Bell ringers needed for Red Kettle Campaign

The Salvation Army of Alva will once again kick off their annual Red Kettle Campaign on Nov. 28 (Black Friday) in an effort to give our neighbors in need a merry holiday season and to support their social service programs here in Alva.

For more information on our programs, to apply for holiday assistance or to donate, please contact The Salvation Army in Alva at 580-327-2346.

Volunteers are needed to ring the bell on Saturdays up to Dec. 20 for a few hours. Students of youth groups in school or church or members of any adult organizations are welcomed. ObituaryEDWARD ELMER GOODMANElmer Goodman will lie in state at

Marshall Funeral Home until 6 p.m. Fri-day, November 21, 2014. He will be cre-mated at his request under the direction of Marshall Funeral Home. A family me-morial service will be at a later date. Edward Elmer Good-

man was born July 20, 1918, to Edward and Nora (Dunn) Goodman near Selman, Oklahoma, and passed away Novem-ber 17, 2014, at Alva, Oklahoma, at the age of 96 years, 3 months, and 28 days. At a young age they moved to Soccoro, New Mexico, where his dad worked on a ranch. They moved to Capron, Okla-homa, where Elmer attended school and worked for several area farmers. He also worked for the Rock Island Railroad and the State Highway Department during WPA.

In July 1940 he married Maxine Cox of Alva, Oklahoma. She preceded him in death in 1996.

In 1943 he entered the United States Navy. He spent 2 years in the South Pa-cific aboard the destroyer U.S.S. McCal-la. He was a fireman first class and third class water tender. He was discharged in November 1945.

Elmer worked as a mechanic in Ki-owa, Kansas, and later for American Motors in Alva for 26 years. He then worked for Leo Meyers Case Dealer-ship for 5 years. He then worked for Ware Motors until he started his own mechanic shop in 1970. He closed the shop in 1997 and began a garden where he raised and sold a variety of produce. Besides his parents, he was preceded in death by his wife, Maxine; an infant son, Edward; his sister, Leila Whitton; and a brother, Walt Goodman.

Elmer is survived by his son Don Goodman and wife, Susan, of Liberal, Kansas; his daughter, Joyce Sellers of Dickson, Tennessee; three grandchildren, Ray Trekell of Tennessee, Joe Don Good-man of Woodward, and Crystal Goodman of Woodward; and two step grandchil-dren, Steve Williams and wife, Kay, of Salina, Kansas, and Trish Dodds and hus-band, Josh, of Bardwell, Texas.

Also surviving are seven great grand-

children, one great great grandchild, four step great grandchildren, one step great great grandson; and many other relatives and friends.

Memorial contributions may be made through the funeral home to Oklahoma Medical Research Foundation for Parkin-son’s research.

GERTRUDE ‘TRUDY’ ROSE (CARROLL) MARSHALL

Gertrude “Trudy” Rose (Carroll) Marshall, 89, of Guymon passed away

Saturday morning, November 15, 2014 at the Memorial Hospital of Texas County.

The daughter of Theodore O. and Edna E. (Kennedy) Carroll, she was born December 15, 1924

in Larned, Kansas. She lived in the Great Bend and Larned, Kansas area until moving to Goodland, Kansas in 1959.

In Goodland, she raised her family and being a nurse by trade, owned and operated a small nursing home. After retiring, she married Clifford Warren Marshall and resided in Blackwell and Alva. Upon the death of Mr. Marshall, she moved to Guymon, Oklahoma in September of 2011 to live with her grandson, Charles and Sandra Miller and family.

She was preceded in death by her parents and step-father, Leland C. Silver of Oklahoma City; brother, Dr. Marion O. Carroll of Wichita, Kansas; one daughter, Marcella Corrine Donaldson of Englewood, Kansas.

She is survived by three children: Barbara J. (Jim) McCarty of Belton, Texas, Michael T. (Karen) Harris of Thornton, Colorado and William W. (Lil) Harris of Keokuk, Iowa; step-son, Dennis W. Marshall of Wichita, Kansas; nine grandchildren; seven great grandchildren and many nieces and one nephew.

Gertrude lived her life showing kindness and a smile to everyone she met. She was an advocate of adopting animals.

