MAIN CROSS-BORDER CORRIDORS

10

SUMMARY OF MAIN FINDINGS

• Low standard on sections

of roads and railways

• Arctic winters and winter

maintenance

• Limited opening hours for customs

clearance

• Different railway gauges

• Lack of flight connections east –

west

11

DIFFERENT NATIONAL REGULATIONS

12

PROPOSED MEASURES - ROAD

• Removal of bottlenecks

• Harmonizing:

– vehicle sizes

– standards e.g maintenance, operation

• Improved information

• Asphalted road width of min. 8 metres

• E45 Alta

13

Proposed measures - rail

Consider further studies:

– Double track solution – The Iron Ore

line/The Ofoten line

– New railway line Nikel and Kirkenes with

Russian gauge

– New railway line between Svappavarra

(Sweden) to Kolari (Finland)

– New railway between Rovaniemi and Kirkenes

via Sodankyla

– Salla – Alakurtti: construction of the missing

railway connection in corridor Kemi –

Kandalaksha – Murmansk

14

NORTHERN LIGHTS ROUTE

Haparanda/Tornio - Tromsø

15

NORTHERN LIGHTS ROUTE

Haparanda/Tornio - Tromsø

Challenges: • Low road standard: narrow roads, poor

horizontal and vertical curvature, steep gradients, and poor load-bearing capacity on certain stretches

• Crossing the FI/SE border should be made easier and more attractive both for the local residents and tourists

• Mountain crossings in winter

JBTP - PROPOSED MEASURES

• Study has been conducted

• Bilateral agreements for flights

• Tromsø – Murmansk – Arkhangelsk route has a

potential for more frequent traffic

• Tromsø – the Gulf of Bothnia

• Possible hub in the Gulf of Bothnia

REGIONAL AVIATION PILOT STUDY AIR TAXI SYSTEM

1. One company model (Several examples around the world) • Single operator takes care of the whole air taxi service • Customer can book the whole plane or alternatively share the plane and

the cost with other customers 2. Taxi centre model (Example: Aircontact, Norway)

• Regional taxi/order centre owned by one or several companies • Taxi centre takes care of the ticket orders and operator reservations • Flight operations are performed by several air companies • Taxi centre could handle other possible tasks, e.g. marketing etc.

3. Member model (Example: Wheels Up, USA)

• Customer buys a membership and uses or shares a plane • Concept operated by one or several companies together
