FUNDAMENTAL RULES

I. That the Society shall be denominated the Madras

Religious Tract and Book Society.

I I. That its primary object shall be the circulation of religious

tracts and books in English and the yernaculars of South India on

the same principles as those of the Religious Tract Society 111

London.

II 1. That each subscriber of six rupees or upwards per annum,

or if an Indian minister of three rupees or upwards, shall be consid­

ered a member of the Society.

IV. Any church contributing not less than six rupees per

annum to the funds of the Socie~y shall be entitled to appoint one

of its members to represent that church at the annual meeting of

the Society.

V. That the business of the Society be conducted by a

Committee, consisting of all Christian ministers who are members

of the Society and such laymen as are elected to serve on the Com­

mittee at the annual meeting, five of the members to constitute a

quorum.

VI. That the year shall be closed on the thirtieth of September,

and that there shall be a general meeting of the subscribers as early

in each financial year as may be convenient, when the Committee,

including the office-bearers, shall be chosen, and the accounts and

report of the work of the year presented.

VIr. The Committee shall hold office till the next general meeting

of the subscribers,and it shall have power to fill up vacancies that

may occur between the general meetings.

BY-LAWS

These -wer~ framed by the General Commtttee

1. The work of the Society shall be carried on by the

General Committee with three Sub-Committees-a Finance

Committee and two Publication Committees, Tamil and Telugu­

which shall report all their proceedings to the General Committee

for confirmation. The Publication Committees shall be the Literary Sub-Committees of the Decennial Conference Literature

Committees for the Tamil and Telugu areas.

2. The Finance Committee shall consider all orders for

printing, shall control the expenditure of all moneys, shall

examine all accounts and pass them for payment, and authorize

the signing of all cheques by the General Secretary and one

other member of the Finance Committee. I t shall, as a rule,

meet monthly on the third Thursday of the month in the Library

of the Christian Literature Society. The Convener shall be the

General Secretary. 3. The Editorial Secretary shall initiate any publication

work in the interests of the Society, shall receive all 1llanuscript~

and pass them on to the Conveners of the Telugu and Tamil

Committees respectively, and shall present the reports of these

Committees to the General Committee.

4. The General Committee shall meet usually on the third

Thursday of the month at 6 p.m., in the Library of the Christian ··if.

Literature Society. Special meetings may be convened by the

General Secretary on his own initiative or on the requisition of any

three members of the Committee. I'here shall be at least seven

days' notice of a special meeting.

5. The work of the depot shall, for the present, be carried on

by the Christian Literature Society. 6. The Depository shall be kept open every business day

from 9·30 a.m. to 5-30 p.m., except on Saturdays, when it shall be

closed at 2 p.m.

Ninety·Fourth Report of the

Madras Religious Tract and

Book Society 1911-12 A REVIEW

THIS report ought to have been in the press long before but as the Rev. J.. :Bassmore, the Secretary of this Society had to iO to England on furlough in February pressure of work before he left India prevented him from drawing up the report and after he had gone his temporary successor had so much work in connexion with the Acting Secretaryship of the C. L. S. as well as in connexion with his own duties as Tamil Literature Missionary that the prepa· ration of the report has been most unduly delayed. I must there­fore request the members of the Committee and all who are interested in the appearance of this report to grant me forgiveness for what is, I hope, an altogether unusual lateness in its publication.

The year concerning which the report is written shows much admirable work done. The appendices give the statistics and those who love figures will be able to form some idea of the great influence for good exerted by this Society. New publications of which there have been 45 in Tamil and 35 in Telugu include magazines, books, tracts, handbills and Scripture cards. In Tamil and in Telugu The Messenger of Truth has continued to render good service. 43,900 copies of the Tamil Messell~er of Tru.th, edited by Dr. Lazarus, and 67,000 copies of the Telugu Messetlg.r of Truth, edited by Canon Anantam, have gone east and west and north and south throughout the Tamil and Telugu countries of South India, to distant parts of India itself, to Tamil speaking communities in Burma and the Strait Settlements and wherever they have gone have been indeed Messengers of Truth. Amongst books the largest number of copies both in Tamil and in Telugu have been printed of Christian Hymn Books. The well-known

tract The Blind Way has been re-issued in Tamil and a new book the Life of Ramaba£ has come out in Telugu. The Tract Society is of course identified. with the publication of tracts and handbills. During the year 1,14'0;000 handbills' were prfnted' in Tamil and 360,000 in Telugu. These handbills both in Tamil and in Telugu probably have the largest circulation of any publication, Christian or Hindu, in either language. I do not think that there is .any Hindu poem or story that has a circulation of more than a few thousand copies while as a rule we print one hundred thousand copies of anew 'handl?ill in Tamil and often print another one hundred thousand copies in subsequent editions.

A report is scarcely the place to make an appeal, but I strongly feel the importance of bringing the subject of the compilation of these handbills before my readers. Neither the editor of the Telugu handbills nor the editor of the Tamil handbills receives more than one or two manuscripts of good handbills during the year. It seems as though the majority of Christians who could write such handbills do 'not think sufficiently of their importance to give time and toil to writing them. A good handbill needs to contain a good story or parable. I t should not try to, teach all the doctrines ~f Christianity in four small pages, but to bring one truth clearly before the mind of the reader. Above all it should not be pedantic or overlearned in style, but should be so written that from the first line to the last it shall be ' understanded of the common people.'

