TUESDAY EVENING – MAY 20, 2014ORDINATION SERVICEThe service opened with the ordination processional followed by host pastor, Rev. Nam Soo Kim’s welcome from Promise Church & Ministries International, Flushing, NY. Rev. Pete Richardson opened in prayer. District Superintendent Dr. Duane Durst welcomed council delegates and visitors followed by the worship ministry of Rev. Michael and Gina Sainz. Special ministry was performed by The Promise Church & Ministries International Choir.

EVENING OFFERINGThe evening offering designated for Benevolence was received by Rev. Josh Hamlin, Executive Pastor of New Covenant Tabernacle, Buffalo, with the offertory ministered by Michael & Gina Sainz.

FIFTY YEAR RECOGNITIONRev. Jerry Bricker was honored for fifty (50) years of ordained ministry with the Assemblies of God. He and his wife Edna was presented with a framed General Council Certificate of Recognition and a gift from the New York District were presented by Secretary/Treasurer Rev. Robert Reeves.

RECOGNITION OF GUESTSSuperintendent Duane Durst recognized the following guests to council: Carl Colletti, New Jersey Superintendent District Superintendent Emeritus Al Bartholomew Former Superintendent Saied Adour New Cooperative Churches and Leadership Dr. Don Meyer, President of Valley Forge Christian College

RECOGNITION OF CREDENTIALSSecretary/Treasurer Rev. Robert Reeves recognized those who received Cer-tified and Licensed Ministry credentials from May 2013 through April 2014. Rev. Bill Kirk prayed for the newly credentialed ministers.

RECOGNITION OF PREVIOUS ORDINATIONRev. Jerry Terry introduced those approved for Recognition of Previous Ordinations.

ORDINATION CEREMONYRobert Reeves introduced those approved for Ordination.

The Ordination charge was administered by Superintendent Dr. Duane Durst followed by presentation of the mantle, the servant’s towel, and being anointed by the District Presbytery. The Ordination prayer was led by Duane Durst.

ORDINATION MESSAGEDuane Durst introduced General Council Superintendent Dr. George Wood for the 2014 ordination message.

RECESSIONAL AND RECEPTIONService was closed in prayer by General Council Executive Presbyter Rev. John Maracle, followed by the recessional and reception in the church’s dining room.

WEDNESDAY MORNING US & WORLD MISSIONS SERVICE – MAY 21, 2014Rev. Stephen Jo, New church planting pastor from East Village, Manhattan, led in prayer. Worship music was provided by Rev. Michael & Gina Sainz. US Missions presentation was made by the following guests: John Ginnan, Felix Helprin, David Nuzzolo and Paul Kraus. New Jersey Superintendent Carl Colletti commissioned the newly appointed US Missions Team.

MORNING OFFERINGThe morning offering designated for US Missions and was received by Chi Alpha and Youth District Director Rev. David Hertweck.

MORNING MESSAGEGeneral Superintendent Dr. George Wood gave the morning message and Rev. Paul Kraus, Intercultural Ministries Director, gave the closing prayer.

The first business session was called to order at 11:27 AM by Chairman Duane Durst with opening prayer by Central Section Presbyter, Rev. Dan Williams. ROSTER COMMITTEE REPORTChairman John White gave the following report: Ordained 166 Licensed 68 Certified Ministers 24 Delegates 42 Registered voters 300 Visitors 122 Total Registration 422

Motion made, it was duly seconded, and upon vote carried to approve the first report of the Roster Committee.

APPROVAL OF 59th DISTRICT COUNCIL MINUTESMotion made, it was duly seconded, and upon vote carried to waive the reading of minutes of the 59th District Council and approve them as re-ceived.

Chairmanship was turned over to Assistant Superintendent Bill Kirk, who asked for the superintendent to read his report.

SUPERINTENDENT’S REPORTDuane Durst presented his report as printed in the 60th District Council report book which was received with appreciation. Motion made, seconded, and upon vote carried and so ordered to receive superintendent’s report, with appreciation. Chairmanship was returned to the Superintendent.

ASSISTANT SUPERINTENDENT’S REPORTBill Kirk presented his report as printed in the 60th District Council report book which was received with appreciation. Motion was received, second-ed, and upon vote carried and so ordered to receive Bill Kirk’s report.

