� The Public Health Association Australia (WA Branch) Aboriginal Health Award Winner
� A Regional Organisation finalist as part of Department of Local Government and Communities Awards.
These awards have provided State-wide exposure and recognition for the organisation are evidence of the tireless
work contributed by my fellow Council members and staff.
Following completion of the Indigenous Governance Training Program, the Council has implemented new initiatives
to add value to our existing programs and to pilot a school holiday program.
The ‘pilot’ school holiday program was implemented to satisfy the communities’ need to address the minimal level
of activities being delivered during the school holidays and we have seen this as an opportunity for Ngurra
Kujungka to enhance its positive impact in the communities.
To date our pilot program has exceeded expectations with positive feedback received from community stakeholders.
At the completion of the 2015 Western Desert League we identified a decline in the engagement and enthusiasm
for the program and consequently we decided to restructure the League. The Council is optimistic that the new
structure will be effective in re-invigorating the communities’ engagement with the League. If this does not eventuate
we will continue to liaise and work with the communities to receive their feedback and develop an alternative
structure.
Regardless of the structure, I believe it is important that the communities begin to financially contribute to Ngurra
Kujungka. Since the formation of the organisation we have fully funded all the programs we deliver and at a time
when funding is becoming less accessible, it is increasingly important for the communities take ownership of the
need to give a little back.
Once again we will work with the communities on this initiative.
We sincerely thank Telfer Community Relations Superintendant Ben Bryant and Newcrest Mining Ltd for their
continuing support of our organisation and its programs and to our Ngurra Kujungka staff in Dan Barnes (Program
Manager), Callan Hatchman (Senior Indigenous Sports Development Officer) and Ebony Humble (Female Indigenous
Sports Development Officer) for the tireless work they perform in delivering programs for our communities.
And finally, I thank my fellow Council members for their work in driving the development of Ngurra
Kujungka and ensuring their communities are engaging and supporting the activities delivered and the decisions
made by the Council.

I am pleased to deliver my Chairman’s report for the 2015–16 Ngurra Kujungka Annual
Report. The past twelve months have delivered widespread recognition for the
organisation together with the implementation of some positive initiatives for
development.

Highlights of the year, which will be described in more detail elsewhere in this report, have included:
State-wide Award Recognition
� Regional Excellence Award Winner in the Sport and Recreation Industry Awards
� Public Health Association Australia (WA Branch) Aboriginal Health Award Winner
� Regional Organisation finalist in the Department of Local Government and Communities Awards.
New initiatives with the implementation of the Junior Basketball League as part of our existing Western
Desert League; and delivery of a ‘pilot’ Martu School Holiday program.
Continuous and increased engagement of various State Sporting Associations, which has broadened
our Community Participation Program.
Additionally, and as reported in last year’s annual report, Ngurra Kujungka Council members were undertaking
Corporate Governance Training. I am now pleased to report that this training has been completed, with about 40
Martu men and women completing all or some formal units of the course conducted under the auspices of the
Australian Institute of Company Directors.
Though there have been significant highlights, one specific program has not met expectations and its future will be
the subject of extensive and objective review in the near future.
I refer to the Western Desert League, which until this year had been the marquee event throughout the evolution of
Ngurra Kujungka. A significant decrease in engagement and enthusiasm has been identified during the current
reporting period, resulting in serious discussions and the implementation of a new structure in an effort to
reinvigorate the league.
I am pleased to present the Ngurra Kujungka Inc Annual Report for 2015–16.
In doing so, I must acknowledge Newcrest Mining Limited, the founder of the Desert
Sport Development Program and now the major sponsor of Ngurra Kujungka.
Without their significant and continuous support this organisation would not exist today.
Additionally, I am very pleased to report that Newcrest will continue as our major
sponsor in the 2016–17 financial year.
The past twelve months has been a period of reviewing, implementing new
innovations, achievement and recognition, with each of these elements contributing
positively to the maturity and development of Ngurra Kujungka.

