Overview
• To provide information regarding
the proposed mandate process for
the Maniapoto Māori Trust Board
(MMTB) and Ngāti Rangatahi
• Determine whether Ngāti
Rangatahi is named as a shared
group in the Maniapoto Deed of
Settlement
• Answer any questions regarding
what is proposed
Purpose of Today
• Crown recognised the MMTB
mandate in December 2016
• Ngāti Rangatahi are not currently
listed as a group in the MMTB
Deed of Mandate (‘DOM’) or
Agreement in Principle (‘AIP’) due
to the Crown’s recognition of Ngāti
Rangatahi as a Large Natural
Group.
• We have continued to engage with
Ngāti Rangatahi representatives
Current Mandate
• Ngāti Rangatahi representatives have been speaking with the Crown and seeking a mandate for treaty settlement negotiations.
• Following a mandating process, the Crown declined to recognise the Ngāti Rangatahi mandate.
• Therefore, it is proposed that Ngāti Rangatahi claims will only be settled through the Maniapoto Deed of Settlement to the extent they arise through Maniapoto whakapapa and that the claims that do not arise through Maniapoto whakapapa will not be settled through the Maniapoto Deed of Settlement.
• If Ngāti Rangitahi agree to this proposal, they will be recorded as a descent group of Maniapoto (‘shared group’ with historical and contemporary affiliations with other iwi) in the claimant definition section of the Maniapoto Deed of Settlement.
Ngāti Rangatahi Discussions
• The current Maniapoto negotiator and
negotiation timetable would remain the
same
• We would continue to engage with
representatives of Ngāti Rangatahi
regarding the treaty settlement
• Ngāti Rangatahi would be beneficiaries
of the Maniapoto treaty settlement
(though individuals currently are
through their whakapapa without Ngāti
Rangatahi being a named group)
What would this look like?
• Ngāti Rangatahi would be able to vote
on the ratification of the settlement,
and post settlement governance entity

Maniapoto is upheld and sustained in our
rohe
• Mana Tangata: That our whakapapa
connections to each other reaffirm and
sustain our capacity to be productive and
prosperous, to assert our worldview wherever
we may be
• Mana Whenua: That we have the capacity to
exercise and sustain our responsibility as
kaitiaki in our rohe at all levels
• Manaakitanga: The capacity to exercise a
spirit of generosity

VOTING PROCESS
Saturday, 10 October 2020, 10am
Morero Marae, 143 Hakiaha Street,
Taumarunui
• Voting will be by show of hands at the
hui (counted by independent counters)
• Independent Crown observers from Te
Puni Kōkiri will be present.
Note the number of votes alone will not
determine the outcome – submissions will
also be considered in coming to an outcome
Claimant Definition Voting
Hui
• Affiliate to Ngāti Rangatahi;
• Attend the hui in person or file a submission; and
• Are 18 years or older at the date of the hui or filing of a submission.
• Note – you do not need to be registered with MMTB but must be able to demonstrate the above.
Eligibility to Vote
• Open 10 October 2020 and close
10 working days after the last hui
(5pm, 23 October 2020).
