Speaking with News- and NMMC Health Of- ficer Dr. Balasaheb Sonawane informed, “A resident of Navi Mumbai had gone for honeymoon abroad and he returned to Bangalore from France. In Bangalore he was found positive for coronavirus and thereaf- ter he came to Nerul in Navi Mumbai to meet his parents. Since he was detected positive for coro- navirus, the Navi Mum- bai civic body, as a pre- cautionary measure have asked his parents to visit Kasturba Hospi- tal and get check-up. As of now there is no posi- tive case of coronavirus in Navi Mumbai. We will know about the re- sult only when the med- ical report comes on Sat- urday, 14 th March, 2020. According-ly, the Ambazari policeregistered a crime ofabduction against theunknown quartet andlater shifted the case tothe Kamothe police forfurther investigation.

The complainant inthe incident is Satya-narayanrao Bhandari,who is based in Nagpurand is the ManagingDirector of the AP Mer-cantile Co-Credit Soci-ety Ltd. which has sev-en branches and the re-cently opened newbranch in Bhuleshwar,Mumbai. On March 6,while Bhandari was inthe Mumbai branch ataround 10 am, a personnamed Ankit Jaincalled him on his mo-bile and expressed hisdesire to meet him todiscuss the interestrates of fixed deposit ashe wanted to depositRs. 5 crores. Bhandariasked Jain to come tothe branch in Mumbai.However, Ankit Jaintold him that he couldnot come to Mumbai ashe had a cloth shop inNavi Mumbai andasked Bhandari tomeet him at his shop.He then sent the loca-tion of the shop.

Accordingly, Bhan-dari came to Khargharalong with his localbranch manager, SyedMohiddin. Ankit Jainthen invited him toKamothe. Accordingly,after arriving at Ka-mothe, Ankit Jain senthis Ertiga car to pickthem up. The driver ofthe car and his partnertook only Bhandari inthe car. After the carwent some distance,two more sat in the car.The four then tookBhandari to Pune viaexpressway.

Meanwhile, fourrobbers in the car beatup Bhandari and ob-tained his mobile pass-word and learned aboutthe credit system. Lat-er, the quartet took himto a farm house in anunknown place andbeat him up and de-manded a ransom of Rs1 crore. But after stat-ing that the banks couldnot pay due to the clo-sure of the banks, thequartet kept Bhandariin a room.

Then the next morn-ing they threatened himagain and demandedthe ransom. Bhandaricalled up the manager,Syed Mohidddin whothen transferred Rs. 37lakhs and 10 thousandin different accountsgiven by the accused.The abductors then re-leased Bhandari andsent him off by bus.

Bhandari ap-proached his house atNagpur and lodged acomplaint with Amba-zari police station. Ac-cordingly, the Ambazaripolice have registered acrime of kidnappingand beatings againstthe four accused in thecase. The crime hasbeen referred to theKamothe police for fur-ther investigation.

Like playingboard games, singingsongs, telling stories,recalling memories andthe like. Isn’t this a pos-itive thing?

Malls, cinema halls,schools, airports, sta-tions, programs beingshut down means thatthere is no crowding, nocongestions and no pull-ing-pushing as wellanywhere. Mumbai’slocals are deserted, bus-es are empty and thereare no calls for taxis,Uber, Ola or Kaali Pee-li. They are easily avail-able in cases of necessi-

People ar-riving from the foreignnations should go for‘Home isolation’for 14 days. The citieswith international air-ports should makeavailable the facilitiesof Quarantine and iso-lation wards with im-mediate effect. The dis-trict magistrate shouldalso see to it that ade-quate quantity ofmasks are made avail-able for officers andemployees engage ingiving Medical Servic-es. The tour operatorsin all cities shouldhand over the list ofsuch people to the ad-ministration peoplewho have travelledabroad and those whoare presently outsidethe nation,” these in-structions were givenby chief Minister MrUddhav Thackeray tothe district adminis-tration.