Cremation services were entrusted to the Bunch – Roberts Funeral Home of

Guymon. In lieu of any flowers or gifts, please give to your local animal shelter.

COLEEN CRAIG MILLERCHEROKEE – Funeral services for

Coleen Craig Miller, 96, were held on Tuesday, November 18, 2014 at 11 a.m. at First Christian Church in Cherokee with Rev. Tom Stanley and Rev. Joe Woods officiating. Burial followed at Cherokee Municipal Cemetery with

arrangements by Lanman Funeral Home, Inc. of Cherokee. Memories may be shared at www.lanmanmemorials.com. Memorials may be made to the Christian Women’s Fellowship of Cherokee First Christian Church through the funeral home.

She was born in Lawton on April 27, 1918, to Walter and Mary Phillips Craig. She attended schools in Lawton and Hepler, Kansas. She was the valedictorian of the class of 1936. On February 7, 1941, she married Don Miller in Lawton. After Don returned from duty with the U.S. Navy in l945, they moved to Cherokee where Don worked with their brother-in-law, Joe Monroe, operating a car dealership and farm implement store. She was a long-time member of the Cherokee First Christian Church.

Surviving are one son and daughter-in-law, Scott and Cathy Miller of Overland Park, Kansas and one daughter and son-in-law, Suzanne and Harold Parr of Oklahoma City; grandsons, Todd Miller of Lenexa, Kansas, Travis Parr and wife, Cynthia of Wilmette, Illinois, and Tyler Parr of Tulsa. She is also survived by two great-granddaughters, her namesake, Coleen Elizabeth Parr, and Charlotte Ruth Parr; one sister, Martha Ann Schoeb of Cherokee, as well as many nieces, nephews and friends.

She was preceded in death by her husband, Don, four sisters, Corinne Monroe, Maywood Nix, Ruth Gibson and Mary Jack.

The family would like to thank Legend Assisted Living, St Ann’s Nursing Home, and Heavenly Hospice for the love and care.

By Stacy Sanborn Freedom’s school board had a lot to

discuss Monday night regarding changes to teacher performance evaluation procedures but members present first approved the routine items on the consent agenda: minutes from the Oct. 27 meeting, along with encumbrances for the general, building and child nutrition funds.

In attendance were Board President Joe Jessup, Board Vice President Shane Morris and Concha Herrera. Others present were Superintendent Danny McCuiston, Principal Brett Hill and Minute’s Clerk Patricia Dauphin. Absent were board members Eric Smith and Cindy Reed.

Having to take action on the new teacher performance evaluation procedures, or DNA-P, perhaps evoked the most discussion of the evening as those present collectively expressed disdain for the policy.

The DNA-P is currently an active policy, but changes were recently handed down by the legislature. Though the board ultimately decided to approve the revisions, opinions weren’t spared. Morris voiced his concerns, asking the others if they thought the DNA-P wasn’t “the dumbest thing you’ve ever heard in your life.” Board members present agreed, citing local control was almost non-existent and left them feeling like

they had no choice but to approve the revisions.

McCuiston agreed but said legislation mandated having a policy in place because data has to be submitted by January for the current school year. He said information collected from the current school year will be used for the subsequent school year’s evaluation.

Approved also was the 2015 scheduled board meeting dates but with a minor change – meetings for the next year will be scheduled for the second Monday of every month beginning Jan. 12, 2015. McCuistion said holding the meetings earlier in the month will allow them to get checks out to vendors in a more timely fashion. The board also voted to approve employees’ date of compensation to the 20th day of each month.

In the superintendent’s report, the November revenue indicated a total collection of local revenue in the amount of $54,458 excluding school land money, giving the district a year to date total of $258,437.72.

McCuiston said he has been checking bids on the cost of crude oil and at last check, a barrel was $75.50. He said he will be very interested in seeing what the January to February gross productions revenues will be.

Mentioned also was the toll the cold weather has taken on the school’s heat regulation. One thermostat has

completely stopped working and a temporary fix will be implemented until a vendor is found. Last on his list was the school’s ag truck being involved in an accident in Enid. No one was injured but the truck did sustain some light damage. McCuiston said he is waiting on contact back from the insurance company.

