1.1 Summary of Progress-Total length of project is 122.88 km from Km 398.240 to Km 521.120 with total project cost Rs.1665 Cr. (Concessionaire TPC:- Rs. 2434.68 Cr.) Appointed Date was 01/04/2016 and scheduled date of completion of construction was 26/09/2016 (with 910 days construction period).
For convenience of execution of works, the Concessionaire has divided the entire project road length into following three sections;

Mobilization: The Concessionaire and its Sub-contractors has fully mobilized sufficient Plant & Machineries, equipment, Engineers/Personal and Workmen for execution of the project highway.
Land Acquisition/Front Availability :
Till January 31, 2017 out of 731.560 Ha of proposed land(equivalent to 122.88 km -6 lane) 668.129 Ha(Equivalent to 101.278 km - 6 lane i.e. 82.42%) land has been handed over to the Concessionaire and 96.865 Km length has been handed over towards service road (SR) i.e. 64.97%. The Section wise along the project highway the encumbered free length towards Main Carriage Way and Service Road are summarized below :-

Utility Estimate Approval &Their Shifting Status: On Appointed Date total 23 Nos. of Utilities belongs to various departments spread along the project highway requires its relocation to take up the Project Highway work. In which 05 Nos. are avoided by Project highway realignment/Alternate Proposal under Change of Scope Notice. The remaining 18 Nos. of utilities pertaining to various Government Departments of West Bengal, Jharkhnad and private entity in which 6 Nos., 07 Nos., 02 Nos. and 03 Nos. belongs to Electrical lines, Water Pipelines, Gas Pipeline and Police Station/School respectively.15 Nos. out of 18 Nos. belongs to Govt. departments and rest 03 Nos. belongs to Private Entity.
Utility Estimate Approval Status: All 15 Nos. of utility belonging to various departments approved by Competent Authority. The utility estimate approved from Competent Authority for 07 nos. on appointed date, 01 no. in December 2014, 01 no. in February 2015, 01 no. in April 2015, 01 no. July 2015, 01 no. in August 2015 and 01 no. in June 2016It is also to be noted that 01 no. of utility estimate belonging to DVC (Electrical line) for which the 25% approval of utility estimate are yet awaited from Competent AuthorityIn addition to above additional estimate of utilities belonging to the various departments are ADDA, DMC, WB-PHED, DPL Electrical, Jharkhand PHED water pipeline and DVC are yet to be approved by Competent Authority. The estimate approval of existing high mast, Jharkhand PHED hand pump and revised estimate of WB-PHED are still awaited by the Competent Authority.
Utility Shifting Status: Out of 06 Nos. of approved Electrical line utility estimate belongs to various departments 02 are completed and 04 are in progress (45%).Out of 06 nos. of approved Water Pipeline line utility estimate belongs to various departments 02 is completed and 04 are in progress (83%). Out of 03 Nos. of approved School/Police Station utility estimate belongs to various departments 01 is completed and 02 nos. are not yet started for want of land acquisition.Current Issues - Land Availability: The balance encumbrance free land 17.58% i.e. 21.602
Km towards Main Carriageway and 35.03% i.e. 52.225 Km towards service road is yet to be handed over to the Concessionaire.
Utility Estimate Approval: 01 No of utility estimate belonging to DVC (Electrical Line) for which the
25% approval of utility estimate are yet awaited from Competent Authority.
Additional estimate of utilities belonging to the various departments are ADDA, DMC, WB-PHED, DPL Electrical, Jharkhand PHED water pipeline and DVC are yet to be approved by the Competent Authority.
The estimate approval of existing high mast, Jharkhand PHED hand pump and revised estimate of WB-PHED are still awaited by the Competent Authority.
Local protest:
Govindpur (Km 406+500 to Km 410+000) &Nirsa (Km 422+000 to 435+000) –Concessionaire is not able to take up work due to public agitation as well as no-availability of encumbrances free land on above said stretches.
Decision Pending.
BograChoti (Km 468+000 to Km 470+000) - 2.000 Km- Locals are protesting for 6-laining, however the valuation of structures has been completed by intervention of District Administration.
Declaration of unsafe location U/s 4 of West Bengal Restriction on Construction in unsafe area Act 1979 by DM, Burdwan.
GEECL Gas Pipeline - 25.000 Km - The gas pipeline is running parallel along the project stretch on LHS from Km 455.750 to Km 505.900 affecting approximately 25 Km. The agency has filed a case in High Court in Kolkata.
Change of Scope Status: Notice for COS in 3 cases under Clause No.16.1 & 16.2 of Concession Agreement are still awaited from Competent Authority.

(Scheduled Date was March 31, 2015)Prior to the occurrence of Project Milestone, the Concessionaire shall have commenced construction of all bridges and expended not less than 25% of the total capital cost set forth in the financial package.
This Milestone was achieved.Recommendation regarding achievement of Milestone-II is submitted by IE to NHAI.Approval from NHAI is awaited.
Milestone III
Project Milestone- III shall occur on the date falling on the 730th day from the Appointed Date. (Scheduled Date is March 30, 2016)Prior to the occurrence of Project Milestone- III, the Concessionaire shall have commenced construction of all Project Facilities and expended not less than 75% of the total capital cost set forth in the Financial Package.
Recommendation regarding extension of Project Milestone-III for 15 months up to June 2017 submitted by IE to NHAI.Approval of EOT from NHAI is awaited.

1.10 Monitoring of Operations & Maintenance Obligations
1.10.1 Maintenance Status during Construction Phase
1. Trimming of over growth of plants and shrubs in median portion activity should be expedited immediately. Plantation is to be done fast.
2. Cleaning of carriageway, median, bridge footpath & shoulders to be completed immediately. Median cleaning is not satisfactory.
2. Pot holes observed in project highway section. It should be repaired immediately. Specially Barwa-Adda section, Maithan section, km.450, Km 456, Km 469,km 494, Gandhi more, Km 509 &All diversion roads should make smooth immediately.
4. Delineator and Barricading has not been done in site as per instruction of IIT safety Consultant.
5. All junction location existing/new Kerb should be painted immediately as per Technical specification. Do not use distemper. Paint should be confirm as per IS-164 requirement
6. All roots of trees etc. on existing bridges, ROB should be removed immediately and cleaning should be done immediately.
7. Diversion provided on newly constructed ROB at Km. 520+383does not follow the reviewed diversion plan and IRC specifications vide our letter no. SAICPL-Sugam/Barwa-Adda-Panagarh/IE/NH-2/2014/1932 dt. 22.10.2016for safety.
8. Diversion roads are required repair at many places especially in Section - II
The Concessionaire has deployed the route patrolling vehicles, ambulances and cranes with requisite crew for incident management and team for maintenance of the project highway and ensures the project highway is trafficable.During this month Concessionaire has filled the pot holes at some location with WMM and Bituminous materials.Concessionaire has been instructed to all pot holes should be repaired with bituminous materials.
1.10.2 Maintenance Status during Operations & Maintenance Phase
The Concessionaire has deployed the route patrolling vehicles, ambulances and cranes with requisite crew for incident management and team more than the stipulated numbers in the Concession Agreement for maintenance of the project highway and ensures the project highway is trafficable.