In addition to Newcrest Mining Ltd, I acknowledge the following organisations and agencies who have provided
funding support to Ngurra Kujungka throughout 2015– 16:
� Department of Sport and Recreation (DSR), who provide financial assistance to continue the employment of
two Indigenous Sports Development Officers, and funding towards the delivery of community visits by providing
the opportunity to engage with various State Sporting Associations.
� Healthway, through their Make Smoking History messaging provides sponsorship towards the Western Desert
League.
During 2015-16, Ngurra Kujungka continued existing partnerships and established new ones with the following or-
ganisations, who have added great value and additional opportunities to our programs:
� Desert Feet Tour, who continue to attend all Western Desert League Festivals and play music each night
following the day’s activities. They also engage with local artists to develop, record and promote their music.
� West Australian Football Commission (WAFC). As the State Sporting Association of AFL in Western Australia,
the WAFL has come on board to assist with the development of football in the Western Desert. This includes
having representatives attending all three Western Desert League Festivals to assist with the delivery of the
football component of the festivals, help deliver coaching and umpiring education, and also implementing
programs within the schools.

� Department of Prime and Ministers and Cabinet,
through the Indigenous Active Lifestyle Program,
provide funding to employ local Martu people as
Recreation Officers in each of the Western Desert
Communities.
� Medibank, through their Community Grants
program, provide funding towards the implementation
of the Junior Basketball League.
� Shire of East Pilbara, who provide financial
assistance for Western Desert League festivals and
assist where they can with other activities.
� Fortescue Metals Group (FMG), who provided
funding for the pilot Martu School Holiday program
through their Community Support Funding program.

drug and alcohol awareness.

TFinally, I want to acknowledge individuals and groups:
� Ngurra Kujungka Council. Led by its Chairman Bruce Booth, the Council has played an important role in guiding
Ngurra Kujungka staff on the development of the organisation, including the programs they facilitate.
� Newcrest Mining’s Telfer Community Relations Department. Led by Superintendent Ben Bryant, the Community
Relations Department has provided great resources and assistance in supporting the operation of the
organisation.
� Community Stakeholders, including community councils, offices, schools, police, medical centres and general
stores for their ongoing support and engagement in Ngurra Kujungka and the programs it delivers.
� Ngurra Kujungka Staff. Callan Hatchman (Senior Indigenous Development Officer) and Ebony Humble (Female
Indigenous Development Officer) have shown dedication and commitment throughout the period in delivering
programs that contribute significantly to the ongoing development of the organisation.
Unfortunately, Ebony has resigned from her position to pursue further career opportunities and I take this opportunity
to acknowledge her for wonderful, positive contribution to the development of the organisation, and wish her all the
best with her future career endeavours.
We now welcome Michael McMonigal to the team. Mike comes to us from Surfing WA and brings with him some
20 years’ experience in the sport and recreation industry. We look forward to Mike making a sound positive
contribution to the organisation.

Awards
The past twelve months has seen Ngurra Kujungka Inc get publicly recognised across the state.
First recognition came in November, where the organisation was awarded the Aboriginal Health Award through
Public Health Association Australia – Western Australian Branch Annual Awards. The award recognised
Ngurra Kujungka’s contribution to improving health outcomes in aboriginal communities.
Second acknowledgement came in May when Ngurra Kujungka was a finalist in the Department of Local
Government and Communities in partnership with the West Australia Council of Social Services –
Community Services Awards. The organisation was one of one hundred applicants and was shortlisted in top four
as a finalist for Regional Organisation Award.
At ceremony held in Perth, attended by approximately three hundred guests from across a variety of not for profit
and non - government organisations, Ngurra Kujungka unfortunately did not win the award, however being a finalist
provided the opportunity for great promotion and exposure.

