"Ashiq Shamshir" Cultural Cenler Public Union (shortly, The Public Union) is a non-governmental organization for safeguarding, promotion and transm1ss1on of the Azerbaijan Ash IQ Art. wh1ch has been registered with the UNESCO as one of World's lntang1ble Cultural Hentages

The general aim of the Public Union is collection, research and study, pubhcat1on. protectton, promotion of Azerbaijani Ashiq Art and its transmission to future generaltons.

The Public Union's objectives are:

Learning, collection and pubhcatton of folk art works of Azerbaijam AshiQS and carrymg out 1 monographic studies on each case;

Collecting, systemizing and recordmg the folk art works which are going to be forgotten.

Collection, registration and systematically restorat1on of folk plays,

Supporting the young people interested 1n Astuq Art to become profess1onal1n th1s field.

I organization of master education course for the young Ashiqs by master Ash1qs;

- Provision for continuation of Ashiq Art and guaranteeing its future by supporting the development of young Ashiqs and promotion of Ashiq Art among young people in a right way orgamzatton of competitions for young AshiQS and proVISion of pnzes for the outstanding ones, Provision of scholarship for the outstanding talents 1n Saz playing fteld.

Provision for learning Azerbaijan Folk art 1n the context of global cultural hentage, orgamzat1on of international scientific and pract1cal conferences partictpation in mternat10nal folk festivals and promotion of intangtble cultural heritage of Azerbaijan; establishment of relattonshtp between local folk specialists and 1nternat1onal researchers

Projects

1.The Public Unaon started the amplementat1on of a proJect named "Promotaon of Nearly Forgotten Fork Art Genres" in March. 2010. The project was sponsored by The Council on State Support to NGOs The samples of the forgotten folk art genres. especaally the famaly -domestac folk plays were

2.in June 2012, the Public Umon has started the execut1on of the pro1ect of "Masterworks- Come to Read the Alphabet of Our National Values Together" The objective of the prOJect as to outline

3.1n October 2012, the Public Union has started the execution of a project named "The Nat1onal Wealth of the Modem Azerbaijan - Ashiq Art" and has launched a scient ific-research program at Caucasian University on October 2411>, 2012.

4.0n April~. 2014, Dede Gorgud's Day. the Publ ic Union has organized Saz workshops in Baku and Ganja for protection of the old Azerbaijani music instrument of Saz

I Events

1.The Public Union has organ1zed and hosted a seminar for ·uzeyir Hajibayh and the AshiQ Art", in December 2010. The lecturers presented the1r worxs on subjects like the Importance of folk arts 1n the Uzeyir Hacibayli's works. the role of Uzey1r HaJibayh 1n development of Ashtq Art and h1s works in this regard.

2.1n collaboration with the Ministry of Culture and Tourism. the Public Union has orgamzed the "Ashiq Competitions Between the Young Ash.qs of the Country -a Tribute to Ashiq Shamsh1r" on December 22nc1. 2010 A number of 77 young Ashiqs from 33 districts throughout the country have performed their works

3.The PubliC Union has organiZed and hosted an event on February 2"". 2011 named "the Role of young Ashiqs in Development of Ashiq Arts". The ObJective of the event was the safeguarding of traditions and folk arts and also emphasizing on the 1mportance of continuation of all actions undertaking in line with this issue

4 In collaboratiOn With the Folklore Institute. the Public Union has organiZed the scientific-practical conference on "Folk Art of Azerbaijan in the Context of European Civilization" on December 21". 2011.

5.0n March 24". 2012, The Public Union has organized a concert program for the Azerba1Jan1 people in Mainz, Germany withm Novruz festival program

The Public Union has launched a project in March 2010 named "Promotion of Nearly Forgotten Fork M Genres". Within the framework of the project. the Public Union took step forward for revival of the folk arts which are 1n forgettmg process as a result of soc1al relat1ons and the soc1al transformations. and tried to revitalize them and established close relattonship With the bearers of those arts. In thts project, we filmed one of the old Azerbaijan1 folk plays . "Maral va Kilim Arast" and the relevant bearers and artists have been mtroduced to the publ1c in an extensive scale In addition to this. we recorded the ashiq songs performed by master Ashtqs mto CC's which have been distributed among the mus1c schools throughout the country

In line with implementalion of programs organtzed for protec!lon and extens1on of the folk arts of Azerbaijan, on February 2nd. 2011 1the Youth Day). the Public Umon has organtzed and hosted a symposium on "the Role of the Young Asn1qs 1n Protect1on and Development of Ashiq Art"

1. GENERAL PROVISIONS

1.1. "Ashig Shamshit" cultural center Public Union (hereinafter referred to as the "Union") is a non-goverrmental organization that united by common interests, established on a voUlt.ary basis and principles of equality of rights of members, not intended to get profrt as a main goal of its activity and not divides profit among its members and carries out its adMies in 1he tenitory of the Republic of Azerbaijan.

11. GOALS AND OBJECTIVES OF THE UNION 2. t. n. goal of the Union is to help to the study of the literary heritage of Ashig Shamshir. 2.2.. For KhieWlg its goals Union executes following obligations:

• To help to the safeguarding of Ashig Shamshir heritage; • To help to the development of ashug art; • To ll4JPOI1 to the talented young people who have interest in ashug art;

exhibdions, holds conferences, charity events and other cultural and public events; • cisseminates information on its goals and activities, founds printed publications in

accordance With legislation; • cooperates with the competent bodies, municipal authorities of the Republic of

Azerbaijan and international organizations. 2..4 Union provides registry of its members within thirty days after state registration. 2..5. Union cannot participate in elections of the President of the Republic of Azerbaijan, National Assembly of the Republic of Azerbaijan and municipal.

