Although GRW Main has been requesting its agencies worldwide to give little more attention on import of rice and cement from Pakistan into respective territories, but unfortunately no significant business was materialized in spite of various offers with competitive prices were given to many GRW agencies operating in different territories. On a specific request of GRW Representation Pakistan, GRW Main did some home-work to find out the reasons, why GRW Agencies could not succeed in converting the inquiries into orders, when number of times prices and other terms, quoted by GRW Representation Pakistan, were in line with the offers received from competitors of other origins and also from Pakistan. Rice Millers and the Cement Plants operating in Pakistan, had concluded the transactions at the prices quoted by GRW Representation Pakistan, on some occasions Rice Millers/Cement Plants made sales even at higher prices in that period. Before jumping to find the reasons or circumstances for not concluding the inquiries into physical transaction, we being marketing people, should know some statistics on the commodities (rice and cement) available in Pakistan for export.

INFORMATION / FACTS ON PAKISTAN ORIGIN RICE

Rice grain quality depends on intrinsic quality of

rice variety (appearance, milling quality and

cooking characteristics), environmental conditions

(temperature, humidity, rainfall) and management

practices such as use of healthy seed; optimum

sowing time; balanced and timely application of

fertilizers; proper harvest and post-harvest

operations, use of modern milling and polishing

machinery etc.

Definitions:

A) RICE: means milled rice which includes cargo rice,

white rice, glutinous rice and boiled rice, whether it be

whole grain, head rice, big broken, broken or small

broken.

1) Cargo Rice: (BROWN RICE, HUSKED RICE)

means rice obtained from paddy of which only the

husk has been removed. This includes its whole grain,

head rice, big broken, broken, and small broken.

2) Plain or White Rice: means rice obtained from

paddy which has been husked and milled while by

removing its bran layers. This includes its whole grain,

head rice, big broken, broken, and small broken.

3) Parboiled Rice: may be husked or milled rice

processed from paddy or husked rice that has been

soaked in water and subjected to a heat treatment so

that the starch is fully gelatinized, followed by a

drying process.

B) GRAIN CLASSIFICATION: means the

proportional mixture of rice of difference classes to

form a grade Rice Kernal is divided into four classes

namely:

1) Extra Long Grain: shall be the head rice/whole grain

having the average grain length of 6.90 mm or more.

2) Long Grain: shall be the head rice/whole grain

having the average grain length of more than 6.0 mm

but not more than 6.90 mm.

3) Medium Grain: shall be the head rice/whole grain

having the average grain length of more than 5.0 mm

but not more than 5.9 mm.

4) Short Grain: shall be the head rice/whole grain

having the average grain length of 5.00 mm or less.

C) YELLOW KERNEL: means the kernel of which

25% or more of the surface area has turned yellow in

color.

D) CHALKY KERNEL: means the kernel of which

50% or more of the surface area is white like the color

of chalk.

E) GREEN RICE: means the kernel of green color in

Cargo (Brown) rice which when broken is also green

in color from inside or in the endosperm.

F) BROKEN RICE: Broken of size ¾ length of grain

and above shall count as head rice.

Nearly half the world’s population depends on rice to survive, which is eaten for breakfast, lunch and dinner in parts of Asia, demand is expected to jump

30% by year 2030. Global rough rice output estimated around 800MLN

tons, while consumption was forecast to reach

around 775mln, leaving a modest surplus around

25Mln tons.

About 90% of Global rice output comes from Asian countries. Population growth is around 1.2% against yield growth about 0.7%.

Pakistan is the Fourth (4th) largest producing country in the world after China, India, and Indonesia, Thailand while in exports Pakistan is included in the list of 7-major countries in the world exporting rice.

There are over 50-rice processing mills operating in Pakistan. Export of rice has been under Private Sector.