The screen-ing and checking inthe entire state hadgained momentumsince yesterday andthe embassies of vari-ous nations are alsocontacted for discus-sion.

One of the mostcommon complica-tions of early pregnan-cy is ‘miscarriage’ or‘spontaneous abor-tion’. It is the naturalor spontaneous end-ing of a pregnancy oc-curring before theembryo or foetus is ca-pable of survival. Morethan 3/4ths of all mis-carriages occur with-in the first trimester;i.e., the first 3months. Most miscar-riages happen within6 weeks of the lastmenstrual period,when the woman maynot even be aware thatshe was pregnant. Af-ter 8 weeks, the riskof miscarriage goesdown significantly.Miscarriages can oc-cur for many reasonsand often the cause isunidentifiable despiterigorous testing.Some of the causes of

an early miscarriage are:• Deficiency of the

hormone progest-erone.

• Chromosomal ab-normalities – mostof them happen bychance, have noth-ing to do with theparents and do notusually recur. Ge-netic problems leadto a miscarriage in95% of the casesand they are morelikely in older par-ents.

In the second trimester,some of the causes of a

miscarriage are:• Placenta problems• Problems with the

umbilical cord• Fibroids or cervix

problems Again, inlater-term miscar-riages, placentalproblems are oftenimplicated.

more than one foet-us.

• Uncontrolled diabe-tes.

• High blood pressure.• Diseases like rubella

No Bag Day: The right decisionThe decision of some of the states to implement No Bag Day

for primary students is certainly a heartening step and should beimplemented by all the state governments. The day is assignedfor promoting extra curricular activities and reducing the schoolbag burden.

Knowledge is light and the educational institutions are the pathto attain that light. This dictum, however, seems to have lost itsmeaning in the present scenario. The present educational institu-tions are no more the ‘Gurukuls’ of the past and have rather be-come the barometer of assessing a child’s knowledge. A good in-stitution is considered to be the one which brings out the maxi-mum number distinctions and first classes. All this competitionhas totally changed the entire concept of education. Today educa-tion has become more of a burden and stress especially for anaverage student.

Infact in our country, the trauma of education starts right fromthe time the toddler turns three year of age. Anxious parents intheir eagerness to send their children to the best institutions pres-surize them to learn all those things which they should infact belearning at the age of six. By chanting difficult rhymes, the mean-ing of which they are totally incapable of understanding, learningdifficult names of birds, flowers or animals most of which they mayhave not seen, the child wilts under pressure and many times de-velops hatred for learning. Education becomes particularly moreburdensome for a child whose parent are either over ambitious orthe child himself is average of below average in academics. Par-ents are perhaps not entirely to be blamed for this unhealthy andunethical practice. Forced by the trend in society, ever increasingcompetition, interviews and admission procedures adopted bysome schools, they unwillingly commit the crime of snatching awaythe very childhood from their kids.

Once in school, the pressure of studies multiplies. The ambi-tious academic programmes of the schools set uneasy targets forthe students which many ties they are unable to accomplish. Fur-ther, the examination system itself is a nightmare. Unfortunately,instead of reviewing the education system and the evaluation pat-tern, and making it more broader, every year the number of pres-sure only succeeds in creating mechanical robots and not enlight-ened, cheerful, bright students.

If we genuinely want our children to become the enlightened,bright and cheerful citizens of tomorrow, it is absolutely essentialto review the entire educational system and to change the patternof evaluation. Tests at shorter intervals are better than yearly ex-ams. Marks can be divided into various categories like for instance,calls participation, class tests etc. Moreover, along with studies,every school should lay equal emphasis on extra curricular activi-ties. It should be well understood by every parent and teacherthat every child is different from the other. When asked howthe motorists will trav-el during the upcom-ing monsoon, Desaisaid, “There will bepreventive mainte-nance work before themonsoon to ensurethat the motorists donot face any trouble.

But the actual repair-ing work will start onlyafter the monsoon.With this long termplan, we are planningto keep the road ingood shape for the nextone-and-a-half de-cade,” he said.

