1.0 Introduction
1.1 Purpose
ThisproceduredescribestheprocessfortrainingandqualifyingsupplementalRPtechnicianstoperformCommonIndustryRPTasks(CIRPTasks)andtomaintainCIRPTaskqualificationsforportabilityamongnuclearsites.CIRPTaskqualificationsarerequiredbeginninginJanuary2018toimplementNuclearIndustryStandardProcesses(NISP)thatwillalsobeeffectiveinJanuary2018.
ThisprocedurealsodescribeshowanIndustryTrainingOversightCommittee(ITOC)willbeusedtoconsistentlyapplythisprogramacrosstheindustry.
1.2 ScopeandApplicability
WhatisaCIRPTask?
ACIRPTaskdefinesascopeofwork,asdescribedinAttachment1,forwhichasupplementaltechnicianmustbetrainedandqualified.ThescopeofworkdefinedineachCIRPTaskisalignedwiththeinstructionsprovidedinNISP-RP-01throughNISP-RP-10asfollows:
• EachNISPspecifiesthetasksrequiredtoaccomplishthescopeandpurposeoftheNISPandprovidesinstructionsforeachtask.
• ACIRPTasknumberofRP2.XXdefinesthescopeofworkthatcanbeperformedbyaqualifiedJuniorTechnician.
• ACIRPTasknumberofRP3.XXdefinesthescopeofworkthatcanbeperformedonlybyaqualifiedSeniorTechnician.
• TheXXintheCIRPTasknumberreferstotheNISPnumberthatprovidestheinstructionstoperformthescopeofworkspecifiedbytheCIRPTask.Forexample,RP2.05definesthescopeofworkthataJuniorTechniciancanperforminimplementingNISP-RP-05,AccessControlsforHighRadiationAreas;RP3.05definesthescopeofworkthatonlyaSeniorTechniciancanperform.

TheSystematicApproachtoTraining(SAT)isappliedusingtheformsandchecklistsestablishedbyEPRItosupportStandardizedTaskEvaluations(STE)asdescribedinReference5.4.TheEPRIwebsiteisusedtomaintainthefinalversionsoftheSATproducts.SATproductsforeachCIRPTaskincludethefollowing:

Howwillpositionqualificationsbedefined?
PositionqualificationswillbemaintainedinPADSbeginningin2018usingthefollowingcriteria:
• SeniorANSI3.1Technician:AllCIRPTaskqualificationshavebeengranted,ANSI3.1experiencerequirementshavebeenmet,andcontinuingtrainingrequirementshavebeenmet.
• SeniorANSI18.1Technician:AllCIRPTaskqualificationshavebeengranted,ANSI18.1experiencerequirementshavebeenmet,andcontinuingtrainingrequirementshavebeenmet.
• JuniorTechnician:AlljuniorlevelCIRPTaskqualificationshavebeengrantedandcontinuingtrainingrequirementshavebeenmet.
• TaskOnlyTechnician:OnlyaportionofjuniorlevelCIRPTaskqualificationshavebeengranted.
Beginningin2018,Attachment5willbeusedtodeterminehowexperiencewillbeevaluatedandcreditedtowardsANSIqualificationsiftheexperiencedidnotinvolveradiologicalsurveillanceandcontrolofareasandworkinanuclearpowerplant.Theadoptionofstandardcriteriawillnotchangeatechnician’sANSIqualificationstatusaspreviouslydeterminedbyautility.ThestandardcriteriaareapplicabletoANSIexperienceevaluationsbeginninginJanuary2018.
In2018,thecontinuingtrainingcourseforNISPgaptrainingmustbecompletedtoattainanyCIRPTaskqualificationusingAttachment3regardlessofposition.Beginningin2019,annualcontinuingtrainingmustbecompletedbySeniorTechniciansandJuniorTechnicianstomaintainpositionqualification.ThePADSreportsdescribedinReference5.9willshow“suspended”or“notcurrent”forpositionqualificationsandseniorlevelCIRPTaskqualificationsforthefollowingconditions:
• During2020,aSeniorTechnicianorJuniorTechnicianhasnotcompletedthecontinuingtrainingcourseprovidedduring2019.
• During2021,aSeniorTechnicianorJuniorTechnicianhasnotcompletedthecontinuingtrainingcourseprovidedduring2019or2020.
Qualificationsmaybereinstatedbycompletingthepastcontinuingtrainingcoursesthatweremissedunless;beginningin2022,atechnicianhasnotcompletedanyofthecontinuingtrainingprovidedduringthepreviousthreecalendaryears.Insuchcases,thetechnicianmustcompleteinitialtrainingfortaskqualificationasdescribedinthisprocedure.

