Dear readers,We present to you the key information on activitiesof the Parliament of Montenegro in the period from1 to 31 July, which is, in the form of monthlynewsletter “Open Parliament”, prepared byParliamentary Service. In July, the sixth, tenth and twelfth sitting of the firstordinary session of the Parliament of Montenegroin 2016 took place, as well as the eleventh specialsitting of the first ordinary session of theParliament of Montenegro in 2016. During the sixthsitting, MPs adopted 23 laws, and at the tenthsitting 33 laws, while during the twelfth sitting, MPsadopted three laws. During July, committees considered 31 proposalsfor a law, 11 proposals for a decision, one proposalfor a resolution and held other activities withintheir oversight role. In focus of this month’s newsletter is theparticipation of the Delegation of the Parliament ofMontenegro in the 25th Annual Session of the OSCEParliamentary Assembly, held in Tbilisi, Georgia. The newsletter is published monthly through whichthe Parliament endeavours to bring its work closerto Montenegrin citizens. We consider thispublication to be very significant as a reliablesource of information regarding the work of theParliament and we hope that you will find it useful.We remain open to your comments andsuggestions, as well as criticism, which can help usbring more quality to our work.Respectfully,

• Proposal for a Law on amendments to the Law onConversion of Loans in Swiss Francs CHF wasconsidered and proposed to the Parliament for adoptionby the Legislative Committee.

• Proposal for a Law on amendments to the Law onMedia was considered by the Legislative Committee,however, the proposal did not obtain the requiredmajority.

• Proposal for a Law on Regional Water Supply ofMontenegrin Coast Region was considered andproposed to the Parliament for adoption by theLegislative Committee.

• Proposal for a Law on Legalization of InformalStructures was considered and proposed to theParliament for adoption by the Legislative Committee.

• Proposal for a Law on Communal Services wasconsidered and proposed to the Parliament for adoptionby the Legislative Committee. • Proposal for a Law on amendments to the Law on

Temporary Residence Fee was considered by theCommittee on Economy, Finance and Budget, however,the proposal did not obtain the required majority. • Proposal for a Law on ratification of the Protocol

Between the Government of Montenegro and theGovernment of Czech Republic on Cooperation inField of Energy and Infrastructure was consideredand proposed to the Parliament for adoption by theCommittee on International Relations and Emigrantsand the Legislative Committee.

• Proposal for a Law on amendments to the Law ondeployment of the armed Forces of Montenegrounits to the international forces and participation ofmembers of civil defence, police and publicadministration employees in peacekeeping missionsand other activities abroad was considered andproposed to the Parliament for adoption by theLegislative Committee and the Security and DefenceCommittee. Proposal for Law considered by a committee during July:- Proposal for a Law on Amendments to the Media Law,submitted by MPs Rifat Rastoder, Dritan Abazović andZoran Miljanić was considered by the Committee onPolitical System, Judiciary and Administration, who decidedto declare on the proposal after holding a consultativehearing on the Proposal for a Law on Amendments to theMedia Law. • Proposal for a Decision on the Election of a memberof the administrative Committee was determined bythe Administrative Committee.

of the Security and Defence Committee of theParliament of Montenegro was determined by theAdministrative Committee.

• Proposal for a Decision on the Election of a memberof the Committee on Education, Science, Culture andSports of the Parliament of Montenegro wasdetermined by the Administrative Committee.

• Proposal for a Decision on the Election of a memberof the Committee on Health, Labour and SocialWelfare of the Parliament of Montenegro wasdetermined by the Administrative Committee.

• Proposal for a Resolution submitted by MPs NikGjeloshaj and Genci Nimanbegu was considered bythe Legislative Committee, however, the proposal did notobtain the required majority. The same proposal wasconsidered and proposed to the Parliament for adoptionby the Committee on Education, Science, Culture andSports.

• Proposal for a Decision on the election of membersof the Committee on monitoring the application oflaws and other regulations important for buildingtrust in the election process was determined by theAdministrative Committee.