For the last 3-years, Pakistan rice export sales volume has been on an average around US$2.0BLN, while quantity ranges over 3.0 MLN tons (2.2 mln tons non-basmati rice + 0.8mln tons Basmati rice) per year, quantity includes Basmati rice family and Non-Basmati family, such as Irri-6, Irri-9 and other varieties of rice. Grain size of Irri rice, on an average, is 6.8mm.

Rice exports from Pakistan is the second largest commodity after Cotton & Textiles.

Pakistan and India produce extra long grain thin rice (grain size 7.2mm +), known as “BASMATI” rice, this variety is not produced in commercial quantity in any other part of the world.

Other variety of rice, known as “1121” has recently been cultivated in Pakistan and India, grain size of ‘1121’, on an average, is 7.4mm +.

Super Basmati white rice, Super Basmati Parboiled rice and 1121 rice variety are most expensive rice available in the world.

Over 126 countries around the world, have been consuming Pakistan origin rice.

Countries in the Sub-Continent including Saudi Arabia, Arabian Gulf States, plus UK, Europe, USA, Canada, have mostly been importing Basmati rice, because of its taste and unique aroma, plus these countries can also afford to consume expensive rice varieties. Non-Basmati rice is being exported to African Nations, China, Indonesia, and many other countries, where Basmati is also exported but in limited quantities.

About 15-years back, in the US, UK, Europe, mostly immigrants living in those countries, were consuming Basmati rice, but with the passage of time, natives had also started tasting Basmati rice, and now a sizable share of natives is included in the list of consumers, and the share is increasing rapidly.

Because of bumper crops in India, Vietnam, Pakistan and carry-over stock of around 15mln tons of rice in Thailand, prices currently prevailing in international market has been on lower side. This situation is expected to continue for another couple of months.

Rice Millers have been exploring new overseas markets, particularly in Central Asian Countries and in African region to boost Rice exports.

Despite several challenges like lower price and stiff competition in world rice market, the rice exports worth US$1.7 billion from Pakistan was done during the period of July2014~May2015.

Rice Exporters Association of Pakistan (REAP)

has been making efforts towards enhancing Pakistan’s rice export and sending delegation to several countries for promotion of Pakistan rice. REAP had also organized ‘BIRYANI’ (a special rice dish cooked in Pakistan style) festivals in several overseas countries to introduce Pakistan origin rice.

A delegation of REAP is going to visit Qatar State in the last week of June 2015 to explore more export opportunities in Qatar, which is one of the important buyers of rice from Pakistan and India. Currently Qatar is buying 1121 (continue on page 3)

Basmati Rice from India, because 1121 is a new variety of rice, which India had already got registered the name internationally as one of the varieties of Basmati family, whereas Pakistan can market this variety as PK-1121 extra long grain rice plus India has been selling this variety at more competitive prices.

At present almost all commodities were facing decline in prices in the international market and rice prices had declined by some 40% during the last one year.

INFORMATION ON CEMENT INDUSTRY IN PAKISTAN Product homogeneity Through-out the industry, the products are homogenous with non-existent levels of Product differentiation as the major product for most manufacturers is Ordinary Portland Cement (90%-94%). Additionally, the other major types of cement product by plants in Pakistan also include Sulphate

Resisting Cement (SRC), Blast Furnace Slag Cement (BFSC), and White Cement.

Out of the 24 companies in the cement sector, four of them hold majority market share and are therefore able to drive industry prices. The chart below shows major industry players:

South Africa cropped up as one of the biggest

buyers in terms of sea route where some 1.5 to 1.6

million tons of cement from Pakistan is exported,

fetching around $125 million per annum. Some

nine to 10 leading cement manufacturers were

exporting cement to South Africa.

Cement industry contributes around

Rs.40 billion (US$40 million) per annum

in shape of Excise Duty and other taxes

and around Rs.150 billion (US$150

million) to the GDP annually. It also

provides employment opportunities to

over one hundred twenty five thousand

people.

Total investments in cement industry

currently exceed Rs.200 billion (US$200

million) which is likely to go further up to

Rs.300 billion (US$300 million) by 2020. India is facing shortage in supply of cement.