The budget for therepairing work and theduration of repairingwill be decided oncethe surveys are over.

Desai said, “Afterthe surveys, a detailedproject report (DPR)will be prepared andthat will be presentedbefore the generalbody. The work will bestarted after receivingtheir approval.”

Are Banks meant to berobbed?

The unending and unabated torrent of BankScams is downright Infuriating. The country isplagued by Bank Scams and Bank Failures. Thehard earned money of the public is being lootedwith Impunity and obviously in connivance withthe Bankers – at will. But then - are all theregulatory Authorities put together a bunch ofPassive onlookers? Are all the Highly QualifiedBank Auditors (who are supposed to go by theBook) a band of Ignoramuses? No. They turn ablind eye and pass the buck. But then, whatremains of their purpose? By the time a clamp-down is put, it is too belated and a classic caseof first allowing the horse to bolt from the stableand then bolt the stable. The bolted horse hastaken the public for a ride. The cheated deposi-tors are helpless and have to fend for themselves/ are left in the lurch. It’s the same old story. ABank goes down under. There is a Huge Hue &Cry. The Money has vanished more often thannot to Tranquil tax – havens. Recovery becomesa Mirage. Over to the next Bank Scam. When acommon man obtains a Bank Loan he has tonot only mortgage that very house but also fur-nish his personal securities and Guarantors. Asmall deserving Businessman has to convinceBankers very hard to grant him a loan. Onemissed or even a delayed EMI - and he is inun-dated with recovery calls. But, for scamsters –easy and abundant Bank money running intohundreds of crores is there for the asking on aplatter with the blessing of the high and mighty.It is a cakewalk for them. Loans are sanctionedfor flimsy purposes and upon mere submissionsof falsified documents at that. Transactions aredoctored / layered with no underlying Businessactivity at all.

Rules are circumvented and caution isthrown to the wind. There is a massive and thriv-ing unholy nexus. It is easier for scamsters andtheir accomplices to maliciously prey upon andwickedly steal money from Banks than to stealcandy from a toddler. The only difference witheach bank scam is that the modus operandi ofpillaging public money is deviously innovatedand changed by mastermind scamsters fromtime to time. It is organized plunder. A commonpickpocket is caught by the scruff of his neckbut the necks of Bank pickpocket Businessmenand dishonest politician - bankers are adornedwith Garlands at Glitzy Functions / EconomicForums. Non – Performing Assets (Bad Loans)of hundreds of Crores of Rupees are regularlywritten off / swept under the Carpet by Bankersevery year, as if by force of habit. Since theygenerally only dent the Bank’s profit, many arenot aware of them. The whereabouts of the per-sons who ate into the Bank’s profit are underwraps and remain unknown to the Bank’s share-holders.

There is hardly any Bank which has not beenravaged by Bad Loans. Had it not been for theGovernment Bailout, Most of even Nationalisedbanks would have been in the red. Needless tosay, the Government Bailout is ironically withpublic money. Every second person is rapidly be-coming a victim and getting afflicted by this mal-aise of Bank Scams. To set the Record right, aBanker is supposed to be a Custodian of your Mon-ey. At this rate – the Trust in the Banking systemnow stands in danger of getting completed erod-ed. It is therefore no surprise that – after the re-cent crisis at Yes Bank, even some State Govern-ments have become wary and have advised Gov-ernment bodies under their jurisdiction to trans-fer their money parked with Private Banks toNationalised Banks. Subsequently the RBI hasreportedly written to the Chief Secretaries of StateGovernments not to do so - to stop instability inthe Financial Sector. The Country’s Big think-ers, Law makers and Caretakers should jointlydo some drastic brain – storming immediatelyfor putting in place Ingenious fool proof measuresto be honestly followed to prevent Bank Scamsespecially with regard to Lending of Big TicketLoans. By Virtue of this – Greater Accountability,Responsibility and Onus upon the Regulatory Au-thorities to promptly detect Bank Scams will gohand in hand. They will have to become pro ac-tive. Lastly – the truth is that those who havesiphoned Bank Money and those who have abet-ted the siphoning are economic terrorists. Theyare directly responsible for the sufferings / ill –health of lakhs of victims of Bank Scams and evendeaths – mostly due to heart failures of HorrifiedSenior Citizens who were unable to bear the ex-cruciating pain of losing their Life time savings.But hardly any Economic Terrorist is even jailed.Most escape Jail. Most of them live abroad whilethose affected by them lead Spartan lives andwallow in Misery.