• Proposal for a Decision on appointing the president,vice president and members of the Committee onmonitoring the application of the Law on Election ofCouncillors and MPs in the part relating to the mediawas determined by the Administrative Committee.

• Proposal for a Decision on election of members ofthe Temporary parliamentary committee onmonitoring the investigation of cases of endangeringsecurity of journalists and media outlets wasdetermined by the Administrative Committee.

• Proposal for a Decision on accepting the Joint-stockagreement between the State of Montenegro and thea2a S.P.a. was considered and proposed to theParliament for adoption by the Committee on Economy,Finance and Budget and the Legislative Committee.

Other activities of working bodies

• At the 124th meeting of the Committee on PoliticalSystem, Judiciary and administration of 4 July, theCommittee reached the Decision on holding aconsultative hearing on the topic “Voter register ofMontenegro, accuracy and well-foundedness of carryingout changes, and informing citizens about them”. Inaddition, the Committee reached a unanimous Decisionon holding a control hearing on the topic: “State of affairsin local self-governments in Montenegro - the

implementation of conclusions from the joint meeting ofthe Committee on Political System, Judiciary andAdministration and Committee on Economy, Finance andBudget, held on 11 November 2013 on the topic:“Analysis of local self-governments functioning” in thecontext of the Proposal for the Law on Amendments ofthe Law on Local Self-Governments”, submitted to theParliament of Montenegro for adoption.“

At the 125th meeting of 19 July, the Committeeconsidered the 2015 Performance Report of theProsecutorial Council and Public Prosecution Office. At the 126th meeting of 20 July, the Committeeconsidered and supported the 2015 Annual Report onperformance of the Judicial Council and general state ofthe judiciary.• At the 53rd meeting of the Security and Defence

Committee of 1 July, the members of the Committeeconducted a control hearing of Supreme StateProsecutor Ivica Stanković, Minister of Interior GoranDanilović, Director of Police Administration SlavkoStojanović, as well as the Director of the NationalSecurity Agency Dejan Peruničić. The Committee wasinformed about the information on the undertakenactivities of these bodies in cases of unsolved murdersin Montenegro, and on this occasion special attention hasbeen paid to the issues of mutual cooperation andcoordination of competent state bodies in procedures ofsolving the said criminal offences.At the 54th meeting of 19 July, the Committee consideredand supported the 2015 Performance Report of theNational Security Agency, and reached severalconclusions. At the 56th meeting of 28 July, the Committee conducteda consultative hearing of military and diplomaticrepresentative of Montenegro Lieutenant Colonel MitarKlikovac, before assuming office of Defence Attaché inthe United States of America on non-residential base aswell as Defence Attaché for Canada and Iceland on non-residential base. The Committee supported, by amajority of votes, activities presented by LieutenantColonel Klikovac as priorities for military and diplomaticcooperation of Montenegro with the said countries.• At the 81st of the Committee on International

Relations and Emigrants, held on 19 July, members ofthe Committee provided a positive opinion regarding theproposal for appointing Dušan Mrdović as Extraordinaryand Plenipotentiary Ambassador of Montenegro to theRepublic of Albania, based in Tirana. At the 83rd meeting of 26 July, members of the Committeeprovided a positive opinion regarding the proposal forappointing Bojan Šarkić as Extraordinary andPlenipotentiary Ambassador - Head of Montenegro’sMission to the European Union, based in Brussels.At the 84th meeting of 26 July, members of the Committeeprovided a positive opinion regarding the proposal forappointing Milorad Šćepanović as Extraordinary andPlenipotentiary Ambassador - Head of Montenegro’sPermanent Mission to the United Nations and otherinternational organisations in Geneva, based in Geneva. • At the 50th meeting of the Committee on European

Integration of 20 July, members of the Committeeconsidered and supported reports on the followingnegotiation chapters: 5 - Public procurement, 10 -Information society and media, 20 - Enterprise andindustrial policy and 30 - External relations.• At the 152nd meeting of the Committee on Economy,