Limestone deposits in India will exhaust by

the year 2030, if India doubles its existing

production capacity. Pakistan is well placed, due to its proximity, to meet this shortage

by supplying cement to India. While South

Africa is another large consumer of Pakistan

origin Ordinary Portland Cement (OPC)

grades 42.5, 42.5R and 43. Pakistan has around 12 million tons of

surplus capacity, and it is expected to

achieve the export target of over 12-

million tons by the year 2020, which can earn foreign exchange of over US$1.0

Billion per annum.

Number of cement units in the country has

increased to 30 at present, as against only 4 units at the time of partition (1947).

Investment of around US$2.3 billion has

been made in cement industry since

partition.

India has production capacity of cement around 175 million tons. If India doubles

this capacity to 350 million tons, its

limestone reserves will finish by 2030. In

case, this capacity is not expanded, limestone reserves can be utilized by

2050.

Many Indian States have banned

expansion in cement industry due to shortage of limestone. This situation would

force India to open its markets for

Pakistani cement.

Cement industry has advantage due to

domestic availability of raw materials in

huge quantity and as such it does not have to import it from other countries.

Pakistani cement is considered the best

quality product by international sources.

Cement production capacity of Pakistan is about 45 million tons per year, as

compared to 155 million tons of India and

111 million tons of China.

Since import of cement is allowed in Pakistan and the import taxes are

negligible, therefore imported cement,

particularly from Iran has been damaging

local cement industry. Cement plants have urged the government of Pakistan to ban

import of cement or enhance import taxes

at least to 25% on the C&F value, to

discourage imports and save valuable

foreign exchange being spent on import of cement from overseas including Iran.

Iranian origin cement is also being

smuggled into Pakistan @ over 25,000

tons per month, and there is no check on the boarders of Pakistan and Iran. This

also damages local cement industry. Pakistan cement manufacturers have invited

immediate attention to the recent imposition of anti-

dumping tax on import of Pakistan origin cement into

South Africa, Pakistan government should also follow

the same in order to stop the influx of Iranian cement

in Pakistan damaging its domestic industry and

shaking the confidence of investors. Cement industry

in Pakistan is subject to import taxes even on raw

material, spare parts as well as packing material,

which increase the cost of doing business in Pakistan.

Pakistan government can fetch around US$100

million per year on account of excise and sales tax,

provided import of around 500,000 tons of Iranian

origin cement is stopped.

With the above information on Pakistan origin rice and cement, GRW Agencies worldwide should have a fair idea about Pakistan’s ability to handle any cargo of rice and cement from one 20ft container to a ship load of over 50,000 tons at a single time. Pakistan holds a long successful track-record in the fields of Rice & Cement that have been exported to many parts of the world for the last over 50 years. Now the main question arises why GRW Agencies worldwide could not effectively market Pakistan origin

rice and cement in their respective territories?? It is really a big rather a VERY BIG question mark!! Let us analyze where GRW Main and/or GRW Agencies are lacking. We will take first GRW’s responsibilities towards its Agencies worldwide.

1. GRW’S RESPONSIBILITIES OR SCOPE OF WORK (LIMITED TO PAKISTAN ORIGIN RICE AND CEMENT)

To provide all relevant information (Basic and comprehensive details) on rice and cement, available in Pakistan for export. Such as following:

i) All kinds and types of rice varieties and cement grades available;

ii) Basic specifications of each rice variety and cement grade and type;

iii) Names of manufacturers (cement plants) and rice millers (wherever applicable);

iv) Packing modes available; v) Expected Delivery Period; vi) Stuffing capacity of each 20-ft standard

type container (for containerized shipments);

vii) Inspection at port of origin by SGS, at seller’s cost;

viii) Details of payment terms; ix) To give competitive Indicative prices

based on FOB Pakistan port that are in line with the prices prevailing in international market, some time little lower than other people quoting from Pakistan or from a third country quoting Pakistan origin rice and cement;

x) Indicative freight rates prevailing in Pakistan freight market on that particular period;

xi) To attend each inquiry within maximum 48-hours (normally it is 12-24-hours) providing maximum information in shape of a quotation or an offer;

xii) To provide any clarification or additional information to the agency or its buyers within 12-24-hours from date of receipt of a message from a GRW agency;

xiii) Rice and Cement Web pages on the GRW Public website are available, which are

normally updated as and when changes take place.