HowwilltransitiontoCIRPTaskqualificationsbeaccomplished?
TaskperformanceevaluationsusingtheNEISkillswillnolongerbeadministeredafter2017.Beginningin2018,initialtaskqualificationwillbeaccomplishedusingtheEPRISTEprocess.TechnicianswillbegrantedequivalencyforpreviouslycompletedNEISkillstotransferprevioustrainingtoCIRPTaskqualificationsasshowninAttachment3.After2018,equivalencyforNEISkillswillnolongerbegranted.
GaptrainingwillbeprovidedtoSeniorTechnicians,JuniorTechnicians,andTaskOnlyTechnicianstobridgetheknowledgeandskilldifferencesbetweentheNEISkillsandCIRPTasks.Oncethegaptrainingiscompleted,aCIRPTaskqualificationmaybegrantedbasedonpreviouslycompletedNEISkillsasshowninAttachment3.ThePADSreportsdescribedinReference5.9willnotshowCIRPTaskqualificationsunlessthegaptrainingiscompleted.TheTaskqualificationsgrantedbyautility-specifictrainingprogramforworkwithinthequalifyingutilityarenotaffected.
Whataretherequirementsforknowledgeoffundamentals?
AjuniorlevelfundamentalscoursemustbecompletedasaprerequisitetoinitiallyqualifyforjuniorlevelCIRPTasksbeginningin2018.AseniorfundamentalscoursemustbesuccessfullycompletedasaprerequisitetoinitiallyqualifyforseniorlevelCIRPTasks.BothfundamentalscoursesareadministeredusingNANTeLandrequirean80%passinggrade.IncumbentsarenotrequiredtocompleteeitherfundamentalscourseiftheyhavecompletedthefundamentalstrainingdescribedinReference5.6(alsoreferredtoastheNUFexam)withinthepreviousfive(5)years.
JuniorTechniciansandTaskOnlyTechnicianswhowerequalifiedtoperformjuniorleveltaskspriorto2018withoutcompletingtheNUFexamwillcontinuetobequalifiedtoperformtheequivalentCIRPTaskswiththefollowingrestrictions:
• Thejuniorfundamentalscoursemustbesuccessfullycompletedbytheendof2018.• AdditionalCIRPTaskqualificationsmaynotbegranteduntilthejuniorfundamentalscoursehas
beensuccessfullycompleted.
ThecurrentrequirementforSeniorTechnicianstocompletethefundamentalstrainingdescribedbyReference5.6(NUFexam)everyfive(5)yearswillbesuspendedbeginninginJanuary2018.Instead,annualcontinuingtrainingcourseswillincluderefreshertrainingonfundamentalsatthediscretionoftheITOC.
WhomayadministertheEPRISTEprocess?
BeginninginJanuary2018,suppliersandutilitiesmayusetheEPRISTEprocessdescribedbyReference5.4toqualifytechnicianstoperformCIRPTasks.TousetheSTEprocess,asuppliermustbedeemedbytheEPRISTESteeringCommitteetobeAP3compliant;thesupplier’sprogrammustcontaintheattributesdescribedinReference5.2.Requiredattributesarespecifiedforworkers,evaluators,theevaluationsite,evaluationadministration,andprogramimprovements.EPRImemberutilityprogramsaccreditedbytheNationalAcademyforNuclearTrainingmayalsoadministeranSTE.EPRImembershipisrequiredtoaccesstheknowledgeexaminationsandperformanceevaluationsmaintainedontheEPRIwebsite.MemberutilitiesandAP3compliantsuppliersarerequiredtosubmitrecordstoEPRIforupdateoftheEPRITaskQualification/CompletionRegistry(TQR).

CreditmaybegivenfortrainingprovidedbyentitiesexternaltotheUSnuclearpowerindustrysuchasavocationalcollege,theDepartmentofEnergy,oraforeignutility.Attachment4maybeusedbysupplierstodocumentthebasisforequivalencyincreditingacourseorperformanceevaluationrequiredforaCIRPTaskqualification.Utilitiesmaydocumentequivalencyusingsite-specificprocedures.Additionalrequirementsandrestrictionsforgrantinganequivalencyincludethefollowing:
• TosuccessfullycompleteanSTE,boththeknowledgeexamandtheperformanceevaluationmustbecompletedusingtheEPRIprocess.AnequivalencymaynotbeappliedtosatisfyeitherpartofanSTE.
• TheITOCshallapprove,byname,supplieremployeeswhomayperformanequivalencyevaluation.
• EquivalencyevaluationsperformedbyasuppliermustbeapprovedbytheITOC.
HowwillCIRPTaskqualificationsbetracked?
PADSwillcontinuetobeusedasthemasterdatabasetoshowqualificationsofsupplementaltechnicians.APADSTransitionPlanisprovidedinAttachment7toaccomplishthefollowing:
• ProvideinstructionstoautilitytoinputNEISkillsgrantedbytheutilityintoPADS.• ProvideinstructionsforautilitytosetupCIRPTaskqualificationsintheirLMSbasedonthe
equivalenceofNEISkills.• Whenfeasible,establishanautomaticinterfacebetweentheutilityLearningManagementSystem
(LMS)andPADSthatwillensurebothdatabasesreflectthecurrentqualificationstatus.
SuppliersandutilitiesthatdonothaveanautomaticLMS/PADSinterfacemayinputdirectlyinPADSandusethePADSreportsshowninAttachment7.
HowarerecordsmaintainedtosupportCIRPTaskQualifications?
TheorganizationmakingaPADSentryshallretainsupportingqualityrecordsandmakethemavailableonrequest.RecordssupportingPADSentriesaremaintainedasfollows:
• Utilitiesmaintainrecordsperutilityprocedures.• NANTeLprovidesanelectronicrecordforcompletionoffundamentalsexams.• NANTeLprovidesanelectronicrecordforcompletionofcontinuingtrainingcoursesandrequired
exams.• TheEPRITQRprovidesanelectronicrecordforcompletingSTEknowledgeexamsandperformance
evaluations.• SuppliersretainresumesandequivalencyevaluationsusingAttachment4.• SuppliersretainattendancesheetsforcontinuingtrainingbymethodsotherthanNANTeL.
Howwillcontinuingtrainingbeadministered?ContinuingtrainingwillbeprovidedtomaintaintheknowledgeandskillsrequiredtoimplementtheNISPs.ThecontentofcontinuingtrainingwillbethesameforbothSeniorandJuniorTechnicians.Requiredexamsrequireapassinggradeof80%.Continuingtrainingfor2018isscheduledtobegininDecember2017andwillconsistofthegaptrainingtoimplementtheNISPs.After2018,minimumrequirementsforannualcontinuingtraininginclude:
• SignificantchangesinanNISP.

