Notice for Engagement of Consultant

l-lindustan Vegetable Oils Corporation Ltd. (HVOC) is a Govt. ofIndia Undertaking under the Department of Food & Public Distribution,Ministry of Consumer Affairs, Food and Public Distribution. It is at presenta Sick Company under Liquidation.

2. Applications are invited by HVOC from retired employees of CentralGovernment/CPSEs for engagement of a Consultant on contract basis, asper terms and conditions given below:-

1. .Iob Description: The Consultant shall look after mattersincluding court cases pertaining to liquidation of HVOC. The job willinvolve:

1. Preparing brief/comments for legal counselii. Oral briefing as and when required111. Preparation/finalization of papers for filing in courtstv. Deposition before courts as and when necessaryv. Processing proposals for engagement of lawyersVI. Monitoring of court casesvii. Examination of claims received by Liquidator which are sub­

judice/disputedviii. Coordination with Liquidatorix. Other works relating to liquidation of the company.

2. Remuneration: The selected candidate will be engaged at aconsolidated remuneration as mentioned hereunder:

I. Retired Government Employee: Last pay drawn mmuspension subject to maximum ofR.35,000/- per month

ii. Retired CPSE employee: Rs. 35,000/- per month.

3. Age, Qualification and Experience Criteria:

(i) The applicant must not be more than 62 years 10 age as on01/09/2015.

(ii) Minimum educational qualification of graduate in anydiscipline.

(iii) He/She must have worked at minimum rank of UnderSecretary in the Central Government or Manager in a CPSE for twoyears before retirement. He is expected to have good knowledge ofGovernment rules and to be capable of independently putting uppapers.

(iv) He/She should also have at least five years experience inhandling Legal/commercial matters.

(v) He/she should not have any disciplinary case pending in theprevious organization. Certificate from ex-employer or declaration byself is to be furnished in this regard.

(vi) Applicants conversant with liquidation process of anycompany will be given preference.

4. Period of engagement: The engagement will be purely ontemporary basis and it will confer no right on consultant forregularisation/permanence in any case. The consultant will beinitially engaged for a period of one year. This term may be extendedfrom time to time depending upon the performance of the candidateand requirement of HYOC. The maximum age up to which a personcan be engaged as Consultant will be 65 years.

5. Drawl of Pension: The consultant shall continue to draw pensionfrom his previous employment during the period of his engagementwith the Corporation. His/her engagement as consultant shall not beconsidered as a case of re-employment.

6. TA/DA: No TA/DA shall be admissible for joining of corporationor at the time of relieving. The consultant shall not be allowedforeign travel. at corporation expenses/government expenses.However, consultant shall be allowed TA/DA for travel within thecountry in connection with official work as per the rules ofCorporation.

7. Leave: Consultant shall be eligible for 12 days paid leave in acalendar year. Therefore, he/she shall not be eligible for anyremuneration for the period of his/her absence beyond twelve days ina calendar year (calculated on pro-rata basis). Also, un-availed leavein a calendar year cannot be carried forward to the next calendar year.

8. Allowances: The consultant will not be entitled for any allowancessuch as DA, Residential Telephone, Transport Facility, Residentialaccommodation, personal staff, medical facility and medicalreimbursement etc.

9. Termination Notice: The contract for engaging the Consultant canbe terminated by either side with one month's notice or by paymentof one month remuneration in its lieu or by surrendering one monthremuneration by the consultant. The competent authority would befree to terminate the engagement of the Consultant without servingany notice to him/her, in case of continuous absence for more than 10days without prior permission in a calendar year or if anycertificate/declaration furnished by him/her at the time application islater found to be false.

10. Conflict of Interest: The consultant is expected to follow of allthe rules and regulations of Corporation/Central Government whichare in force. He/She will be expected to work with utmost honestyand sincerity while discharging his/her duties. In case the services ofconsultant are not satisfactory or found in conflict with the interest ofthe corporation/government, his/her services will be discontinued byterminating the contract without assigning any reasons.

11. Non disclosure of official secrets: During the period ofengagement with the Corporation it is likely that consultant maycome across certain information of important nature. Therefore,consultant will not divulge any information gathered by him duringthe period of his engagement to anyone who is not authorised toknow the same. The consultant shall not, except with the sanction ofcompetent authority, publish any article or participate in radio or TVbroadcast either ill his own name or anonymously orpseudonymousl y.

12. Work place: The work place of the consultant will be in Delhi.The consultant will work for Corporation/Government under overallguidance of MD (HVOC).

13. Other matters: Issues, if any not covered in the above, shall beas per the Corporation Rules/Government of India Rules.