Finance and Budget, held on 18 July, the Committeeconsidered and supported 2015 Status Report on theInsurance Market in Montenegro, 2015 PerformanceReport of the Deposit Protection Fund as well as the2015 Performance Report of the Commission for theControl of Public Procurement Procedures, and decidedto propose to the Parliament to adopt them. At the 153rd meeting of 27 July, the Committee memberssupported the 2015 Status Report on the Energy Sectorof Montenegro. In addition, the Committee consideredthe 2015 Annual Report on Awarded State Aid inMontenegro, however, the Report did not obtain therequired majority. • At the 65th meeting of the Gender Equality Committee,held on 4 July, members of the Committee consideredand supported the Report on Implementation of theImplementation Programme 2015-2016 for 2015 of theActivity Plan for Achieving Gender Equality (PAPRR)2013-2017. At the 66th meeting of 11 July, the Committee membersconsidered the 2015 Report on Implementation of theStrategy for improvement of position of Roma andEgyptians in Montenegro 2012-2016, and the Strategyfor social inclusion of Roma and Egyptians inMontenegro 2016-2020 with 2016 Action Plan forimplementation of the Strategy, and the Draft Action Planfor the Implementation of the UN Security CouncilResolution 1325 “Women, Peace and Security” in

Montenegro (2016-2017). At the 67th meeting of 18 July, members of theCommittee determined the Activity Plan for GenderResponsible Parliament of Montenegro, September 2016- September 2018. In addition, the Committee gotacquainted to the PACE Resolution 2111 (2016) -Assessing the impact of measures to improve women’spolitical representation, adopted in April this year. • At the 128th meeting of the Committee on Health,

Labour and Social Welfare of 12 July, the Committeeharmonised the Proposal for a Law on Amendments tothe Law on Amicable Settlement of Labour Disputes,Proposal for a Law on Amendments to the Labour Law,Proposal for a Law on Amendments to the Law onLabour Fund, Proposal for a Law on Amendments to theLaw on Trade Union Representation and Proposal for aLaw on Amendments to the Law on Prohibition ofHarassment at Work with the Law on Amendments tothe Law on General Administrative Procedure. • At the 45th meeting of the anti-Corruption Committeeheld on 21 July, the Committee considered andsupported special performance reports of the SupremePublic Prosecutor’s Office and the Special PublicProsecutor’s Office for the period from 1 January to 1June 2016, following which several conclusions werereached. • At the 26th meeting of the Commission for Monitoring

and Control of the Privatisation Procedure of 20 July,the participants dicussed the current protests of formerworkers of the fashion footwear industry “Košuta”Cetinje. In addition, members of the Commissionadopted the 2015 Performance Report of theCommission for Monitoring and Control of thePrivatisation Procedure.• At the 68th meeting of the administrative Committeeof 19 July, the Committee decided to propose to theParliament to elect Zorica Martinović as member of theLegislative Committee and the AdministrativeCommittee of the Parliament of Montenegro; dismissStrahinja Bulajić from the duty of the member of theCommittee on Economy, Finance and Budget and electRadojica Živković as member of the Committee onEconomy, Finance and Budget of the Parliament ofMontengro; elect Budimir Aleksić as member of theConsitutional Committee of the Parliament ofMontenegro, and Strahinja Bulajić as member of theSecurity and Defence Committee of the Parliament ofMontenegro; elect Miloš Konatar as member of theCommittee on Health, Labour and Social Welfare of theParliament of Montenegro and member of theCommittee on Education, Science, Culture and Sports ofthe Parliament of Montenegro.

