The following months are very important for Cyprus

because from the 1stof July until the 31

stof December of

2012, Cyprus will be the presidential country of the

Council of the EU. Cyprus integrated to the EU in 2004

with 9 more countries (until now it was the biggest en-

largement of the EU) and adopted the Euro on the 1st of

January of 2008. As a result, Cyprus is facing a great

challenge because for the first time, will have an important role in the decision making

process. Cyprus is closing the eighteen month TRIO Presidency (Poland Denmark-

Cyprus).

The Cyprus Presidency gives the opportunity to young people to acquire a better

knowledge about Europe and the opportunities in the fields of education, training,employment and mobility in general. The main priorities of the Cyprus Presidency are

the social inclusion, the equal opportunities in education and youth participation, the

multilingualism and the boost of the youth creativity.

The Cyprus Presidency is unique opportunity concerning the promotion of the culture

and history of the island, so each one should contribute as much as he/she can for a

successful presidency.

The actions of the Council of the EU or the Council of Ministers of the EU have a direct

impact on the Europeans citizens everyday life because it has the power to legislate in

conjunction with the European Parliament. The Council legislates mostly on the basis of

the European Commissionsproposals.

The Council of the EU is composed by the ministers of each member state who are

responsible for a certain area. The composition and the frequency of meetings depend

on the topic that is going to be discussed, i.e., the Foreign Affairs Ministers meet usually

once a year. The Council is consisted by ten configurationsthat reflect all the policies of

the EU.

Responsibilities of the Council of the EU:

Adoption of legislative acts such as regulations and directives, in many cas-

es in co-decision with the European Parliament.

Coordination of member-states policies.

Development of common foreign and security policy, according to the

strategic guidelines of the European Council.

Conclusion of international agreements on behalf of the EU.

Adoption of the EU budget together with the European Parliament.

The 27 member-states take in turn the presidency of the Council for six months. From

the 1st of July 31st of December 2012, Cyprus will have the presidency of the Council

of the EU.

The decisions are taken by the qualify majoritymethod under the following conditions:

If a majority of Member States approve (in some cases a two -third majority).

A minimum of 255 votes is cast in favour of the proposal, out of 345 votes.

Multipliers Training for the Cyprus Presidency of the Council of the European

Union.

The Youth Information Centre of Kato Polemidia and the Eurodesk Cyprus

co-organized a two days training about the Cyprus Presidency. The training took place

in the premises of the Community Council of Palodiaon 25th and 26th of June. In thetraining participated 20 young people, members of formal and informal groups of young

people. The educational contend was prepared by Constantinos Papageorgiou and

Maria Socratous, members of the Pool of Trainers of the Cyprus Youth Council.

During the first day the participants got informed about the EU bodies and institutions

and the Cyprus Presidency. The second day was focused on the participation and the

social inclusion of the young people with migrant background. Finally, the participants

expressed their views through a Structured Dialogue discussion/ consultation.

The Cyprus Youth Councilorganized a three day summer school (15-17 June) entitled

Becoming Active with Structured Dialogue in Pafos, under the framework of the

Youth in Action Programme. The aim of the event was to inform the members of the

Cyprus Youth Councils member organizations about the Cyprus Presidency and theStructured Dialogue process.

The main topics of the training were the participation and the social inclusion of the

young people, the main thematic priorities of the Cyprus Presidency. During the

Structured Dialogue discussion/ consultation the young people had the opportunity to

express their opinion and influence the decision making process in the European Union.

A trainer and a participant shared their experience with the Eurodesk Cyprus.

In the summer school there was a representation of many NGOs, so, the participants

expressed their views, share their ideas and developed partnerships for future

actions. During the discussion/ consultation, that took place the last day, the young

people expressed interesting views.

Information Officeand the Youth Board of Cyprus. It was a nice experience which helped

Structured Dialogue National Consultations under the framework of the Cyprus

Presidency

The young people may influence the EU Youth Policy for topics that directly concern

them by participating in the Structured Dialogue Process. Under the framework of the

Cyprus Presidency public discussions/ consultations will be launched, concerning the

Participation and the Social Inclusion of the young people. The participation of all the

young people is necessary so that the needs of the Cyprus youth are heard and to

influence the decision making process of the EU institutions.

Furthermore, the young people may participate online by answering the guiding

questions which are available HERE, however the young people are encouraged to

participate in the public discussions/ consultations. Get informed about the current

The campaign Information Right Nowis an initiative of ERYICA (European YouthInformation and Counselling Agency)in partnership with the Council of Europe. Generation 1992: Creative competition about the European single market for

young people born in 1992

In 1992 all EU member states decided to create a single market by removing the barri-

ers to the free movement of goods, services, people and capital. As a result, the Euro-

pean citizens may travel around Europe without visa. The European Commissionhas

launched the creative competition "Generation 1992" addressed to young people born

between 1st of January- 31st of December 1992. The young people are called to ex-

press their opinion about the impact of the single market in their everyday life through

article, video, photography, cartoon and Smartphone applications.

The thematic categories of the competition are:

Education and citizenship

Jobs and entrepreneurship

Culture and leisure

Consumers and the environment