The Insolent Economic terrorists are bleedingthe country dry. The fear of the law needs to beput into them – for which out of the Box and un-precedented measure need to be taken. Regres-sive and Retrograde – though it may seem, it ishigh time to mete out capital punishment to bigeconomic criminals. Do a few people who havekilled scores of people and are killing the Coun-try’s Economy – deserve to live / deserve any mer-cy?

Begging - A complex socialproblem

Begging is a complex social problem with noquick fix. The way we come across various re-ports on begging brings out the fact that showsthat beggars are so used to begging that they ac-

tually prefer not to work. There are PaisewaaleBeggars which shows that many of them makemore money from begging that what they wouldif they did work.

In my opinion the beggars are on the streetsbecause society has failed them. Our social andpolitical systems have broken down and cannottherefore look after them. If you ask me shouldwe give alms, my honest opinion will be a big“No”. I have personally found that most of thebeggars are not disabled. Most of them are ablebodied. They can earn money by doing some sortof work. But they beg because they are lazy. Theythink that begging is the easiest way of living.Such situation has been arisen due to variousfactors prevailing in our society.

Poverty, parental death and illness, loss ofparental love and affection and loss of love andaffection of their children are some of them.Can’t we think where do the beggars go if noone gives alms? Will they go hungry and die inmass? Absolutely “No”.

I opine that the first step towards prevent-ing begging is to stop giving alms. One mustremember that it is perfectly normal protocol toignore beggars in a given situation, but don’tlecture them on how they should live their lifeor spend their money.

Glaring loopholesThe financial crisis faced by Yes Bank and

the proposed revival scheme framed by the Re-serve Bank of India (RBI) have exposed someglaring loopholes within the Indian bankingsystem. The Central government has imposeda moratorium restricting the withdrawal limitto Rs 50,000 per account. This restriction hasput the hard-earned money of ordinary peopleat stake. Earlier, a similar situation at the Pun-jab and Maharashtra Cooperative Bank had ren-dered depositors helpless, leading to several peo-ple taking their own lives and others dying onaccount of heart attacks brought on by thestressful situation.

It seems that Yes Bank customers have beenput on the same spot. The development has ledto a steep plunge in the stock market which hasinvestors worried.

People are losing their trust in banks, pri-marily owing to the misconduct of those at thetop. Swift and firm action must be taken againstthose who are found to be guilty of misleadingtheir customers.

In a Holi specialmessage to the DirectorGeneral of Civil Avia-tion and Indian PilotsGuild, the environmentgroups have pointed outthat wetlands such asPanje and Bhendkhalin Navi Mumbai’sUran area, that are des-tination to millions oflocal and migratorybirds, are being system-atically destroyed. Thiscould lead to the birdsgoing helter-skelter andfinding safe refuge inthe high secure airportzone. Bombay NaturalHistory Society (BNHS)has already written toformer as well as cur-rent Chief Ministers butthere has been no visi-ble action to save theeco-sensitive sites, the

environment focusedNatConnect Founda-tion and Shri EkviraAai Pratishtan, said intheir letter to DGCAappealing to the regu-lator to take a seriousnote of the dangers.

The letter has alsobeen marked to the civ-il aviation ministerHardeep Singh Puri,Union and State Envi-ronment Ministers,apart from Chief Min-ister Uddhav Thacker-ay.

