  • Nine Elms on the South Bank has started a dramatictransformation. In the years ahead it will become athriving riverside community and business district forLondon, complete with two new town centres atVauxhall and Battersea Power Station, two moreTube stops, improved rail stations, a fantastic newThames Path and a network of exceptional parksand public squares.New transport links are essential to delivering the growth we want tosee in Nine Elms and Vauxhall. We are working on a package of trans -port improvements to tube, train, bus and river services. In this lastyear we received great news when the UK Government guaranteed a1bn loan to fund the Northern line extension to Battersea. This is atremendous achievement for the Partnership and will bring a wealthof new opportunities to thousands of local people.

    Major schemes, including Battersea Power Station and the USEmbassy, are gearing up to start construction, joining those deve -lopments already on site. Great progress is also being made inVauxhall where a series of crucial developments have been approved,paving the way for a new district heart and achieving our goal ofremodelling the gyratory to create a more walkable environment.

    As the regeneration process gathers momentum the improvementsand opportunities will continue to stack up. Ultimately, we aim toprovide 25,000 permanent jobs, a vast network of public parks andspaces, new schools and healthcare facilities and a total of 16,000new homes catering for people on all levels of income.

    We will also ensure we provide benefits to local residents andbusinesses. We will set up a new service to ensure that we can targetthe rising numbers of job and training opportunities towards localpeople, prioritising those most in need of a helping hand into thejobs market. The coming year will also see the first pieces of a newThames river path being created - first by St George Wharf, then atBattersea Power Station where a temporary park will open to thepublic before being replaced by a permanent six acre park furtherdown the line.

    We are delivering a programme that will transform Nine Elms andVauxhall for the benefit of London and local people. We cannotdeliver our ambitions or the progress we have already made without our partners in the Nine Elms Vauxhall Partnership, includingthe Greater London Authority, Transport for London and the area'slandowners and developers. Its hard to think of anywhere else in thecountry where so many public and private sector partners areworking together to transform an areas fortunes.

    We are extremely proud of our achievements to date and excited bythe incredible opportunities coming up in the year ahead.

  • Our vision

    A new London Quarter for thebenefit of the whole community.By 2030 the 195 hectares of Nine Elms onthe South Bank will become an exemplarand distinctive quarter of central London.As an integral part of the London offer,defined by Lambeth Bridge throughVauxhall to Battersea Power Station andChelsea Bridge, high quality buildings andpublic spaces will provide opportunitiesfor jobs and the choice of a variety ofhomes. New cultural and leisuredevelopment in this Thames riverfrontlocation, supported by high qualityservices, especially public transport, willmake this a successful and sustainableplace where people will want to be.

    Nine Elms will be a prestigious destination for internationalinvestment anchored by the rejuvenated Battersea Power Stationand the new US Embassy. A major new town centre at the formerPower Station will provide the focus of much of the new economicactivity. New Covent Garden Market will be reconfigured toprovide better facilities for its businesses and a public interfacethat will include new restaurants. This will provide the setting for abustling 24/7 food quarter. Vauxhall Cross, which already benefitsfrom an existing station will be transformed into an attractive,walkable neighbourhood, with a mix of uses and public spaceswith streets that are not dominated by traffic.

    A bold new linear park from Battersea Power Station through toVauxhall will be a major feature in the sustainable development ofthe area together with improved green open spaces. The highquality public realm to be created here will be critical to ensuringthat pedestrians and cyclists feel safe and secure. Convenient andattractive routes will connect the area together with existingneighbourhoods and the elegant Albert Embankment which is adefining characteristic of the South Bank.

  • New sustainable development will lead the way inconstruction, provision of extensive green infrastructure,minimising the use of energy and encouraging carbonreduction including a district heating network serving thewhole area. The Northern line extension from Kennington toBattersea and excellent public transport interchange facilitiesat Vauxhall will give the area essential new public transportconnections.

    The development of the whole area is expected to provide16,000 new homes and an estimated 25,000 new jobs.

  • Our Priority Outcomes

    Nine Elms on the South Bank will be delivered over a 20-25 yearperiod. Successfully managing the transition of the area over thislength of time is a major challenge. We need to take early steps tovitalise the area, bring in new residents, visitors and end-users,build confidence and momentum and encourage investment. Wewill seek to do this with a combination of excellent new publicrealm, transport improvements and a range of cultural meanwhileuses and activities during development and on a morepermanent basis.

    Our Business Plan presents a rationale for these interventions andsets out a framework within which key projects can be takenforward. This Executive Summary sets out our key priorities in theBusiness Plan.

    The Nine Elms Vauxhall Partnership faces unique challenges in enabling an unprecedented period of growth over the coming years and our priority outcomes and projects reflect these challenges.

  • The following section provides more detail on thepriority outcomes and projects; these have beensplit into individual working group themes wherethe project or outcome is predominantly covered.

    There is extensive partnership working within eachof the different working groups and in some cases,such as the bridge, gyratory and constructionlogistics, the outcomes are achieved throughinteraction between several working groups.

  • Employment and Business

    Nine Elms on the South Bank will be more than just a prestigiousnew residential district it will be a world class, internationalbusiness destination with up to 25,000 jobs from over six million sqft of new commercial space. The shift from primarily lightindustrial uses to a central activities zone designation means thearea will become a new economic engine for growth in centralLondon and an attractive place to invest.

    Priorities for 2013/14 include:A coordinated jobs brokerage service funded, resourced andoperational, providing a one stop shop for both employers andtheir potential employeesEmployment and Skills Plans agreed for further sitescommencing construction. Discussions will begin with thepromoters of the NLE and Thames Tideway Tunnel on locallabourSkills Forecasting Model developed, giving training providers aclear skills demand forecast from upcoming developmentsSkills Provision Offer published by Training Provider Network,reducing duplication, identifying synergies and gaps andenabling easier access to information on skills requirementsand training provision to local residentsConstruction Employers Network to be formalised anddeveloped as more main contractors are procuredSupply Chain proposal to be implemented allowing localbusinesses to access contract and supply opportunitiesDevelopment of an education link programme engaging ourschools and encouraging students to think about opportunitieswithin the regeneration areaBusiness communication programme to be established

    Creating a new district of international significance, attractingbusiness, residents and visitors requires a step change in theaccessibility, capacity and quality of transport throughout NineElms on the South Bank. Vastly improved transport capacity isessential to enable and support intermediate and longer termgrowth and to unlock the full potential of the area.