SECRETARY/TREASURER’S REPORTRobert Reeves presented his report as printed in the 60th District Council report book which was received with appreciation. Motion received, with appreciation, seconded, carried and so ordered.

FINANCIAL REPORTRobert Reeves with Terri LaRocca (District Accountant) presented the 2013 Cash Flow Report.

Motion was made, it was seconded and upon vote carried to approve the 2013 financial report as reported with much appreciation.

Chairmanship was turned over to Bill Kirk.

FIRST ELECTIONOFFICE OF DISTRICT SUPERINTENDENTBob Reeves read District Bylaws Article II - Nominations and Elections, Sec-tion 4. District Leadership, and from Article III, Duties of Leadership, Section 1 - Superintendent. Blank ballots were distributed and received by the Tellers Committee.

RESULTS OF ELECTION FOR DISTRICT SUPERINTENDENTThe report of the ballot was as follows:

The chairman noted that Duane Durst had received votes in excess of the two-thirds vote required, thus declaring the ballot an elective ballot and Duane Durst as re-elected to the Office of District Superintendent. Duane expressed his gratitude to the District Council for the privilege of serving as District Superintendent.

Chairmanship was returned to Superintendent Duane Durst. Bev, Duane’s wife, also thanked council for the continued opportunity to serve this District.

SECOND ELECTIONOFFICE OF DISTRICT GENERAL PRESBYTERBob Reeves read from the District Bylaws Article II - Nominations and Elec-tions, Section 4. General Presbyters. Ballots were distributed and collected for the Nominating Ballot for the office of District General Presbyter.

RESULTS OF ELECTION FOR DISTRICT GENERAL PRESBYTERThe report of the nominating ballot was as follows:

The Chairman, noting that Jerry Terry had received votes in excess of the two-thirds elective ballot required, declared Jerry Terry as re-elected as District General Presbyter. Jerry Terry thanked Council.

JONATHAN DURST / BEDROCKJonathan, Director of Bedrock Counseling Ministries, gave a report of what has transpired with the ministry over the past year. He mentioned that he has had to add counselors and looking to start a center in the NYC area, with other future sites possibly in Niagara Falls and Capital areas.

A testimony was given by Rev. John White on how Bedrock has helped him and his wife, while encouraging leaders to reach out to this ministry.

Departmental videos were shown throughout the business sessions by, Lin-da Morrison (Women of Purpose), Lisa Durant (Girls Ministries), Don Snyder (461 Response of NY Team) and Randy Anson (School of Ministry).

CAUCUSES FOR EASTERN AND METRO EAST REGIONSREGIONAL EXECUTIVE PRESBYTER NOMINATIONSDuane Durst instructed the Eastern and Metro East (2 year terms) to caucus for the nominating of their Regional Executive Presbyter. Chairmen for caucuses would be Bill Kirk (Metro East Region) and Robert Reeves (Eastern Region). Chairmen read Bylaws; Article II. Section 4. District Leadership. C. District Executive Presbytery to establish direction for the nominating pro-cess. Blank ballots were distributed and collected.

RECESS OF BUSINESS SESSIONMotion made, it was seconded and upon vote carried to recess at 12:35 PM.

WEDNESDAY EVENING – MAY 21, 2014ANNIVERSARY BANQUET CELEBRATION

Service opened with prayer by Rev. Lester Figueroa, Pastor of Calvary As-sembly of God, Staten Island, followed by guest guitarist, Jay Leach. Catered meal was presented, followed by a short message from Dr. George Wood. Offering for Strategic Initiatives was taken by Rev. Cecil Moonsam, Brooklyn/Staten Island Sectional Presbyter. The choir by Bethlehem Church, Valley Stream, ministered in song.

CHURCH MULTIPLICATIONRev. Bill Kirk, Assistant Superintendent and Church Multiplication Direc-tor, showed video entitled “Why Plant New Churches,” while Brian Bolt, CityReach Ministries, discussed future church planting opportunities. The keynote message was delivered by Rev. Carl Colletti, Superintendent of the New Jersey District, and Rev. Jerry Stewart closed the service in prayer.

THURSDAY MORNING - MAY 22. 2014COMMUNION / MEMORIAL SERVICE

Rev. Nikil Adwalpalker, Senior Pastor of Crossway Christian Center, Bronx, led prayer as Calvary Assembly of God, Staten Island Worship Team led worship.