Significant state – wide public recognition came from the Sport and Recreation Industry awards hosted by the
Department of Sport and Recreation. Ngurra Kujungka submitted applications for two out of the twelve award
categories and were successful in being a finalist in both. The two categories were the Commitment to Participation
and Regional Excellence Awards. Unfortunately, we were not the eventual winner for the Commitment to
Participation award, but we were extremely excited and proud to be awarded the winner of the Regional Excellence
Award.
In front of an awards ceremony audience of some 250 people, Ngurra Kujungka Vice Chairman Daniel Toby
accepted the award from the Minister for Sport and Recreation Ms Mia Davies.
Overall the awards have provided great promotion and exposure for Ngurra Kujungka. Additionally, it is great
recognition for the time and effort the Council and staff have contributed to the development of the organisation.

School Holiday Program
Ngurra Kujungka is continuously looking for opportunities to develop and provide further positive impact within the
remote communities they service. During the year, two opportunities were presented as a strategy to help achieve
the objective.
Firstly, the identification for Ngurra Kujungka to deliver a Martu School Holiday program to greatly assist communities
maintain a positive presence, leading to improved levels of school attendance which will aim to develop education
levels whilst providing a safe and happier community.
To greatly assist in the delivery of the program, Ngurra Kujungka Staff consulted key community members and
stakeholders to establish how they envisage the program being delivered and the type of activities involved and
importantly to establish if the organisation had the capacity to deliver the program. Following the consultation, Ngurra
Kujungka embarked on delivering a ‘pilot’ model in the January and April School Holidays.
January school holidays saw programs delivered in Punmu, Warralong, Nullagine and Parnngurr; with Jigalong
and Kunawarritji in April. A range of activities were facilitated for the children in all communities and adults were
strongly encouraged to engage to enable successful delivery. Activities included a variety of sport, artwork, cooking
and music.
Feedback was very positive with strong indications that the program would be extremely worthwhile and beneficial
for the communities. Subject to successful funding applications, Ngurra Kujungka endeavours to deliver
this program permanently.

School Physical Education Program
Ngurra Kujungka staff are continuously travelling to communities to deliver programs and work closely with local
Martu community members to improve and increase the capacity of the community.
Through ongoing informal discussions with remote community school teachers, Ngurra Kujungka staff have identified
the opportunity to work with each individual school to implement and deliver a more formally structured physical
education program.
The objective of the program will be to help improve education levels by providing further encouragement for students
to attend school. Additionally, it can provide guidance to teachers on what they could or should be
delivering as part of the school’s physical education program.
With increased engagement from State Sporting Associations (SSA’s), Ngurra Kujungka staff have been able begin
to deliver an increased variety of sporting activities which are contributing to the development of the
program.
Traditionally, all sporting clinics would comprise softball and football (AFL). Now, the program has broadened through
visits from the West Australian Cricket Association, Basketball WA, Netball WA, Austswim and Rugby WA.
The engagement of these SSA’s has provided training for school teachers giving them the necessary skills to deliver
the sport as part of the school timetable. Additionally, local Martu Community Recreation Officers and volunteers
have also been provided with the necessary skills to deliver the activity in their before and after school programs.
Moving forward to the next twelve months, Ngurra Kujungka will aim to build and continually develop this program
by continuing to work with these State Sporting Associations (SSA’s) whilst also looking to identify new sports to
implement.