At the 69th meeting of 22 July, the Committee determinedthe Proposal for a Decision on the election of membersof the Committee on monitoring the application of lawsand other regulations important for building trust in theelection process and decided to propose to theParliament to elect Milutin Simović, Miodrag Vuković,Predrag Sekulić, Mevludin Nuhodžić, Suljo Mustafić,Zorica Martinović, Ljerka Dragičević, DraginjaVuksanović, Neven Gošović, Zoran Miljanić, DritanAbazović and Miloš Konatar as members of the membersof the Committee on monitoring the application of lawsand other regulations important for building trust in theelection process. In addition, the Committe determinedProposal for a Decision on appointing the president, vicepresident and members of the Committee on monitoringthe application of the Law on Election of Councillors andMPs in the part relating to the media and decided topropose to the Parliament to appoint Nada Drobnjak asChair of the Committee on monitoring the application ofthe Law on Election of Councillors and MPs in the partrelating to the media, Danko Šarančić as Deputy Chair ofthe Committee, and Žana Filipović, Goran Tuponja, SuljoMustafić, Genci Nimanbegu, Slaven Radunović, KočaPavlović, Vladislav Bojović and Danijela Danka Markovićas members of the Committee. The Committee alsodetermined the Proposal for a Decision on election ofmembers of the Temporary parliamentary committee onmonitoring the investigation of cases of endangeringsecurity of journalists and media outlets and thusdecided to propose to the Parliament to appoint thefollowing as members of the Temporary parliamentarycommittee: Marta Šćepanović, Milorad Vuletić, GoranTuponja, Andrija Popović, Emilo Labudović, VladislavBojović, Srđan Milić, and Izet Bralić.At the 70th meeting of 28 July, in accordance with Article31 paragraph 6 of the Law on Public Sector Salaries,determining that the decision on salaries of persons whowere elected, appointed, or nominated in accordancewith regulations shall be adopted by the body or theworking body which elected, appointed, or nominatedthem, and in relation to the Request by the Council of theInsurance Supervision Agency for rendering a decisionon earnings of the President of the Council of the Agencyand decision on allowances for members of the Councilof the Agency, the Administrative Committee hasdecided to render adequate decisions.

President of the Jury for awarding the 13th JulyAward Gojko Kastratović and members of the JuryIlija Vujošević, Igor Lakić, Miomir Vojinović and AsimDizdarević rendered the decision this year's winners ofthe 13th July Award would be Miladin Šobić, Igor Đurovićand Milorad Popović. The lifetime achievement award waswon by Veljko Bulajić. Parliaments of the EU (COSAC)Deputy Chair of the Committee on EuropeanIntegration Marija Maja Ćatović and member ofthe Committee Danko Šarančić participated in theMeeting of the Chairpersons of the Conference ofParliamentary Committees for Union Affairs ofParliaments of the EU (COSAC), which took place on 11July, in Bratislava.During the session held on the topic - priorities of theSlovak presidency of the EU Council, Europeanparliamentarians discussed the current challenges in thefunctioning of the EU, such as the exit of the UK from the

EU, illegal immigration and functioning of the Schengenarea. British parliamentarians also stated their opinionsabout relations of the UK and EU. The second session wasrelated to the EU social dimension and Cohesion policy,during which it was emphasised that the EU has beenfacing high unemployment rates and social inequality,therefore new social policies should be focused on socialcohesion, economic security and quality of life. Inaddition, they called for the establishment of a systemwhich would evaluate all European measures in terms oftheir impact on the social dimension.

President of the Parliament signed the Cooperation Agreement with 57 non-governmental organisationsPresident of the Parliament of Montenegro DarkoPajović signed on 29 July the CooperationAgreement with 57 non-governmental organisations.

The Cooperation Agreement between the Parliamentof Montenegro and non-governmental organisations inMontenegro is aimed at strengthening trust between theParliament and non-governmental organisations as wellas creating sustainable partnership based on the

principles of transparency, openness and mutual respect.Pajović emphasised that this Agreement encouragesstrengthening of institutional dialogue between theParliament and non-governmental organisations throughimproved mechanisms for information exchange andfavourable conditions for the effective and efficientparticipation of non-governmental organisations increating public policies and the consequent legislativesolutions. In addition, he added that increasing theeffectiveness of work of the non-governmentalorganisations and the levels of parliamentary opennesstowards their requests, and improvement ofaccountability of the Parliament to the citizens,represented the support to more efficient harmonisationof Montenegrin legislation with the acquis of theEuropean Union in the area of human rights, rule of law,culture, education, health system, social policies,environmental protection and other relevant areas.