MEMORIAL SERVICERev. Robert Reeves presented the names of deceased minister since the 2013 District Council accompanied by a PowerPoint presentation honoring the following:

Philip A. CarusoRev. Philip A. Caruso was born October 29, 1952. He went home to be with the Lord on June 19, 2013. Philip is survived by his wife, Jacqueline. During their marriage, Philip and Jacqueline brought three children into this world, Alyssa, Jeremy, and Joshua.

Philip received his education through SUNY Plattsburgh, from which he graduated in 1973. He was licensed to preach by the New York District of the Assemblies of God on January 23, 1987 and diligently pursued ordina-tion, which was granted to him on May 8, 1990.

From the time he gained his licensed ministry credential, Philip served the New York District pulpit supply in the North Central Section, and in 1987 he found a home as pastor of Park Street Assembly of God in Ogdensburg, which came later to be known as New Life Assembly of God. Philip and Jacqueline pastored in Ogdensburg for over 26 years, and during this time, Philip also served as Presbyter for the North Central Section, from 2004 to 2009.

Mary CorveneRev Mary Corvene was born February 17, 1920. She went home to be with the Lord on February 12, 2014. Mary’s husband, Anthony, preceded her arrival to heaven in February of 2000. During their marriage, Mary and Anthony gave birth to one son, Neil.

Mary attended Eastern Bible Institute (now Valley Forge Christian College) in Pennsylvania, from which she graduated in 1949. She received her License to Preach with the Assemblies of God in 1951. She pursued ordination, which she received in 1953.

Mary began her ministry as an evangelist, traveling through Western Pennsylvania and Eastern New York, and also pastored churches in Rosetta, Moosic, and Skanksville, PA. Once Mary and Anthony moved to New York, Mary pastored for ten years at Calvary Tabernacle in Schenectady before transitioning to Highway Tabernacle in Mechanicville, where she pastored full time for over 15 years. Mary retired from ministry in 1983 when she and Anthony moved to Lakeland, Florida.

Edith DentonRev. Edith Denton was born July 8, 1915. She went home to be with the Lord on September 28, 2013 at 98 years of age. Edith’s husband, Charles, preced-ed her arrival to Heaven in 1994. During their marriage, Edith and Charles gave life to two children.

Edith attended Elim Bible Training School in Hornell, NY beginning 1932 and graduated in 1935. She submitted an application for credentials with the Eastern District Council of the Assemblies of God and became a licensed minister in that District in 1939. She began her ministry with Charles by teaching children’s church multiple times per week in Fredonia and Dansville. In 1951, Charles and Edith moved to Springfield, MO to continue ministry there, where Edith became the Supervisor of the Child Evangelism Division of the National Sunday School Department. Edith and Charles remained in Missouri until 1994 when they moved to North Carolina.

Walter LashleyRev. Walter Lashley was born August 23, 1924. He went home to be with the Lord on December 12, 2013. Walter is survived by his wife, Betty. During their marriage, Walter and Betty had one daughter, April.Walter studied through Berean School of the Bible and became licensed with the New York District in 1964. He went on to receive his ordination ten years later in 1974.

He began his ministry with the Assemblies of God at Full Gospel Assembly of God in Woodbourne where he remained until 1978. In 1979 he became the senior pastor at Faith Pentecostal AG in Ellenville and pastored there until 1987.

Charles PezzinoRev. Charles Pezzino was born April 17, 1932. He went home to be with the Lord on November 14, 2013. Charles’ wife, Joan, preceded his arrival to Heaven in 1998.

Charles was an Army veteran of the Korean War. He received his diploma in Valley Forge Pennsylvania and began his ministry in Fleetwood PA in 1964. He continued his ministry in Reading, PA in 1969. Charles also ministered with Transport for Christ beginning in 1980.

As an ordained minister, he and Joan transferred into the New York District from the Italian District in October of 1990. He served the New York District from that time as an Evangelist. In 1994, he became the pastor of Calvary Chapel in Buffalo, NY. He served as the senior pastor there for nearly ten years until he retired from ministry in 2003.

Frances J PowellRev. Frances J Powell was born December 3, 1925. She went home to be with the Lord on March 21, 2014. Frances went to Bible school at Eastern Bible Institute, from which she graduated in 1947. Frances was granted a License to Preach with the As-semblies of God in April 1952. She diligently pursued ordination, which was granted in June 1954.