Time to Reinvigorate
Through the evolution of Ngurra Kujungka, the Western Desert League has been the marquee event and one for
which the organisation is well known. Throughout the delivery of the league in 2015, Council members and staff
had identified a decrease in the engagement and participation of the program. As such, Council and staff discussed
a new structure that would aim to reinvigorate, further develop and provide greater benefits for the communities.
Outcomes from discussions identified the requirement to implement a formally structured competition for school
aged children to replicate the existing football and softball leagues and additionally implement increased rounds in
between festivals.
Based on the number of children in each community and the facilities available, basketball was identified as the
chosen sport for the junior league. The implementation of the junior league would increase the participation in the
league and provide an experience the children have not had before, and that is to participate in a structured, formal
sporting competition.
The inaugural delivery of the league has seen participation with great enthusiasm, indicating the implementation of
the competition is well overdue. All communities have fielded teams.
Moving away from the tradition of three festivals, the league was given a new structure which involved three one-
day rounds across two or three communities and two festivals in July and September. The April festival was replaced
by a one-day round.
As well as aiming to reinvigorate the league, the objective of the new structure was to help build further capacity
and greater levels of physical activity within the communities. This would be achieved through more regular training,
due to the increased number of games, and a reduction in the time between each round and festival.
So far, the implemented new structure of the league has achieved mixed results. Overall, each community has
participated at certain stages, but not every community has taken part in every round. Initial indications appear that
the new structure has not fully reinvigorated the engagement across all communities to the expectation of the
organisation. As such, Ngurra Kujungka at this stage will continuously monitor and take the appropriate action when
they identify the time is right.

Recreation Officers
Supported by the Department of Prime Minister and Cabinet, Ngurra Kujungka has employed Martu Recreation
Officers across Western Desert Communities to deliver before-and-after school sport and recreation activities to the
children in those communities.
In 2015-16, Ngurra Kujungka Recreation Officers were employed in Punmu, Marble Bar, Parnpajinya, Parnngurr
and Warralong.
Highlights of the program included:
� Ten Martu Recreation Officers employed.
� Average of eight hours per week or sport and recreation
being delivered in five communities.
� Four Recreation Officers completed two years of
employment with Ngurra Kujungka.
� Recreation Officers completed Level One coaching
qualifications in Softball, Australian Sports Commission
General Coaching Principles, and Austswim Teacher
qualifications.

Community Clinics
Ngurra Kujungka continued its community visits schedule throughout the Western Desert in 2015-16. In addition to
Indigenous Sports Development Officers Callan Hatchman and Ebony Humble conducting school clinics and
before-and-after school sport activities, Ngurra Kujungka also facilitated community visits by several representatives
from State sporting associations, including the WACA, Basketball WA, Softball WA, Perth Redbacks, Rugby WA,
Austswim and Netball WA.
Some significant achievements throughout the year included:
� Professional Development undertaken by teachers and Recreation Officers in Softball, Cricket, Netball,
Swimming and Basketball.
� Each community received at least two visits during each term.
� Facilitation of more than 10 community visits by State Sporting Associations.
� Swimming Lessons held in Marble Bar and Telfer.
� School Holiday Programs conducted in four communities.

Objectives
Ngurra Kujungka Inc was incorporated on 25 February 2012.
The objectives of Ngurra Kujungka Inc are:
� The development, promotion and participation of sport, physical activity and cultural programs leading to
improved health and lifestyles of the Martu people.
� The control and management of Australian Rules Football (AFL) played by the Western Desert Football
League.
� The control and management of softball played by the Western Desert Softball League.
� To arrange all matches played by any representative team of the Council.

Funding raised for achieving the objectives
The association would like to thank Newcrest Mining Limited for their generosity and for their continuing financial
support. Newcrest Mining Limited has paid for the majority of costs associated with operating the association and
have covered the remaining costs not covered by other grants and donations in relation to the three festivals
undertaken.
The association has also been provided with financial support from the following organisations:

� Australian Sports Foundation

Newcrest Mining Limited and Department of Sports and Recreation provide a significant amount of additional funds
that are not captured in this report. These funds are administered by Newcrest Mining Limited and cover wages of
Ngurra Kujungka Executive Officers. Additionally, substantial funding is provided by Newcrest and Department of
Sports and Recreation to Ngurra Kujungka for flights, accommodation, regional meetings, external Accounting
services, regional clinics and vehicle costs.
Department of Sports and Recreation has also provided funding throughout the Pilbara to increase physical activity
in the community through sport and recreation.
Healthway has provided funds to help with the running of the three rounds of football and softball competition and
the two festivals undertaken during the financial year and to support the message of “Smarter Than Smoking”.
Medibank has provided funds through the Medibank Community Grants program to help with the running of the
junior sprots league festivals undertaken during the financial year.
The Australian Sports Foundation has provided funds to help support the teaching of general healthy living of the
indigenous youth.
The Department of Prime Minister and Cabinet has provided funding for the Indigenous Sport and Active Recreation
Program which the association is to deliver ongoing sport and recreation activities, coaching clinics and skills
development for East Pilbara regions across eight remote communities. Ngurra Kujungka Inc have also been
provided with funding to conduct three carnivals, to facilitate community based officer involvement and community
participation in AFL and softball events. The grant is also to employ two community based Activity Officers in each
of the communities.
Principal activities
During the financial year the principal continuing activities of the incorporated association was to run three sporting
carnivals in three communities in the East Pilbara Region and making community visits to promote physical activities
to improve the health and lifestyle of Martu people

We have audited the accompanying financial report, being a special purpose financial
report of Ngurra Kujungka Inc (�the Association�) , which comprises the Officers� Report,
the statement of financial position as at 30 June 2016, and the statement of profit or loss
and other comprehensive income, statement of changes in equity and statement of cash
flows for the year then ended, notes comprising a summary of significant accounting
policies and other explanatory information, and the Officers� Declaration on the annual
statements giving a true and fair view of the financial position and performance of the
Association.

The committee of Ngurra Kujungka Inc is responsible for the preparation and fair
presentation of the financial report, and has determined that the basis of preparation
described in Note 1 is appropriate to meet the requirements of the Associations
Incorporation Act 1987 (WA) and is appropriate to meet the needs of the members. The
committee�s responsibility also includes such internal control as the committee
determines is necessary to enable the preparation and fair presentation of a financial
report that is free from material misstatement, whether due to fraud or error.
AAuuddiittoorr’’ss Reessppoonnssiibbiilliittyy
Our responsibility is to express an opinion on the financial report based on our audit. We
conducted our audit in accordance with Australian Auditing Standards. Those standards
require that we comply with relevant ethical requirements relating to audit engagements
and plan and perform the audit to obtain reasonable assurance whether the financial
report is free from material misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts and
disclosures in the financial report. The procedures selected depend on the auditor�s
judgment, including the assessment of the risks of material misstatement of the financial
report, whether due to fraud or error. In making those risk assessments, the auditor
considers internal control relevant to the association�s preparation and fair presentation
of the financial report in order to design audit procedures that are appropriate in the
circumstances, but not for the purpose of expressing an opinion on the effectiveness of
the association�s internal control. An audit also includes evaluating the appropriateness
of accounting policies used and the reasonableness of accounting estimates made by
the committee, as well as evaluating the overall presentation of the financial report.
We believe that the audit evidence we have obtained is sufficient and appropriate to
provide a basis for our qualified audit opinion.

Revenues and expenditures recorded are based on funding received. As noted in the Officers� Report there are some expenses paid directly by Newcrest Mining Limited and as such are not reflected in the annual report. Our audit relating to these items was therefore limited to the amounts recorded in the financial records.
QQuuaalliiffiieedd Auuddiittoorr’’ss Oppiinniioonn
In our opinion, except for the matter described in the above qualification paragraph, the financial report presents fairly, in all material respects the financial position of Ngurra Kujungka Inc as at 30 June 2016 and its financial performance for the year then ended in accordance with the accounting policies described in Note 1 of the financial report and the requirements of the Associations Incorporation Act 1987 (WA).

Without modifying our opinion, we draw attention to Note 1 to the financial statements, which describes the
basis of accounting. The financial report has been prepared to assist Ngurra Kujungka Inc to meet the
requirements of its constitution and the Associations Incorporation Act 1987 (WA). As a result, the financial
report may not be suitable for another purpose.