State administration. State Administration is a notion which most frequently includes the apparatus that doesall the regular activities of the state and is composed of individuals- civil servants, officials and state employees-and institutions i.e. bodies (executive bodies, state agencies, administrations/directorates). Since the activitiescarried out by the state administration are done in the public interest, state administration is frequently referredto as public administration. Public administration is, however, used in a wider context comprising all the bodiesand organisations in the public service. 1

to parliamentarians, President Pajović expressedpleasure that, despite many challenges, Montenegroenjoys political stability and active efforts are beingmade towards improvement of the electoral process. In addition, he added that the state has solved thepolitical crisis alone, without international mediation,which is to be proud of, and expressed certainty that thisis a good indicator of democratic improvement andpolitical maturity, achieved by our state.

President Pajović officially invited the ParliamentaryAssembly to take part in the observation of theparliamentary elections in Montenegro, which are to beheld in October this year, bearing in mind that theAssembly and the OSCE have always been ready to helpMontenegro when it needed help the most. During the visit to Georgia, the Presdient officiallymet with President of Georgia Giorgi Margvelashvili,Speaker of the Parliament David Usupashvili, andMinister of Foreign Affairs Mikheil Janelidze.

article 1When it comes to disputes referred to in the followingarticles falling under the competence of the courts offirst instance(captain courts), the captain court shallnot be allowed to receive any complaint before bothparties settle the dispute before a village kmet or theydecide not to present themselves before the villagekmet located in the area of residence of the defendant.article 2The Captain court shall not admit a complaint if it hasnot received a document by the village kmet certifyingthat the defendant failed to appear before the kmet tosettle the dispute or that the attempt of reconcilliationwas unsuccessful. article 3The deadline within which the defendant must appearbefore the village kmet shall be three days. article 4In the event of reconcilliation, a letter of reconciliationshall be written, which shall enter into forceimmediately.

***article 8Appeals brought against all the judgements reached bythe captain courts shall be given orally or in writing tothe competent superior court, by previouslyaddressing the captain court. article 9An appeal may be taken eight days after the judgmentis announced to parties to the dispute. After thisdeadline is reached, no appeals shall be allowed.The captain court shall defer all the timely submittedappeals along with other acts to the competentsuperior court, which shall render a decision.The superior court may confirm or annul a judgementreached by the captain court, and therefore reachanother judgement.

CALENDAR1 July• President of the Parliament of Montenegro DarkoPajović and MPs Slaven Radunović and Branko Čavorparticipated in the XXV Annual Session of the OSCEParliamentary Assembly, which took place in Tbilisi,Georgia, entitled “25 Years of ParliamentaryCooperation: Building Trust Through Dialogue”.• Chair of the Committee on International Relations andEmigrants Miodrag Vuković met with Director of theAdministration for Diaspora of Montenegro of Ministryfor Foreign Affairs Predrag Mitrović. Within continuouscooperation between the Committee and theAdministration, the significance of intensivecommunication was emphasised, aimed atsynchronising action directed towards resolving theissues especially dedicated to emigrants fromMontenegro.• President of the Parliament of Montenegro DarkoPajović and President of the Assembly of the Union ofMunicipalities Slavoljub Stijepović signed theCooperation Agreement between the Parliament ofMontenegro and the Union of Municipalities ofMontenegro. The Agreement on the cooperationbetween the highest legislative body and the Union ofMunicipalities is primarily aimed at promoting the localself-government system by strengthening institutionaldialogue between the state and local authorities inorder to create conditions in which the localgovernment would provide more efficient and qualityservice to citizens and the economy.

