Shri B Chandra Sekhar, IPS (Punjab, 1994) assumed charge of

DIG NISA on 10.10.2009. Shri B Chandra Sekhar served in different

capacities in Punjab and held many key positions like Senior

Superintendent of Police in 4 districts, Superintendent of Police in Chief

Minister’s Security, Commandant of Police Recruits Training Centre, ADC

to Governor of Punjab etc. Before joining the Academy he was holding the

post of AIG (Provisioning and Transport ), Punjab.

SHRI AJAY KUMAR, SR COMMANDANT/NISA

Shri Ajay Kumar (CISF 1990) joined the Academy as

Sr. Commandant (Training ) on 23rd June 2009.

Before joining NISA, he held many key posts like AIG in SPG and

Sr. Commandant in SSG (CISF). He is a post graduate in Sociology from

the Delhi School of Economics. He has attended many courses like the

Police Commando Course at NSG, Course on National Security at IB,

Tactics Course at NPA and Advance Physical Security Course at Federal

Law Enforcement Training Center, Glynco, Georgia, USA.

SHRI K K SINHA, COMMANDANT/NISA

Shri K K Sinha (CISF, 1994) Commandant, assumed charge as

Commandant (Administration) on 05.06.2009.

He has worked in various capacities before joining NISA in the

rank of Deputy Commandant before being elevated to the local rank of

Commandant. He has authored a novel “VIP Security –What You Need to

Know” published by Manas Publications New Delhi. He is an alumnus of

IIT, Kanpur.

ATA-7406, RESPONSE TO AN ACTIVE SHOOTER INCIDENT CONSULTATION COURSE

ATA-7406, Response to an Active Shooter Incident Consultation Course was conducted at NISA

from 31st August to 04th September 2009. The course objective was to provide the participants with

an understanding of how to pre-plan for a terrorist active shooter or school invasion incident. This

consultation was also designed for first responding police officers with the understanding of

essential tactical skills needed to help mitigate the loss of innocent lives caused by an active

shooter.

There were 60 participant police personnel from all over the country. The course was conducted

under the guidance and supervision of ATA Instructors Mr Stephen Hudson, Mr Ryan Staab, Mr

Glen Neimeyer, Mr Jesse Harman, Mr Stafford Famer Lee. Mr Wayne Clevelan, Mr Steven

Moores and Mr Peter Crawford.

Vital Installation Security Course for Nepal

Armed Police was organized in the Academy

from 27.07.09 to 07.08.09. The objective of the

course was to familiarize the participants with

various developments in security techniques

and use of modern security gadgets in Vital

Installation Security. The participants were given

inputs in concepts and principles of industrial

security, physical security systems, threat

perception & vulnerability assessment of vital

installations, security of

plant/machinery/building/materials & Intelligence

The 42nd Basic Aviation Security Course and 23rd

X-BIS (OTS) Simulator Course was conducted

from 06.07.09 to 29.07.09 for a strength of 40

CISF personnel. The objective of course was to

acquaint the participants with the requirements of

Civil Aviation Security and training on X-BIS (OTS)

Simulator. They were given inputs in threat

perception and various dimensions of civil aviation

sector and hands-on training on X-BIS, DFMD &

HHMD. The participants also visited Hyderabad

International Airport, Samshabad as part of their

field training.

GLOBAL WARMING SHRI N ELUMALAI, AC/FIRE

Control Pollution – Many people in the developed countries now use bicycles as their regular mode of transport as against cars in an attempt to keep the environment pollution free. This could be the simplest way to tackle global warming. Water comprises 70% of the earth’s area. Surface water is undoubtedly the most precious natural resource that exists on our planet. Without this invaluable compound comprising of Hydrogen and Oxygen, life on earth would be non-existent. Water is essential for every living being on our planet to grow and prosper. Although we recognize this fact, we disregard it by polluting our rivers, lakes and oceans.

Our planet is getting warmer day-by-day . Climate change caused due to various factors is the major reason for this. A great concern at the international level is being expressed on the climate change and how to contain it. Carbon-dioxide is one of the gases which contributes 60% of the share of global warming. The other contributors are methane gas, chlorofluorocarbons and nitrogen oxide. Today, with increased industrialization and urbanization, climate changes are being accelerated at the global level. The hottest years that have ever been recorded have occurred since 1990 which clearly indicates that our planet is getting warmer day by day. Climate is being influenced by natural factors like the volcanic eruptions and changes in solar radiations. Other factors are land use changes and emissions of green house gases, caused by indiscriminate use of natural resources by the people.

Generate Eco Consciousness - India has been traditionally vulnerable to natural disasters on account of its unique geo-climatic conditions, further aggravated by environmental degradation caused by human activities. Floods, droughts, cyclones, earthquakes and landslides have been a recurrent phenomena. Statistics show that about 60% of the land mass is prone to earthquakes of various intensities ; over 40 million hectares to floods ; about 8% of the area to cyclones and 68% of the area to droughts. In the last decade, millions of people have lost their lives in natural calamities.

What can we do ?

As citizens of the country, each one of us can contribute in our own little way to combat global warming and reduce the impact of climate change. The following measures would go a long way in reducing the impact of human-induced climate change :- Lets make a difference

Plant more trees – Trees play a vital role in sustaining the natural environment. Trees apart from their aesthetic appeal, absorb carbon dioxide, reduce air pollution, reduce noise and trap dust. They also keep the environs cool, attract rain, improve soil condition, prevent soil erosion, raise the ground water level and give shelter to birds, insects and animals. They are a source of fruits, medicines, wood, rubber etc.,

Global warming can be slowed and stopped with practical actions that yield a cleaner & healthier atmosphere. The question is : Will we act soon enough? Ultimately, it is upto each one of us, as individuals and families, to take concrete action to slow down and eventually reverse global warming through everyday awareness of our energy use and attention to ways which conserve electricity and minimize fossil fuel usage.

Save energy – The major cause of climate change is carbon dioxide emission from burning of coal for energy generation. Conserving electricity means reduced CO