Frances began her ministry with the Assembly of God in Orbisonia Pennsyl-vania, as well as with churches in Shade Gap, Three Springs, and Shirleys-burg, Pennsylvania. From 1957 – 1962, she served as an evangelist with the Eastern District Council. Frances transferred to the New York District in March 1963 when she was elected pastor of the Assembly of God Church in Boonville, NY. She served at that church for ten years until a very serious illness, requiring extensive recovery, caused her to resign her pastorate in Boonville. Following her recovery, Frances began to teach classes at the Teen Challenge Institute in Sunbury, Pennsylvania. In 1979, she again served as an evangelist, returning to New York and providing pulpit supply ministry to churches in Rome and Plattsburgh, which she continued to do until 1986.

Frances was then asked in August of that year to assume the position of Associate Pastor at First Assembly of God in Plattsburgh, where she served faithfully until she retired in 2006.

Winston SchmockRev. Winston Schmock, was born July 7, 1923 He went home to be with the Lord on November 7, 2013. Winston’s wife, Mary, preceded his arrival to Heaven in 2007. During their marriage, Winston and Mary had two daugh-ters, Deborah and Darlene.

Winston attended Eastern Bible Institute (now Valley Forge Christian College), and transferred his credits to Central Bible Institute (now Central Bible College) from which he graduated in 1952 with a Bachelor of Arts de-gree. He transferred into the New York – New Jersey District as an Exhorter in July 1952 and went on to obtain his License with the New York District in 1954. He became an ordained minister with the New York District in 1957.

Shortly after arriving in the New York District, Winston was elected as pastor of Norwich Assembly of God where he served until 1956, when he became the pastor of Bethel Gospel Tabernacle in Bath, NY. He went on to First Assembly of God in White Plains in 1963, where he remained senior pastor until 1982. After his term there, he moved to Florida where he continued in ministry of various capacities, most notably at Calvary Assembly in Winter Park from 1983 – 2005.

Ramsarran SinghRev. Ramsarran Singh was born August 15, 1945. He went home to be with the Lord on October 18, 2013. Ramsarran is survived by his wife, Lynette. During their marriage, Ramsarran and Lynette brought three children into this world: David, Derick, and Donald.

Ramsarran studied at Bible College in Guyana, South America for four years and then became an Exhorter with the Assemblies of God in Guyana in 1964. He received his License to Preach in 1967, and three years later, in 1970, he obtained his Ordination credentials.

Ramsarran began his ministry with the Assemblies of God in Guyana in 1963. While there, he pastored three churches, served as a sectional pres-byter, taught in their Regional Bible Institute, and served as the Director for their Berean Correspondence Institute. On July 1, 2008, Ramsarran transferred his Ordination credentials to the New York District Assemblies of God. During their time in our district, Ramsarran and Lynette pioneered and pastored Faith Assembly of God in South Richmond Hill, NY.

MORNING OFFERINGThe morning offering designated for World Missions was received by Rev. John Blondo, World Missions Director. Special music provided by guitarist Jay Leach.

COMMUNION SERVICESuperintendent Duane Durst led the morning’s communion service. The District Leadership Team under the direction of the Superintendent and with the assistance of Rev. Almon Bartholomew and Rev. Saied Adour, along with the District Presbytery served the elements of communion. The service concluded at the altar for anointing and special prayer by the District Pres-bytery.

Lunch was served at the cafeteria following communion service.

THURSDAY AFTERNOON – MAY 22, 2014BUSINESS SESSIONChairman Duane Durst called the meeting to order at 1:43 pm. Rev. Keith Dement opened in prayer.

SECOND ROSTER COMMITTEE REPORTChairman John White gave the following revised report. Ordained 182 Licensed 67 Certified Ministers 26 Delegates 44 Registered Voters 319 Visitors 159 Total Registration 478

To expedite voting, multiple elections were done at the same time.

Kevin Palau, from Palau Crusade June 2015, greeted council and invited churches to be part of evangelistic event for the summer.

RESOLUTION #7 (EMERGENCY)CONSOLIDATE ELECTIONS FOR DISTRICT & GENERAL COUNCILSDuane called for resolution to be read and stated the reason for the emer-gency resolution – to consolidate elections.

