillus marinus, bacillius firmus and nosema locustae, which accounts for 17.6% of the new pesticide registrations.

Nosema locustae belongs to protozoon. It is a new microbial pesticide, product for controlling locusts. Due to policy promotion and guidance, the registration of biopesticide TC keeps the trend growing. Besides the TC registrations for the above three new biopesticides, there were another four biopesticide TC registrations, including beauveria bassiana, paenibacillus polymyxa, bacillus thuringiensis (israelensis) and metarhizium anisopliae. TC registration for lentinan and carvacrol were also approved.

Furthermore, microbial pesticides will be administrated by bacterial strains. The same microorganism will be administrated by different effective constituents of different bacterial strains. This is to encourage the development of biopesticides. This way biopesticide enterprises will actively improve the registration requirements and be in line with the international standards. The policy matches with the upcoming pesticide administration rules and relevant regulations.

On May 21st 2015, the Ministry of Agriculture issued the List of Main Pesticides of Low Toxicity and Low Residue in Agricultural Production (2014), which included 29 biopesticides. This list adopts dynamic management and is updated periodically. In order to develop biopesticides, China has carried out seminars on biopesticide registration and administration rules with the United States, Canada and overseas organizations, which accelerates the development of biopesticide registration, administration, production and application.

ADAMA Plans to List in China with Sanonda

On August 19, ADAMA was reported to be currently planning its merger with Sanonda and listing in China through a stock-for-stock transaction with Sanonda. ADAMA will sell its some 10.6% equity in Sanonda acquired in 2013 to ChemChina Agrochemical Corporation and then share out the dividends. Finally Sanonda will issue shares to ChemChina Agrochemical Corporation and Koor under Israel’s IDB Group and acquire 100% equity of ADAMA from them.

The reason for ADAMA’s incorporation with Sanonda and seeking listing on the Mainland Chinese stock market is thought to be that it believed it could gain a higher valuation and raise more funds if it lists in Mainland China, as the Chinese stock market was bullish and the market valuation was relatively high in the first half of 2015.

On August 14, 2015, the Founding Conference of CCPIA Professional Committee for Non-crop Agrochemicals & Non-crop Agrochemicals Seminar (“Conference”) was held in Beijing, which announced that CCPIA Professional Committee for Non-crop Agrochemicals was formally founded.

Zhonghua,General Secretary of China Crop Protection Industry Association (“CCPIA”) pointed out at the Conference that “China is a large agrochemical country. Over 180 countries and regions worldwide are using Chinese agrochemicals, mostly on agriculture. In terms of the market share of non-crop agrochemicals, China takes up only about 9% in the global market. At the beginning of 2015, the Ministry of Agriculture set the goal of zero growth in crop agrochemicals by 2020. To seek new development, expanding the non-crop market of existing agrochemicals, developing special products for non-crop application and innovating and developing application technology will definitely become focus points of the agrochemical industry under the new normal of the economic development of the agrochemical industry”.

Non-crop agrochemicals refer to the agrochemicals used in non-crop protection fields, such as forestry management, park and garden maintenance, lawn protection, industrial mildew proofing, wood preservation, household agrochemicals and hygiene and health. Currently China lacks specific and targeted non-crop agrochemicals and lags behind in the application of non-crop agrochemicals. The founding of CCPIA Professional Committee for Non-crop Agrochemicals aims to build a bridge between agrochemical and non-crop agrochemical markets, regulate scientific application in the non-crop agrochemical field, vigorously promote advanced experiences and technological achievements, improve the production and application level of non-crop agrochemicals and promote healthy development of the whole industry.

pesticide use and export & import trade and so on.

CCPIA organized an inspection visit to Fu’an Farm in BinhChanh, Ho Chi Minh City, with some 40 exhibitors, who were warmly welcomed by the farm owner.

China and Vietnam are not only to each other geologically and also in trade relations and are complementary in resources. In the agrochemical field, China is Vietnam’s most important trade

partner. The data of the Pesticide Association of Vietnam show that the total import of pesticides in Vietnam in 2014 was about USD1 billion, of which that from China accounted for 80%. Vietnam said that it welcomed CCPIA to Vietnam to promote the China-Vietnam agrochemical trade market and hoped the organizers of the event would fix the date to jointly promote the trade, technical and information exchange and development of the agrochemical industry in China and Vietnam, with full cooperation between the two countries.

CCPIA Delegation in Laos for Inspection and Exchange

In July 2015, the Chinese delegation led by Li Zhonghua, General Secretary of China Crop Protection Industry Association (CCPIA), went to Vientiane, the capital of Laos, and paid an inspection visit to local farms and retail stores of agricultural materials. Guided by Khamphoui, former director of the Plant Protection Department of the Ministry of Agriculture of Laos, the delegation paid a field trip to the rice planting areas and stores of agricultural materials in the suburbs of Vientiane. They learned from the communication with local dealers that the local agrochemical management system was unsound. 80% of their agrochemical products were illegally imported from Thailand and Vietnam and misuse of agrochemicals occurred often. Chinese delegates inspected the varieties, sources and dosage of the agrochemicals and had in-depth discussions with local responsible persons

of agriculture.

85% of the population of Laos is agricultural population. Vast and sparsely populated, Laos mainly grows rice, maize and sugarcane. Laos has a great demand for agrochemicals, especially herbicides and fungicides. However, Laos’ agrochemical market is chaotic. As agrochemical sellers and most farmers are not trained, misuse of agrochemicals is relatively common. Mr.Vilaysouk emphasized that Laos welcomed Chinese agrochemical companies with advanced technology to Laos to invest and build factories and hoped to strengthen investment cooperation and communication with China to promote the industrialization of local agriculture and guide local farmers through scientific use of agrochemicals.