• Anygaptrainingneededduetosignificantchangesintheinitialtrainingprogram.• LessonslearnedfromsignificantoperatingexperienceasidentifiedbyINPO.• INPOfocusareasbasedonweaknessesidentifiedduringINPOplantperformanceevaluations.• Refreshertrainingforfundamentals/systemsasdeterminedbytheITOC.• Annualcontinuingtrainingshouldnotexceed16hoursperyearofdisciplinespecifictraining.
Deliveryofcontinuingtrainingwillbeaccomplishedusingcomputerbasedtraining(CBT)tothemaximumextentreasonable.IfaportionofthecontinuingtrainingcannotbedeliveredusingCBT,theITOCisresponsiblefordetermininghowthetrainingwillbedelivered.Continuingtrainingdoesnotincluderefreshertrainingforinfrequent,important,andcomplextasksduetothelargepopulationofsupplementaltechniciansthatdonotperformsuchtasks.Whensuchtaskswillbeperformed,theutilityisresponsiblefordeterminingthepre-jobtrainingand/orbriefingthatwillberequiredusingplant-specificprocedures.
Howwillindustryoversightbeestablished?TheUSnuclearpowerindustryhascollaboratedtodevelopandimplementtheaboveprogramthroughaworkinggroup.TheworkinggroupwilltransformintotheITOCtoprovidearepresentativecross-sectionofstakeholdersthatwillmonitorandmaintaintheeffectivenessofthetrainingprogram.
2.0 GeneralRequirements
2.1 SupplierprogramstoqualifypersonnelusingtheSTEprocessshallbeevaluatedandapprovedperReference5.2,EPRIAdministrativeProtocolforPortablePracticals(AP3)inStandardizedTaskEvaluations.Reference5.2describesthefollowing:
2.1.1 Thekeyattributesthatmustbesatisfiedinthesuppliertrainingprogram.2.1.2 Theprocessforprogramsubmittalandcompliancereview.2.1.3 Requirementsformaintaininganapprovedprogram.
2.2 AdministrationofknowledgeexaminationsandperformanceevaluationsbysuppliersshallconformtotheprocessesdescribedinReference5.4,EPRIStandardizedTaskEvaluationProgramImplementationGuide.
2.3 QualificationofasupplementalRPtechniciantoperformaCIRPTaskisaccomplishedbyoneofthefollowing:

suspendedqualificationduetounacceptableperformanceorotherreasons.1) Onceremediationhasbeencompleted,thecourseorpositionqualification
maybeenteredwithascoreofPASStorestorethequalification.2.6.4 Method–InputPERFORMANCEforthecodesonAttachment2.2.6.5 Plant–ThePADSplantcodeorcompanycodeforthefacilityconductingthetrainingor
performingthereview.
2.7 RefertoNEI03-05(Reference5.8)foradditionaldataentryinstructionsasneeded.
2.8 During2020and2021,ifaJuniororSeniorTechnicianhasfailedtocompleteanannualcontinuingtrainingcourseprovidedsince2019,remediationshallbeperformedasfollows:
2.8.1 CompletetheCBTcoursesthatweremissed.2.8.2 Fornon-CBTcourses,ensuretheseniortechniciancanperformconsistentwiththe
enablingobjectivesthroughperformanceevaluation,observation,oralboards,etc.DocumenttheequivalencyevaluationusingAttachment4(suppliersonly)orsite-specificproceduresforequivalencyevaluations(utilityonly).
2.9 Beginningin2022,ifaJuniororSeniorTechnicianhasfailedtocompleteannualcontinuingtrainingcoursesprovidedduringthepreviousthree(3)calendaryears,taskqualificationmustbeaccomplishedusingtheSTEprocessdescribedinthisprocedure.
2.10 RecordstosupportPADSentriesaremaintainedasfollows:
