When you cite articles in NIH applications, proposals and progress reports, include the PubMed Central ID (PMCID) at end of citation, e.g.:

How to find PMCID? Use PubMed Central search at http://www.ncbi.nlm.nih.gov/sites/entrez?db=pmc or ask a librarian for help.
