Re-Accreditation of FIBAA by German
Accreditation Council
We are pleased to inform you that the German Accreditation Council at its meeting on 7th of
February 2017 decided to re-accredit FIBAA. I would like to thank everyone who supported
us in the preparations of the re-accreditation procedure. I took over FIBAA as new managing
director in the middle of the procedure - so I had an immediate and exciting start. Recently we
launched the procedures for ENQA and EQAR. I am very positive about this procedure due to
the successful re-accreditation in Germany.
As a native of Munich, I now had the opportunity to experience the Rhenish carnival. I finally ar-
rived in Bonn and already feel at home. I look forward to my future at the FIBAA.

Study-programme partnerships — Results of the Wintermeeting of the
German Council of Science and Humanities
The German Council of Science and Humanities (Wissenschaftsrat, WR) recommends that in
the future only certain models of study-programme partnerships within the German higher edu-
cation system should be allowed. This should also apply to study-programme partnerships,
which are carried out by foreign universities in cooperation with branches or franchisees in Ger-
many. The WR does not see any prospects for cooperative studies, which are designed without
fundamental characteristics of a university degree. "An equivalent and quality-assured study is
not conceivable in non-academic learning places without a secure academic freedom, without
research-based teaching, without mediation of scientific methods and theories and without the
participation of the students in the self-administration processes of the HEI," states Professor
Manfred Prenzel, chair member of the WR.

Prof. Dr. Kerstin Fink visits Lebanon — successfull Accreditation of three programmes
The Faculty of Law and Political Science of the Beirut Arab University (BAU), Lebanon, celebra-ted the recognition of the International Accredi-tation for its courses of BA, MA and PhD by FIBAA. All programmes were accredited without conditions. On the occasion of the handing over of certifica-tes by the managing director of FIBAA, Prof. Dr. Fink, the HEI organized a ceremony dinner un-der the patronage of the President of the Coun-cil of Ministers, H.E. Saad Hariri.
Prof. Dr. Fink visited the Campus in Beirut as well as BAU Deb-bieh. "I really appreciate the fact that FIBAA got this opportuni-ty. The positive result of our evaluation has confirmed that the efforts of Beirut Arab University to meet European and interna-tional standards are remarkable, " stated Prof. Dr. Fink during her stay. Already in 2015 FIBAA successfully carried out programme accreditations at BAU.
In order to gain an overall impression, Prof. Dr. Fink also visited the Director-General for Higher Education at the Ministry of Education, Prof. Ahmad Al-Jammal. future. The President of BAU appreciates FIBAA as an agency. He is convinced that accreditations are essential for the HEI´s international recognition, therefore, he is very interested in expanding the cooperation between FIBAA, BAU, the Middle East and North Africa.

Re-Registration-Procedure of FIBAA in Kazakhstan
The Ministry of Education and Science in Kazakhstan concluded in a degree new rules for the
registration of accreditation agencies at the end of 2016. In its recent meeting the Republican
Accreditation Council decided to register FIBAA again in its National Register of Accreditation
Agencies in the Republic of Kazakhstan.
Kazakhstan has an interesting higher education institutions landscape and is a strategic partner
for the European and German economies. Many national and non-governmental HEIs, colleges
and academies are among the national providers of higher education. In recent years, Kazakhs-
tan has taken important steps to reform higher education and to adapt to international stan-
dards. In 2010, the country committed itself to the objectives of the Bologna process and was
admitted as a 47th member to the European Higher Education Area. FIBAA already is in charge
of accrediation procedures in Kazakhstan and hopes to continue its work to support quality as-
surance at HEIs in the Republic of Kazakhstan.

Estefanía Guzmán supports FIBAA as Project Manager
Since 15 February 2017 Estefanía Guzmán has been a new project
manager in the field of programme accreditation. In the future, she
will take care of procedures independently and actively support our
customers.
Mrs Guzmán's family comes from Colombia and Germany. Due to
her roots and her academic studies in Romance Languages she
speaks fluent Italian, Spanish, English and German. Before she
worked for FIBAA, she was a spanish tutor at the University of ap-
plied sciences of Mainz.
We are looking forward to welcoming Ms. Guzmán as a new
employee and wish her all the best!