5 July• President of the Parliament of Montenegro DarkoPajović met with the newly appointed President of theOSCE Parliamentary Assembly Christine Muttonen, andthanked her for holding the first meeting upon takingoffice with representatives of Montenegro. PresidentMuttonen thanked for the support and expressed

satisfaction over continuation of excellent cooperationwith the Parliament of Montenegro. The interlocutorsagreed that the parliaments have an obligation toadditionally improve relations, becausedemocratisation of every society is an ongoing process. • Chair of the Gender Equality Committee Nada Drobnjakparticipated in a round table, during which the DraftAction Plan for the Implementation of the UN SecurityCouncil 1325 Resolution “Women, Peace and Security(2016-2017)” was considered. The Action Plan for theimplementation of the Resolution on Montenegro aimsto cover and address key areas for the implementationof the 1325 Resolution and its follow-up resolutions,increase the participation of women in deciding on allissues relating to peace and security, include genderperspective in preventing conflicts and gender-basedviolence, protect women and girls and their rights inpeacetime, as well as conflict zones and integration ofgender perspective and gender education in peacefuloperations.

• Member of the Committee on Human Rights andFreedoms Zoran Miljanić participated in the seminarentitled “From words to deeds - towards the integrationof Roma”, which took place in Podgorica. The Seminarwas organised by the European Union Delegation toMontenegro, in cooperation with the Directorate-General for Neighbourhood and EnlargementNegotiations (DG NEAR). • MP Andrija Popović met with Roman Hloben,Ambassador of the Slovak Republic to Montenegro. Onthe occasion, Ambassador of the Slovak Republic toMontenegro Roman Hloben emphasised thatMontenegro and Slovakia had very good and friendlyrelations, as well as that Montenegro had achieved agreat success in integration, being the leader in theregion, and that it would enjoy the support of Slovakiain achieving further progress on its path to NATO andEU. More intensive cooperationbetween the two parliaments was agreed at themeeting, especially between the parliamentarycommittees in charge of monitoring the Europeanintegration process, but also the future work within theNATO Parliamentary Assembly. • President of the Parliament of Montenegro DarkoPajović received Secretary General of the Organisationfor Security and Cooperation in Europe (OSCE)Lamberto Zannieri. President Pajović informed hisinterlocutor on the current political developments inthe country, with a special reference to recentlyestablished Government of electoral trust, stressingthat Montenegro had shown democratic maturity toresolve political challenges at the table. Theinterlocutors spoke on the set of laws being in theparliamentary procedure, which should contribute toorganising fair and free elections, and establishing andjurisdiction of two parliamentary committees:Committee on monitoring application of laws and otherregulations important for building trust in the electionprocess and Committee on monitoring the investigationof cases of endangering security of journalists andmedia outlets.

CALENDAR• President of the Parliament of Montenegro DarkoPajović received Michael Carpenter, Deputy AssistantSecretary of Defense of the USA. President Pajovićexpressed gratitude over the support in Euro-Atlanticintegration of Montenegro, emphasising as especiallysignificant that the USA had recognised the significanceof this historic moment, not only for Montenegro butalso for the entire region. President also informed hisinterlocutor on the current ratification process, whereseven countries had already completed this process.The interlocutors also emphasised that Montenegro’saccession to NATO will be a clear message to otheraspirant countries as well - that NATO doors remainopen to everyone who implements reforms necessaryfor membership and contributes to security of theAlliance.

13 July• Chair of the Committee on International Relations andEmigrants Miodrag Vuković and member of theCommittee Žana Filipović, upon invitation of theFrankish-Montenegrin Society (FRAMOG), attended theceremonious celebration on the occasion of theStatehood Day and the tenth anniversary of theindependence of Montenegro, which was held in theFederal Republic of Germany.