The total circulation since the formation of the Society includ­ing tracts from England has been 57,601,2'75.

RESULTS

The work that is done by those who write the publications' of this Society has to be done in faith. Again and again it ,happens that after a man or woman has given days or weeks or sometimes months to the production of a handbill or a book and know'S that a large number of it is in circulation no other result appears to come out of the. labour that has been bestowed upon it. I have myself again and again found that handbills have been distributed by the thousand, that they have gone to out of the way villages, have been read by those who received them and by those who dwell in the .place, and yet it .does notapp:ear that they have convinced or changed any single life. It requires patience and a sure ,trust that the truth of God ',cannot· o be· proclaimed in vain - to keep' 'one steadfast in work of this kind. to me in the bazaar that first drew my heart to Christ,' and how a high.caste Hindu woman read the story of one who like herself found in Christ the Saviour that she needed and so was led to accept and follow the same Saviour. I remember some years ago' that an Indian minister told me how he had seen a seller of spices in the bazaar tearing leaves from a very old Tamil Bible to wrap the little packets of spices that he sold. The minister was indignant at the want of respect shown for the sacred book and was about to remonstrate with the shop-keeper when he saw one of the customers unwrapping the page of the Bible that was folded round the packet he had bought and reading the words of Scripture printed on it. My friend then thought within himself that it was possible that these pages of God's word torn from the old Bible might be messages from God to those who otherwise would not receive it, and he went away without remonstrating with the bazaar.keeper.

Miss Marston is able to tell how one who had become a Chris· tian says C I bought some sweets and through the message printed on the paper in which they were wrapped I found the sweetness of the forgiveness of sins.' Looking at the bundle of letters in my hand regarding tracts which have come during the year I cannot find any instance of the influence of our publications quite so graphic as that which Miss Marston gives, but I cannot forget that it was a tract published by this Society and re-published in a new form during the year under review which led over a hundred persons of a Tamil thief· caste to give up the degradation of their old demon­worship and enter into a new and consistent life of truth and good living walking in the footsteps of the Lord Jesus Christ. And so when from these letters I find a Wesleyan Mission evangelist in a far away village in the north of the Chingleput District telling how many Hindu gentlemen have taken and read and discussed these Tamil handbills of ours with him, though one cannot see that there is anything definite as a result of those talks on the verandahs of village houses I agree with him most heartily that the handbill is very useful for the Evangelistic work. Miss Rodgers of EUore has to deal with quite a different class of Hindus. She goes into the curtained zananas of wealthy' laIldowners away in the Telugu country" Few of -the women behind the purdah can read', but those few take a keen interest in the Telugu handbills that she brinis to them. They apprecia..te them and they constantly ask for them. It cannot be that all niessages so eagerly awaited and so

carefully read should always speak to deaf years. There must J:>e some who not only read but understand. Perhaps the most elo~

quent testimony that has been received during the year the value of our work comes from Dr. L. A~ Prins, Superintendent of tbe camp in Tinnevelly in which coolies going to the tea· plantations of Ceylon have to s:;tay for a number of days so that it may be ascertained that they are free from plague before'they proceed on their journey. Dr. Prins ordered more than eleven thousand copies per month of our handbills, and these handbills, go into the hands of all the coolies in the camps at Thattaparai who can read. The days they spend in the camp are necessarily idle days and this literature which comes into their hands at such a time has a very great opportunity of being read and re-read. ,Though the definite results again are very few there can be no do~bt that the message is carried by these silent yet tireless preachers to many hearts. In short, those of us who have ~ost experience of this work whether we have to write or whether we have to distribute are more and more sure that this is one of the most efficient and most powerful missionary agencies ill India. I t has been blessed again and again in times past, and God's blessing without doubt will continue to abide with it using it to call to Himself men and women out of great darkness to enter into His kingdom of life.

A NOTE ABOUT FINANCE

The statement of the finances of the Society for the year under review is not quite so encouraging as for the previous year. Omitting the special item of Rs 10,000 received by the Society, in 1911 for its share in the old depot building, the total income of the year under review showed a decrease. The subscriptions have gone down from Rs 831 to Rs 693 and the sales have decreased from Rs 14,000 to Rs 11,253. On the other hand less printing has been done, and wages hav,e qecreased, though it has happened that heavier charges for paper have occurred within the twelve months under review. Editorial charges and charges for advertisement have also decreased. The fixed deposit of the Society with the ~ational Bank has been increased from Rs 10,000 to Rs 10,100,

'I . have too little knowledge of the history of the finances of the Society to know whether to consider the financial position satis­factory. I t is a very small Society and fluctuations in receipts and expenditure are very evident in the finances of all small Societies. But one thing is certain:' that any large development of the aetivities of the Society is constantly checked by the little response that its claims.for help receive. It publishes its handbills free of all but a nominal charge of eight annas a thousand copies to cover pos~e. All its other publications are broughl out at the lowest possible price, It could and would do more, but only twelve churches of all the thousands in the Tamil and Telugu Districts of South India made collections on its behalf 'in 1911-12. According to its means, the ~ciety is faithful. Gladly would the Society.do much more. And if subscribers and Churches in South Iodi~ provide the means more will be done.