Phil Cali, Resolutions Committee Chairman, presented the following reso-lution and moved its adoption, which was seconded. After vote, resolution passed as follows:

WHEREAS, the New York District Council will be electing Executive Presby-ter At Large positions from the demographics of Female and Under 40, as required by the action of our last District Council, and

WHEREAS, those individuals elected to serve have met the requirements established by our Constitution and Bylaws, and

WHEREAS, the District Council is also required to elect individuals to serve as the District Nominee for the Northeast Region Non-Resident Executive Presbyter for female and under forty, and

WHEREAS, since our District is also responsible to select the nominee for the Northeast representative to the General Presbytery for female and un-der 40 on a rotating basis with other Districts in the Northeast,

THEREFORE BE IT RESOLVED, That the elections which determine the individuals who will serve as Ex-ecutive Presbyters at Large within our District will also serve as elections regarding female and under 40 nominees for Non-Resident Executive Pres-byter and as nominees for General Presbytery.

THIRD ELECTIONSEASTERN REGION EXECUTIVE PRESBYTERThe chairman reported that incumbent Gary Pignaloso was placed in nom-ination by the Eastern Region for the office of Regional Executive Presbyter. Ballots were distributed and received by the Tellers Committee. Term of office to be two years. METRO EAST REGION EXECUTIVE PRESBYTER ELECTIONThe chairman reported that incumbent Steve Milazzo was placed in nomi-nation by the Metro East Region for the office of Regional Executive Presby-ter. Ballots were distributed and received by the Tellers Committee. Term of office to be two years.

RESULTS OF ELECTIONEASTERN REGION EXECUTIVE PRESBYTERDan McLaughlin, Tellers Committee Chairman reported the results of ballots cast for the office of Eastern Region Executive Presbyter. Total votes cast 141 Needed to Elect 94 Yes 131 No 4 Abstain 6

The Chairman noted that Gary Pignaloso had received votes in excess of the two-thirds elective ballot required declaring Gary Pignaloso re-elected as the Eastern Region Executive Presbyter.

RESULTS OF ELECTIONMETRO EAST REGION EXECUTIVE PRESBYTERDan McLaughlin, Tellers Committee Chairman reported the results of ballots cast for the office of Metro East Region Executive Presbyter. Total votes cast 141 Needed to Elect 94 Yes 141 No 0

The Chairman noted that Steve Milazzo had received votes in excess of the two-thirds elective ballot required declaring Steve Milazzo as the Metro East Region Executive Presbyter.

FOURTH ELECTIONSEXECUTIVE PRESBYTER AT LARGE REPRESENTATIVESWOMEN / ETHNIC / UNDER 40Bob Reeves read the qualifications of the Executive Presbyter at Large posi-tion per Article II, Section 4, District Leadership; C. District Executive Presby-tery according to the Constitution and Bylaws. The District Presbytery, per bylaws, selected two names for each group to be presented to the council as follows:

Women Representative – Rev. Rosemarie Brown and Rev. Marlene GlickertUnder 40 Years of Age Representative – Rev. Claude Valdes and Rev. Nikil AdwalpalkerEthnic Representative – Rev. Sam Asiedu and Rev. Haniff Bacchus

Premade ballots were distributed for each category and received. It was noted that a 2/3’s vote is required.

4/14 GLOBAL WINDOW NY CONFERENCEPastor Ben Hur, from The Promise Church greeted council. He invited the district to a special conference called 4/14 Window NY Conference, held on October 10-16, 2014 at the Promise Ministries International in Flushing, NY. They are expecting many to come to this evangelistic event. Duane thanked him for the invitation.

FIFTH ELECTION WOMEN OF PURPOSE DIRECTOR ELECTIONDuane Durst read District Bylaws Article II - Nominations and Elections, Section 6. Departmental Directors, b. Women of Purpose followed by the chairman noting that incumbent Linda Morrison was recommended by the Women of Purpose Committee and placed in nomination by the Executive Presbytery for the office of Women of Purpose Director.

WOMEN’S MINISTRIES ASSISTANT DIRECTOR ELECTIONDuane Durst read District Bylaws Article II - Nominations and Elections, Section 6. Departmental Director’s, b. Women’s Ministries (Women of Pur-pose) followed by the chairman noting that incumbent Shannon Schmidt was recommended by the Women of Purpose Committee and placed in nomination by the Executive Presbytery for the office of Women of Purpose Assistant Director. Pre-made ballots were distributed and received for both positions.

