Pro Build UK | NHBC Awards EditionRisk Assessment Article

The Foundations of Risk Assessment – Part OneWhatconstitutesagoodriskassessment?Whathaz-ardsareconsideredtoposeasignificantrisk?Whoshoulddecidewhetherahazardisindeedahazard?Most construction professionals have a reasonable understandingofthebasicconceptofhazards, risksand control measures. Unfortunately many of these contactors don’t have any formal training in risk assessment and often fall into re-petitive patterns when assessing and producing risk assessments. The purpose of this article is to go over the basic things to look for and bear in mind when carrying out this essential plan-ning element.

The HSE rec-ommend a Five Step approach to risk assessment and seeing as we are all governed by their legisla-tion,itseemsasensible place to start!

Part1–HazardIdentificationAhazardis“thepotentialofanactivity,processorsubstance to cause harm”.

Thefirsttaskistoidentifyanysignificanthazardswhich could result in serious harm to people. It stands to reason that anyone who is identifying these hazards needs to have an understanding of the work-ing environment and the activity or process which will take place. The best source of this information

is discussing it with the personnel who do it on a daytodaybasis–thetradesmen, siteoperativesandmanagers. They usually appreciate being asked their opinion and tend to become very ‘constructively critical’ when prompted!

If your organisation has carried out any similar work inthepast, thereislikelytobepreviousinformationavailable to you. Documents such as old risk assess-ments,accidentreports,andill-healthrecordsmayflagupaprovenhazard.

If it is a new task which your company or operatives hasnotdonebefore, someinformationwillmorethan likely be available from manufacturers of any materials / plant / chemicals planned for use during

thetask.Datasheets,operationmanualsandinstalla-tion guides are very helpful resources when putting together a picture of the task and therefore the poten-tial hazards involved.

Another(seeminglyobvious, butoftenoverlooked)point is actually viewing the working area wherever possible as there is no substitute for seeing some-thing with your own eyes. If you envisage you are theretodothetaskyourself, whatpotentialhazardswouldyoubeconcernedabout, whatthingswouldyou be reluctant to do without some form of control