“It is really sad thatthe government hasbeen turning a blindeye to the grave dangerdespite the BNHS’warnings,” said B NKumar of NatConnectFoundation. “We havebeen shouting from therooftops against thedestruction of wetlandsand mangroves underthe guise of infrastruc-ture development suchas Navi Mumbai SEZ.Though the landfill hasbeen stopped in someplaces, the destructionis rampant all acrossUran,” Kumar said.

“We are not against

development, but it hasto be balanced withecology and safety ofhuman beings,” Kumarsaid.

NMIA is surround-ed by several wetlandsthat are home to birds,some of which are pro-tected under the Wild-life Protection Act, perBNHS. A baseline re-port by the Society,commissioned by CI-DCO for the airport alsocautioned against thedisappearance of thewetlands.

“We have alreadydemanded the scrap-ping of NMSEZ which

is anti-environment.The illegal landfill andblocking of free flow oftidal waters has al-ready led to floods in 20villages,” said Nanda-kumar Pawar of ShriEkvira Aai Pratishtan.

BNHS directorDeepak Apte said thethree major roostingsites in the vicinity ofNMIA which providesafe refuge to the birdsare being filled by NM-SEZ. Though birds pre-fer wetlands, in the ab-sence of the safe plac-es, they could flock tohigh ground airportzone which could pro-

vide them safe refuge.Environmentalists

for long have been de-manding Panje to bedeclared a bird sanctu-ary as it attracts 10,000to 140,000 birds de-pending on the season.NatConnect has evenrequested the UnionEnvironment Ministryto accord the status ofa Samsar Wetland toPanje under the globalaccord to protect wet-lands.

The WetlandsGrievance ReddressalCommittee has alsoasked CIDCO andRaigad District Collec-tor to maintain Panjeas a wetland, allow freeflow of water to theplace to be included inthe wetland atlas.

“Yet,” lamented Ku-mar: “CIDCO has in-cluded the vast 289 hect-are wetland stretchingfrom Panje to Dongariunder its DevelopmentPlan for Dronagirimarking the area asSectors 16 to 28.”

“We have also pro-tested against non-in-clusion of Panje in the

draft CRZ map andcalled for redrawing themap,” Pawar said. TheMaharashtra CoastalZone Management Au-thority (MCZMA) hasalready declared Panjeand Karanja holdingponds as CRZ-1, rulingout any construction.

Following a series ofcomplaints, the reve-nue authorities hadfiled FIRs against un-named NMSEZ officialsunder the EnvironmentProtection Act 1986 fordestruction of man-groves and wetlands atPagote and Bhendkhal.They named a dumpertruck driver for carry-ing debris to Panje.“These are all mere eye-wash and protect thehigh and mighty, at thecost of human lives andenvironment,” Pawaradded.

“We sincerely hopethat the DGCA and Pi-lots Guild will take aserious view of the fu-ture shocks and theflights with hundredsof passengers could facereal danger of birdhits,” Kumar said.

Thekids filled the plasticbags with water andused it for throwing onHoli revellers. The fes-tivity was started bythem a week aheadof Holi. However, noaction was taken bythe authority on theplastic bag sellers.

According to Maha-rashtra State guide-lines, plastic bagsabove 50 microns havebeen permitted for us-age. However, the plas-tic bags which kids andyoungsters used dur-ing Holi were of below50 microns. The sell-ers sold these smallplastic bags for Rs.5prior to Holi and werepatronized by the buy-ers.

Soon after theguidelines on 23rdMarch, 2018, about

ban on plastic bags, itsimplementation cameinto force from 23rdJune, 2018. Ampletime was given to thecitizens to follow theban. 2020 at NMMC head-quarter in Belapur. Thecitizens call it the “Ap-peasement budget’aimed at placating theresidents ahead of theupcoming civic bodyelection scheduled inApril 2020.

Based on the sug-gestions given by thestanding committeechairman Navin Gavteon 25th February, 2020,

the amount was raisedby Rs.300 crores takingthe budget of 2020-21 toRs. 4,150 crores. Whilediscussing the budgetin the general bodymeeting, NMMC May-or raised the amountfurther by Rs.450crores making itRs.4600 crores.