In conversation with the President of the associationLjubo Dabović and its members, they emphasised thatthe Montenegrins and people originally fromMontenegro in the FR Germany, a country friendly toMontenegro, from the beginning and without

reservations, its loyal citizens, committed to its socialdevelopment and affirmation. It was noted during theconversation that the renewed and independentMontenegro in the past ten years had truly recognisedthe treasure and advantages in our emigrants, both inthe FR Germany and beyond, and turned to thinking uppolicies by which it wanted to refresh and strengthenties of emigrants with the homeland, respecting thecountries in which they live, wanting to contribute todevelopment of those countries and their socialprogress.15 July• Vice-President of the Parliament of Montenegro SuljoMustafić met with European Commissioner for healthand food safety Vytenis Andriukaitis. Mustafić statedthat Montenegro was devoted to fulfilling importantstrategic goals relating to further integration towardsthe European Union and the NATO Alliance. Heemphasised that European integration represented along-term process which also meant the overallmaturing of Montenegrin society. CommissionerAndriukaitis expressed satisfaction with the high levelof support of citizens towards the EU integrationemphasising that the European agenda should remaina priority in the work of the Parliament. He said that theEU remained open for the enlargement process throughfull support to the countries in the region in thatprocess. Vice President Mustafić stated that he wasexpecting the October elections to be fair and free asdefined by the agreement signed by political entitiesparticipating in the Government of Electoral Trust, andalso emphasised that all political parties in theParliament, regardless of whether they had signed theagreement or not, as elected representatives of thepeople had a responsibility of preserving democraticstandards and European values.

CALENDARto the actions of competent state authorities in theprotection of state property and public interest duringthe sale of assets of the SC Tobacco Plant Podgorica inbankruptcy, members of the Committee voted onProposal for the Performance Report of the InquiryCommittee for collecting information and facts on theevents relating to the actions of competent stateauthorities in the protection of state property and publicinterest during the sale of assets of the SC Tobacco PlantPodgorica in bankruptcy and Draft Proposal for theReport of the Inquiry Committee for collectinginformation and facts on the events relating to theactions of competent state authorities in the protectionof state property and public interest during the sale ofassets of the SC Tobacco Plant Podgorica in bankruptcy,after which they unanimously decided to submit to theParliament the Report with proposal of measures.

• President of the Parliament paid a working visit to theOld Royal Capital Cetinje, during which he has met withMayor Aleksandar Bogdanović and President of theLocal Assembly of the Old Royal Capital JovanMartinović. During the meeting between PresidentPajović and Mayor Bogdanović, they discussed activitiesand cooperation of the Parliament of Montenegro andunits of local self-government towards improvement oftransparency and effectiveness of work of units of localself-government. During the meeting with JovanMartinović, the interlocutors exchanged opinions onmodels of cooperation between two parliaments. Onthis occasion, President Martinović informed in adetailed manner President Pajović on intensiveactivities realised by the local parliament, aimed atproviding support to developmental activities of the OldRoyal Capital Cetinje.21 July• The exhibition of tapestries titled “The thread is a trail”,whose authoress is MP Jelisava Kalezić, was opened. Theexhibition is organised on the occasion of the 70thanniversary since women in Montenegro gained theright to vote, 75 years since women participated for the