Principal Hill’s report highlighted the goings-on in the school’s sports world. He said the third- through seventh-grade football teams concluded their season with a nice banquet honoring the team. Overall MVP went to Lance Bolar, Offensive MVP was Jaxon Hill, and Defensive MVP went to Duke Morris. Most Inspirational was Samson Leitz and a new award, dubbed the Eagle Award, went to Lance Bolar. The Eagle Award is given for best overall performance, sportsmanship, hard work and dedication. Hill said the boys’ and girls’ basketball teams have been playing hard and improving since the season kicked off. The girls are 2-1 and the boys 1-2.

He also mentioned that this year’s homecoming court consisted of Christian Herrera, Ismael Ontiveros, Marcus Heald and Connor Mullins representing the boys and Nicole Hughes, Iridian Herrera, Emma Reed and McKenna Nixon representing the girls.

At homecoming this past Friday, Hill said the Freedom cheerleaders unveiled a new member of their squad. “Rowdy” the Eagle was introduced to fans and will stay as a fixture of the school for years to come.

The principal acknowledged Compass Athletics in Woodward for the elementary and junior high basketball uniforms being completed in a very timely manner and thanked the Freedom Booster Club for picking up the bill. He said next week, Nov. 24, the booster club will hold their annual supper and dessert auction to benefit the students at Freedom Public Schools and encouraged everyone to attend.

The board went into executive session to discuss matters involving a minor child and with no new business to act on, the meeting was adjourned.

Glenn and Louise Schoeling will celebrate their 60th wedding anniversary Nov. 21. Glenn Schoeling and Louise Lohmann were married in 1954 at Zion Lutheran Church in Alva. Since their marriage they have always resided on the farm southeast of Alva. They have farmed and raised Registered Charolais cattle since

Virginia Lee Morris and Edgar Allen Schwerdtfeger were married Nov. 24, 1949, by Pastor Allen Bowman at the Friends Church in Alva. Bert and Carolyn Wells were their attendants. They have lived all their married life three miles west and 1 3/4 miles south of Capron Oklahoma.

Edgar has farmed all his life in the Capron area. Virginia changed charts for City Service one mile south of their home for many years. She also worked preparing taxes for several years.

Schwerdtfegers celebrate 65th weddinganniversary

Kiowa’s City Council, members discussed a variety of items from city ordinances and codes to concerns of councilmen.

Council president Brandon Farney presided over the meeting attended by all members: R.L. Simpson, Bill Watson, Mark Lambert, Tom Wells and Russell Molz. Also at the table were City Administrator Nathan Law, City Attorney Laurel McClellan and City Clerk Marlo Rugg.

Following an executive session at the end of the meeting, council voted to hire Bob Drake Sr. as part-time water/sewer assistant for $12/hour.

The parent/teacher organization (PTO) at South Barber plans a fundraiser at Kiowa’s Community Building this Friday, Nov. 21 with doors opening at 6:30 p.m. It’s a “Paint a Ceramic Snowman” event where refreshments will be served and adult beverages available for purchase. A ticket of $35 covers cost of materials and refreshments. The council agreed to donate the costs of using the community building. Proceeds benefit the elementary school for field trips, snacks and school supplies.

Council Issues Discussed

Under council items, Simpson asked about administrative spending authority, voicing that he thought it was too low. Law said it is currently $500 for department heads; and $1,000 for the administrator (over a year ago the limits were lowered to those amounts by council.) The council voted to increase the administrator’s spending to $2,000 with Lambert opposed.

Watson presented $400 cash offered by Scott Becker to purchase the old about 1963 model firetruck that was used by City of Hazelton. The council accepted the offer.

Watson again asked attorney McClellan for a legal definition of occupancy. This regards the apartments Watson owns. He said there is electricity to all of the apartments and three are occupied. Watson questioned why he has to pay sewer fees on the apartments not in use.

McClellan read aloud at length explanations of occupancy and said in summary, “It’s someone who has possession, a tenant or owner.” Watson said the wording “does not specify.” He said, “I’m trying to run a

Gary and Jean Winchell will celebrate their 50th wedding anniversary on Nov. 24, 2014. They were married on Nov. 24, 1964, in Medicine Lodge, Kansas.