NAVI MUMBAI: Inview of the rising cas-es of coronavirus in thecity, the Navi MumbaiMunicipal Corporation(NMMC) has undertak-en several precaution-ary measures.

A video conferencewas held under thechairmanship of theChief Minister of Ma-harashtra State. As perthe instructions givenin this meeting, thecivic body has set up aCoronavirus InfectionControl Cell. The Rap-id Response Team has

been set up at theNMMC level to preventthe spread of the virus.Also, an awarenessdrive has been initiat-ed through various me-dia.

Isolation roomshave been set up at civ-ic hospital, Dr. DY Pa-til Hospital and MataChildren Hospital-Be-lapur. Private medicalpractitioners have beenrequested to providehospital services on avoluntary basis. “Nec-essary care has beentaken to increase pa-tient bed size, if re-

quired. NMMC healthdepartment has takenmeasures at all levelsto prevent the spread ofcoronavirus,” saidNMMC Commissioner,Annasaheb Misal.

Hospital staff hasbeen provided guidanceand training in this re-gard. Citizens havebeen urged to exerciseprecaution and followthese:

1) Avoid close asso-ciation with someonewith respiratory ill-ness.

2) Wash hands fre-quently and maintain

hygiene.3) Using handker-

chief or tissue paperwhile sneezing, cough-ing.

4) Not to eat halfcooked raw meat.

Need to expedite worksNMMC has undertaken road repairing works in Navi Mum-

bai. While this is not a new experience for the Navi Mumbaiitesas road repairing work appears to be an ongoing process in thesatellite city, but the manner in which the works are progressingis very disheartening. The dug up roads are causing inconve-nience and great deal of hardship to the motorists and the pe-destrians alike.

The quality and quantity of infrastructural facilities of a city isthe barometer for assessing its development. It is not only indic-ative of economic progress, but also aids it. It helps in startingdevelopment process as well as in sustaining the growth rate.The paved roads with good riding quality not only facilitate unin-terrupted movement of vehicles, but also help in saving the ve-hicle operational cost. This is all the more significant from thepoint of view of energy conservation and saving the already mea-ger and fast depleting irreplenishable petroleum resources. Un-fortunately, in Navi Mumbai the picture on this front is not veryrosy. In spite of being a well-planned city, developing the roadnetwork has been completely ignored by the development au-thorities for Navi Mumbai. Inspite of repeated requests by theresidents including agitations by the angry commuters, no careis being taken in these past years to improve the riding quality ofthe roads. Roads with poor riding quality cause distress in thevehicles besides increasing the vehicle operational cost. Althoughquite a large amount is earmarked every year in the budget forthe maintenance of the roads, but going by the quality it is evi-dent that these funds are not being effectively utilized. One ofthe major reasons for poor roads is that they are frequently dugup by the service providers like MTNL, MSEB and other pri-vate companies for laying cables and pipes. As they are not re-stored afterwards, these portions initiate the deterioration of fur-ther stretch.

If Navi Mumbai is to integrate with other cities for economicdevelopment, all out effort is required to be made to develop theroad network as these are the life- lines of an economy. Onceroad repairing work is undertaken, efforts should be made tocomplete the project as fast as possible. NMMC should employmore staff so that the works could be carried out day and night.Lenient and casual approach would certainly not pay result.

10th and 12th standard,a provision of Rs. 3crore has been made inthe budget.”

Mayor further add-ed, “Seeing the increas-ing population of thecity and also to controlrising traffic problem, asuspended monorailproject has been includ-ed in NMMC 2020-21budget. For conductinga survey for the same,a provision of Rs.2 crorehas been kept aside inthe budget.”

Terming it as an“appeasement budget”,Shirish Gupta, a resi-dent of Vashi said, “Allthe provisions in thebudget aim at appeas-ing the citizens aheadof civic body election.NMMC comes out withvarious proposals, butthese remain only onpaper.”