2. GRWS’ AGENCIES RESPONSIBILITIES OR SCOPE OF

WORK (LIMITED TO IMPORT OF PAKISTAN ORIGIN RICE AND CEMENT INTO THEIR RESPECTIVE TERRITORY)

To put their best and genuine efforts to get the transaction materialized in the interest of the agency’s potential buyer. Best efforts mean, agency should take practical actions in the right directions, well before floating an inquiry to GRW Main Office, on behalf of the potential buyer.

What GRW expects from the words of “BEST EFFORTS”, each GRW agency would find from the following exercise, if he or she does with honesty!! (GRW could have put the suggested exercise in a positive way that means GRW could have simply made a request to its Agencies to do this this and this!! But now the time comes each agency should justify itself whether the agency is sincere to his or her work or just passing time without any objective, without any ambitions or without any urge to make some bucks from the commercial venture. With this kind of approach, it would be much better for those agencies to leave GRW’s platform sooner the better, as GRW wants to have people who enjoy commercial business and are dying to make money for a comfortable life.

ii) Do you enjoy a working relationship with

one of the concerned persons working in the following organizations operating in your country, if yes then how many times you normally contact them in a month and for what purpose!!

a) Chamber of Commerce; b) Any private association or body dealing

matters related to import and distribution of rice and cement;

c) Embassy or Consulate office of Pakistan; d) Port Authorities; e) Shipping companies / Freight brokers /

Association of ships owners and shipping agents;

f) Government Body responsible handling matters related to import of cement and rice.

iii) Did your agency conduct a brief market

survey in your territory, in respect of rice and cement, including approximate annual import of cement and rice in your country, what types of rice varieties and cement grades are being imported and what origins, market share of each origin (1, 2, & 3), customs tariff on import of rice and cement, approximate import prices on C&F port of discharge, wholesale and retail prices, etc.

iv) Did you complete any list consisting of names and addresses of whole-sellers and importers, who have been regularly importing cement and rice in your territory?

v) How many of GRW Agencies give feed-back from their clients/buyers, against the quote or offer received from GRW??

As you know each and every one in his or her student life, gives attention with concentration to the studies, so that he or she could at least get passing numbers

required for promotion to upper class, while those students who do not give the required time to their studies and do not study with concentration, then naturally they stayed-back to the same class for more one year. In the same way in commercial trade, if an agency do not do its home-work with full concentration and do not take the business seriously, then how it would be possible for that agency to be successful? It would be a waste of time and that is also at the cost of that agency, in terms of time, energy and of course little money!!! Having said above, still there is a time for those agencies, which are still struggling, to get them re-organized and come with new energy and zeal. GRW will always be there to help you, however at the end of the day it is agency, in order to achieve the goal with desired results, to do all sorts of leg-work with full concentration at its end. In order to take immediate start without wasting further time, GRW would like its agencies to provide following genuine and accurate information in respect of import of Rice and Cement into each respective territory, while the rest leave to GRW.

1. Total quantity and value from January ~ May 2015;

2. Shipment (containerized / shipload separately);

3. Origins (Quantity-wise in tons); 4. Loading Ports, if possible; 5. Cement grades and rice varieties including

broken percentages); 6. Packing modes (cement and rice separately); 7. Pricing per metric ton, based on C&F Port of

Discharge(s); 8. Customs Tariff (on import of cement and rice); 9. Whole-sale prices / Retail prices for end-

users; 10. Names with email address of Major shipping

companies operating in each respective territory.