Ill. RIGHTS OF UNION

3.1 lk1ion has the folloWing rights: • to make every concludes, get property and private non-property rights. carry

responsibility, act as plaintiff or defendant in court; • to disseminate information on its activity freely; • to found branch and representatives in the territory of the Republic of Azerbaijan and

abroad· • to open bank accounts and carry out settlements; • to have free balance, seal, stamp and other properties; • to engage in entrepreneurial activity that not prohibited by the legislation and in

accordance with the charter goals; • to 9floy other rights determined with the legislation of the Republic of Azerbaijan.

IV. PROPERTY AND FINANCIAL ACTIVITIES OF UNION 4..1 Union can have buildings, facilities, apartments, equipments, inventories, finances, ~bares, other securities and other property not prohibited by the legislation for the Material Wllll'are of activities intended with this Charter. 42. Union is responsible with its properties for its obligations. This property can be privatized cdf according to the legislation of the Republic of Azerbaijan. 4 3. Forming source of the property of Union as money and other form are followings:

• regular and single membership fees of founders and members of Union;

• property rights and donations given by the department, institution, local and international organizations and citizens;

• shares, loans, other securities and dividends from properties, incomes; • iownes made as a result of use of its property and its sale; • iiCOmeS made from the exhibitions, concerts and other events; • R:omes made as a result of the activity of institutions • alher receipts that are not prohibited by the legislation.

V. FOUNDERS AND MEMBERS OF UNION, THEIR RIGHTS AND OBLIGATIONS

S. t. fculders of Union can be legal persons (excluding state authority and local self­g&WMig bodies) or physical persons in the 18 ages. 5.2.. Fculders have equal rights. Mutual relations, rights and responsibilities of founders are • 5 ma1g according to the legislation or contracts or between them or this Charter.

U Each physical or legal person (excluding state authority and local self-governing bodies) an be a member of Union in the Republic of Azerbaijan. Founders of Union are also members danon. 5.4 Admission of members to the Union executes by the Board of Directors of Union. 5 5. For admission to the Union must apply in writing. The application is reviewed within a mcntl. If more than half of the members of the Board expressed a positive attitude to this issue as a resul of the voting applicant is considered to be the member of Union. 5.6. Members of Union have equal and following rights:

• to participate in the management of organization with the manner prescribed by this Charter or other documents;

• 110 elect any elective as well as governing body or to be represented to this bodies; • 110 participate in activity and events organized by the Union; • to get information on the activity of governing body of Union, to control its activity; • to apply to the Union for assisting In the defense of their own interests; • 110 participate personally in the discussion of any issues connecting with his rights and

obligations, to protest and complain to the relevant bodies of Union. 5.7 The member of Union can represent or make a statement on behalf of union only when ulea:D bodies give authority to him/her. 5.&. Members of Union take following responsibilities:

• to obey the Charter; • 1o execute decisions of elective bodies of Union; • to comply with the requirements of Charter • to participate in the events of Union.

n The amount of membership fee to the union is determined by the Board of Directors of tbi:A ~ - - The membership to the Union can be terminated in the following cases:

• when quitting membership of the Union voluntari ly; • llhen withdrawn from membership of the Union/

5.11.. The members of union shall be withdrawn from the membership in the following cases: • llbmgs discredit to name of Union; • I refuses to take part in a meeting of Union regularly; • I .as contrary to the purposes of Charter/

5.12. Withdrawn from the membership, foundation can be executed only with the decision of ao.ds ot Directors. 5.13.. Members of the Union have right to complain to court and supreme governing body of lwlnon from this decision.

VI. ORGANIZATIONAL STRUCTURE AND GOVERNING BODY OF THE UNION

&.l. The supreme governing body of the Union is the General Meeting that called at least anceayear. U General Meeting is called with the initiative of executive body, one of the founde4rs or u:e-Ciad ot the members. U Information on place and date of Meeting must be given to the founders and members of lban before two weeks. &4 Folowings are included to the responsibility of General Meeting:

• acceptance of Charter of Union and amendment to the Charter, • formation of the property of Union and determination of its using principles; • aeation of executive power of Union and early termination of powers; • to approve the annual report; • participate in other organizations; • reestablishment and liquidation of union; • lsten to the report of the chief of executive power of Union.

&5 General Meeting is considered valid only In the participation of more than half of the members of Union. 6 6. Decisions on the issues discussed in the General Meeting is accepted with the simple ..;oriy' vote. Each of members have right to vote. 2/3 majority of votes required for the making m decisions on the appendix and amendments to the Charter and reestablishment and liql*iation of organization. 6.7. Current management to the activity of Union is executed by the Boards of Directors. 8.8. Executive power consists of Chief of the Union, his/her assistants and other persons. 6 9. Board of Directors is collegial executive power and has following authorities:

• accepts membership of Union and dismissals from the membership; • puts forward proposals and projects; • establishes branches of Union and opens a representative office; • solves an questions that are not the prerogative authority of other management bodies of

VII. UQUIDATION OF THE UNION

7_2. According to the decision on liquidation of the union liquidation commission is established. NI authorities relating with the management of Union is transferred to another person from this moment. liquidation draws up liquidation balance sheet. During the liquidation d Union remaining property is directed to the objectives of Charter if this is not possible to the state budget in the manner prescribed by the legislation after the budget settlement and paying daims of creditors. liquidation of the Union is carried out in the order determined by the Civil Code and the legislative acts of the Republic of Azerbaijan.

VIII. OTHER PROVISIONS 8.1 Issues not regulating with this Charter is regulating according to legislation. 1.2.. I any statement of this Charter will be in the contrast of the legislation in the future,

statement of legislation can be applied. &3.. Fiscal year is considered from the registration date of Union and ends on December 31

at lhis year. Next fiscal year begins on January 1 and ends on December 31.