Between the both of them they have five sons and one daughter, Ronald, Terry, Dale, John, Jody Winchell and April Stewart. Okla. among states to get grant to help fight meth

OKLAHOMA CITY (AP) — Oklahoma law officers have been awarded a $217,400 federal grant to help fight the ongoing battle against methamphetamine use throughout the state.

Oklahoma is among 10 states to receive the federal money.Part of the grant will be used by the Oklahoma Bureau of Narcotics to host two

Oklahoma drug-endangered children training courses that will address children fre-quently found living in meth homes.

The agency will also use the grant money for a training and certification course for federal, state, local and tribal law enforcement personnel who respond to meth labs

Medical Practice ClosingAfter 35 years of practicing medicine in Alva, I have made the decision to close my office as of 12/31/2014.

Law pointed out a city requirement is that if someone pays for electricity, they must also pay for sewer. At that point Watson said “move on.”

Wells voiced an idea for the city-owned slab area directly to the west of the city museum that has antique equipment, etc., and is a mess with weeds and a fence that is partially falling on the west side. That property is directly east of his property.

Wells asked the council to let him take back that property and he would keep it clean and remove the dilapidated fence. He also gave the option of the city just paying him to keep that property clean.

Other council members said there are several factors for the city to consider such as liability with no fence around the area. The council decided to do more research and revisit the subject at a future meeting.

Lambert voiced concerned about Kiowa’s water supply. He was referring to the many patched breaks in the main line that brings water to Kiowa from the wells near Sharon,

Kan. Lambert suggests the city look at a major replacement of some of that line that could cost near half a million dollars. Law said there are several options to finance this type of project such as low interest loans or grants.

Lambert, on behalf of the Barber County Cattlemen’s Association, expressed thanks for the council waiving the rent on the Kiowa Community Building for the firefighters appreciation dinner.

In Law’s administrative report he said Kiowa’s Chamber of Commerce is again holding a Christmas Shopping Vendor Event Sunday, Dec. 7, from 1-5 p.m. This is at Kiowa’s Community Building and council agreed to waive rental fees.

Law said the the city’s dog pound failed a state inspection, primarily due to record keeping. The administrator has a plan in place to remedy the problem. This involves fees for spay/neuter of an animal. There will be no charge of animal adoption as they are coordinated through a volunteer agent.

Kiowa Council Action Ordinance No. 419 received

council approval. This states that the residential conversion of real estate be limited to non-Main Street facing properties. This decision comes from Kiowa’s Planning Commission’s approval of a conditional use permit to allow construction of storage units on property zoned on property zoned for single family residential on Barnes Street.

Bids were again presented for a new air conditioner for the community building. The council accepted the bid from inteGreen at Pratt for $2199 which was the second lowest bid. The lowest was from Alva Unlimited Mechanical who council noted is Marcel Gosselin operating from Burlington. Bill’s Repair of Kiowa had the third highest bid. Cox Home Improvement of Kiowa had a no bid.

The council discussed at length having a minimum housing code. This would deal with the limited number of residences in Kiowa who have no utilities. This is not because of non-payment to the city – these few people simply live without running water or toilet facilities.

Law said, “This is a concern more for individual health rather than community health.” He added, “This is not inspecting from a distance – you get up close and personal.”

The council decided that might be crossing the line. Simpson said, “This is something for charities, not the government.” He hopes this conversation will bring awareness to local charities to offer assistance to those people in need.

The city’s recodification of city code is in need of an update. The council approved a contract with City Code Financial, LLC, for recodification services. Cost is $2,750 annually.

The council received and filed reports about recent sewer cleaning and inspection and also of the water towers. They also approved Ordinance No. 420 to accept the League of Kansas Municipalities amendment to updates on standard traffic ordinances.

All associated costs, approximately $632, for Law to attend the Kansas Association of City Managers (KACM) Annual Conference at Manhattan were approved.

a roll-over accident on Highway 64, half a mile east of Jet, seven people involved (five adults two children), all okay, vehicle is off road on top, undriveable, deputy advised and en route, deputy advised trooper that he would get what info he could and bring the people back to the Alfalfa Co Sheriff Office, another officer was en route, deputy en route to Jet JT to check on the other people involved.