first time in the election of local authorities in Beraneand 75th anniversary of the 13th July Uprising. Theexhibition presented tapestries made in the period1972-2016. 22 July• President of the Parliament of Montenegro DarkoPajović paid a visit to Municipality of Bar, where he metwith President of the Municipality Zoran Srzentić andPresident of the Local Assembly Radomir Novaković.President of the Municipality of Bar Zoran Srzentićinformed President Pajović with the prioritydevelopmental directions of Bar and political situationwithin the local administration. Pajović emphasised thatthe point of this visit was the implementation of theAgreement on Cooperation between the Parliament ofMontenegro and the Union of Municipalities which,primarily, has the goal to provide local parliaments withcapacities of the state Parliament and to provideinformation on difficulties in functioning of localassemblies. Novaković emphasised that the Parliamentof Montenegro is doing what it set out to do and that itis fulfilling all its plans and programmes. The parliamentof Bar is expected to work more promptly, which hasbeen its characteristic lately. 24 July• President of the Parliament of Montenegro DarkoPajović visited a special nature reserve Pančeva oka onSkadar Lake. During the tour of Skadar Lake, Pajovićwas accompanied by Director of National Parks ofMontenegro Azra Vuković, Director of the Skadar LakeNational Park Goran Škatarić and ornithologist ofNational Parks Nela Vešović-Dubak. 25 July• President of the Parliament of Montenegro DarkoPajović received Head of the EU Delegation toMontenegro Ambassador Mitja Drobnič for a farewellvisit. President Pajović expressed satisfaction over thefact that in these four years, during the term of office ofDrobnič, relations of Montenegro and European Unionimproved, which, institutionally as well as essentially,means the highest possible level of relations betweenthe EU and non-member states. Ambassador Drobničemphasised that these four years were a goodopportunity to analyse track records and stated thatdecision of the EU to open negotiations withMontenegro by the end of 2012 proved to be right. 26 July• President of the Parliament of Montenegro DarkoPajović along with President of the Local Assembly ofBar Radomir Cakan Novaković had a working lunch,meetings and visits to entrepreneurs from Bar. At themeeting with entrepreneurs organised in Old Bar,Pajović learned about work in areas of olive production,maritime, shipping, tourism and sport, but also about anumber of problems faced by entrepreneurs from Bar.Maritime affairs were particularly discussed, an area ofgreat importance to Bar.27 July• Vice-President of the Parliament of Montenegro SuljoMustafić met with Charge d’ Affaires of the UAE Embassyto Montenegro Ibrahim Al Alawi. During the meeting,the interlocutors concluded that political cooperationrepresents a very important part of the overall relationsbetween Montenegro and the United Arab Emirates, andestablishment of parliamentary friendship groups willenable its further strengthening. The interlocutors alsonoted that cooperation of the two countries in the fieldof economy and culture was good, with room for itsfurther improvement, and that there was ample roomfor strengthening relations between the two countries,by creating ambience for numerous projects in the fieldof economy, culture and sports.• President Pajović received Sotirios Athanasiou,Ambassador of the Republic of Greece to Montenegro.Ambassador Athanasiou informed the President that theGreek Parliament would soon ratify the Protocol to theNorth Atlantic Treaty on the Accession of Montenegro,and it shall enjoy the support of all the political partiesin the Parliament. He also expressed satisfaction overthe fact that the Republic of Greeece would be amongthe first states to ratify the Protocol, and thus convey a

clear message on the need to complete this process assoon as possible. President Pajović emphasised thatGreece was Montenegro's first contact with NATO, andthat since then Montenegro had intensive cooperationin the area of defence, particularly in educating cadetsand training military personnel, naval cooperation, jointparticipation in international missions and operations. • President of the Parliament of Montenegro DarkoPajović met with President of the Local Assembly of theCapital City Đorđe Suhih and Mayor Slavoljub Stijepović.The visit was aimed at obtaining information on theactivities of the Capital City as well as theimplementation of the Agreement on Cooperationbetween the Parliament of Montenegro and the Unionof Municipalities. It was agreed that in the process ofadopting the legal solution, the professional services andbodies of the Capital City should be consulted at a moresignificant rate by giving certain suggestions andobservations from the level of the local self-government,in order to draft the best possible legal solutions whichwould be possible to implement in their entirety.28 July• Vice-President of the Parliament of Montenegro SuljoMustafić met with Director of the Konrad AdenauerFoundationfor Serbia and Montenegro NorbertBeckmann-Dierkes. It was noted that the KonradAdenauer Foundation, with its project activities,contributed to development of democracy and socialand political ambiance of Montenegro. Vice PresidentMustafić referred to the current political developmentsin Montenegro and said that accession to the NATOAlliance and continuation of the EU integrationrepresented priorities of the state policy. DirectorDierkes emphasised that the KAS via its office inPodgorica had been successfully implementing projectactivities in Montenegro, in areas such as: promotion ofparliamentary democracy and strengthening ofinstitutions, support to the process of Europeanintegration, support to reforms in the field of the rule oflaw. 29 July• President of the Parliament of Montenegro DarkoPajović signed the Cooperation Agreement with 57 non-governmental organisations aimed at strengtheningtrust between the Parliament and non-governmentalorganisations as well as creating sustainablepartnership based on the principles of transparency,openness and mutual respect.