ELECTION OF WOMEN OF PURPOSE DIRECTORThe Tellers Committee Chairman, Dan McLaughlin, gave the following report of the ballots cast for the office Women of Purpose Director: Yes 126 No 11 Total votes cast 137

The Chairman, noting that Linda Morrison had received votes in excess of the two-thirds elective ballot required, declared Linda Morrison as the re-elected Women of Purpose Director.

NATIONAL MEN’S MINISTRIES PRESENTATION / SCOTT CASESARVideo was shown by the National Men’s Ministries Department and Scott greeted council. Steve Milazzo verbally thanked Scott and expressed his appreciation for his relationship with him and the positive impact it has had in their church.

CONVOY OF HOPEA DVD was presented to council and Hal Donaldson, representative of Convoy of Hope greeted council and thanked the district for their support of this ministry.

RESOLUTION #1EXTEND EXECUTIVE OFFICERS TERM OF OFFICEPhil Cali, Resolutions Committee Chairman, presented the following sub-mitted resolution, moved its adoption, it was duly seconded, and upon vote resolution was passed as follows:

WHEREAS, Length of term for General Council Executive Officers is a four-year term, and

WHEREAS, Other Districts in the Assemblies of God have seen the wisdom of moving to four-year terms for their Executive Officers, and

WHEREAS, this option if adopted by the New York District would create a single election each year for an Executive Officer and youth director, and

WHEREAS, Economic realities faced by a person assuming office includ-ing relocation, sale and purchase of home can take as long as a year to arrange,

THEREFORE BE IT RESOLVEDThat Executive Officers terms be changed from three-year terms to four-year terms, and the New York District Constitution and Bylaws ARTICLE 2. Nominations and Elections, Section 4. District Leadership, Paragraph A. Dis-trict Leadership Team, 4. Terms of Office be amended to reflect this change

And the District Youth Director will be elected to a three year term at District Council 2015 and then a four-year term at District Council 2018 and that the Constitution and Bylaws ARTICLE II – NOMINATIONS and ELECTIONS, Section 6. Department Directors, Paragraph C. Youth Director, 3. Term of Office be amended to reflect this change.

RESOLUTION #2AMEND RESOLUTION #7 OF THE 2013 DISTRICT COUNCILPhil Cali, Resolutions Committee Chairman, presented the following sub-mitted resolution, moved its adoption, it was duly seconded, and upon vote resolution was passed as follows:

WHEREAS, the number of District Affiliated pastors is limited in any section or region, and

WHEREAS, many of our District Affiliated pastors work full-time jobs apart from full-time ministry and,

WHEREAS, many of our pastors in District Affiliated churches do not hold Ordination level credentials, and

WHEREAS, most of our District Affiliated pastors have not been trained as coaches or assessors, and

WHEREAS, the number of District Affiliated church pastors is being reduced annually as churches move forward to General Council Affiliation,

THEREFORE BE IT RESOLVED….

That ARTICLE VII—Local Assemblies, Section 2. District Council Affiliated Assemblies, paragraph B, which currently reads

B. Leadership. All District Council Affiliated Assemblies be evaluated and all leadership may be re-appointed annually by a regional committee con-sisting of the Executive Presbyter, two ordained pastors currently serving District Affiliated churches and the Sectional Presbyter, in consultation with the District Superintendent, according to the process and procedure outlined in the District Policy Manual,Be amended by removing the words, “currently serving District Affiliated churches”.

RESOLUTION #3ADD ADDITIONAL MEMBERS TO THE FINANCE COMMITTEEPhil Cali, Resolutions Committee Chairman, presented the following sub-mitted resolution, moved its adoption, it was duly seconded, and upon vote resolution was passed as follows:

WHEREAS, the Constitution and Bylaws of the New York District provide for regional representation on the Finance Committee, and,

WHEREAS, by action of the District Presbytery the Metro Region was divided into Metro East and Metro West, creating an additional region,

THEREFORE BE IT RESOLVED….

