NITA U MANDATE
• To Coordinate, promote and monitor Information Technology (IT) developments in Uganda within the context of National Social and Economic development

NITA U VISION AND MISSION
Vision
A facilitator of a knowledge-based, globally competitive
Uganda where social transformation and economic
development is supported through Information
Technology enabled service.
Mission Statement
To integrate Information Technology (IT) into National programs by
focusing establishment of coordinated and harmonized National IT
systems

NITA U STRATEGIC PRIORITIES
NITA-U is in the process of developing a Strategic Plan that will detail the priorities for the Medium term (5 years). In line also with the ICT Sector Strategic plan
Operationalization of NITA-U:1. Finalization of the NITA-U Strategic Plan2. Effective management and operations of the authority
through establishment of internal management and control procedures
3. Provision of first level IT technical support to MDAs and LG

1. Conduct Forensic and Security Audits of the
NBI/EGI
2. Commercialize Phase 1 & 2 of the NBI
3. Procure and deliver bulk internet bandwidth to
MDAs and LGs over NBI
4. Implement Phase 3 of NBI

1. Strengthening IT capacity and skills development across

2. Development of local IT industry capacity to support strategies
and implementations to lower cost of support while creating
jobs

KEY CHALLENGES
i. Inadequate financing – as reflected by a
number unfunded priorities
ii. High public expectation vis-a-vis resources available
iii. Resistance to change from manual to electronic enabled systems

iv. Rapid changes/Cost in/of technology
v. Underdeveloped complementary infrastructure such as Energy constrain expansion and roll out of IT services & facilities

Opportunities and Prospects I. Prioritization of IT in the national development agenda
(NDP, NRM Manifesto e.t.c)
II. Goodwill of stakeholders coupled with growing recognition of the role IT can play in social and economic development
III. Growing cadre of IT professionals including zealous and explorative youths
IV. Global and regional IT/ICT initiatives such as ITU/NEPAD Infrastructure programme eg. EASy (Submarine cable project).

Opportunities and Prospects
V. E-government/IT support services and applications – e-banking, e-taxation, e-learning etc.
VI. Prospects for PPP (commercialization of the NBI, possibility of hosting a Government portal etc) which will address the challenge of underfunding
