Government reviewing quality policies for better development of SMEs The Mozambican government is reviewing its quality and industrial policies and strategy for the development of small and medium-sized enterprises (SMEs) in order to adapt them to the country’s current needs and challenges, so as to bring about a national industry that puts quality products both on the domestic and international markets. This review, provided for in the government's 2015-2019 five-year program, also aims to perfect the country’s standardisation and product quality certification system, as well as contribute to the development and competitiveness of the domestic industry. According to the permanent secretary of the Ministry of Industry and Trade, Carla Soto, the review of these instruments "is part of the government’s efforts to create conditions so that our country has a quality infrastructure that meets international requirements”. Soto spoke on March 24 in the city of Maputo in a seminar commemorating the 23 years of the National Institute for Standards and Quality (INNOQ). Concerning the INNOQ, the permanent secretary said that the government is investing to give this entity the equipment and personnel it needs so that it can effectively play its role, which is to implement the national quality policy through the implementation of standardization, metrology, certification and quality management activities. In turn, Alfredo Sitoe, the general director of the INNOQ, said that although it has made significant progress in the recent years, its institution still faces "huge challenges." One in particular has to do with "training employees so they can respond to the market demand of calibration and verification services of measuring instruments in a number of areas."The event was attended by the vice-president of the Confederation of Economic Associations of Mozambique (CTA), Agostinho Vuma, who in his speech referred to the role played by the INNOQ in the certification and standardization of products’ quality. "The INNOQ allows our products and services to have certification and standardization from a

metrological point of view, thus ensuring higher quality and consumer confidence towards the services and goods sold by companies," Vuma concluded.It should be noted that as a result of the work it has done so far, the INNOQ currently assists 97 companies and 5 laboratories to make calibrations for measuring instruments and has already certified 13 companies in management systems and four products, as well as having 932 technical standards applicable to areas such as food, fuel and quality management, among others.

By Ministerial Decree 104/2015 of Nov. 27, the map of nominal relation (relação nominal) was updated, and later amended by Ministerial Decree 1/89 of Jan. 4. The update of the map of nominal relation in reference consisted mainly in its computerization, and will henceforth be completed and sent electronically.In this context, the Ministry of Labor, Employment and Social Security (MITESS) informs all employers located in Maputo City

that on March 1 it launched the electronic system of the map of nominal relation (e-FRN) in its pilot phase. It also informs that the authentication of each company will always be made through the NUIT and the unique and non-transferable password defined in the company register, on the home page, where companies should sign up to create, view and edit the sheet of its nominal relation. The user guide of the nominal list sheet is available HERE.

The CTA informs that Filipe Jacinto Nyusi, the President of the Republic of Mozambique, will make an official visit to the Federal Republic of Germany on April 18-20, where he will participate in economic and business forums.The planned business meetings will focus on the energy, infrastructure, communications and logistics sectors.

The CTA has announced that the Algerian Society of Fairs and Exhibitions (SAFEX) is organizing the 49th edition of the International Fair of Algiers to take place from May 28-June 2 at Algiers’ Palace of Exhibitions.The International Fair of Algiers is considered the most important economic event in the region. It is an essential platform in the national economy and an annual meeting of the first importance for the international

Six newly qualified doctors from the University Eduardo Mondlane (UEM) left in March to go to Portugal, where they will complete an internship at the Faculty of Medicine of the University of Lisbon under the existing exchange between the two institutions of higher education.The newly qualified doctors are Cecília Rodrigues Mulieca, Gércio Walter Da Silva Vilanculo, Isabel Remane Abdul, Lorena Denise Mougueret Gonzaga, Mendes Afonso Chongo and Percílio da Floca Manjate, who, with the support of the Banco Comercial e de Investimentos (BCI), will spend roughly a month in this prestigious Portuguese university, to complete an internship focused on HIV, hepatitis and tuberculosis, including diseases such as hypertension and diabetes. On the eve of their departure, the beneficiaries spoke of the internship and the prospects that it opens. To contextualize, Cecília Mulieca indicated that "during training, the Faculty of Medicine of UEM has introduced updates in the course of HIV, tuberculosis and hepatitis. In one of the sessions given by Professor Francisco Antunes from the Faculty of Medicine, University of Lisbon, we were given this opportunity to go on this inter-university exchange".

Gércio Vilanculos said that "the Mozambican context is different from Europe, so we would like to better understand the approach to work with patients there, which can help us in our clinical practice here". For Percílio Manjate, "in our country there are various infectious diseases and problems allied to the health network, as well as limitations in terms of human resources and material. In other parts of the world, it takes a little time to diagnose the types of pathologies that we will study in Lisbon. Our expectation is to collect these experiences and explore the possibility to apply them here, adapting them to our context".The six doctors were unanimous in affirming that this internship will came at a good time when they are still waiting for their first medical placement and it is an opportunity to further enhance their medical knowledge. "So, we would like to thank the BCI for this support, and repeat that we will be very useful at personal and professional level," finished Isabel Abdul.

The Government of Mozambique has received USD 200 million in financing from the Islamic Development Bank (IDB) towards the cost of the Chimuara-Nacal power transmission project and has said that it intends to apply part of the proceeds for the payments for goods, works, related services and consulting services to be procured under this project. The components to be financed by the IDB in this project will include the following: - Goods and works: construction of about 340km 400kV single circuit transmission line and construction of two new 400kV substations, among others. - Consulting services: a consultant will be involved in all matters pertaining to the project execution including site surveys, resettlement action plan activities (RAP), and so on.Specific procurement notices for contracts to be bid under the IDB’s International Competitive Bidding (ICB) procedures and

for contracts for consultancy services will be announced as they become available at the IDB website and the journal Noticias, Electricidade de Moçambique’s (EDM)’s website, among other places. The request for expressions of interest for consultants will be issued on May 30, 2016.