That an addition of one member from the newly formed region be added to the Finance Committee, and Article X – Finances, Section 4. Finance Committee A. The finance Committee shall be a sub-committee of the District Presbytery consisting of seven (7) members, three of whom shall be the Superintendent, Assistant Superintendent, Secretary/Treasurer by virtue of their offices, and four (4) of whom shall be representatives of the four regions appointed from the District Presbytery. Regional representa-tives shall be appointed by the Superintendent and ratified by the District Presbytery for two year terms. – be changed to

A. The finance Committee shall be a sub-committee of the District Presby-tery consisting of eight (8) members, three of whom shall be the Superin-tendent, Assistant Superintendent, Secretary/Treasurer by virtue of their offices, and five (5) of whom shall be representatives of the five regions appointed from the District Presbytery. Regional representatives shall be appointed by the Superintendent and ratified by the District Presbytery for two year terms.

RESOLUTION #4Phil Cali, Resolutions Committee Chairman, presented the following sub-mitted resolution, moved its adoption, it was duly seconded, and upon vote resolution was passed as follows:

WHEREAS, it has been beneficial to have the General Presbyter serve on the Finance Committee, and WHEREAS, the Finance Committee would benefit from the continuity of the General Presbyter’s continued service, and

WHEREAS, upon consideration of the recommendation of the current mem-bers of the Finance Committee,

THEREFORE BE IT RESOLVED….

That Article X – Finances, Section 4. Finance Committee be amended by adding:

Paragraph F. General Presbyter. In the event one of the Regional Represen-tatives on the Finance Committee also serves as the General Presbyter, he/she may continue to serve on the Finance Committee without term limits while serving as General Presbyter.

RESOLUTION #5461 RESPONSE FOR NYPhil Cali, Resolutions Committee Chairman, presented the following sub-mitted resolution, moved its adoption, it was duly seconded, and upon vote resolution was passed as follows:

WHEREAS, a crisis can interrupt the lives of individuals and communities, and

WHEREAS, there is opportunity in such events to assist compassionately, and

WHEREAS, the ability to respond effectively is increased through appropri-ate training and preparation,

THEREFORE BE IT RESOLVED

That 461 RESPONSE of NY be created as a Department of the New York District and it be included in the District Bylaws and listed as, ARTICLE XXII – 461 RESPONSE OF NY as follows,

And subsequent articles be renumbered to reflect this change.Section 1. Authorization A. Name. There shall be a 461 RESPONSE of NY department of the New York District of the Assemblies of God. B. Amenability. The 461 RESPONSE of NY department shall be amenable to the District Leadership Team.Section 2. Purpose A. Become the Emergency Operations Plan of the NYDAG, in that through the Incident Command System, it clarifies communications and response, bringing organization and effectiveness. B. Assisting people in crisis, through the NY Crisis Response Team using CISM as a stress management intervention, as a compassionate extension of our faith. Assisting, whenever possible, a. NYDAG leaders and churches. b. Communities where there is a NYDAG presence. c. Wherever invited, and as able. C. Training clergy and non-clergy to have a pool of responders throughout NY prepared to assist. D. It shall network and coordinate with the Critical Incident Ministries/461 RESPONSE of the General Council of the Assemblies of God, Convoy of Hope, first responders, and both governmental and non-governmental agencies in NY.Section 3. Administration Operation of department shall be in compliance to District Presbytery established policy manual.

RESOLUTION #6VOLUNTEER IN CORRECTIONS DEPARTMENTPhil Cali, Resolutions Committee Chairman, presented the following sub-mitted resolution, moved its adoption, it was duly seconded, and upon vote resolution was passed as follows:

WHEREAS, nearly all chaplaincy programs are now under the covering of US Missions, and

WHEREAS, the donors to the Volunteer in Corrections (VIC) Department were contacted and they consented to reallocate their donations to 461 RESPONSE of NY (formerly NY Crisis Response Department), and

WHEREAS, remaining funds in VIC Department were transferred to 461 RESPONSE of NY (formerly NY Crisis Response Department) by consent of the donors and authorized by the Executive Presbytery,

THEREFORE BE IT RESOLVED

That Volunteer in Corrections (VIC) Department be dissolved and the Bylaws be amended to reflect this change.

BUSINESS SESSIONPRESBYTERY INSTALLATION SERVICEDuane Durst, Bill Kirk and Robert Reeves ministered together in the installation of newly elected Presbyters.
